The Sun's chromosphere is a critical region to understand when considering energy and mass deposition into the transition region and corona, but many of the smaller, faster events which transport a portion of this mass and energy are still difficult to observe, identify and model. Solar Spicules are small, spike-like events in the solar chromosphere that have the potential to transfer energy and mass to the transition region, but whose energetic origins are still being researched. Chromospheric spicule activity on-disk can be identified by observing temporary excursions in the red and blue wings of chromospheric emission lines. Researchers have demonstrated this in Hydrogen~Alpha (H{\alpha}, 6563 {\AA}), Ca II (8542 {\AA}, k 3934 {\AA}), Mg II (h 2803 {\AA}, k 2796 {\AA}), and Si IV (1394 {\AA}, 1405 {\AA}) spectral observations, with the vast majority of identification efforts focused on lower chromospheric observations of H$\alpha$ and Ca II. Because any spicules which deposit mass and energy into the transition region must necessarily pass through the upper chromosphere, observations from this region such as Mg II or Hydrogen Lyman Alpha (Ly$\alpha$ 1216 {\AA}) in enough quantity to perform proper statistics will be critical to fully characterizing spicules' impact on mass and energy transfer in the Sun. This research proposes a definition with numerical limits for how spicules appear in Mg II wavelengths, tunes an algorithm for automatically detecting spicules in Mg II spectral observations, and uses K Means Clustering to identify and display the full range of spicule spectrum shapes. This work will help allow statistical studies on spicules in the upper chromosphere to be as thorough as those of the lower chromosphere, allowing researchers to better understand the physical nature of spicules and their role in energy transfer and deposition in the solar atmosphere., Comment: Submitted an early draft, was not ready for full submission

We present a model to describe the concentration-dependent growth of protein filaments. Our model contains two states, a low entropy/high affinity ordered state and a high entropy/low affinity disordered state. Consistent with experiments, our model shows a diffusion-limited linear growth regime at low concentration, followed by a concentration independent plateau at intermediate concentrations, and rapid disordered precipitation at the highest concentrations. We show that growth in the linear and plateau regions is the result of two processes that compete amid the rapid binding and unbinding of non-specific states. The first process is the addition of ordered molecules during the periods where the end of the filament is free of incorrectly bound molecules. The second process is the capture of defects, which occurs when consecutive ordered additions occur on top of incorrectly bound molecules. We show that a key molecular property is the probability that a diffusive collision results in a correctly bound state. Small values of this probability suppress the defect capture growth mode, resulting in a plateau in the growth rate when incorrectly bound molecules become common enough to poison ordered growth. We show that conditions that non-specifically suppress or enhance intermolecular interactions, such as the addition of depletants or osmolytes, have opposite effects on the growth rate in the linear and plateau regimes. In the linear regime stronger interactions promote growth by reducing dissolution events, but in the plateau regime stronger interactions inhibit growth by stabilizing incorrectly bound molecules., Comment: 20 pages, 7 figures

The phenomenon of subradiance, marked by its surprising suppression of spontaneous emission, challenges conventional expectations of the collective behavior of scatterers. We study subradiance in the experimental setting of a Bose-Einstein condensate positioned at the mode crossing of two optical cavities. In this setup, subradiance manifests in the form of metastable density structures that suppress emission into one cavity mode, thereby preventing relaxation to the stationary, superradiant grating that minimizes the system's energy. We observe lifetimes of the subradiant states exceeding hundred milliseconds, far surpassing any characteristic dynamic time scale of the system. Eventually, an instability triggers a rapid transition to the superradiant stationary pattern. We reproduce these dynamics by a quantum mean field model, suggesting that subradiance shares characteristics with quasi-stationary states predicted in other long-range interacting systems such as astrophysical clusters and plasmas. This behavior highlights the potential of photon-mediated long-range forces as controllable and exploitable quantum cooperative phenomenon.

The Solar eruptioN Integral Field Spectrograph (SNIFS) is a solar-gazing spectrograph scheduled to fly in the summer of 2025 on a NASA sounding rocket. Its goal is to view the solar chromosphere and transition region at a high cadence (1s) both spatially (0.5") and spectrally (33 m{\AA}) viewing wavelengths around Lyman Alpha (1216 {\AA}), Si iii (1206 {\AA}) and O v (1218 {\AA}) to observe spicules, nanoflares, and possibly a solar flare. This time cadence will provide yet-unobserved detail about fast-changing features of the Sun. The instrument is comprised of a Gregorian-style reflecting telescope combined with a spectrograph via a specialized mirrorlet array that focuses the light from each spatial location in the image so that it may be spectrally dispersed without overlap from neighboring locations. Ideal photonic quantum memories can store arbitrary pulses of light with unit efficiency. This requires operating in the adiabatic regime, where pulses have a duration much longer than the bandwidth of the memory. In the non-adiabatic regime of short pulses, memories are therefore imperfect, and information is always lost. We theoretically investigate the bandwidth limitations for setups based on individual atoms, or ensembles thereof, confined inside optical cavities. We identify an effective strategy for optimizing the efficiencies of the storage and retrieval process regardless of the duration of the pulses. Our protocol is derived almost completely analytically and attains efficiencies better than or comparable to those obtained by numerical optimization. Furthermore, our results provide an improved understanding of the performance of quantum memories in several regimes. When considering pulses defined on an infinite time interval, the shapes can be divided into two categories, depending on their asymptotic behaviours. If the intensity of the pulse increases with time slower than or as an exponential function, then the storage efficiency is only limited by the pulse width. For pulses defined on a finite interval, on the other hand, the efficiency is determined by the shape at the beginning of the storage or, correspondingly, at the end of the retrieval process., Comment: 21 pages, 8 figures, all kinds of feedback welcome

An estimated 1 million+ children could benefit from the child care and early education proposal recently released by U.S. Senators Patty Murray (D-WA) and Tim Kaine (D-VA) for inclusion in the federal budget reconciliation package. The new framework, which includes $72 billion in additional Child Care and Development Block Grant (CCDBG) funds, will provide direct support to children and families and build up the supply of child care, including by investing in the child care workforce. The resources will be distributed to every state and territory. States can use these investments to address the nation's ongoing child care crisis and expand access to child care and preschool. These funds would lower costs and expand access for families, increase the supply of quality providers, and raise wages for early educators. In addition to the $72 billion investment in CCDBG, the proposal includes funding to create a pilot program that would expand child care assistance; increase access to preschool and Head Start; and raise Head Start teacher wages. Through the pilot program, states would have the opportunity to further expand access and affordability to reach families with higher incomes and cap families' child care expenses at 7 percent of annual income-- the federally established benchmark for affordable child care. The $72 billion in additional CCDBG funding is allocated over 6 years at $12 billion per year--with $9 billion annually to expand access to families and $3 billion annually for child care workforce compensation and supply building. The table presented in this fact sheet provides state-by-state estimates of allocations of the CCDBG funding and the potential number of children who could be served.

The most recent version of the Build Back Better (BBB) Act includes historic investments in child care and preschool totaling $390 billion. These investments create a child care entitlement for most children from birth through age five and universal pre-kindergarten for three- and four-year-olds, which would provide significant increases to access for families and children, improve the quality of the programs, and increase pay and support for providers. The U.S. House of Representatives passed this bill on November 19, 2021. The measure is now being considered by the Senate. This brief outlines key provisions of "Section 23001 Birth Through Five Child Care and Early Learning Entitlement" and "Section 23002 Universal Preschool" included in the Build Back Better Act. We have developed an algorithm to identify solar spicules in the first ever systematic survey of on-disk spicules exclusively using Mg II spectral observations. Using this algorithm we identify 2021 events in three Interface Region Imaging Spectrograph (IRIS) data sets with unique solar feature targets spanning a total of 300 minutes: (1) active region, (2) decayed active region/active network, and (3) coronal hole. We present event statistics and relate occurrence rates to the underlying photospheric magnetic field strength. This method identifies spicule event densities and occurrence rates similar to previous studies performed using H{\alpha} and Ca II observations of active regions. Additionally, this study identifies spicule-like events at very low rates at magnetic field intensities below 20 G, and increasing significantly between 100 and 200 G in active regions and above 20 G in coronal holes, which can be used to inform future observation campaigns. This information can be be used to help characterize spicules over their full lifetimes, and compliments existing H{\alpha} spectral capabilities and upcoming Ly{\alpha} spectral observations with the Solar eruptioN Integral Field Spectrograph (SNIFS) sounding rocket. This paper identifies spectral lines from X-ray to infrared wavelengths which are optimally suited to measuring vector magnetic fields as high as possible in the solar atmosphere. Instrumental and Earth's atmospheric properties, as well as solar abundances, atmospheric properties and elementary atomic physics are considered without bias towards particular wavelengths or diagnostic techniques. While narrowly-focused investigations of individual lines have been reported in detail, no assessment of the comparative merits of all lines has ever been published. Although in the UV, on balance the Mg+ h and k lines near 2800 Angstroms are optimally suited to polarimetry of plasma near the base of the solar corona. This result was unanticipated, given that longer-wavelength lines offer greater sensitivity to the Zeeman effect. While these lines sample optical depths photosphere to the coronal base, we argue that cores of multiple spectral lines provide a far more discriminating probe of magnetic structure as a function of optical depth than the core and inner wings of a strong line. Thus, together with many chromospheric lines of Fe+ between 2585 and the h line at 2803 Angstrom, this UV region promises new discoveries concerning how the magnetic fields emerge, heat, and accelerate plasma as they battle to dominate the force and energy balance within the poorly-understood chromosphere., Comment: Accepted for publication in the Astrophysical Journal. 12 pages, 2 figures, and 1 table

Magnetized Liner Inertial Fusion (MagLIF) is a z-pinch magneto-inertial-fusion (MIF) concept studied on the Z Machine at Sandia National Laboratories. Two important metrics characterizing current delivery to a z-pinch load are the peak current and the current-rise time, which is roughly the time interval to reach peak current. It is known that, when driving a z-pinch load with a longer current-rise time, the performance of the z-pinch decreases. However, a theory to understand and quantify this effect is still lacking. In this paper, we utilize a framework based on similarity scaling to analytically investigate the variations in performance of MagLIF loads when varying the current-rise time, or equivalently, the implosion timescale. To maintain similarity between the implosions, we provide the scaling prescriptions of the experimental input parameters defining a MagLIF load and derive the scaling laws for the stagnation conditions and for various performance metrics. We compare predictions of the theory to 2D numerical simulations using the radiation, magneto-hydrodynamic code HYDRA. For several metrics, we find acceptable agreement between the theory and simulations. Our results show that the voltage near the MagLIF load follows a weak scaling law $\smash{\varphi_{\rm load} \propto t_\varphi^{-0.12}}$ with respect to the characteristic timescale $t_\varphi$ of the voltage source, instead of the ideal $\smash{\varphi_{\rm load} \propto t_\varphi^{-1}}$ scaling. This occurs because the imploding height of the MagLIF load must increase to preserve end losses. As a consequence of the longer imploding liners, the required total laser preheat energy and delivered electric energy increase. Magnetized Liner Inertial Fusion (MagLIF) is a magneto-inertial-fusion (MIF) concept, which is presently being studied on the Z Pulsed Power Facility. The MagLIF platform has achieved interesting plasma conditions at stagnation and produced significant fusion yields in the laboratory. Given the relative success of MagLIF, there is a strong interest to scale the platform to higher peak currents. However, scaling MagLIF is not entirely straightforward due to the large dimensionality of the experimental input parameter space and the large number of distinct physical processes involved in MIF implosions. In this work, we propose a novel method to scale MagLIF loads to higher currents. Our method is based on similarity (or similitude) scaling and attempts to preserve much of the physics regimes already known or being studied on today's Z pulsed-power driver. By avoiding significant deviations into unexplored and/or less well-understood regimes, the risk of unexpected outcomes on future scaled-up experiments is reduced. Using arguments based on similarity scaling, we derive the scaling rules for the experimental input parameters characterizing a MagLIF load (as functions of the characteristic current driving the implosion). We then test the estimated scaling laws for various metrics measuring performance against results of 2D radiation--magneto-hydrodynamic HYDRA simulations. Magneto-inertial fusion (MIF) concepts, such as the Magnetized Liner Inertial Fusion (MagLIF) platform [M. R. Gomez et al., Phys. Rev. Lett. 113, 155003 (2014)], constitute a promising path for achieving ignition and significant fusion yields in the laboratory. The space of experimental input parameters defining a MagLIF load is highly multi-dimensional, and the implosion itself is a complex event involving many physical processes. In the first paper of this series, we develop a simplified analytical model that identifies the main physical processes at play during a MagLIF implosion. Using non-dimensional analysis, we determine the most important dimensionless parameters characterizing MagLIF implosions and provide estimates of such parameters using typical fielded or experimentally observed quantities for MagLIF. We then show that MagLIF loads can be "incompletely" similarity scaled, meaning that the experimental input parameters of MagLIF can be varied such that many (but not all) of the dimensionless quantities are conserved. Based on similarity-scaling arguments, we can explore the parameter space of MagLIF loads and estimate the performance of the scaled loads. The COVID-19 pandemic has demonstrated how critical child care is for families while also highlighting and exacerbating the existing inequities in the sector. Even as schools are beginning to reopen, continued investment in school-age care is essential to meet families' needs and address the long-standing inequities that children, families, and providers have faced. To ensure that parents--especially mothers--who wish to work can remain or return to the workforce, the nation must strengthen the infrastructure of the child care sector, including school-age child care, through public investment. Fortunately, Congress and the administration are beginning to address these significant, long-overlooked needs with numerous viable and meaningful proposals now on the table including options that would have a tremendous, positive impact on school-age children's access to care. Policymakers must continue making large-scale investments in the sector to ensure that all children, including school-age children, can access the care they need. By prioritizing significant investments in child care, policymakers can secure a strong economic recovery and support establishing an infrastructure that creates a more equitable, sustainable child care system.

We use neuroevolutionary learning to identify time-dependent protocols for low-dissipation self-assembly in a model of generic active particles with interactions. When the time allotted for assembly is sufficiently long, low-dissipation protocols use only interparticle attractions, producing an amount of entropy that scales as the number of particles. When time is too short to allow assembly to proceed via diffusive motion, low-dissipation assembly protocols instead require particle self-propulsion, producing an amount of entropy that scales with the number of particles and the swim length required to cause assembly. Self-propulsion therefore provides an expensive but necessary mechanism for inducing assembly when time is of the essence.

We present a general approach to derive Lindblad master equations for a subsystem whose dynamics is coupled to dissipative bosonic modes. The derivation relies on a Schrieffer-Wolff transformation which allows to eliminate the bosonic degrees of freedom after self-consistently determining their state as a function of the coupled quantum system. We apply this formalism to the dissipative Dicke model and derive a Lindblad master equation for the atomic spins, which includes the coherent and dissipative interactions mediated by the bosonic mode. This master equation accurately predicts the Dicke phase transition and gives the correct steady state. In addition, we compare the dynamics using exact diagonalization and numerical integration of the master equation with the predictions of semiclassical trajectories. We finally test the performance of our formalism by studying the relaxation of a NOON state and show that the dynamics captures quantum metastability beyond the mean-field approximation., Comment: 6+6 pages, 4+1 figures with SM

Our country's existing and long-term child care crisis--inequitable access for communities of color, poverty-level wages for early educators, and unaffordable care for far too many families--has been exacerbated by the terrible, inequitable impacts of the coronavirus pandemic, which has pushed the child care and early learning sector to the brink of collapse. Since February, the industry has lost more than one in every six workers, and since women hold virtually all child care jobs, these losses impact women and their families most of all. More than 100,000 child care programs have closed, and without additional federal support 2 out of 5 providers say they will close permanently, half of whom are providers of color. Permanent child care closures will hurt children, families, and workers--and hold back our nation's economic recovery. This document lays out necessary, urgent actions the Biden-Harris Administration should take to address the child care and early learning crisis to ensure the health and safety of early educators and families during COVID, as well as the survival of the sector. These steps are essential for increasing racial equity, building the 21st century caregiving and education workforce the country needs, and making it possible for parents--especially mothers--to stay in or return to the labor force. The document also outlines actions the Administration can take in the first 100 days--including key personnel requests, visibility opportunities, and investments--to move from stabilization to making the necessary investments and policy changes to create a child care and early learning system that works for all families.

Quantum networks using photonic channels require control of the interactions between the photons, carrying the information, and the elements comprising the nodes. In this work we theoretically analyse the spectral properties of an optical photon emitted by a solid-state quantum memory, which acts as a converter of a photon absorbed in another frequency range. We determine explicitly the expression connecting the stored and retrieved excitation taking into account possible mode and phase mismatch of the experimental setup. The expression we obtain describes the output field as a function of the input field for a transducer working over a wide range of frequencies, from optical-to-optical to microwave-to-optical. We apply this result to analyse the photon spectrum and the retrieval probability as a function of the optical depth for microwave-to-optical transduction. Reservoir computing systems rely on the recurrent multiplication of a very large, sparse, fixed matrix. We argue that direct spatial implementation of these fixed matrices minimizes the work performed in the computation, and allows for significant reduction in latency and power through constant propagation and logic minimization. Bit-serial arithmetic enables massive static matrices to be implemented. We present the structure of our bit-serial matrix multiplier, and evaluate using canonical signed digit representation to further reduce logic utilization. We have implemented these matrices on a large FPGA and provide a cost model that is simple and extensible. These FPGA implementations, on average, reduce latency by 50x up to 86x versus GPU libraries. Comparing against a recent sparse DNN accelerator, we measure a 4.1x to 47x reduction in latency depending on matrix dimension and sparsity. Throughput of the FPGA solution is also competitive for a wide range of matrix dimensions and batch sizes. Finally, we discuss ways these techniques could be deployed in ASICs, making them applicable for dynamic sparse matrix computations.

This brief outlines the important role state policymakers can play to ensure equity in their states' early education efforts. High-quality child care and early education is critical for child development and family economic security--and it can have a particularly positive impact on the wellbeing of families with low incomes. CLASP's action agenda describes key state early education programs, significant challenges such as racial disparities and underinvestment, and recommendations for how state leaders can meaningfully improve policies and programs.

The Daniel K. Inouye Solar Telescope (DKIST) will revolutionize our ability to measure, understand and model the basic physical processes that control the structure and dynamics of the Sun and its atmosphere. The first-light DKIST images, released publicly on 29 January 2020, only hint at the extraordinary capabilities which will accompany full commissioning of the five facility instruments. With this Critical Science Plan (CSP) we attempt to anticipate some of what those capabilities will enable, providing a snapshot of some of the scientific pursuits that the Daniel K. Inouye Solar Telescope hopes to engage as start-of-operations nears. The work builds on the combined contributions of the DKIST Science Working Group (SWG) and CSP Community members, who generously shared their experiences, plans, knowledge and dreams. Discussion is primarily focused on those issues to which DKIST will uniquely contribute.

NASA's Interface Region Imaging Spectrograph (IRIS) provides high resolution observations of the solar atmosphere through UV spectroscopy and imaging. Since the launch of IRIS in June 2013, we have conducted systematic observation campaigns in coordination with the Swedish 1-m Solar Telescope (SST) on La Palma. The SST provides complementary high-resolution observations of the photosphere and chromosphere. The SST observations include spectro-polarimetric imaging in photospheric Fe I lines and spectrally-resolved imaging in the chromospheric Ca II 8542 A, H-alpha, and Ca II K lines. We present a database of co-aligned IRIS and SST datasets that is open for analysis to the scientific community. The performance of many superconducting devices is degraded in presence of non-equilibrium quasiparticles in the superconducting part. One promising approach towards their evacuation is the use of normal-metal quasiparticle traps, where normal metal is brought into good metallic contact with the superconductor. A voltage biased normal-metal--insulator--superconductor junction equipped with such a trap is used to investigate on the trapping performance and the part played by the superconducting proximity effect therein. This involves an appropriate one-dimensional model of the junction and the numerical solution of Usadel equations describing the non-equilibrium state of the superconductor. The functionality of the trap is determined by the density of states (DOS) at the tunnel barrier. Herein, the proximity effect leads to two antagonistic characteristics affecting the trapping performance: the beneficial reduction of the DOS at an energy $|E| = \Delta_{\text{BCS}}$ versus the contraction of the spectral energy gap causing quasiparticle poisoning. For both effects the trap position is decisive, which needs to be taken into account for optimizing the trapping performance. In addition, the conversion between dissipative normal and supercurrent inside the superconducting part with its impact on the quasiparticle density is studied., Comment: 12 pages, 11 figures

Following the emergence of a novel coronavirus (SARS-CoV-2) and its spread outside of China, Europe has experienced large epidemics. In response, many European countries have implemented unprecedented non-pharmaceutical interventions including case isolation, the closure of schools and universities, banning of mass gatherings and/or public events, and most recently, wide-scale social distancing including local and national lockdowns. In this technical update, we extend a semi-mechanistic Bayesian hierarchical model that infers the impact of these interventions and estimates the number of infections over time. Our methods assume that changes in the reproductive number - a measure of transmission - are an immediate response to these interventions being implemented rather than broader gradual changes in behaviour. Our model estimates these changes by calculating backwards from temporal data on observed to estimate the number of infections and rate of transmission that occurred several weeks prior, allowing for a probabilistic time lag between infection and death. In this update we extend our original model [Flaxman, Mishra, Gandy et al 2020, Report #13, Imperial College London] to include (a) population saturation effects, (b) prior uncertainty on the infection fatality ratio, (c) a more balanced prior on intervention effects and (d) partial pooling of the lockdown intervention covariate. We also (e) included another 3 countries (Greece, the Netherlands and Portugal).
