This paper uses Carol Bacchi's 'What's the problem represented to be?' (WPR) framework to explore representations of women's mental health in federal and South Australian mental health policies. It argues that mental health policies govern women through neoliberal discourses that individualise mental health and illness while neglecting the social structural factors which significantly influence mental health outcomes and health equity. In a 'self-monitoring' neoliberal society, people are increasingly required to seek medical and pharmaceutical intervention to promote ideal personhoods, with women overrepresented in this group. The disciplinary power of the medicalisation discourse categorises women as either ideal or failed neoliberal subjects. This is concerning for social workers because neoliberal and medicalisation discourses shape how women's mental health is represented in policy and responded to in practice. Objectives: The launch of state certification for community health workers (CHWs) in Massachusetts in 2018 aimed to promote and champion this critical workforce. However, concerns exist about unintentional adverse effects of certification. Given this, we conducted 2 cross-sectional surveys to evaluate this certification policy. Methods: We conducted surveys of CHW employers and CHWs in 3 sample frames: community health centers and federally qualified health centers, acute-care hospitals, and community-based organizations. We administered the surveys in 2016 (before certification launch) and 2021 (after certification launch) to answer the following questions: Was certification associated with positive outcomes among CHWs after its launch? Did harmful shifts occur among the CHW workforce and employers after certification launch? Was certification associated with disparities among CHWs after its launch? Results: Certification was associated with higher pay among certified (vs noncertified) CHWs, better perceptions of CHWs among certified (vs noncertified) CHWs, and better integration of certified (vs noncertified) CHWs into care teams. We found no adverse shifts in CHW workforce by sociodemographic variables or in CHW employer characteristics (most notably CHW employer hiring requirements) after certification launch. After certification launch, certified and uncertified CHWs had similar demographic and educational characteristics. However, certified CHWs more often worked in large, clinical organizations while uncertified CHWs most often worked in medium-sized community-based organizations. Conclusions: Our evaluation of Massachusetts CHW certification suggests that CHW certification was not associated with workforce disparities and was associated with positive outcomes. Our study fills a notable gap in the research literature and can guide CHW research agendas, certification efforts in Massachusetts and other states, and program efforts to champion this critical, grassroots workforce. The article highlights four major limitations of policy research related to cannabis and cannabinoids and provides suggestions for strengthening research to inform regulatory science at this critical juncture in policy implementation. These limitations include policy as a binary variable, state as primary unit of measure, and timelines based on policy passage dates.

Since the launch of the Covid-19 global vaccination campaign, postsecondary institutions have strongly promoted vaccination, often through mandates, and the academic literature has identified "vaccine uptake" among postsecondary students as a problem deserving monitoring, research, and intervention. However, with the admission that vaccines do not stop viral spread, that older-age and co-morbidities are major determinants of poor outcomes, and that many vaccine side effects disproportionately affect the young, it cannot be assumed that a risk-benefit analysis favors vaccinating postsecondary students. Drawing from critical policy studies, I appraise the literature on Covid-19 vaccine uptake in postsecondary education. I find that this literature reflects the "scientific consensus," hardly acknowledging contradictory medical evidence, ignoring coercive elements underlying "vaccine acceptance," and neglecting ethical tensions built into the very design of vaccination policies. The psychological study of resilience has increasingly underscored the need for children and families to access material and psychological resources to positively adapt to significant stress. Redistributive policies—policies that downwardly reallocate society's social and economic resources—can offer economically disadvantaged families sustained access to these resources and mitigate the harmful impacts of adversity. This conceptual article builds upon and integrates insights from psychological and policy research to develop a unifying multilevel resilience framework, which we call the Social Determinants of Resilience. We examine four U.S. redistributive policies that have been extensively studied for their effects on child and family outcomes as case studies: (1) Medicaid expansion; (2) the Earned Income Tax Credit; (3) childcare subsidies; and (4) Temporary Assistance for Needy Families. Informed by a scoping review of each policy, we propose that redistributive policies promote children's resilience through three mechanisms by (1) increasing families' resource and service access; (2) reducing family stress; and (3) enhancing adaptive cognitions, emotions, behaviors, and interpersonal processes that protect against the development of psychopathology and promote positive mental health outcomes. Highlighting current evidence for these resilience mechanisms as well as gaps in knowledge, we conclude by setting a multidisciplinary research agenda that can leverage this conceptual framework to advance the science on how redistributive policies enable children and families to thrive. Public Significance Statement: Policies that support economically disadvantaged families such as Medicaid expansion, the Earned Income Tax Credit, childcare subsidies, and the Temporary Assistance for Needy Families program mitigate adversity and promote children's resilience. Objective To estimate the proportion of married women in China who intend to become pregnant given the country's pronatalist population policy and to investigate fecundity, with an emphasis on the influence of socioeconomic factors. Methods A nationally representative survey of 12 815 married women aged 20 to 49 years (mean: 36.8 years) was conducted during 2019 and 2020. All completed questionnaires, 10 115 gave blood samples and 11 710 underwent pelvic ultrasound examination. Fertility intention was the desire or intent to become pregnant combined with engagement in unprotected sexual intercourse. We defined infertility as the failure to achieve pregnancy after 12 months or more of unprotected intercourse. We considered an anti-Müllerian hormone level < 1.1 ng/ mL and an antral follicular count < 7 as indicating an abnormal ovarian reserve. Findings Fertility intentions were reported by 11.9% of women overall but by only 6.1% of current mothers (weighted percentages). Fertility intention was significantly less likely among women in metropolises (odds ratio, OR: 0.38; 95% confidence interval, CI: 0.31--0.45) and those with a higher educational level (OR: 0.74; 95% CI: 0.62--0.88). Overall, 18.0% had experienced infertility at any time and almost 30% had an abnormal ovarian reserve on assessment. An abnormal ovarian reserve and infertility were less likely in women in metropolises (P < 0.05) but more likely in obese women (P < 0.05). During the COVID-19 outbreak, cases of violence and abuse have increased significantly around the world, necessitating a reevaluation of our relationships. Both violence and abuse seek to control and instill fear in the individual, gradually disrupting their overall well-being. Emotional abuse does not receive the same level of attention and social response as other forms of abuse due to its subtle nature. Its effects are as harmful as physical and sexual abuse, with serious consequences for the mental health of individual and their families. The COVID-19 pandemic has brought to light the importance of mental health. With the imposition of lockdown in India, the number of helplines for domestic violence and abuse has skyrocketed. Abuse experiences can be seen to be bidirectional; women are not alone in such instances. Many cases, however, go unreported and never reach formal institutions. The National Family Health Survey (2019–2021) reveals the current state of Indian health and nutrition, but emotional abuse (also referred to interchangeably in this article as emotional violence) only includes responses from women and is no longer included under "spousal violence" in the most recent edition. This article also includes recommendations and attempts to highlight existing shortcomings in addressing the issue of emotional violence. Restrictions on marketing of unhealthy foods and beverages to children is a globally recommended policy measure to improve diets and health. The aim of the analysis was to identify opportunities to enable policy learning and shift beliefs of relevant actors, to engender policy progress on restrictions on marketing of unhealthy foods to children. We drew on the Advocacy Coalition Framework to thematically analyse data from qualitative policy interviews conducted Australia (n  = 24), Fiji (n  = 10) and Thailand (n  = 20). In all three countries two clear and opposing advocacy coalitions were evident within the policy subsystem related to regulation of unhealthy food marketing, which we termed the 'strengthen regulation' and 'minimal/self regulation' coalitions. Contributors to policy stasis on this issue were identified as tensions between public health and economic objectives of government, and limited formal and informal spaces for productive dialogue. The analysis also identified opportunities for policy learning that could enable policy progress on restrictions on marketing of unhealthy foods to children as: taking an incremental approach to policy change, defining permitted (rather than restricted) foods, investing in new public health expertise related to emerging marketing approaches and scaling up of monitoring of impacts. The insights from this study are likely to be relevant to many countries seeking to strengthen regulation of marketing to children, in response to recent global recommendations. Objective. There are no guidelines to assist midwifery academics or students in determining the optimal time to return to their educational programs following pregnancy. Rather, students need to navigate balancing new motherhood with the pressures of returning to their clinical midwifery placement and completing their statutory requirements to meet the Australian Midwife Accreditation Standards before the end of their program. The aim of this study was to seek best practice information that provides guidance to academics supporting midwifery students returning to study after maternity leave. Methods. An analysis of contemporary Australian legislation, workforce guidelines, professional association statements, and university policies was undertaken to determine what guidance is available to assist midwifery academics in providing advice to midwifery students about the optimal time to return to their studies following birth. This document analysis was performed during 2021–2022 and followed Altheide and Schneider’s 12 step process divided into five stages to clarify best practice advice for midwifery academics to provide guidance to students returning to study after maternity leave. Results. Policy documents that refer to pregnancy confirm women have legal rights, and there is clear guidance on maternity leave; however, advice for midwifery students on the optimum time to return to study and clinical placements after birth is missing from the result of this document analysis search. Conclusion. Transition to motherhood during the postnatal period is an important time. "Building back better" post-pandemic, as advocated by the Organisation for Economic Co-operation and Development, could advance the realization of health as a human right. However, the COVID-19 pandemic is more likely to represent a tipping point into a new and even more unequal normal, nationally and internationally, that represents a hostile environment for building back better. This paper begins with a brief explanation of the tipping point concept. It goes on to describe the mechanisms by which the pandemic and many responses to it have increased inequality, and then identifies three political dynamics that are inimical to realizing health as a human right even in formal democracies, two of them material (related to the unequal distribution of resources within societies and in the global economy) and one ideational (the continued hegemony of neoliberal ideas about the proper limits of public policy). A variety of strategies have been implemented to identify, target, and prevent suicide in correctional settings. In recent decades, some prisons have adopted policies that use other incarcerated individuals to support people who have been identified as being at high risk of suicide. There has been little research on these policies and, of the few studies that have been conducted, all have relied on data from a single facility. This study takes a national approach by exploring how many departments of corrections (DOCs) include incarcerated individuals as part of their suicide prevention strategies and the characteristics of those programs. This study is an analysis of suicide prevention policies from state DOCs and the Federal Bureau of Prisons (BOP) in the United States. The BOP and 15 state DOCs have written policies pertaining to the use of incarcerated individuals as components of suicide prevention programs. These programs differ in their expectations for incarcerated individuals, with some focusing solely on observation of people in crisis and others emphasizing befriending and mentoring. Introduction: Adolescent sexual and reproductive health continues to be a major public health issue in low-and middle-income countries. While many countries have policies aimed at reducing adolescent pregnancy, evidence of their impact is unclear. This study sought to explore the knowledge and awareness of policies and programmes aimed at reducing adolescent pregnancy among health and education professionals and grassroot workers in Ghana. Methods: We employed a cross-sectional, qualitative study design involving semi-structured interviews with 30 key informants (health and education professionals and grassroot workers) in the Central Region of Ghana. We also conducted a desktop review of policies aimed at reducing adolescent pregnancy in Ghana. We used content analysis to analyse the data. Results: Eight of the 30 participants demonstrated awareness of policies aimed at reducing adolescent pregnancy but only two could elaborate on this. By contrast, 19 of the 30 participants were aware of relevant programmes and provided detailed description of their implementation and activities carried out under each programme. Despite participants' low policy awareness and knowledge, their descriptions of the activities carried out under each programme aligned with the strategies and activities of the policies mentioned, as evident from the desktop review of the policies. Conclusion: Greater engagement of stakeholders in future policy development should increase policy awareness. Dissemination of policy content through community-based media channels and in local languages should promote and facilitate stakeholder engagement, which in turn should increase effective policy implementation with subsequent reduction of adolescent pregnancy. Structural stigma's role in lesbian, gay, and bisexual (LGB) people's attainment of identity development milestones remains unknown. In a sample of 111,498 LGB people (ages 15 to 65+) living across 28 European countries, associations were investigated between structural stigma measured using an objective index of discriminatory country-level laws and policies affecting LGB people and the timing and pacing of LGB self-awareness, coming out, and closet duration, and subgroup differences in these associations. On average, self-awareness occurred at age 14.8 years old (SD = 5.1), coming out occurred at 18.5 years old (SD = 5.7), and the closet was 3.9 years long (SD = 4.9); thereby highlighting adolescence as a key period for sexual identity development and disclosure. Greater structural stigma was associated with higher odds of never coming out, later age of coming out, and longer closet duration. Gender identity, transgender identity, and sexual identity moderated associations between structural stigma and these developmental milestones. Reducing structural stigma can plausibly promote sexual identity development among LGB populations, especially during adolescence when identity related milestones are often attained. Purpose: This study assessed the extent to which the issues of vulnerable groups, such as persons with disabilities, women and girls, are incorporated in line with human rights principles in the key policies related to health, disability, gender, and disaster risk reduction in Nepal. Method: A content analysis was carried out using EquiFrame, which analyses policies for the inclusion of vulnerable groups based on the Core Concepts of Human Rights. Fifteen policies were analysed regarding the quality and frequency with which persons with disabilities, women, and girls were included in the documents. Results: Nepal's health policy (n=4) covered 52% of the Human Rights Core Concepts, while policies on disability (n=3), gender (n=2), and DRR (n=6) covered 46%. The overall qualities of those policies were ranked significantly low, with quality index ranging from 8 - 28. Conclusion: The policies inadequately incorporated human rights principles for the inclusion of disability and gender, and were ranked low quality in addressing their health needs and rights. Background: Nursing research in Saudi Arabia can be evaluated based on productivity as well as the quality of publications. The scope of scientific inquiry in nursing research expands to include clinical, health system, and outcome-based research, education, and administration. Aim: The purpose of this article is to track the development of nursing research in the Kingdom of Saudi Arabia. Design: Systematic review. Methods: This study used keywords, databases including MEDLINE, CINAHL, and PubMed to search for published articles on nursing in Saudi Arabia. The search resulted in the identification of 681 publications, from which 360 articles met the inclusion criteria and were included in the review. Results: The highest percentage of studies (56.7% of articles) focused on nursing clinical practice, and 76.0% of the studies were conducted in a hospital setting, followed by an educational setting. Most of the studies were quantitative and non-funded. More than 50.0% of the studies were first authored by Saudi scholars. Conclusions: This study concluded that nursing research in Saudi Arabia is still in its infancy, with notable improvements in the last 5 years. This correlated with an increasing number of nurses holding postgraduate degrees. With the Saudi government's strong support, the number of scientific research papers published on Saudi nursing has steadily increased over the last year. [ABSTRACT FROM AUTHOR]

Despite historical and current connections between the Catholic Church and social work in the Philippines, studies investigating these connections have been limited. Using an exploratory research design, this study examined this relationship by drawing on existing documents: legislation; curricula and minimum standards for social work programmes; course syllabi; the Code of Ethics; and textbooks. Three themes emerged in the analysis, offering tentative explanations for the Church's widespread influence: religion as embedded in Filipino life; the Catholic Church and Catholic-based organisations as key partners in the delivery of social services; and the intersection of Catholic teachings, social work principles and Filipino values. Walking provides numerous benefits to older persons, but its practice is hindered by social factors and the built environment. This article aims to understand the factors that encourage or discourage older people's walking behaviors, as well as the policies influencing those factors in Chile. It does so by reporting the analysis of twenty-five semi-structured interviews with Chilean policymakers and local leaders. The experts consistently represented walking as a beneficial activity for older persons that, nonetheless, occurs in adverse built environments. BACKGROUND: The Rehabilitation Act references self-employment in its definition of competitive integrated employment (CIE) and description of vocational outcomes. The Act also references self-employment within its scope of services and stipulates that rehabilitation services include "technical assistance and other consultation services to conduct market analyses, develop business plans, and otherwise provide resources, to the extent those resources are authorized to be provided through the statewide workforce development system, to eligible individuals who are pursuing self-employment or telecommuting or establishing a small business operation as an employment outcome" 34 CFR 361.48(b)(19). OBJECTIVE: This policy review identifies and highlights specific SVRA policy regarding TA and consultation for self-employment. METHODS: Policies from all 50 states and the District of Columbia's combined or general SVRAs and policies from 18 blind SVRAs were reviewed and coded into categories (no reference, generic, internal, and external references) to determine the types of TA and consultation for self-employment that are outlined in state policy. RESULTS: The majority of general or combined SVRAs (n = 38) have policies for self-employment technical assistance and consultation that are generic and the majority of blind SVRAs (n = 16) have generic policies for self-employment technical assistance and consultation. These rehabilitation agencies' policies only reference generic services and do not identify dedicated resources designed to meet the intent and scope of rehabilitation services. CONCLUSION: SVRAs must make a concerted effort to ensure that self-employment policy is adequately aligned to account for necessary supports, activities, and interventions that lead to positive self-employment outcomes. Recovery, as a concept is internationally recognised as a means to empower children to manage their own mental health. Recovery-oriented mental health policy production and service delivery in many Western countries, however, occurs in a discursive field influenced by biomedical and neo-liberal discourses. This article uses Critical Discourse Analysis to investigate an Australian policy—'A National Framework for Recovery-Oriented Mental Health Services: Guide for Practitioners and Providers ' , to critically analyse the competing versions of recovery. The findings reveal ideological slippages at work and show the operation of biomedical, developmental, collaborative, empowerment and responsibilisation discourses that compete in this mental health policy. This article shows how social workers require critical analysis to discern the consequences of different understandings of recovery in the child and youth mental health field. Despite the collaborative and strengths-based language of recovery, the analysis demonstrates the need to recognise the fine line between empowerment and the neo-liberal imperative for children to self-manage their mental health concerns. Tax policies targeted at reducing alcohol consumption are typically understood to be associated with economic losses, including in alcohol production and trade sectors. This study sought to determine whether the overall effect of reduced alcohol consumption might be positive once improvements in productivity associated with reduced alcohol-related consumption are considered. This study used Computable General Equilibrium economic modelling. An economic modelling framework was developed for Scotland, which considered the fiscal and economic impacts of alcohol taxation and the economy-wide impacts. Simulation of hypothetical alcohol taxes and improvements in labour productivity calibrated on losses due to absenteeism and presenteeism in Scotland in 2017. The long-run impacts of a five pence increase in taxation alone produce negative economic impacts on jobs and Gross Domestic Product in Scotland (1189 jobs and £71.12 million). These effects are reduced by half – but remain negative – when the revenues from such policy are recycled to the economy through government spending. A small improvement in labour productivity – equivalent to 4.95% of the total productivity gap from absenteeism and presenteeism estimated for Scotland – would be sufficient to turn the economic consequence non-negative. The overall macroeconomic impact of policies targeted at alcohol consumption should include consideration of the potential productivity effect and that impact studies that do not include such mechanisms are likely to overstate the negative economic impacts of alcohol policies. This paper interrogates the discourses of stunting in Indonesia and its links to early childhood education. Here, stunting is analysed via Foucault's work, with data stemming from a long‐term ethnography study and analysis of relevant policy documents in Indonesia. We argue the discourses of stunting have been regulating children, teachers and parents by acting as a form of biopower of governing rationalities. Focusing merely on the individual and nutrition aspects, the discourses overlook larger societal problems. The onset of the coronavirus disease 2019 (COVID-19) pandemic, caused by SARS-CoV-2, and the ensuing implementation of response measures directly impacted the delivery of Australian primary care services. Understanding how these measures affected practice activity is important for gauging both their effectiveness and implications for future service planning. During the first 2 years of the COVID-19 pandemic, a research project was undertaken to determine the impact of the pandemic on Australian general practice activity as a collaborative undertaking between researchers, general practitioners, data custodians, and five primary health networks from New South Wales and Victoria, Australia. The project methodology was based on an established research approach called action research, which involves participatory involvement from key stakeholders throughout the research process. The strength and success of the project's methodological approach stemmed from the synergistic interrelationship between the four key elements of: collaboration, repeated action research cycles (utilising electronic general practice data), engaged governance, and the production and dissemination of apposite knowledge outcomes. The project approach, knowledge outputs and lessons learned can be adapted to future research undertakings across any primary care setting and highlight the utility of action research and interdisciplinary research collaboration to produce knowledge directly relevant to clinical practice. The COVID-19 pandemic directly impacted the delivery of primary care services. We detail a research project framework used during the first 2 years of the COVID-19 pandemic to understand how general practice activity was impacted by the pandemic. The knowledge outputs and lessons learned can be adapted to future research undertakings across any primary care setting and highlight the utility of action research and interdisciplinary research collaboration to produce knowledge directly relevant to clinical practice. Background: Nurses and nursing assistants given one-to-one ("sitter") assignments are placed with one patient for long periods of time. Some of these patients require a sitter for reasons that include dementia, traumatic brain injury, psychiatric disturbances such as delirium, and risk of self-harm. Some may become verbally abusive, physically violent, or both, putting the assigned staff member in danger. Purpose: The study purpose was to investigate workplace violence from the perspective of nurses and certified nursing assistants working one-to-one assignments who had experienced violent encounters with patients or visitors. Methods: This qualitative cross-sectional study used a phenomenological approach. Participants were nurses and nursing assistants at one hospital in the western United States. Data were collected in five focus groups, which were conducted online; a semistructured interview guide allowed researchers to elicit participants' responses and foster discussion. Thematic analysis was used to identify themes in the data. Results: A total of 13 nurses and nursing assistants participated. Four themes emerged: silent epidemic, culture of unsafety, emotional occupational hazard, and policy and response. Conclusions: This study adds to the work of researchers who are asking difficult questions about workplace violence. It's our hope that the participants' comments and insights, as well as their recommendations, can move the needle in improving prevention and follow-up practices related to patient-initiated workplace violence. This qualitative cross-sectional study investigated workplace violence from the perspective of nurses and nursing assistants working one-to-one assignments who experienced violent encounters with patients or visitors. Aim: While the European Union (EU) has approved several COVID-19 vaccines, new variants of concern may be able to escape immunity. The purpose of this study is to project the cost-effectiveness of future lockdown policies in conjunction with a variant-adapted vaccine booster. The exemplary scenario foresees a 25% decline in the vaccine protection against severe disease. Methods: A decision model was constructed using, for example, information on age-specific fatality rates, intensive care unit (ICU) costs and outcomes, and herd protection threshold. The costs and benefits of a future lockdown strategy were determined from a societal viewpoint under three future scenarios—a booster shot's efficacy of 0%, 50%, and 95%. Results: The cost-effectiveness ratio of a lockdown policy in conjunction with a booster dose with 95% efficacy is €44,214 per life year gained. A lockdown is cost-effective when the probability of approving a booster dose with 95% efficacy is at least 48% (76% when considering uncertainty in input factors). Conclusion: In this exemplary scenario, a future lockdown policy appears to be cost-effective if the probability of approving a variant-adapted vaccine booster with an efficacy of 95% is at least 48%. Pensions at the European level have been, since the sovereign debt crisis, affected by several decision-making innovations. Retirement policy has been embedded in the European Semester, which strengthened the hitherto inadequate European socioeconomic policy coordination mechanisms. Given that the additional powers bestowed upon the Commission were qualified, a supranational response followed. With the effect of strengthening its rational-legal authority, in line with neo-functionalist spillover assumptions, evidence-based standards have been progressively applied to EU retirement policy formation. This innovative turn warrants the employment of a policy analysis theoretical framework. In particular, the article applies the concepts underpinning policy evaluation to the study of pensions within the Semester. Using a mixed-methods approach, which combines case study with statistical analysis, and following a novel in-depth coding of country-specific recommendations and Country Reports, this article argues that member states' pensions are now assessed within a structured, formal and polycentric evaluation cycle. This has been gradually constructed by increasing the coherence between the yearly interim ex post evaluations of pension policy output (the Country Reports) and the final ex post evaluations of pension policy outcomes (the Ageing and Pension Adequacy Reports) that are published every 3 years. The result is a streamlined, technocratic, knowledge-based approach to retirement policy at the supranational level. Even though the generation of technical knowledge is no substitute for toothless conditionality, greater reliance on evidence is aimed at socializing national decision-makers and may eventually influence their policy choices. The Temporary Assistance for Needy Families (TANF) program, which was established in 1996 and renewed in 2005, constituted a major reform of the US welfare system. Since its renewal, few studies have examined its effects on children. We used instrumental variables, two-way fixed effects, and event studies to examine the associations between state-level TANF policies, Child Protective Services involvement, and foster care placement during the period 2004-16. We found that each additional TANF policy that restricted access to benefits was associated with a 13 percent reduction in TANF caseloads. Using TANF policies as an instrument, we found that increases in TANF caseloads were associated with significant reductions in numbers of neglect victims and foster care placements. In two-way fixed effects models, restrictions on TANF access were associated with more than forty-four additional neglect victims per 100,000 child population and between nineteen and twenty-two additional children per 100,000 placed in foster care. Our findings suggest that additional research using data that capture the nuances of maltreatment should be used to investigate the relationships among TANF policies, child maltreatment, and foster care placement. Aim: This study aimed to analyse the policy formation process of South Korean Integrated Nursing Care Service System (INCSS). Background: Due to the shortage of chronic nursing staff in Korea, many nursing services have been overlooked, which has led to a customary caregiving culture that relied on inpatient families. To improve this, Korea legislated the INCSS in 2015. Methods: This study retrospectively analysed policy formation process of the INCSS using Kingdon's Multiple‐Streams Framework from on–offline materials generated between 1994 and 2015. Results: The caregiving culture, which was raised as one of the main causes of the Middle East Respiratory Syndrome coronavirus (MERS‐CoV) infection spread, has garnered intensive attention from media and politicians. The streams of problem, politics and policy that each flowed independently were coupled, the policy window finally opened leading to successful legislation. Conclusions: The leading political activities of the United Healthcare Civic‐Group, in which general nurses were the core, were effective in introducing the system. Implications for Nursing Management: This study's results could be used for promoting hospital‐based healthcare policy intervention by enhancing general nurses' political competence. Within the United Kingdom, domestic violence and abuse (DVA) is the most commonly identified factor within child in need assessments, with rates increasing in recent years in addition to 'lockdown'‐related spikes. This article examines the representation of DVA in local child safeguarding policies using Bacchi's (2009) 'What is the problem represented to be?' approach. Policies were collected from the websites of all the child safeguarding partnerships of England in July 2021. In total, we identified 59 policies. These policies are designed to guide local responses to DVA across services and thus have potential for substantial impact on practice across health and social care. Our results suggest that local DVA policy in England exists within a conceptual framework which spotlights the individual and lacks attention to their context. We argue that these policies focus on adults, neglecting attention to children within their own safeguarding policies. This is through children being peripheralized within the conceptualisation of 'victim' and the assessed adult risk being used as a proxy measure for the risk to child. Demographic discussions build an image of DVA as an issue that can affect anyone, but with little acknowledgement of the vulnerabilities facing proportions of the population and their complexities – when such vulnerabilities are discussed, they are individualised and viewed in absence of their societal causes, potentially eclipsing critical elements of a child's experience of DVA. The Child Dental Benefits Schedule (CDBS) is an ongoing scheme administered through the Australian Government providing eligible children funding for clinical dental treatment. This study aimed to investigate the access of dental services across children's early childhood and examine whether the CDBS has improved access to dental care. The longitudinal study of Australian children is an ongoing cross‐sequential cohort study with a representative sample of Australian children recruited in 2004. Birth (0–1 year) and kindergarten (4–5 years) cohorts were recruited through Medicare enrolment information at baseline and were representative of the Australian child population. Population‐weighted longitudinal mixed effects Poisson models with individual identifiers as a random effect were used to assess the effect of Medicare dental schedules on reported dental attendance. Prior to the implementation of the CDBS for both cohorts, the birth cohort reported the lowest attendance rate at age 4–5. The introduction of the CDBS increased the rate of dental attendance for the low household income group by 8% (95% CI: 1%, 15%) after adjusting for confounders. The model provides evidence that dental attendance increased with age and the Indigenous population have 31% (95% CI: 4%, 55%) lower attendance rate after adjustment. The increase in reported access to dental services and favourable visiting patterns in low‐income households during the operation of the CDBS provides some evidence that the schedule's primary aims to improve access to care in the child population are being met. Access to healthcare is multifaceted and the underutilisation of the schedule in the population warrants review of the schedule performance using other patient‐centred indicators. This integrative review seeks to employ insights from critical social psychology and Indigenous nation building governance research to advance an explanation for why Australian state policy continually fails to improve the lives of Aboriginal and Torres Strait Islander peoples and reproduces trauma. The review suggests that settler-colonial law and policy embed a history of oppressive relations that suppress Indigenous voice, culture, and identity, inexorably leading to intergenerational traumatic social and wellbeing outcomes for Indigenous peoples. Given settler-colonial policy's ongoing role in continuing the subordination of Aboriginal and Torres Strait Islander law/lore, the ongoing policy failure to redress Indigenous inequality and improve their wellbeing is unsurprising. Nevertheless, our analysis contributes to understanding how just and viable relations between Australian Indigenous peoples and the settler-colonial state are possible through collaborative politics. Allowing space for agreement and disagreement in their worldviews, collaborative negotiations offer a way forward to redress policy failures and traumatic outcomes that are currently entrenched. The interface between the patient and the health service has changed, which constitutes a potential problem for various policy-makers. Using a critical policy perspective and drawing on the theory of problem framing, this paper explores how actor groups with different responsibilities perceive the patient as a constructed policy problem. This is a qualitative study where data consists of single episode interviews with healthcare politicians, senior administrators, service strategists, and unit mangers from one regional health authority in Sweden. A thematic content analysis of the interviews was carried out in accordance with "the framework approach". The study illustrates how the actors interpret their reality using diverse problem frames. This becomes more visible when the framing is disentangled with regard to what perspective they employ in relation to different accounts: society or the individual, or the (healthcare) system or the (healthcare) professional. The actor groups are part of the same institutional context, which explains certain tendencies of similarities in terms of the accounts being used, but still they approach the constructed problem differently which is visible as shifts—scaling up and down—between different accounts. By analyzing and structuring the various problem frames (including its policy styles) we can enhance our knowledge about how those responsible for the governance of healthcare approach the patient as a policy problem, as something that concerns only the patient and/or the provider, or as something that needs to be addressed in broader strategic terms. Policy PointsIn the absence of federal policy, states adopted policies to support family caregivers, but availability and level of support varies.We describe, compare, and rank state policies to support family caregivers as aligned with National Academy of Medicine recommendations.Although the landscape of state policies supporting caregivers has improved over time, few states provide financial supports as recommended, and benefit restrictions hinder accessibility for all types of family caregivers.Implementing policies supporting family caregivers will become more critical over time, as the reliance on family caregivers as essential providers of long‐term care is only expected to grow as the population ages. Context: In the United States in 2020, approximately 26 million individuals provided unpaid care to a family member or friend. On average, 60% of caregivers were employed, and they provided 20.4 hours of care per week on top of employment. Although a handful of patchwork laws exist to aid family caregivers, systematic supports, including comprehensive training, respite, and financial support, remain limited. In the absence of federal supports, states have adopted policies to provide assistance, but they vary in availability and level of support provided. Our objectives were to describe, compare, and rank state policies to support family caregivers over time. Methods: We used publicly available data from the AARP Long‐Term Services and Supports State Scorecard, the National Academy for State Health Policy, and Tax Credits for Workers and Families for all 50 states and the District of Columbia (2015‐2019). Findings: We found that states had increased supports to family caregivers over this five‐year period, although significant variability in adoption and implementation of policies persists. Approximately 20% of states had enacted policies that exceed the federal Family and Medical Leave Act requirements, and 18% offered paid family leave. However, most states had not improved spousal impoverishment protections for Medicaid beneficiaries. For example, from 2016 to 2019, 24% of states provided fewer or no protections, while 71% of states did not improve spousal impoverishment protections over time. Access to training for caregivers varied based on eligibility criteria (e.g., select populations and/or only co‐residing caregivers). Conclusions: Overall, state approaches to support family caregivers vary by eligibility and scope of services. Substantial gaps in support of caregivers, particularly economic supports, persist. Although the landscape of state policies supporting caregivers has improved over time, few states provide financial supports as recommended by the National Academy of Medicine, and benefit restrictions hinder accessibility for all family caregivers. Background: The demand for educational and social inclusion of children with intellectual disabilities continues to grow throughout the world. Factors contributing to the increasing demand include family advocacy efforts, shifting views about the nature of disability, and increased international recognition of the rights of children with disabilities. In the 1970s, Saudi Arabia began investing in educational services and supports for students with disabilities in both segregated and mainstream education settings. Methods: Policies for children with intellectual disabilities were identified and analysed using the disability policy analysis model recommended by Turnbull & Stowe (2014). Then in two subsequent rounds of analysis, two other researchers reviewed, confirmed, and verified the conclusions. Findings: Saudi Arabia's recent policy provisions for children with disabilities have included an emphasis on inclusion in general education schools. However, as with many countries, these policies have not yet been systematically implemented. Many students with more complex learning and behavioural needs continue to be excluded from general education classrooms. Conclusion: Recommendations to support the implementation of inclusive educational services for students with intellectual disabilities in Saudi Arabia are provided. Background Food environments impact on diets, obesity and non-communicable diseases (NCDs). Government policies are essential to create healthy food environments. This study aimed to assess the strength of European Union (EU)-level policies, and identify and prioritize actions for the EU to create healthy food environments. Methods The Healthy Food Environment Policy Index (Food-EPI) was applied. The Food-EPI included 26 policy and 24 infrastructure support indicators. Independent experts (n  = 31) rated the strength of EU-level policies and infrastructure support for each of these indicators (on a 5-point scale, from very weak to very strong) and identified and prioritized actions to improve food environments. Results For 65% of the 26 policy indicators, EU-level policies were rated as weak and for 23% as very weak. For 63% of the 24 infrastructure support indicators, EU-level policies were rated as moderate and for 33% as weak. The experts recommended 18 policy and 19 infrastructure support actions to the EU. The Top 5 prioritized policy actions included three actions in the food composition domain (e.g. setting mandatory food composition targets), one action in the food prices domain and one action in the food promotion domain. The Top 5 prioritized infrastructure support actions included three actions in the leadership domain (e.g. developing a high-level NCDs Prevention Strategy) and two actions in the monitoring domain. Conclusions There is large potential for the EU to strengthen its policies and infrastructure support in order to improve food environments. Managing environmental problems requires cross‐sectoral and cross‐level collaboration among actors. Scholars of institutional arrangements investigate how rules shape such collaboration. Scholars of the Advocacy Coalition Framework (ACF) look for explanations for collaboration in actors' values and beliefs. Rarely have these two factors been considered together when studying collaborative behavior. This paper considers institutional arrangements and actor values to examine the structure and potential drivers of actor collaboration. The study combines the Institutional Analysis and Development framework and the ACF, applying social network analysis to explore an interaction network prescribed by rules and a surveyed collaboration network. It tests the influence of actor beliefs, reputation, and institutional arrangements on collaboration investigating water management in the German Ruhr catchment. The study finds that perceived power and actor beliefs explain actor collaboration better than institutional arrangements and that perceived interactions are more diverse and denser than hierarchically structured networks of prescribed interactions. Statement of Problem: US Navy suicide is an ongoing concern, with more than half of suicide deaths each year related to firearms. Although decreasing firearms access by those who are at risk for suicide has been well-established as a tactic for reducing risk, implementation of firearms restric- tions has a significant cultural and occupational impact among service members that may increase the stigma of seeking mental health care. During a recent Deep Dive review of all previous year suicide deaths, subject matter experts from across the US Navy identified significant variability in command utilization of firearms restriction. Methodology: Based on this finding, a review was conducted to identify best practice for firearms restriction related to suicide risk across the US military services and municipal police departments. Findings: Findings from this review sug- gested that the Department of the Navy may benefit from adopting consistent standards for disarming and rearming service members at risk for suicide, base decisions on objective suicide risk rather than routine stressors, decrease access primarily when service members are off duty, and engage with service members to decrease core drivers of suicide behavior through command channels. Implications: Implementing these recommendations may be a crucial step in balancing precautions to decrease suicide risk with the stigma of firearms restriction in military settings. This study aimed to understand how politics, economics, and public health restrictions affected each other during the COVID-19 pandemic. We use seemingly unrelated regressions on a monthly data set of government approval ratings, the stringency index, the time-dependent reproduction number (R), and unemployment, allowing the residuals in each regression to be correlated with each other. We also conduct sensitivity tests using weekly data and the growth in polls. The study covers 27 European countries from April 2020 to April 2021. A unit increase in the R and COVID-19 cases per million increases the stringency index by 23.742 and 4.207, respectively; a unit increase in stringency boosts the incumbent's popularity by 0.384; the poll positively affects the stringency index; stringency has negative effects on the R; and the poll and stringency index have opposite effects on unemployment. Persons with disabilities living in developing countries look to the United States—the world's largest contributor to Official Development Assistance (ODA) by volume—as a steadfast supporter of inclusion. This case study examined disability inclusion within the current policies and practices of four federal agencies responsible for either funding or executing U.S. foreign assistance activities. The agencies of interest were the U.S. Department of State (DOS), the U.S. Agency for International Development (USAID), the Peace Corps (PC), and the Millennium Challenge Corporation (MCC). Core areas of investigation were (a) agency disability policies and guidance, (b) the inclusion of persons with disabilities in foreign assistance programs, (c) the employment of persons with disabilities within federal agencies, and (d) physical accessibility of federal agencies. Key findings show that while some progress has been made in regard to the inclusion of persons with disabilities in U.S. foreign aid, a persistent lack of formal accountability measures impedes the inclusion of persons with disabilities diffusing responsibility and results within and across agencies. Also cited are the use of content analysis in mapping to study policy proposals and approved policies to produce results that could benefit advocacy immediately, and the limitations of said mapping like its failure to address the relative importance of policy proposals.

Managing water and food systems in South Africa is complex given the factors involved in sustainably managing the sector. To ensure sustainable management of water and agricultural systems, equal access to natural resources, and economic equality, the government has implemented policies to regulate the systems and ensure economic growth. However, the unintended consequences of these policies on the sustainability of water and agricultural systems have not been fully understood in South Africa. This paper identified and analysed four system archetypes believed to have implications for current water and agricultural development policies in South Africa. These are 'Limits to Growth', 'Fixes that Fail', 'Shifting the Burden', and the 'Attractiveness Principle'. The results show that policies implemented by the government ensure inclusiveness, equal access to natural resources, and improve productivity in the short‐term; the unintended consequences will ultimately undermine sustainability and food security over time. School bullying is a pervasive social problem that has been linked to severe mental health consequences for students. Though 50 states have adopted anti-bullying policies, research into the effectiveness of these policies has suggested that many such policies are not effective in reducing rates of bullying in schools. This paper aims to identify strategies for policy makers and social workers to reduce bullying in schools. This paper focuses on the Iowa Safe Schools Law as a case study for better understanding the strengths and limitations of statewide anti-bullying laws. Consistent with general evaluations of statewide anti-bullying laws, comparisons of rates of bullying before and after the passage of the Iowa Safe Schools Law reveal no reductions in rates of bullying. Through an examination of the extant academic and popular literature, this analysis identifies several critiques of the policy, namely that such policies infringe upon freedom of expression and that such policies focus on individual behavior modification rather than on changing underlying social norms that contribute to hostile environments. This paper presents several recommendations for advancing the prevention of bullying. Future research should identify underlying factors that render these policies ineffective and common factors of policies that have been found to be more effective. Bullying prevention policies should include funding allocated to these efforts and components that have been empirically linked to reductions in bullying. Social workers hold a key role in advocating for funding for this policy and offering institutional and individual-level interventions to reduce bullying. [ABSTRACT FROM AUTHOR]

This study uses an interpretive narrative approach to compare and contrast assumptions regarding social integration (participation in meaningful and multiple roles, and engagement in social networks) as promoted in the Chilean Comprehensive Policy for Positive Aging, with the expectations of interviewees aged 60 to 74 years. The Policy assumes specific forms of social integration by: offering different options of social integration to dependent vs. independent older people, encouraging autonomy and self-management, and assuming the primacy of family responsibility in older people's care. Both the Policy and the interviewees emphasize the value of autonomy and independence in old age; the latter, however, do not place family at the frontline when care is needed. Understanding the matches and gaps between policy assumptions and older people's expectations for social integration, including the role of family caregiving, can open new possibilities to prevent social isolation and promote different forms of social support that are valued by older adults for their emotional and practical benefit. The US is experiencing a shortage of primary care providers, which could be reduced by the addition of nurse practitioners. However, the ability to increase the supply of nurse practitioners is limited by a shortage of clinical preceptors. The Affordable Care Act's Graduate Nurse Education Demonstration provided federal funding to offset the clinical training costs of advanced practice nurses. We used data from the American Association of Colleges of Nursing from academic years 2005-06 through 2017-18 to determine whether the demonstration was associated with increased nurse practitioner enrollment and graduation growth. The demonstration was associated with a significant increase in nurse practitioner enrollments and graduations. A promising model of organizing and implementing funding for graduate nursing education nationally was identified. Findings suggest that modernizing Medicare payments for nursing education to support nurse practitioner clinical training costs is a promising option for increasing primary care providers. Privatizing the administration of American prisons represents a popular tool of correctional governance. In turn, policy and public administration researchers are routinely studying the consequences of prison privatization on criminal justice outcomes such as recidivism rates and prisoner complaints. However, much less attention has been paid to the antecedents of privatization decisions occurring across states, in particular how racial determinants might be influencing privatization outcomes. Building upon existing policy research with theories of social construction and negative racial classification, we argue that privatization debates over corrections management become more racialized when Black prisoners comprise a larger share of the state prison population, predicting higher overall levels of privatization usage. We further argue that this Black prisoner presence‐privatization relationship is context‐specific and conditioned by two additional variables: (1) levels of mass racial stereotyping and (2) partisan composition of state government. The statistical analysis demonstrates that racial determinants do significantly influence state prison privatization decisions and in complex ways as theorized. In states where Blacks make up a larger share of the prison population, privatization usage is found to be higher. Additionally, in line with theoretical expectations, Black prisoner presence is associated with increased privatization levels most strongly in states where citizenries hold heightened levels of racial fear and Republicans have increased legislative presence. This research is of keen interest to scholars of public policy and management, who could pay more heed to the ways in which race influences decisions around administrative structuring and outcomes for taxpayers and clients.
