Background Adaptation, to reduce the health impacts of climate change, is driven by political action, public support and events (extreme weather). National adaptation policies or strategies are limited in addressing human health risks and implementation of adaptation in the public health community is not well understood. Aim To identify key issues in climate change adaptation implementation for public health in Europe. Methods Key informant interviews with decision-makers in international, national and local city governments in 19 European countries. Participants were recruited if a senior decision-maker working in public health, environmental health or climate adaptation. Interviews addressed Barriers and levers for adaptation, policy alignment, networks and evidence needs. Results Thirty-two interviews were completed between June and October 2021 with 4 international, 5 national and 23 city/local government stakeholders. Respondents reported inadequate resources (funding, training and personnel) for health-adaptation implementation and the marginal role of health in adaptation policy. A clear mandate to act was key for implementation and resource allocation. Limited cross-departmental collaboration and poor understanding of the role of public health in climate policy were barriers to implementation. Conclusions Across Europe, progress is varied in implementation of climate adaptation in public health planning. Providing appropriate resources, training, knowledge mobilization and supporting cross-departmental collaboration and multi-level governance will facilitate adaptation to protect human health. The Earth's population of seven billion consume varying amounts of planetary resources with varying impacts on the environment. We combine the analytical tools offered by the socio-ecological metabolism and class theory and contribute to a novel social stratification theory to identify the differences in individual resource and energy use. This approach is applied to German society, we use per capita greenhouse gas emissions (GHG) as a proxy for resource and energy use and investigate socio-metabolic characteristics of individuals from an economic, social and cultural perspective. The results show large disparities and inequalities in emission patterns in the German society. For example, the GHG in the lowest and highest emission groups can differ by a magnitude of ten. Income, education, age, gender and regional differences (Eastern vs. Western Germany) result in distinct emission profiles. We question the focus on individual behavioral changes and consumption choices to reduce carbon emissions instead of structural changes through political decisions. We argue that emission differences are directly linked to the effects of inequalities and class differences in capitalist societies. How do social networks tip? A popular theory is that a small minority can affect network, or population wide change. This effect is roughly consistent with the properties of the Pareto principle, a semi-quantitative law which suggests that in many systems, 80 % of effects are produced by only 20 % of the causes. In the context of the transition to net-zero emissions, this vital 20 % can be a critical instigator of social tipping, a process which can rapidly accelerate social norm change. In this work, we ask whether the Pareto effect can be observed in social systems by conducting a literature review with a focus on social norm diffusion and complex contagion on social networks. By collecting simulation and empirical results of social tipping events over a wide disciplinary, and parametric space, we are able to see the existence of shared behaviour across studies. Based on a compiled dataset, we show general support for the existence of a tipping point which occurs at around 25 % of the total population in susceptible social systems. Around this critical mass, there is a high likelihood of a social tipping event, where a large minority is then quickly "tipped". Additionally, we were able to show a range of critical masses where social tipping is possible, these values lie roughly between 10 % and 45 %. Finally, we also provide practical advice for facilitating norm changes under uncertainty, difficult social norm transitions, and social groups resistant to change. [ABSTRACT FROM AUTHOR]

The study assesses the extent to which public health is integrated into European national and urban climate change adaptation policy and planning. We analyse national adaptation documents from the 27 European Union member states and interview city-level experts (n = 17) on the integration of three categories of adaptation efforts: general efforts to minimize health impacts related to climate change, targeted efforts to enhance resilience in health systems, and supportive efforts to foster the potential of the first two categories. At a national level, general efforts to address vector-borne diseases and heat-related illness are covered comprehensively, whereas efforts addressing several climate-related health risks are neglected (e.g. water-borne diseases, injuries from extreme weather and cardiopulmonary health) or overlooked (e.g. malnutrition and mental health). Targeted efforts to inform policy decisions, such as carrying out research, risk monitoring and assessments, are often described in detail, but efforts to manage day-to-day health care delivery and emergency situations receive little attention. At the urban level, health issues receive less attention in climate adaptation policy and planning. If health topics are included, they are often described as indirect benefits of adaptation efforts in other sectors and not perceived as the priority of the involved authorities. This effectively means that general and targeted efforts are the responsibility of other sectoral departments, while supportive efforts are the responsibility of the national government or external organizations. As a result, at an urban level, climate-related health system adaptation is not a policy aim in its own right, and many potentially high health risks are being ignored. In order for health risks to be better integrated into adaptation policy and planning, it is critical to interconnect national and urban levels, reduce sectoral thinking and welcome external expertize and facilitate large-scale data collection and sharing of health and climate indicators. We recommend focussing on cooperatively drafting strategies for integrating health issues into climate policy and planning with stakeholders at the national and urban levels, in different policy sectors and in society. Policy planners can build on the strengths of adaptation documents from other countries or cities and take note of any weaknesses. We advocate to foster co-benefits for health and climate action of various adaptation measures (e.g. by promoting active mobility and urban greenery, health impacts related to heat, (mental and physical) stress and air pollution are reduced). Decarbonisation is an essential response to the threat of climate change. To achieve Europe's net-zero 2050 climate targets, radical technological and social changes are required. Lifestyle changes for reducing greenhouse gas (GHG) emissions are an important component of complex systemic transformation. The typical behaviour of inhabitants in ecovillages is potentially more conducive to sustainable lifestyles than the current European standard lifestyle. This study explores the potential of ecovillagers' lifestyles to contribute to decarbonisation using the Multilevel Perspective (MLP) theoretical framework. The research data were obtained through the model tool EUCalc and an online survey of 73 ecovillage residents in 24 European countries. The results indicate that current ecovillagers' lifestyles, regarding home, consumption, diet, and mobility, would continue to produce 40% fewer emissions per capita than the standard European lifestyle by 2050. The study identifies which ecovillage behaviours would produce the largest reductions in per-capita CO2eq emissions if adopted by society more broadly. [ABSTRACT FROM AUTHOR]
