BDK80 977 - 09, Integrated Corridor Management (ICM) strategies have been proposed to address needs and provide solutions beyond those that can be provided when applying advanced strategies and technologies to one transportation subsystem at a time. The goal of this project was to investigate ICM strategies for implementation in Florida and to demonstrate the applications of these strategies. A Web-based system, referred to as Integrated Regional Information Sharing and Decision Support system (IRISDS), was developed to provide a platform to satisfy needs for ICM implementation, identified in this project. IRISDS receives information in real time from highway and transit agencies, communicates the information to the regional agencies, provides a platform for estimating and predicting the performance measures in real time, and utilizes the data to provide decision support to transportation agencies.

For a, task this complex, computer modeling is essential., In Florida, transportation planning often uses, the Florida Standard Urban Transportation Model, Structure (FSUTMS) to provide a consistency of, data and approach. Currently, demand forecasting, in FSUTMS uses static traffic assignment, in which, properties of transportation networks, such as, travel times and flow rates, are constant over, time and drivers are described homogeneously., Dynamic traffic assignment (DTA) could greatly, advance FSUTMS by allowing scenarios in which, transportation measures vary with time and, drivers are treated as individuals, permitting new, levels of detail and precision, thus supporting, better demand and performance forecasting.

BD015-19, FIU project 212200580, Intelligent Transportation Systems (ITS) planning requires the use of tools to assess the performance of ITS deployment alternatives relative to each other and to other types of transportation system improvement alternatives. This research project investigates the development of tools and procedures to perform sketch-planning evaluation of the costs and benefits of ITS alternatives within the Florida Standard Urban Transportation Model Structure (FSUTMS) modeling environment. The script language of Cube, the modeling engine of FSUTMS was used to implement the evaluation tool procedures. Developing an ITS evaluation capability as part of the FSUTMS will allow a more powerful, user friendly, and consistent evaluation of ITS deployment alternatives. The implemented procedures allow the evaluation of amp metering, incident management systems, highway advisory radio (HAR) and dynamic message signs (DMS), advanced travel information systems, managed lanes, signal control, transit vehicle signal priority, emergency vehicle signal priority, monitoring and management of fixed route transit, transit information systems, transit security systems, transit electronic payment systems, smart work zones, road weather information systems (RWIS). Depending on the types of the evaluated ITS deployments, the tool can produce ITS impacts on various performance measures including vehicle miles of travel (VMT), vehicle hours of travel (VHT), average speed, number of accidents, fuel Consumption, monetary benefits to users and/or agency, and emission.

BDK80 TWO #977-05, Advanced corridor freight management and pricing strategies are increasingly being chosen to, address freight mobility challenges. As a result, evaluation tools are needed to assess the benefits, of these strategies as compared to other alternatives. The goal of this project is to investigate, methods and tools that can be used to assess combinations of such improvement strategies as part, of the corridor freight planning process., The assessment environment developed in this project utilizes a dynamic traffic assignment, (DTA)/mesoscopic traffic simulation tool that is integrated with the Florida statewide traffic, demand forecasting model (FLSWM). The developed environment includes utilities to convert, the FLSWM network and demand files to DTA tool inputs. A method is used to estimate the, time-variant (short-time interval) demand matrices required as inputs to the DTA tool. Both, conventional traffic detector data and data obtained from Intelligent Transportation Systems, (ITS) detectors are imported to the developed environment. The imported data is used to support, the calibration of the traffic flow model of the DTA tool and to estimate the time variant demand, matrices. The study demonstrates the use of the developed environment in assessing two, advanced corridor freight management strategies: advanced traveler information systems and, truck/toll lanes.
