This paper proposes the upscaling of conventional individual bridge health monitoring problems into urban regions and transportation networks via mobile and smart sensing techniques together with an innovative reconnaissance procedure. The paper associates structural failure probabilities with systemic features and proposes decision criteria to optimize postdisaster actions. Twenty bridges constituting transportation network infrastructure compose the testbed region and utilize smartphone accelerometers for dynamics characterization in a vibration‐based framework. In this framework, reconnaissance output serves for model development, and mobile sensor data enable finite element model updating. Structural reliability analyses merged in a chain setting generate the systemic behavior of cascaded bridge performance. Combining systemic reliability with transportation and health services demand, one can optimize the response strategies of the bridge population and strategize disaster‐related decisions in a postevent assessment setting. Based on a testbed region with remote access to nearby vicinities, 18 earthquake scenarios are conducted to visualize the optimal evacuation strategies on the network, taking systemic bridge performance into consideration. Cost‐free mobile sensing support adds one more fundamental information source for reducing the uncertainty of the models and, therefore, improves associated mitigation actions. Conventional damage detection techniques are gradually being replaced by state-of-the-art smart monitoring and decision-making solutions. Near real-time and online damage assessment in structural health monitoring (SHM) systems is a promising transition toward bridging the gaps between the past's applicative inefficiencies and the emerging technologies of the future. In the age of the smart city, Internet of Things (IoT), and big data analytics, the complex nature of data-driven civil infrastructures monitoring frameworks has not been fully matured. Machine learning (ML) algorithms are thus providing the necessary tools to augment the capabilities of SHM systems and provide intelligent solutions for the challenges of the past. This article aims to clarify and review the ML frontiers involved in modern SHM systems. A detailed analysis of the ML pipelines is provided, and the in-demand methods and algorithms are summarized in augmentative tables and figures. Connecting the ubiquitous sensing and big data processing of critical information in infrastructures through the IoT paradigm is the future of SHM systems. In line with these digital advancements, considering the next-generation SHM and ML combinations, recent breakthroughs in (1) mobile device-assisted, (2) unmanned aerial vehicles, (3) virtual/augmented reality, and (4) digital twins are discussed at length. Finally, the current and future challenges and open research issues in SHM-ML conjunction are examined. The roadmap of utilizing emerging technologies within ML-engaged SHM is still in its infancy; thus, the article offers an outlook on the future of monitoring systems in assessing civil infrastructure integrity. This study proposes a probabilistic framework for near real-time seismic damage assessment that exploits heterogeneous sources of information about the seismic input and the structural response to the earthquake. A Bayesian network is built to describe the relationship between the various random variables that play a role in the seismic damage assessment, ranging from those describing the seismic source (magnitude and location) to those describing the structural performance (drifts and accelerations) as well as relevant damage and loss measures. The a priori estimate of the damage, based on information about the seismic source, is updated by performing Bayesian inference using the information from multiple data sources such as free-field seismic stations, global positioning system receivers and structure-mounted accelerometers. A bridge model is considered to illustrate the application of the framework, and the uncertainty reduction stemming from sensor data is demonstrated by comparing prior and posterior statistical distributions. Two measures are used to quantify the added value of information from the observations, based on the concepts of pre-posterior variance and relative entropy reduction. The results shed light on the effectiveness of the various sources of information for the evaluation of the response, damage and losses of the considered bridge and on the benefit of data fusion from all considered sources. Conventional displacement sensors have limitations in practical applications. This paper develops a vision sensor system for remote measurement of structural displacements. An advanced template matching algorithm, referred to as the upsampled cross correlation, is adopted and further developed into a software package for real-time displacement extraction from video images. By simply adjusting the upsampling factor, better subpixel resolution can be easily achieved to improve the measurement accuracy. The performance of the vision sensor is first evaluated through a laboratory shaking table test of a frame structure, in which the displacements at all the floors are measured by using one camera to track either high-contrast artificial targets or low-contrast natural targets on the structural surface such as bolts and nuts. Satisfactory agreements are observed between the displacements measured by the single camera and those measured by high-performance laser displacement sensors. Then field tests are carried out on a railway bridge and a pedestrian bridge, through which the accuracy of the vision sensor in both time and frequency domains is further confirmed in realistic field environments. Significant advantages of the noncontact vision sensor include its low cost, ease of operation, and flexibility to extract structural displacement at any point from a single measurement. Determination of response characteristics using probabilistic approaches is essential to deal with high level of load and resistance uncertainties in civil engineering structures. Multi-span bridges present a significant problem regarding the varying nature of seismic loads on different bridge piers. With an emphasis on comparison of multi-support excitation with the conventional uniform excitation, this paper aims at providing a framework to evaluate probabilistic seismic response and estimate reliability of bridges under multi-support excitations simulated by multivariate stochastic processes. Moreover, the framework integrates the experimental data of a multi-support seismic shaking table test of a multi-span bridge structure as well as structural health monitoring (SHM) findings based on vibration measurements. The results demonstrate the importance of the multivariate stochastic processes, therefore, multi-support excitation, on estimating seismic behavior of multi-span bridges. Furthermore, this study proves the significance of structural parameter updating with respect to the evaluation of structural reliability. It is observed that the difference between the SHM-integrated and the conventional reliability estimation results vary according to the change in bedrock conditions.
