Abstract

This directory lists programs funded by rehabilitation training grants funded under the Rehabilitation Act of 1973 (Section 304a). These programs are grouped under the following categories: (1) rehabilitation long-term training; (2) experimental and innovative training; (3) state vocational rehabilitation unit in-service training; (4) rehabilitation continuing education programs; (5) rehabilitation short-term training; (6) training of interpreters for deaf individuals; and (7) special capacity building grants. 2. Educating Children Who Are Deaf or Hard of Hearing: Cochlear Implants. ERIC Digest #E554.

Abstract

This digest uses a question-and-answer format to summarize issues in the use of cochlear implants (an array of electrodes surgically implanted into the cochlea) with deaf or hard-of-hearing children. It describes the implants and summarizes the research on the effectiveness of the devices, which indicates that the devices are most effective in cases of postlingual deafness. The population who are candidates for this technology is identified, noting that candidacy criteria are becoming broader to include some children with residual hearing. Benefits of cochlear implants are listed, such as increased capacity for spoken language acquisition, improved behavior, and increased intelligibility of speech. Possible limitations of implants are also considered and parents are provided with a list of questions to ask when considering the cochlear implant option. (Contains 15 references.) (DB)

Abstract

This resource book lists approximately 1,500 products designed specifically for the needs of people with disabilities. Typically, each product is pictured; basic information is provided including manufacturer name, product cost, size, and weight; and the product is briefly described. The book's four sections each describe products designed for certain purposes. Part 1 covers communication aids, including speech aids, pointing and typing aids, training and communication initiation aids, non-electronic communication aids, electronic communication and writing aids, mounting systems, and telecommunication devices for the deaf. Part 2 covers switches and environmental controls. Part 3 focuses on computer adaptations, including modifications for standard keyboards and mice, alternate inputs, input adapters for computers, voice-output screen readers and reading machines, magnification products for computer displays, braille and tactile output systems, speech synthesizers, and other software and hardware adaptations. Part 4 describes application software for special education and rehabilitation, including training and therapy software, adaptive educational software, and personal tool and aid software. Six indexes list products by their functions, by their input and output features, by computer, by manufacturer, and by name. A listing of manufacturer addresses is also provided. Appendices provide lists of other resources such as books and pamphlets, disability resources on the Internet, software resources, computer assessment and training programs, organizations and self-help groups, and service centers for augmentative communication and computer access. 4. Critiquing the Computer-Aided Design of Dental Prostheses.

Abstract

This paper describes RaPiD, a computer-aided assistant for the design of dental prostheses called removable partial dentures. The user manipulates icons directly to indicate the desired design solution to a given clinical situation. A developing design is represented as a logic database of components in a design; expert rules are applied as integrity constraints governing valid database transactions/design alterations. RaPiD has two modes of operation: manual mode designed for educational use (at either "student" or "expert" level), and automatic, which is intended for dentists in practice. In automatic mode, the dentist enters key clinical information, after which the system takes over and completes the design. Contravention of design rules is presented to the user in a critiquing style. The critiquing style strategies form the basis for the system's use in undergraduate and graduate dental education. Critiquing strategies used include: (1) a critique is issued only when the user has completed the proposed alteration; (2) a critique is issued immediately upon the user's radical misuse of a tool; (3) critiquing dynamically without negotiation with the user; (4) critiquing requested by the user upon completion of a design session, or at certain other stages in the design process; and (5) optional critiquing, requested by the user who wishes to compare his design with that which would have been produced independently by the system. An assessment of the educational effectiveness is planned. Expanding the range of design rules in RaPiD so that it becomes comprehensive is a current priority, as is the introduction of critiquing strategies (4) and (5), as well as completion of the automatic mode of operation. The extensive use and testing of RaPID, already carried out, show it to be a versatile and robust knowledge-based system. (Contains 14 references.) (Author/MAS)

Abstract

Reviewed are uses of the computer for communication and access to valuable educational, vocational, and recreational activities for a large class of people with serious communication problems such as deafness, autism, or severe physical handicaps. Some uses of the computer to benefit children immediately and directions for future research and development are suggested. Reported is pilot work with 10 multiply handicapped children (5 to 16 years old) which is noted to indicate hope for clinicians and teachers involved in the education and rehabilitation of such children. 9. A Prototype Robotic Arm for Use by Severely Orthopedically Handicapped Students. Final Report.

Abstract

This 18-month pilot project, which ran from October 1, 1987 to March 31, 1989, developed a prototype robotic arm for educational use by students with severe orthopedic disabilities in the Columbus (Ohio) Public Schools. The developmental effort was intended first, to provide direct access to currently available instructional materials and, second, to provide a new type of learning activity to foster these students' cognitive, affective, and psychomotor development. During the course of the project, seven children with severe orthopedic disabilities learned how to use a robotic arm to pick up, place, examine, and otherwise manipulate regular educational and household items in instructional activities. The project also produced a training methodology for educational robotic environments and investigated psychological and logistical impacts of a robotically aided educational environment. It identified issues involving accessibility, software design, and curriculum integration. Abstract

The Rehabilitation Engineering Center (Palo Alto, California) has developed a wide range of patient services which provide assistance to the disabled community in northern California and various research activities which have had impact on the disabled population nationally. The Center has three philosophical goals: to assist each child toward as normal growth and development as possible, to assist each adolescent to bridge the transition between childhood and adulthood, and to assist each adult to develop a life style which maximizes his/her potential and quality of life. Patient service activities involve the areas of orthotics (plastic, vacuum formed, custom systems); seating and mobility; prosthetics; communicaton and controls; prevention of tissue trauma; and special projects (such as occupational and physical therapy). Other reseach activities focus on seating systems for body support and prevention of tissue trauma, versatile portable speech prosthesis, and control and display design principles. NIHR (National Institute for Handicapped Research) research activities are divided into five categories: research and development activities, clinical evaluation activities, interaction with industry activities, education and training activities, and dissemination of information and research utilization activities. Activities are usually described in terms of the objective, impact, personnel involved, progress to date, dissemination of information, and utilization of the research. Appendixes contain assessment forms for evaluation of clients' control abilities, an assessment form for evaluation of clients' need for and use of rehabilitation engineering services, a report on a followup study on communication aids, a description of the rehabilitation engineering clinical internship, a list of inservice programs, a table of miscellaneous projects, and a mobility device evaluation form. 11. Guidelines for Purchase of Services and Assistive Devices for Individuals with Communication Disorders. University Affiliated Program. Revised.

Abstract

The guidelines provide a statement of principles from the professions of speech-language pathology and audiology which takes into account changes in state programs and the rapid and expanding technology of the hearing aid industry. The first section provides guidelines for the purchase of services for the individual with a communication disorder in the following areas: referral of individuals with communication disorders; assessment and eligibility; delivery of services (qualifications of personnel, supervision, consultation, quality assurance, standards); physical facilities, equipment, and calibration; program procedures (interdisciplinary coordination and reporting/recordkeeping); and prosthetic systems for individuals with communication disorders. The next section gives definitions of 13 key terms (such as assessment, communication disorder, and identification). Guidelines for the selection of augmentative communication systems cover planning for an effective and efficient system; eligibility; service delivery (identification, assessment, communication needs, facilities, program procedures, communication prostheses, funding). Seven additional definitions are provided. Guidelines for assistive listening systems consider hardwire systems, FM auditory systems, alerting devices, telephone assistive devices. The final section contains guidelines for the selection and purchase of hearing aids with suggestions for preselection evaluation, selection, fitting, and the purchasing plan. 12. A Comparison of Language Achievement in Children with Cochlear Implants and Children Using Hearing Aids.

Abstract

English language achievement of 29 prelingually deaf children with three or more years of cochlear implant (CI) experience was compared to the achievement levels of 29 prelingually deaf children with hearing aids. CI users performed better than comparison subjects on signed and spoken English grammar and length of CI experience was significantly correlated with scores on the Index of Productive Syntax measure. Abstract

Sixteen experienced cochlear-implant patients with a range of speech-perception abilities received the SPEAK processing strategy in the Nucleus Spectra-22 cochlear implant. After six months' experience with SPEAK, patients showed significantly improved mean performance on a range of speech recognition measures in quiet and noise. Improvements were realized by patients with a wide range of speech perception abilities. (Author/DB)

14. Communication for Handicapped Children. Final Report.

Abstract

Reported were data concerned with research and development of communications systems for persons with motor handicaps. An experiment on receptive communication which attempted to determine whether tactual information could be acquired simultaneously by several fingers indicated that superior performance resulted when patterns were scanned by one finger on each of two hands. A second experiment on receptive communication investigated the relative effectiveness of three alternative symbol systems which varied the geometric similarity of symbol and referent. Results showed the greatest learning occurred when symbol and object were similar. Also reported was the construction of two prototype systems that are intended to provide a means of expressive communication for two cerebral palsied persons, one child and one adult. The system contained three functionally separate components: interface to the subject, code converter, and output display of symbols. Plans for the development of this system were said to include research on the selection of input codes, and arrangements for manufacture and distribution. (GW)

15. The Selection of Students for Orthotic-Prosthetic Educational Programs. Final Report.

Abstract

The study was designed to develop and validate a set of measures that might be useful in predicting "success" in orthotic and prosthetic educational programs. Two hundred and eleven entering students from four institutions were administered the screening battery. The institutions were: Cerritos College, New York University, Northwestern University, and the University of California at Los Angeles. Measures of "success" in school and of postgraduate performance were collected from each of the subjects. These criteria were then related to the screening battery and other selected demographic variables. Included in the battery were measures of intellectual ability, mechanical aptitude, and emotional stability. Step-wise multiple regression analyses were conducted with the criterion measures from school and postgraduate performance. Results indicated that different sets of predictors and attributes were significant at each of the institutions, and that the attributes needed for "success" in school differed in certain respects from those needed for postgraduate "success." In general, depending upon the criteria used, a high degree of precision can be achieved in predicting "success" in orthotic-prosthetic education. (Author)

17. National Apprenticeship and Training Standards for Orthotic and Prosthetic Technicians.

Abstract

The booklet sets forth the National Apprenticeship and Training Standards for the one-year apprenticeship program for orthotic and/or prosthetic technicians, as developed and recommended by the American Orthotic and Prosthetic Association. Standards in various areas--such as qualifications for apprenticeship, hours of work, salaries, records, reports, accident prevention, and equal opportunity--are outlined, and adapting national standards to local use and program supervision--including such topics as responsibilities of apprentices, filing with the registration agency, and term of apprenticeship--are reviewed. Continuous revision of the standards is planned. Five appendixes include work processes for orthotic and prosthetic technicians, apprentice recordkeeping, the apprenticeship agreement, and Federal laws and regulations affecting the employment of apprentices. 18. Psychological and Educational Studies with Spina Bifida Children. Final Report.

Abstract

To measure school achievements in spina bifida children, to relate these measures to certain variables, to obtain information on educational problems, and to study facets of cognition and its changes with age, 77 spina bifida children and 53 amputees (all aged 5 to 15) were tested. Sixty non-disabled children were at times used for controls. The findings indicated that children with spina bifida and hydrocephalus lagged behind other handicapped children in reading, arithmetic, psycholinguistic abilities, richness of interpersonal recall, and listing of occupations. The spina bifida hydrocephalic children showed better performance in verbal ability than in performance skills and tended to act socially deprived regardless of verbal intelligence. Non-hydrocephalic and amputee children seemed to show normal social awareness. Indications are that spina bifida children need earlier attention to avoid misplacement in academic levels and to help prevent cognitive and academic problems. 21. Cochlear Implant Use by Prelingually Deafened Children: The Influences of Age at Implant and Length of Device Use.

Annual evaluation of the speech perception performance of 34 prelingually deafened children, grouped into those who received cochlear implants either before or after age 5, found open-set word recognition performance was significantly better for children implanted before age 5. Survey respondents from 45 residential and day schools for the deaf found that, of 151 prelingually deaf children who had received cochlear implants, 71 were no longer using the implant. Numerous comments by respondents indicated their discouragement with the results of the implants. Children still using the implants were concentrated in three schools with strong oral programs. (DB)

The second section gives five suggestions for helping a child rebuild his body image. Section 3 focuses on helping children accept phantom limb sensations. The section on stump care includes reference to exercise, skin care, and wrapping. Following the section dealing with care of an artificial limb (prosthesis), the booklet presents potential sources of information and of assistance with the expense of medical care for the amputee.
