The Japan Science and Technology Agency's "Practical Examination of ELSI on Smartization of Community Through Four-dimensional Co-creation" project aims to assess the impact of smartization on ELSI and offer a prescription for it. There, instead of a self-sufficient and self-reliant view of the individual (I), a non-sufficient and non-reliant view of the individual (WE) with "fundamental incapability" is presented, and the demonstration of smartization incorporating this ideology is addressed. Specifically, we plan to (1) construct a fact–value synthesis parameter system to evaluate the impact of smartization on communities, and (2) develop smartization technologies and prescriptions through demonstration experiments on Residence WE (people-to-people cohabitation relationships) and Mobile WE (people-to-people passing relationships). The purpose of this report is to obtain the relationship between factual and value parameters based on currently available data in order to construct a fact–value composite parameter system, and to obtain guidelines for the future. Specifically, the Liveable Well-Being City Indices developed by the Smart City Institute Japan was used as factual and value parameters, and correlation and multiple regression analyses were conducted on 22 categories’ objective index data from 1741 municipalities and 33 categories’ subjective index data from 1011 municipalities to obtain linear regression equations for objective–subjective indices. The results revealed that although there is a relatively high correlation between objective indices and subjective indices related to convenience and urbanicity, objective indices have no correlation for about 2/3 of subjective indices in general, and even if objective indices are improved through some smartizing measures, the improvement effect on subjective indices is slight due to the small regression coefficient. The purpose of this report is to evaluate the position of Echizen-shi, Odakyu raiwayside (Setagaya-ku and Kawasaki-shi), Takaharu-cho, and Mogami-machi in the factual parameters prior to the construction of the above parameter system and the selection of candidate fieldwork sites. Therefore, correlation analysis, cluster analysis, and principal component analysis were conducted on 12 categories' data from 282 cities and 22 categories' data from 1, 741 municipalities using the Liveable Well-Being City Indices developed by the Smart City Institute Japan. The results revealed that there is a trade-off relationship between livability (Residence WE), such as residential environment and connection with the community, and convenience (Mobile WE), such as mobility, transportation, and business creation, and that Echizen and the Odakyu raiwayside are suitable for fieldwork because they are at the extremes of both livability and convenience, respectively. 科学技術振興機構の「コミュニティのスマート化がもたらすELSIと四次元共創モデルの実践的検討」プロジェクトは、スマート化がELSIにもたらす影響を評価し、それに対する処方箋を提示することを目的としている。自足的・自立的な個人観(I)の代わりに、「根源的できなさ」を抱えた非自足的・非自立的な個人観(WE)を提示し、その思想を組み込んだスマート化の効果実証に取り組む。具体的には、(1)スマート化がコミュニティに及ぼす影響を評価するための事実－価値合成パラメータ系を構築し、(2)レジデンスWE(人と人の共棲関係)とモバイルWE(人と人の行きずり関係)に関する実証実験を通じて、スマート化技術の開発と処方箋の提示を行う予定である。そこで、本報告の目的は、事実－価値合成パラメータ系を構築に向けて、現在入手できるデータに基づいて事実パラメータと価値パラメータの関係を求め、今後の指針を得ることにある。具体的には、事実パラメータおよび価値パラメータとして、一般社団法人スマートシティ・インスティテュートが開発している「Liveable Well-Being City指標(LWC指標)」を用い、1741市町村の22カテゴリーの客観指標データと、1011市町村の33カテゴリーの主観指標データに関する相関分析と重回帰分析を行い、客観－主観指標の線形回帰式を求めた。その結果、利便性や都市性に関わる客観指標と主観指標の間には比較的相関が見られるものの、全般的には主観指標の約2/3に対して客観指標の相関がないこと、何らかのスマート化施策によって客観指標を改善したとしても、回帰係数が小さいために主観指標に対する改善効果がわずかであることがわかった。当初、事実－価値合成パラメータ系によってスマート化の操作が事実パラメータを介して価値パラメータに及ぼす影響を評価することを想定していたが、この想定は成り立たないことがわかった。今後の指針として、価値パラメータを反映する新しい事実パラメータを探索するとともに、事実－価値合成パラメータ系はスマート化施策を俯瞰的に検討するために用いることとし、スマート化施策は利便性や都市性を向上する「物理的」施策よりも直接的に価値パラメータの向上を支援する「心理的な」施策を対象とする。すなわち、今後のレジデンスWEやモバイルWEの実証実験に対する評価は、スマート化施策をアクティビティとする社会的インパクト評価のロジックモデルを予め立てたうえで、主観的価値の直接的なアンケート調査に基づいて実施することとする。, The Japan Science and Technology Agency's "Practical Examination of ELSI on Smartization of Community Through Four-dimensional Co-creation" project aims to assess the impact of smartization on ELSI and offer a prescription for it. As a future guideline, we will search for new factual parameters that reflect value parameters, and the fact–value composite parameter system will be only used to study smartizing measures from a bird's eye view, and smartizing measures are targeted at "psychological" measures that directly support the improvement of value parameters rather than "physical" measures that improve convenience and urbanity. In other words, future evaluations of the Residence WE and Mobile WE experiments will be based on a direct questionnaire survey of subjective values, with a logic model for social impact evaluation of smartizing measures as activities established in advance.
