The rapid development of software and hardware complexes and the analysis of modern views in the latest publications show the need to build a promising information and measurement system using the latest achievements of software products. One of the main requirements for AME manufacturers is the ability to listen to the problems and requests faced by customers and operators in their work, in the presence of the task of increasing functionality, reducing time, meeting the requirements of unification and economy. Increasingly shorter design and development times within the framework of modern AME creation programs require error-free solutions, complying with the “ready the first time” rule. In the sector of creation of the latest AME, it is necessary to take into account not only the efficiency and goals of defense facilities, but also environmental protection measures. High-quality, well-directed, economically justified and timely testing is of decisive importance for the implementation of the main stages of the project for the creation of the newest AME. The authors of the article conducted an analysis of SCADA and Catman software products and a consideration of their features of use as a component of information and measurement systems during testing of the AME. The conducted analysis of the features of the construction and functioning of the software products of advanced developers makes it possible to draw appropriate conclusions regarding the correctness and necessity of creating promising information and measurement systems that will be used in testing complex technical systems and their components. The use of an advanced software product, ease of construction, modularity and cost-effectiveness of the system will allow the entire list of measurement works to be performed by the organization’s engineering staff without the involvement of third-party programmers, thereby reducing time and costs. Thus, the use of promising information and measurement systems built taking into account the new developments of software and hardware products will solve the issue of reducing test time, increase quality and reliability, and significantly simplify the entire list of works performed according to test methods.

In recent years a number of significant changes have taken place in the field of control, regulation and management in the development processes, manufacture and aircraft’s operation, new international requirements and standards in the field of ensuring flight safety have been put into effect. Large-scale implementation of information technologies in the supporting the technical operation processes of aircraft and monitoring safety of aviation activity is being carried out. The analysis of modern views on the provision in the information component of the aircraft life cycle indicates the need to build such an information and analytical system which will be based on the software-modular principle and will allow through separate modules, information and analytical data to be used by the appropriate categories of specialists in their areas of professional activity. This article is devoted to consideration of the expediency and necessity of building a loss-modular information- analytical system and some of the latest approaches to reduce the negative impact on the operation of aircraft’s during their life cycle of such factors as the time interval of decision-making which in turn has a direct impact on safety flights. At the same time, the issues of tasks formation in the information provision and supporting process’ development, manufacture and subsequent mass long-term operation of newly created and promising aviation equipment are considered aimed at the further development of innovative approaches to the provision of a complex interdisciplinary system of support for the technical and aircraft’s flight-technical operation during their lifetime cycle.

The article examines the possibility of improving (creating a new) safety control system and the possibility of its implementation in the activities of state aviation of Ukraine. Research method is system analysis. The purpose of the research was to study the possibility of improving the existing (creation of a new) safety control system and its implementation in the activities of state aviation of Ukraine, which is based on new physical, primarily digital, principles of collecting, processing, transmitting and storing information. For this purpose, an analysis of the experience and prospects of development of the organization of aviation flight control in Ukraine and abroad was conducted, an option of a rational model of operation of the state aviation flight safety control system was developed. Research has shown the following: recently, national state executive bodies have been bringing national aviation legislation, including aviation security, in line with EU law and a number of measures have been planned. The main ones are as follows: adaptation of the Ukrainian legislation to the European Union legislation in the field of air transport; reorganization of the Ukrainian State Aviation Service, improvement of airspace regulation functions and functions of certification of subjects, objects of aviation activity; preparation, taking into account the world experience of the legislative framework for the implementation of a new national aviation security program for civil aviation; the existing flight safety control system of SAU(State Aviation of Ukraine) is imperfect, does not fully meet the requirements of the European aviation safety control system ICAO, both in terms of organization and management of the system, and in terms of collection, processing, transmission, storage, safety control; in order to meet the requirements for integration into the international organization ICAO, it is necessary to create (improve) a modern flight safety control system of SAU on new physical digital principles of flight information processing using high-speed technologies for satellite transmission, Ethernet, processing, storage in high-power computing information servers, which will allow quickly and efficiently the bodies responsible for ensuring and controlling flight safety in a timely manner (including on-line mode) to respond to abnormal situations of changes in flight conditions, operation of systems and units of the aircraft; in order to implement the flight control system of the State aviation of Ukraine, the technical means of the flight control system of the state aviation of Ukraine were developed: RP-24 recorders (CFDR-42) and ACN-5301 flight information transceiver, which are tested and special software is created.

The article highlights the main aspects and features of the algorithm of aviation equipment operation "condition-based" with the use of ground technical means of control and on-board measuring systems and the formation of decision- making principles for further operation of aircraft. To develop methods of technical diagnostics of any technical equipment, it is necessary to identify which parameters characterize its condition and reliability as well as to establish diagnostic criteria and limit values of the controlled parameters. Depending on the nature of the parameters being controlled, there are parametric and physical methods of diagnostics. Based on the results of the diagnostics, we must get a straight answer: whether or not it is necessary to perform repairs or maintenance of the equipment being tested, taking into account the ensuring of failure-free operation before the next diagnostics. Currently, a large number of different measuring equipment that can measure signals that meet the parameters of the object of control and diagnostics are successfully used to objectively determine the technical condition of aircraft. The use of the laboratory for technical diagnostics of aviation equipment in conjunction with on-board measuring systems will provide an opportunity to make a quality technical diagnostics and reasonable conclusion to decide on further operation of the sample of aviation equipment. The use of mentioned laboratory will also predict the occurrence of failures of aviation equipment systems and units. Only a comprehensive approach to the technical diagnostics of aviation equipment with employment of all means of technical control (ground, on-board) will prevent sudden failures of aviation equipment systems.

Ukraine's European and Euro-Atlantic course requires the implementation of a number of normative documents, including documents in the field of metrology and metrological activities. This demands the adaptation of existing and development of new regulations. The study examined and analyzed national standards adopted by the acceptance of NATO STANAG 4107. NATO Quality Assurance Standards recommend verification, validation and metrological confirmation for measuring equipment used in the design, development and manufacture of armaments and military equipment. An analysis of the definitions of the terms "verification", "validation" and "metrological confirmation" in different standards and in international and interstate dictionaries of metrology is carried out. Processes of verification, validation and metrological confirmation are offered taking into account the latest changes in the field of metrology and metrological activity, tests of armaments and military equipment and metrological support of tests, as well as some legislative acts of Ukraine in the field of technical regulation. Conformity assessment is used in international practice and in Ukraine to prove compliance with the established requirements. The analysis of the term "conformity assessment" is done in the article. The process of proving the fulfilment of the set requirements for checking the compliance of products with the requirements of technical regulations for measuring equipment used in the field or outside the field of legally regulated metrology is explained. In order to improve the regulatory framework of the metrological support system in the field of defence and harmonization of normative and guiding documents to modern requirements, it is proposed to develop "Technical regulations for measuring equipment of general military and special purpose" and "Methods of metrological confirmation of measuring equipment for testing armament and military equipment”. The time period for implementation of NATO standards in the field of development and production of armaments and military equipment was also taken into account.

The article deals with the results of the study of NATO standards and world leading nations in the metrological support of armament and military equipment, identifies the main features of metrological support of tests in accordance with their requirements, which may be adventagous to Ukrainian metrologists. The purpose of the article is to identify the features of the standards that determine the requirements for metrological support for armament and military equipment testing based on their analysis. NATO Metrological Assurance is generally regulated, directly and indirectly, by STANAG 4107 Mutual Acceptance of Government Quality Assurance and Usage of Allied Quality Assurance Publications, STANAG 4370 Environmental Testing, STANAG 4704 NATO requirements for calibration support of test and measurement equipment. In Ukraine, on the basis of these standards (presented in the original languages - English and French), 18 national standards have been adopted by the method of acknowledgement. The MIL-STD-810G metrology test specification, presented in a generalized form, regulates the requirements for testing and measuring equipment, calibration intervals and total error (or measurement uncertainty) of test and measuring equipment. According to NATO standards, all metrological equipment is divided into 4 types, which are grouped into two groups, namely: 1) Test, Measurement, and Diagnostic Equipment (TMDE); 2) Embedded Built-in-Test Equipment (BITE). MIL-HDBK-1839A Calibration and Measurement Requirements Summary (CMRS) details the requirements: for the measuring system, subsystem or equipment; TMDE in its turn deals with the standards and calibration equipment necessary to ensure the metrological traceability of all measurements through separate military departmental metrology and calibration programs to the approved national standards. The MIL-STD-810G military standard regulates a number of standard parameters for a large number of laboratory tests of military products, which allows to determine the resistance of a wide range of equipment to various impacts. The peculiarities of the analysis of the U.S. standards should be taken into account when elaborating the regulatory documents for metrological testing in the Armed Forces of Ukraine.

Метою статті є визначення особливостей стандартів США, які визначають вимоги щодо метрологічного забезпечення випробувань озброєння та військової техніки на основі їх аналізу. Для міністерства оборони США розробка і впровадження документів по стандартизації здійснюється за програмою оборонної стандартизації Defense Standardization Program в рамках діяльності з управління стандартизацією Standardization Management Activities. Документи зі стандартизації включають 5 видів. У США метрологічне забезпечення озброєння та військової техніки для всіх видів військ регламентовано десятками стандартів, серед яких виділено 4 основних: MIL-STD-1839D, MIL-HDBK-1839A, DI-QCIC-80278C, MIL-STD-810D. Метрологічне забезпечення випробувань за стандартом MIL-STD-810G, представлене в узагальненому вигляді, регламентує вимоги до випробувального і вимірювального обладнання, інтервалів калібрування та сумарної похибки (або невизначеності вимірювань) випробувального та вимірювального обладнання. Згідно стандартів США все обладнання, що має метрологічні характеристики, розділене на 4 види, які об'єднані в дві групи, а саме: 1) випробувальне, вимірювальне та діагностичне обладнання (Test, Measurement, and Diagnostic Equipment (TMDE); 2) вбудоване обладнання для випробувань (Built-in-Test Equipment (BITE)). Зведені вимоги до калібрування та вимірювання (Calibration and measurements requirements summary (CMRS)) MIL-HDBK-1839A деталізують вимоги: щодо вимірювальної системи, підсистеми або обладнання; TMDE; до стандартів та обладнання калібрування, які необхідні для забезпечення метрологічної простежуваності всіх вимірювань через окремі військові відомчі метрологічні та калібрувальні програми до затверджених національних стандартів. Військовий стандарт MIL-STD-810G регламентує ряд стандартних параметрів для великої кількості лабораторних випробувань військової продукції, що дозволяє визначити стійкість широкого переліку обладнання до різних впливів. Визначені за результатами аналізу стандартів США особливості потрібно враховувати при розробці нормативних документів з метрологічного забезпечення випробувань в Збройних Силах України.
