3. La evolución de la asistencia social en España: del Estado corporativo a la sociedad implosiva

El objetivo del presente artículo es analizar la evolución de la asistencia social en España desde la segunda mitad del siglo XX hasta nuestros días. Habitualmente se ha abordado el estudio del desarrollo de las políticas sociales a partir de las peculiaridades intrínsecas de los llamados «Estados de bienestar del sur de Europa», haciendo hincapié en los procesos de modernización incompleta o truncada, o en el peso de variables como el modelo de familia tradicional o el papel de la iglesia católica en la acción social benéfica. Este artículo quiere explorar otra vía: cómo esas particularidades responden en su funcionamiento a la regulación del conflicto capital/trabajo dentro de un sistema histórico de la economía-mundo, y cómo las variantes nacionales de la política social se explican mejor a partir de los ciclos de expansión y contracción del capital global. Para el caso de España, la construcción de la asistencia social bajo el franquismo, el proceso de convergencia con Europa y el peso específico de los sectores de la construcción y el turismo como motores principales del proceso de valorización del capital, han respondido a los requerimientos estructurales de una semiperiferia capitalista. La adopción de este enfoque analítico permitirá entender el proceso de desarticulación creciente de los sistemas de protección social como respuesta a las cíclicas crisis de valorización y la aparición de un «giro punitivo» en el tratamiento de la pobreza y la desigualdad (y de la protesta social en un sentido amplio). Dicho proceso se enmarca en un contexto de agotamiento del modo de producción industrial que ha provocado la crisis del paradigma de la exclusión, orientador de las políticas sociales europeas desde los años noventa, y que está planteando serias dudas en torno a la posibilidad de renovar el pacto social sin salir de la lógica de acumulación capitalista. more...

El objetivo del artículo es analizar los cambios en las políticas de cuidados y las transformaciones que promueven en la organización social del trabajo de cuidados. Para ello, se estudió la trayectoria de algunos programas dirigidos a la primera infancia, personas enfermas y personas mayores, todas ellas sin seguridad social, en México de 2018 a 2023. Tomando en cuenta los estudios acerca de los cambios en las políticas públicas, especialmente los que afectan las tareas de cuidados, se empleó una metodología mixta que implicó el análisis comparado, desde una perspectiva feminista interseccional, de los supuestos normativos de las políticas y de algunos indicadores cuantitativos de su implementación. Se argumenta que, a partir de 2019, el gobierno federal en el marco de su política de austeridad impulsó modificaciones en un conjunto de políticas relacionadas con los cuidados que en algunos casos mantuvieron o ampliaron sus objetivos, pero disminuyeron su intensidad (cobertura y presupuesto). Lo anterior puede entenderse como un proceso de desmantelamiento que promovió el traslado de la provisión y los costos de algunos cuidados que asumía el Estado a los hogares de la población sin seguridad social. more...

En este trabajo expongo parte de los hallazgos de una investigación sobre el papel que juega la agencia en la intervención social del programa Familias, una iniciativa estatal destinada a la superación de la pobreza en Chile. Guiada por los principios del método teoría fundamentada, presento resultados provenientes de entrevistas semiestructuradas realizadas a profesionales[i] de las ciencias sociales respecto de la intervención social que desarrollan. Entre tensiones metodológicas, la burocracia característica de la medida estatal y la distancia entre el trabajo prescrito y el trabajo real, el rol de profesionales pareciese ser fundamental para la expansión de las capacidades individuales, estrategia neoliberal característica para la superación de la pobreza. En este sentido, sostengo que profesionales del programa Familias encarnan hiperactores compensatorios; concepto inspirado en los estudios sobre individuo y agencia desarrollados en Chile en los últimos años. [i] En este documento, el término "profesionales" se utiliza en un sentido inclusivo para referirse a todas las personas, independientemente de su género. En este artículo exploro la dimensión afectiva implicada en procesos participativos orquestados por programas de inclusión social juvenil destinadas a jóvenes mujeres de sectores populares urbanos en Buenos Aires. A partir del análisis etnográfico repongo cómo aquellos procesos participativos, organizados en torno a repertorios afectivos vinculados principalmente al dolor, el malestar, la indignación y la solidaridad configuran un ejercicio de gobierno del género. Para ello, analizo las propuestas de trabajo institucionales centradas en que las destinatarias construyan “proyectos de vida” autónomos a partir de su participación. This research compares the degree of penetration of social investment through the Autonomous State. Given that unequal implementation is observed among countries, it is worth asking if there are also significant variations at the autonomous level in the Spanish Welfare State, which is heavily influenced by decentralization. Thus, the objectives are to understand how social investment policies vary among the Autonomous Communities, as well as to establish a typology to characterize them. For this purpose, a composite index was constructed, in addition to the application of cluster analysis and principal component analysis techniques. The analyzed data correspond to administrative records of the educational and vocational training system, the employment system and the long-term care system. The results show four different typologies of Autonomous Communities, depending on the performance of training and skill development policies, and, to a lesser extent, defamiliarization policies. In this article, we use primary and secondary data as a descriptive approach to recent experiences in the form of a situational study. The article highlights distinctive features of national social policies by reviewing public information contents, including a case study based on data processing from two peri-urban neighbourhoods in intermediate cities in the province of Misiones. As a working hypothesis, we discuss whether the pandemic has strengthened the role of the goverment with some innovation in the face of the new epidemiological phenomenon, or whether the policies responded to the accumulation of the already available welfare with a sustained assistential tendency while, at the same time, intra-household care networks and community support were strenghtened. What impact have the two recent economic crises had on citizens’ public policy preferences? During the Great Recession government responses focused on the adoption of strict austerity measures while during the COVID-19 pandemic, which has brought economic activity to a halt, have been oriented towards an unprecedented increase in the budget to immediately address collective needs. These two contexts provide an ideal setting for research on changes in public opinion at critical junctures. In this regard, the article examines the evolution of Spaniards’ public policy preferences since the onset of the 2008 recession, focusing on the period of the pandemic. To this end, attitudes towards public spending in six essential areas are analyzed, based on survey data from 2005 to 2022. The results suggest that spending preferences change significantly in these situations, at least in the short term, and that society supports increased expenditures, although it establishes priorities among public policies. Moreover, these spending priorities are found to have shifted between the Great Recession and the health crisis. Esta investigación compara el grado penetración de la inversión social a través del Estado Autonómico. Dado que se observa una desigual implantación entre países, cabe preguntarse si también en el Estado de Bienestar español, con gran influencia de la descentralización, existen variaciones significativas a nivel autonómico. Así, los objetivos son comprender cómo varían las políticas de inversión social entre las Comunidades Autónomas, además de establecer una tipología para caracterizarlas. Para ello fue construido un índice compuesto, además de la aplicación de técnicas de análisis de conglomerados y análisis de componentes principales. Los datos analizados se corresponden a registros administrativos del sistema educativo y de formación profesional, del sistema de empleo y del sistema de atención y ayuda a la dependencia. Los resultados muestran cuatro tipologías diferentes de Comunidades Autónomas, en función del desempeño de las políticas de formación y capacitación, y, en menor medida, de las políticas de defamiliarización. Las principales diferencias se dan en las políticas en las que los factores socioeconómicos, más allá de los institucionales, tienen mayor relevancia. more...

Desde un enfoque de derechos de atención a la infancia y la adolescencia se presenta un proyecto interdisciplinar para asesorar a los agentes locales en el municipio de Cabra. El asesoramiento se centra en la constitución de una Mesa intersectorial de buen trato, facilitando la consolidación de un modelo de trabajo en red. Se ha utilizado una metodología de investigación acción participativa (IAP). Se ha recogido información sobre: las principales necesidades de la población, los recursos disponibles y el grado de coordinación entre ellos. Intervinieron un total de 70 participantes de diferentes ámbitos profesionales y comunitarios. También se le ha dado voz a la infancia y adolescencia y a sus familias. La elaboración de un mapa de activos ha permitido sistematizar la gran variedad de recursos disponibles. Este mapa incluye a los diferentes sectores de intervención públicos y privados del municipio. Además, se ha evidenciado la necesidad de potenciar y facilitar la coordinación entre ellos. La constitución y puesta en marcha de una Mesa intersectorial se propone como una buena herramienta facilitadora del trabajo en red en la localidad de Cabra. more...

Introduction: The years 2020-22 were critical for the world due to the COVID-19 pandemic. In the Latin American region, it evidenced the complex and acute reality, characterized by poverty, vulnerabilities, inequalities, exclusions and inequities, scarce resources and a survival crisis, with poor public health management that is moving from the pandemic to the syndemic, a situation that left many families affected or without their loved ones. Objective: Establish the context of social policies between the pandemic and the syndemic, by identifying the tensions in undergraduate academic training caused by the syndemic. Method and techniques: The article has a reflective and systematizing scope that combines the descriptive and interpretative, it goes from the abstract to the concrete, from the deductive to the inductive, it combines the general and the particular. The techniques used were content analysis, participatory observation, and students and teachers, with a critical and participatory approach through research and teaching carried out during the syndemic to date, experienced the combination with the testimony of what. This article analyzes the development contexts provided to adolescents and young people on follow-up programs after compliance with socioeducational measures. Documentary research was accomplished with three entities that carry out the socio-educational measure of internment in three Brazilian states: Bahia, Paraíba, and Rio Grande do Sul. The documents found analyzed were laws, public notice, guiding documents of the closed socio educational measures, monitoring flowcharts, internal rules, state socio-educational assistance plans, individual care plans, informative booklets and folders, registration forms and follow-up evolution, and evaluation reports. The data were analyzed using the thematic content analysis and discussed from the theoretical perspective of historical-cultural psychology, with the help of the MaxQDA® software being organized in codes: legal frameworks; characterization of the functioning of follow-up programs after compliance with socio-educational measures; monitoring methodology; and evaluation and monitoring. The analyzed data allowed us to observe that the implementation of post socio-educational measures of internment follow-up programs has not occurred universally in the format of a State policy but by exercising a mediating function and the articulation of social policies, it can contribute to guaranteeing social rights and providing some activities for the realization of life projects. It is concluded that the follow-up programs after compliance with socio-educational measures act as a new development context by providing new social development situations, providing access to social rights, permanence in other public policies, and the possibility of providing a context of protection of life that minimizes the chances of juvenile lethality in the period after compliance with the socio-educational measure. The article compares the patterns and territorial inequalities in the funding of two social policies that are pillars of the welfare state and present a high degree of territorial decentralization in Spain and Brazil: education and health. The analysis uses specialist literature, national legislation and government documents to describe the policies and their financing mechanisms. Fiscal data are used to analyze subnational government inequalities in the funding of education and health in both countries. The conclusion is that the Spanish experience has significantly leveled spending on health and education between the autonomous communities of common regime, with lower levels of inequality than those observed in Brazilian states and municipalities. The Spanish result derives from an incremental process of improvement of the country's fiscal federalism, which culminated in a model marked by prioritization and territorial solidarity in the funding of social policies. This model is reference for the analysis and discussion of the Brazilian case, which has configured its fiscal federalism with little concern for reconciling efficiency and equity in the distribution of resources between subnational governments, but which has presented important advances in the reforms of education and health funding. Objective/Context: This article studies how the Uruguayan State conceptualized the idea of "necessity" in relation to the welfare project throughout the twentieth century. Throughout the first half of the century, the Uruguayan State developed a sustained policy of price control based on the concept of basic necessities. During the second half, the system began to crumble under the growing influence of liberal economic approaches and authoritarian processes. In the democratic revival context of the 1980s, these ideas began to be replaced by the concept of unsatisfied basic needs based on the influence of international organizations. Methodology: Through a methodological approach that focuses on the debates in Parliament and the public sphere, the text studies different meanings associated with the idea of necessity in relation to welfare. Originality: The documentary review offers an unprecedented journey through the transformations of the notion of necessity, showing that, while in the 1920s, the products were related to food, in the 1940s, they expanded to include multiple goods associated with the standard of living of the middle class. Simultaneously, the State developed commercial intermediation activities and promoted regulatory mechanisms that sought to control prices and ensure the supply of these goods. From the 1970s onwards, the concept of unsatisfied basic needs contributed to restricting the social role of the State by transforming the idea of welfare linked to universalist policies for the popular sectors to the development of targeted policies aimed at sectors below the poverty line. Conclusions: These policy debates transcended political-ideological alignments and were sustained by relatively shared principles of moral economy that varied between the first and second half of the 20th century. Durante el peronismo histórico fue gestado un proceso de intensa centralización de la autoridad y del control de las políticas públicas en el país que implicó un incremento inédito en las atribuciones y responsabilidades del Estado nacional en las jurisdicciones subnacionales. Con la finalidad de profundizar en la explicación de ese fenómeno, este artículo se interroga por las condiciones locales que hicieron posible la centralización de las políticas sanitarias. Para ello, la investigación se centró en el análisis de la Dirección General de Sanidad del Centro (DGSC), agencia dependiente del Ministerio de Salud Pública de la Nación creada en 1950 en la ciudad de Córdoba con actuación en esa provincia, Santiago del Estero y La Rioja. Este artículo aborda el contexto socioeconómico y político de la aparición de la pandemia del COVID-19 en Brasil y sus implicancias en las políticas sociales, la sociabilidad de las clases y las demandas al Servicio Social. Afirma que la dinámica general de las relaciones de producción capitalista -el modelo económico productivo que destruye la naturaleza, el desequilibrio medioambiental, las consecuencias de las medidas neoliberales en la definición de las políticas económicas y sociales, entre otros- son factores que han incidido en la aparición y gestión de la crisis sanitaria. Se cuestiona la intervención social del Estado, en particular el desmantelamiento de las políticas sociales, la retirada de derechos y la precariedad de los sistemas de protección social, en un entorno en el que el aumento de la concentración de la riqueza es también responsable de la pobreza y la desigualdad social. ¿Qué impacto han tenido las dos crisis económicas recientes en las preferencias de política pública de los ciudadanos? Durante la Gran Recesión, las respuestas gubernamentales se focalizaron en la implantación de medidas de austeridad, mientras que durante la emergencia de la COVID-19, que implicó la interrupción de la actividad económica, se han orientado hacia un incremento sin precedentes del presupuesto para atender con urgencia las necesidades colectivas. Estos dos contextos proporcionan un escenario idóneo para investigar los cambios de la opinión pública en coyunturas críticas. En este sentido, el artículo examina la evolución de las preferencias de política pública de los españoles desde el inicio de la recesión de 2008, centrándose en el período de la pandemia. Para ello se analizan las actitudes hacia el gasto público en seis áreas esenciales, a partir de los datos de encuestas realizadas entre 2005 y 2022. Los resultados sugieren que las preferencias de gasto cambian significativamente en estas situaciones, al menos a corto plazo, y que la sociedad apoya el aumento del presupuesto, aunque establece prioridades entre las políticas públicas. Además, se observa que estas prioridades de gasto han variado entre la Gran Recesión y la crisis sanitaria. El objetivo del presente artículo es analizar la evolución de la asistencia social en España desde la segunda mitad del siglo XX hasta nuestros días. Habitualmente se ha abordado el estudio del desarrollo de las políticas sociales a partir de las peculiaridades intrínsecas de los llamados «Estados de bienestar del sur de Europa», haciendo hincapié en los procesos de modernización incompleta o truncada, o en el peso de variables como el modelo de familia tradicional o el papel de la iglesia católica en la acción social benéfica. Este artículo quiere explorar otra vía: cómo esas particularidades responden en su funcionamiento a la regulación del conflicto capital/trabajo dentro de un sistema histórico de la economía-mundo, y cómo las variantes nacionales de la política social se explican mejor a partir de los ciclos de expansión y contracción del capital global. Para el caso de España, la construcción de la asistencia social bajo el franquismo, el proceso de convergencia con Europa y el peso específico de los sectores de la construcción y el turismo como motores principales del proceso de valorización del capital, han respondido a los requerimientos estructurales de una semiperiferia capitalista. La adopción de este enfoque analítico permitirá entender el proceso de desarticulación creciente de los sistemas de protección social como respuesta a las cíclicas crisis de valorización y la aparición de un «giro punitivo» en el tratamiento de la pobreza y la desigualdad (y de la protesta social en un sentido amplio). Dicho proceso se enmarca en un contexto de agotamiento del modo de producción industrial que ha provocado la crisis del paradigma de la exclusión, orientador de las políticas sociales europeas desde los años noventa, y que está planteando serias dudas en torno a la posibilidad de renovar el pacto social sin salir de la lógica de acumulación capitalista., The aim of this article is to analyse the evolution of social welfare in Spain from the second half of the 20th century to the present day. The study of the development of social policies has usually been approached from the point of view of the intrinsic peculiarities of the so-called «Southern European welfare states», emphasising the processes of incomplete or truncated modernisation, or the weight of variables such as the traditional family model or the role of the Catholic Church in charitable social action. This article aims to explore another avenue: how these particularities respond in their functioning to the regulation of the capital/labour conflict within a historical system within the world-economy, and how the national variants of social policy are best explained by the cycles of expansion and contraction of global capital. In the case of Spain, the construction of social assistance under Franco’s regime, the process of convergence with Europe and the specific weight of the construction and tourism sectors as the main engines of the process of capital valorisation have responded to the structural requirements of a semi-periphery. The adoption of this analytical approach will allow a better understanding of the process of growing disarticulation of social protection systems in response to cyclical valorisation crises and the emergence of a «punitive turn» in the treatment of poverty and inequality (and of social protest in a broad sense). This process is framed in a context of the exhaustion of the industrial mode of production that has provoked the crisis of the paradigm of exclusion, which has guided European social policies since the 1990s, and which is deepening the fracturing of cohesion, raising serious doubts about the possibility of renewing the social pact without leaving the logic of capitalist accumulation. more...

People with disabilities are a priority group that requires full inclusion in society, which would result in a significant improvement in their quality of life. The research study 'Socioeconomic Profile of People with Disabilities not Beneficiaries of Social Projects, for their Inclusion in Programs of the Decentralized Rural Parish Autonomous Government of El Valle, Cuenca Canton. Year 2023' aims to analyze and manage the inclusion of people with disabilities in programs of the Decentralized Rural Parish Autonomous Government of El Valle, with the objective of improving their quality of life through full inclusion in society The study was conducted with a quantitative approach, a non-experimental design, and a descriptive scope. A survey was used as a technique, which allowed for obtaining data on the socioeconomic situation. The main results of the study include the socioeconomic profile of people with disabilities in the rural parish of El Valle. It was found that the majority of the surveyed individuals are women, live in rural areas, have low educational levels, and face difficulties in accessing educational services. Additionally, a significant proportion of individuals within this population group were identified as not accessing available social programs and benefits, highlighting the need for focused strategies to expand the coverage and reach of these programs. Recommendations were proposed to improve the social, economic, and educational inclusion of these individuals, including the removal of barriers, promotion of employment inclusion policies, and training, among other aspects. more...

The article analyzes the effects of minimum income programs on labor market participation and labor activation services. It focuses on the Asturian basic social wage, a regional program that has undergone significant changes since its creation in 2005-06. The analysis shows that people who obtain full-time contracts are more likely to leave the minimum income program than those who do not obtain such a contract. Additionally, it is suggested that increasing compatibility between employment and economic benefits would be crucial in facilitating program exit. The article also highlights the importance of labor activation policies in relation to social benefit recipients. Data and analysis on the functioning of the minimum income system in Asturias, Spain are presented, and it is concluded that the probability of leaving the employment system is higher among women and immigrants, and that the majority of beneficiaries are over 35 years old. Introduction: In 2013, the Ellas Hacen Program was created, targeting women in situations of socio-economic vulnerability and/or victims of gender-based violence. In 2018, it was unified with other policies in the Hacemos Futuro Program. Main objective: The objective of this article is to present the evolution of social policy Ellas Hacen, from its creation in 2013 until its unification in the Hacemos Futuro in 2018. In this way, through the journey through two different governmental initiatives (Cristina Fernández - Mauricio Macri), we problematize the way in which it is defined as a measure with a purported gender focus, while in the design and practice of this, problems related to it are omitted. Methodology: To fulfill the stated purpose, we integrate the view of gender studies into public policies. The reflections that constitute this article derive from a theoretical-critical analysis of the program mentioned. Results: The arrival of Cambiemos as a new political administration after three Kirchner's presidential mandates, is constituted not only as a new stage, but as a paradigm shift in terms of public policies with special impact on women. With the transition from Ellas Hacen to Hacemos Futuro, we see a return to visions that include the impoverishment of women as individuals, and their solution is linked to focalization and meritocracy. The referrals in terms of the design, management and implementation of these programs had negative implications for women. Conclusion: With this article we realized how the State omits and infers the particularities of this population group -women- in this type of measures, a factor that leads to further deepening gender inequities. Objective: the aim of this paper is to test a sociology of welfare; that is, two analytical tools are argued to gain an understanding of the sociological content of welfare: 1) the identification of the forms of social precariousness existing in Mexico; 2) the idea of the continuum of inequality of violence and its visibility. Methodology: in defending their theory, the authors use analytical and qualitative sociology as a methodological perspective, where classical concepts of sociology function as reflexive tools to promote the elaboration of a qualitative, critical and normative thinking around the forms of precariousness and their opposite, welfare. Results: presented in two sections: 1) The emergence of violence as a structure for the precariousness of life, a section that reflects on the increase in the forms of violence and their importance when addressing the issue of well-being; 2) Analysis of the forms of social precariousness, which proposes a matrix of the main forms of precariousness that actually exist in Mexico, where the elements of the continuum of inequality of violence are identified. Conclusions: it is proposed that a qualitative sociological knowledge of social precariousness and violence, of the forms and dynamics of social action is necessary to understand the substantive meaning of welfare; useful knowledge to guide public actions in favor of welfare in democratic societies, especially to test innovation in the design of social policies.
