The article presents the results of a non-experimental, descriptive and explanatory research. This research is related to the mining of text and feelings, for this we worked with all the official speeches of the former president of Peru Pedro Castillo Terrones, which amount to 12 and are in the public domain on the Peruvian state portal. The objective was to determine what the message is behind the before mentioned speeches of the former president. The data were processed in R through RStudio, and the lexicon NRC. The results show messages aimed at transmitting the idea of a welfare state; Therefore, they are not aimed at promoting entrepreneurship, initiative in the population, but rather at the state's receipt of resources, especially economic resources, which is in line with the ideology of the party that brought it to power. As for feelings, positive ones predominate. Being a topic with a high political and ideological charge, an attempt has been made to isolate these charges, restricting the interpretation to the before mentioned results. [ABSTRACT FROM AUTHOR]

Objective:: Instagram social network has a high capacity in the field of interaction, dynamic and continuous between audience and content producers. Therefore, the purpose of the current research is to identify and provide indicators related to the production of content or effective Instagram advertising messages of candidates during the presidential elections. Methods: The research method was a qualitative approach and data analysis was done through in-depth interviews (semi-structured open questions), coding (open, selective and axial). The sampling method is theoretical (snowball). After conducting an in-depth interview with 12 knowledgeable and expert professors and experts in the field of research; Qualitative content analysis of collected data, in three stages of coding, finally leading to extraction; 45 core codes, 4 main categories and 182 subcategories. Results: The results showed: 4 basic indicators emphasized by experts as fundamental factors related to the characteristics of effective Instagram advertising messages of candidates in the presidential elections; It consists of: 1-persuasive and effective content of the message, 2- having a competitive advantage of the candidate, 3- complying with the musts of election campaigns, 4- avoiding the musts of election campaigns. Conclusions: Consequently, the respondents in this research considered the Instagram space according to the type of user and its nature in terms of the content of the messages; They emphasized on being short, visual and clear as the most important feature of an effective advertising message for candidates. This research paper addresses the impact of the positive or negative polarity of the presidential messages contained in the stenographic version of the daily conferences issued by the president of Mexico, obtained by means of semantic and machine learning text mining techniques, on the performance of the Mexican Stock Exchange's Price and Quotations Index (Índice de Precios y Cotizaciones-IPC). Our results provide evidence of the existence of a negative and significant relationship of the polarity of presidential messages with IPC performance, i.e., as the positive polarity of messages increases, IPC performance decreases. Throughout the world’s long tradition with war, it has often been raised as a question whether any war was worth waging, and if so, when and how? The reply to this philosophical maze of extreme convictions differs depending on whom you ask. In this present article, we tackled the ideological differences that lead to the discrepancies between answers given by Russia and the United States of America. For this, we took as primary sources the speeches of 24 February 2022 that Vladimir Putin and Joe Biden made on Russia’s immediate involvement in Ukraine. We tried to look for dialogic clash over the choice of diction as a major ideological stance, relying on Michael Bakhtin’s theory of dialogism and his notions of hidden polemics and parody to illustrate the condemnation of the war on one end and its justification on the other. The aim was to extrapolate the themes tackled and their sequence by referring to the just war theory in its three divisions jus ad bellum, jus in bello, and jus post bellum which together structure the ancient practice of the art of war in its distinct phases. Biden and Putin heavily bid on these notions to give their viewpoints legal and ethical legitimacy and convince the international community of their just causes. Through this study, we found that the presidents stylized their speeches to follow each other’s, giving responses in an implicit and tacit manner, which we uncovered as hidden polemics in their styles of diction. We have also discovered that both presidents evoked their nemesis’ violation of the just war theory and defended their own just cause and respect for international regulation. This article introduces the cognitive prosodies model as a way to explain how some rhetorical features in persuasive texts differ across languages and rhetorical traditions, which may inform the process of translating highly rhetorical, persuasive texts. By drawing on a multidisciplinary framework grounded in comparative rhetoric, the semiotics of advertising, cognitive linguistics, and studies of rhetorical phenomena based on magnetic resonance imaging (MRI) and event-related potential (ERP), it first describes persuasion as a textual process that weaves specific 'static' versus 'dynamic' rhetorical mechanisms. These activate varying cognitive efforts and speeds in semantic processing that differ between languages and textual genres. The second half of the article presents a corpus-based study of six English and Spanish presidential speeches on immigration – and their translations – by three consecutive Mexican and US presidents. Through the lens of the cognitive prosodies model, the analysis quantitatively and qualitatively scrutinizes how source and target texts behave and how the model can inform rhetorical awareness in translation practice. This article brings the sociological theory of governmentality to bear on a longitudinal analysis of American presidential speeches to theorize the formation of the citizen-consumer subject. This 40-year historical analysis—which extends through four economic recessions and the presidential terms of Ronald Reagan, Bill Clinton, George W. Bush, and Barack Obama—illustrates the ways in which the national mythology of the American Dream has been linked to the political ideology of the state to create the citizen-consumer subject in the United States. The quantitative and qualitative analysis of the data demonstrates 1) the consistent emphasis on responsibility as a key moral value, albeit meshed with ideals of liberalism and libertarianism at different presidential periods; 2) that the presidents iteratively link the neoliberal political ideology and the national mythology of the American Dream through a sophisticated morality play myth, wherein they cast the citizen-consumer as a responsible moral hero on a journey to achieve the American Dream; and 3) that the presidents use three main dispositives—disciplinary, legal, and security—to craft the citizen-consumer subject in their response to economic recessions. The construction of threats and enemies is a constant in international politics, and presidential rhetoric plays an important role in this process. In this article, we show how recent US presidential speeches articulate narratives and representations of threats and enemies. We will focus on the State of the Union addresses given by Bill Clinton (1993- 2001), George W. Bush (2001-2009), and Barack Obama (2009-2013), thus encompassing 20 years of US foreign policy agenda. To do so, we will use two discourse analysis techniques. Th e first will highlights processes of linking and differentiation inherent to identities while the second, from the field of narratology, is employed to identify the narrative grammar that underpins the roles performed in narratives. This study presents the results of qualitative and documentary research that aimed to explore the so-called problematization of poverty in the discursive corpus of the Chilean government welfare program Seguridades y Oportunidades. Modes in which poverty is constituted as a problem of governance were traced. A corpus that was elaborated by the government in the frame of the creation of this public policy was collected and analyzed, including presidential messages and debates among senators and deputies. The results indicate that the problematization of poverty is constituted through a discourse in which business rhetoric and conservative rhetoric articulate; thus, the problem is not rooted in the economic model but rather in the dependence of subjects on the state and, in the specific case of women, in the crisis of values and the family. What is the logical consequence? The proposal for an entrepreneurial subject enabled by the state to inhabit the entrepreneurial "forces of liberty" through a series of individualizing techniques like entrepreneurialism. It is concluded that the production of a government technology based on the cross of a fierce neoliberalism and a new social conservatism reproduces the classic sexual division of labor within an entrepreneurial scheme. Ghana's President has used WAR-framed metaphors in announcing and explaining both the notion of COVID-19 and the measures his government outlined to curb its spread. This paper explores the potential effects the various conceptual mappings in the WAR-framed communication by the President had on the general public in dealing with a global pandemic in a local context. This is achieved by linking the mappings in the WAR-framed communication to the attitudes and practices among the Ghanaian public. Data were drawn from 8 presidential COVID-19 updates between March 15 and May 31, 2020. Findings indicate that the use of WAR-framed communication successfully evoked fear among the general population. However, this transcended the virus to COVID-19 patients (and their families), provoking a cause of action among the general public to fight not only the virus but also COVID-19 patients (and their families). This appears to have caused stigmatisation of COVID-19 patients, and led to a situation where COVID-19 positive patients became unwilling to declare their positive status and thus caused further community spread. Both Franklin D. Roosevelt and John F. Kennedy mastered new forms of mass media communications, ridding themselves of formal gatekeepers to communicate directly to US citizens. For Roosevelt, mastering radio airwaves would allow him to navigate past traditional presidential rhetorical tropes and print journalists' interpretations of his presidential messages to speak directly to the American public. For Kennedy, television meant advertising spots, late-night talk show appearances, and hour-long specials with his family as a way of pushing the medium beyond televised speeches in his campaigns. This study attempts to understand how the traditional press reacted to these unfiltered messages. Findings suggest that newspaper editorials and magazine stories initially praised these men's innovative approaches to new technology, but over time, legacy media became disillusioned as it began to view presidential uses of new media as a nuisance that hampered legitimate reporting. This article discusses political discourses in five North American and post-Soviet countries through the lens of Michel Foucault's concept of governmentality. Three types of governmentalities (sovereignty, discipline, and security) are differentiated and used in critical discourse analysis. It is shown with the help of quantitative procedures that the governmentality based on security prevailed in Russia, Ukraine, and Kazakhstan at the discursive level until the start of the 2010s. The concept of security does not seem to capture all aspects of the system of governance that existed in North America during the same period. State of the Union speeches and their analogues, Google Books corpus, Web of Science, and eLibrary databases of scholarly publications informed the analysis. This article analyzes a rhetorical genre ecology emerging in the aftermath of a natural disaster in Ghana. Drawing on news articles and opinion pieces, a presidential speech, a government postdisaster assessment summary, and a World Bank Group action report, I argue that in their operation within the contingent environment of public spheres, genre uptakes may be relatively highly unpredictable, but also serve multiple, varied functions that together respond to the multiplicity of exigences presented by the diffused contexts of publics. Empire is central to US foreign policy aims but is rarely taken directly into account in studies of American presidential foreign policy rhetoric. We argue here that in doing such studies, analytic attention should be paid to questions of empire as foundational to the development of the United States and to articulations of the American nation. We examine two historical and two heuristic categories used to understand US presidential foreign policy discourse and argue for refocusing analysis by placing questions of whiteness, empire, and colonialism at the core of those categories. The recurring gun violence in the U.S. has been a prevailing issue for a long period. To tackle these, the government has implemented various policies and regulations. However, a transformation is nowhere to be seen. Having advocated for a change is Joe Biden, the president of the United States. In the light of recent unfortunate occurrences, Biden delivered a public speech that addressed this issue. This study aims to understand and thoroughly comprehend Biden’s speech using appraisal analysis, in which the elements of appraisal are used to classify the terms within Biden’s speech. This research uses qualitative methods, and it is concluded that it is clear from the performed research and supplementary data in the preceding sentence that Biden's speech contains a total of 37 evaluative items. 19 of these appraising items are positive, while 18 are negative. 19 of these appraising items are positive. This study found 12 findings for each of the appraisal parts of affect and appreciation, 7 findings of Judgment-social esteem and 6 findings of judgment-social sanction. Upon analyzing, it is found that Biden’s speech contains numerous meanings, some of which are how he is saddened by the unfortunate event, and subsequently advocates transformation on gun regulation in the future years. In conclusion, Biden’s position on gun issues as president of the U.S. is that the owner and the regulation, not the gun, are the issue. [ABSTRACT FROM AUTHOR]

Can presidential messages influence public opinion? The scholarship shows that common features in developed democracies such as fragmented audiences and partisan reasoning tend to limit the persuasive effects of the bully pulpit. In this article, we argue that the effectiveness of the presidential rhetoric is context dependent. Presidents will be the most likely to persuade public opinion when they seek to break consensus by using messages that activate defection among their supporters. To examine this framework, we focus on the setting of the COVID-19 pandemic in Brazil, where the outbreak was initially a valence issue, but quickly it became a divisive matter among the public. We use a survey experiment conducted days before the President Bolsonaro's national televised address to show that cueing subjects with one of his earlier denialist remarks about the outbreak polarized opinions. We then use Bayesian change-point models to demonstrate how his major televised speeches affected daily trends in online searches related to the pandemic during the first and the most crucial weeks of the outbreak. Scholarship on the Mexican state's role in migration to the United States has been hampered by a lack of comprehensive engagement with meaning. We address this shortcoming by examining a data set of Mexican presidents' public speeches (1994–2012). We argue that increased engagement with migration has been accompanied by more expansive conceptualisations of migration and willingness to politicise the issue. We identify a discourse of reaction characterised by a defence of Mexican migrants in the United States that is sometimes expressed defiantly; and a discourse of construction, defined by a more measured approach that allows for long‐term policies to be enacted. The Constitution of the Republic of Kosovo in its basic provisions has defined the form of government and separation of state powers, as a fundamental principle of democracy, where the President of the Republic of Kosovo is not part of any of the state powers, but the constitutional powers he exercises affect that he has connections with all state powers. This paper addresses the relation of the President of the Republic of Kosovo with the legislative power, including the exercise of some of his constitutional powers, namely the convening of the constitutive session of the Assembly, the dissolution of the Assembly and the annual speech of the President in the Assembly of the Republic of Kosovo. The above-mentioned competencies, in addition to the theoretical aspect, are also analyzed in the practical aspect when these constitutional competencies of the President were materialized by President Jahjaga during the mandate 2011-2016. Also, the political stalemate and the actions taken by the President, Mrs. Atifete Jahjaga for his overcoming, criticisms and recommendations of the European Commission in the Progress Reports regarding the political stalemate in the country. since the declaration of Kosovo as an independent state in 2008, it has managed to complete a full constitutional mandate, five years, unlike its predecessors and successors until 2019. Therefore, this paper aims to elaborate the exercise of some constitutional powers and the practice of one of the most important constitutional institutions in the Republic of Kosovo, that of the President of the Republic of Kosovo.
