Turkiye increased its presence in Central Asia, Caucasus, Balkans, and especially Africa by transforming its foreign policy. Undoubtedly, this situation requires a new perception in foreign policy. Therefore, it required the causes of the policy of disinterestedness to these regions in the 20th century. Turkiye, endeavored to structure its African policy with the soft power instruments emanated from its historical background by stressing cultural and religious values. Being aware of the fact that soft power is not sufficient enough, hard power instruments have also been implemented after Arab Spring in 2011. Certainly, Türkiye’s foreign policy in Africa disturbs imperialist powers especially France which wants to maintain its influence. This study deals with Türkiye’s historical presence in Africa, its soft and hard power instruments and its relations with France which has interests in the region.

Dünya 1970’lerin sonunda başlayan, 2000’li yılların başlarında ivme kazanan ve günümüzde de devam eden bir Çin yükselişine tanıklık etmektedir. Bu yükseliş temel olarak ekonomi merkezli olmakla birlikte güçlü ekonomilerin siyasal nüfuzu da beraberinde getireceği düşüncesinden hareketle, dünya ekonomi-politiği açısından bütün ülkeleri ilgilendirir mahiyettedir. Özellikle 2013 yılında açıklanan eski İpek Yolu’nu canlandırma projesi küresel çapta etkileri olacak devasa boyutları olan, görünürde ekonomik amaçlı ancak siyasal, sosyal, kültürel boyutları da olan bir projedir. Çin’in yükselişi ve ortaya koyduğu “Yeni İpek Yolu Girişimi” İkinci Dünya Savaşı ve sonrasındaki Soğuk Savaştan galip çıkan Amerika Birleşik Devletleri’nin küresel hegemonyasını da tehdit eder bir özelliktedir. Öyle ki başta Ortadoğu olmak üzere Pasifik, Orta Asya ve İpek Yolu güzergâhları üzerinde bulunan bölge ve ülkelerde günümüzde yaşanan yoğun diplomasi, çatışma ve terör olayları ve hatta son dönemlerde Amerika Birleşik Devletleri’nin terör örgütleriyle ittifak içinde bulunduğu iddiaları ve bu iddiaların yabana atılamayacak kanıtları, Çin-ABD küresel egemenlik mücadelesinin bir unsuru olarak nitelendirilmektedir. Bu çalışmada Çin’in yükselişi, Yeni İpek Yolu projesinin ekonomik ve stratejik boyutları ile Çin - Amerika Birleşik Devletleri ilişkileri ele alınmıştır.

Çin’in 1980’lerden itibaren olağanüstü büyümesi ve modernleşmesi dünya sahnesinin merkezinde yeniden ortaya çıkmasını da beraberinde getirmiştir. Son otuz yıl içinde Çin, zayıf görünüme sahip bir ülkeden ekonomik olarak küresel bir üretim merkezine, siyasal olarak da uluslararası meselelerde görüşlerine başvurulması gereken bir küresel güce dönüşmüştür. Özellikle 2013 yılında Çin devlet Başkanı Xi Jinping’in “Kuşak ve Yol Girişimi” (BRI) olarak adlandırılan projenin hayata geçirileceğini ilan etmesiyle birlikte Yeni İpek Yolu’nun yeni bir küresel düzen gerektireceği konusu gündeme gelmiştir. Yeni İpek Yolu girişiminin kapsamı ve amaçları göz önüne alındığında, Çin gelişimini ve modernleşmesini tamamlayacak, tek kutupluluktan çok kutupluluğa geçişi kolaylaştıracak, dolayısıyla bugünün hegemon gücü Amerika Birleşik Devletleri’ni dengeleyebilecek bir proje olduğu dile getirilmektedir. Şüphesiz bu da Amerika Birleşik Devletleri ile rekabetin yoğunluğunu arttıracak bir unsur olacaktır. Bu rekabetin de küresel düzeyde etkileri olacaktır.

The newly discovered gas sources establish a political and economic ground for the formation of regional and global alliances in the Eastern Mediterranean. Although these new discoveries have the potential to alter the functioning of po litics and the economy, current and past controversies, political instability, how natural gas will be shared between countries, and competition power of countries in natural gas market prevent natural gas production and exploration at the Eastern Mediterr anean bay. On the other hand, in consequence of gas explorations that in the last decade, it is expected that in the near future there will be much more regional and global playmakers in the Eastern Mediterranean. Research, development and export speed of the gas reservoirs, each and every decision to be taken by the countries in the Eastern Mediterranean, will be the dynamic weighted decisions of the national energy politics and regional politics. That's why, in this study, the lead energy players in the E astern Mediterranean and their disagreements are investigated and, the goals and targets of the global powers on the energy resources available in the Eastern Mediterranean are analysed.

In the second half of 20th century, especially since 1980s, the discussions over “globalization” and “civil society” started to constitute important dimension of our daily and academic life. The role of civil society organizations have gained significance locally and globally. In this paper, the concepts of “civil society” and “global civil society” are explained and then, the roles of these organizations in preventing poverty are analyzed. At the end of the study, the problems that civil society organization might encounter and possible recommendations to these problems are addressed., 20. yüzyılın ikinci yarısında, özellikle 1980’lerden itibaren, “küreselleşme” ve “sivil toplum” üzerindeki tartışmalar akademik ve günlük hayatımızın önemli boyutunu oluşturmaya başlamıştır. Küreselleşme ile birlikte sivil toplum kuruluşlarının gerek yerel düzeyde gerek uluslararası alanda oynadıkları roller önem kazanmıştır. Bu çalışmada önce “sivil toplum” ve “küresel sivil toplum” kavramları açıklanmış, daha sonra yoksulluğun önlenmesinde bu kuruluşların oynadıkları roller ele alınmaya çalışılmıştır. Çalışmanın sonunda da potansiyel olarak bu kuruluşların görevlerini yerine getirirken karşılaşabilecekleri sorunları ve bu sorunlara yönelik olası çözüm yolları üzerinde durulmuştur.

Kuzey Kafkasya, tarih boyunca stratejik ve politik acidan onemini kaybetmeyen ender cografi bolgelerden biridir. Karmasik etnik yapisina ragmen bolgede, burada cikari olan buyuk guclere karsi direnis ve mucadele gelenegi ortaya cikmistir. Sovyetler Birligi'nin dagilmasiyla bolgede dogan boslugun doldurulmasi ve tarihsel hesaplarin yeniden gorulmesiyle ilgili hareketlilik baslamistir. Ozellikle farkli etnik gruplar arasindaki gerilim ve catismalar gunumuzde Kuzey Kafkasya'nin temel gundemi olmaya devam etmektedir. Bu gerilim ve catismalarin nedenlerini ve olasi sonuclarini daha iyi anlayabilmek icin once etnik yapi uzerinde kisaca durulacak, ardindan baslica catisma alanlari ve konulari ele alinacaktir.

Energy has been the most contested meta since the mid-19th century. Since energy was utilized for light and heating at first and later for industrial production it has become one of the indispensable element of social and economic life. In line with the industrial and technological development, increasing energy need and consumption have become one of the indicators of power in economic, political and social areas since having political power depends on a strong economy. Also, energy is a fundamental factor in contemporary economy. Therefore, states struggle to have necessary energy resources, keep energy routes under control and access to energy easy and cheaply. Since the states do not have an equal position in energy reserves, there occurs a struggle to possess and access to energy resources. On the other hand, it has to be noted that possession of energy resources does not mean that that state has economic and political power. Since energy is an area of contesting global powers, it may lead to political, economic and social instability. It is possible to test the above statement by looking at the present and potential conflict areas in the world. Energy creates political as well as economic dependency between energy supplying and consuming countries. In order to mitigate the effects of this dependency, regional and global cooperation occurs. On the other hand, energy becoming a political tool with high economic and political cost has led states, both suppliers and consumers, to alternative energy resources. Thus, it is possible to explain why states with high levels of income from energy resources started to invest in other areas that can create income, such as tourism. Another issue is the legal and environmental problems occurring during the extraction and transportation of energy resources. Environment and environmental problems are top in the agenda of the world since the end of 21st century. Huge environmental contaminations on land and sea occurring during production and transportation of fossil fuel demonstrates the importance of the issue. In the light of all these issues, 1. International Eurasia Energy Problems Symposium has been held in 28-30 May 2015 at İzmir Katip Çelebi University by the Faculty of Economic and Administrative Sciences in order to host as an academic platform for up-to-date ideas and opinions. During the symposium, experts on the area found opportunity to express their opinions in areas of energy supply and security, alternative energy resources, legal and environmental problems, regional political and economic conflicts and contesting global powers. Definitely, hosting an international symposium is hard work. However, consecutive success makes hard work a pleasure and proud for organizers and supporters. There is no doubt that organizing conferences, meetings and symposiums necessitates team work. On the other hand, individuals and institutions who chair these teams and give support financially and morally have to be mentioned. Therefore, we thank to the rector of İzmir Katip Çelebi University, Prof. Dr. Galip AKHAN, who encouraged the symposium. Also, we thank to the dean of the Faculty of Economic and Administrative Sciences, Prof. Dr. İbrahim Attila ACAR, who cultivated fast and practical solutions to problems occurred during the organization and demonstrated patience, harmony and understanding; and to the president of the organization board Assoc. Prof. Dr. Nesrin DEMİR from the Department of International Relations, who has a ii significant share in the success of the symposium with her never-ending energy and enthusiasm. In the symposium held in 28-30 May, the participants, who sent the full texts of their work, bear the legal and academic responsibilities.
