In agricultural commodity chains, companies with sizeable market shares are stepping up sustainability commitments through so-called 'No Deforestation, No Peat, No Exploitation' (NDPE) policies - yet the delivery is fraught with difficulties. Drawing on theories of hybrid public-private governance this paper explores how commodity chain actors themselves view the limitations of private regulation and the prospects for more effective supply-chain governance. As a case study, we present interview data from the palm oil commodity chains linking growers in Riau Province, Sumatra, Indonesia, with retailers in Europe. The findings demonstrate awareness of shortcomings in existing arrangements and the need for a stronger presence of both the Indonesian state and European governments. We discuss potential hybrid governance measures, highlighting the need for a pluralistic strategy that mobilizes the combined positive forces of civil society, business and government(s). We argue that, to advance such an agenda, hybrid governance must be conceptualized not simply as a matter of blending (and hence reifying) preexisting and often highly problematic private and public institutions but as a question of how all such institutions may themselves be more thoroughly democratized in the process., QC 20191115

Ethiopia has embarked upon a rapid growth and development trajectory aiming to become a middle-income country by 2025. To achieve this goal, an agricultural development led industrialization strategy is being implemented which aims to intensify and transform agriculture, thereby boosting yields and, subsequently, economic returns. At the same time, the energy use which currently consists of more than 90% traditional biomass use is shifting towards increasing electricity production predominantly from large-scale hydropower plants, with the aim to improve access to modern energy sources. While the targets are commendable it is not clear that either all direct impacts or potential conflicts between goals have been considered. In this paper we evaluate and compare the impacts of alternative development trajectories pertaining to agriculture, energy and environment for a case-study location, the Lake Tana Subbasin, with a focus on current national plans and accounting for cross-sector interlinkages and competing resource use: the food-energy-environment nexus. Applying a nexus toolkit (WEAP and LEAP) in participatory scenario development we compare and evaluate three different future scenarios. We conclude that the two processes – agricultural transformation and energy transition – are interdependent and could be partly competitive. As agriculture becomes increasingly intensified, it relies on more energy. At the same time, the energy system will, at least in the foreseeable future, continue to be largely supported by biomass, partly originating from croplands. Two outstanding dilemmas pertaining to resources scarcity were identified. Water needed for energy and agricultural production, and to sustain ecosystem services, sometimes exceeds water availability. Moreover, the region seems to be hitting a biomass ceiling where the annual increments in biomass from all terrestrial ecosystems are in the same order of magnitude as biomass needs for food, fodder and fuel. The EU biofuels market is stimulating expansion of oil palm plantations in Indonesia. Little research has yet examined the impacts on water resources arising from this large-scale land use conversion to cultivation of biofuel feedstock or positioned contextual water resource governance in Indonesian locales in a wider political ecology of European climate politics. Through the concept of ‘hybrid accountability’, we examine primary evidence from an extensive action research process in Central Kalimantan Province, Indonesian Borneo, to assess whether the EU’s Renewable Energy Directive and existing certification schemes offer a way to improve the accountability of market actors and promote sustainable water resource management. We conclude that these initiatives have had no bearing on safeguarding local livelihoods and the water resources they depend on, with governance mechanisms largely failing to address people’s grievances. Rather, the EU’s policies on biofuels have supported a de-politicisation of what needs to be seen as ‘distributional water politics’. Furthermore, certification schemes such as the Roundtable for Sustainable Palm Oil offer, at present, only cosmetic tools and are insufficient to address deep structural governance issues. We argue that further hybridisation of market-based certification and governmental regulation should be designed with the purpose of providing new transnational recourse mechanisms and remedies for affected communities.

This report explores the long-term future of the European Union’s Common Agricultural Policy (CAP) from an explicitly ecosystems perspective. It seeks to make a case that the optimal long-term pathway for the CAP must strike a balance in which the policy’s primary aims – viable food production to ensure food security, territorial balance, and environmental sustainability – are mutually reinforcing and thereby optimally achieved. The value of the ecosystems approach is that it provides a conceptual framework that integrates the provisioning services of food, energy and forest products with regulating, supporting and cultural services that are all underpinned by healthy biodiversity. Only by recognizing this intrinsic interdependence between nature and our food production can we devise an appropriate agricultural policy which embraces the aim of protecting and strengthening the resilience of ecological systems as a core organizing principle.

The dominant approach to mainstreaming climate adaptation into sectoral policies relies on an ‘upscaling’ model in which it is envisaged to extract lessons from local change processes to inspire generic sub-national and national policies. One of the central methodological questions, which remain unanswered in climate change adaptation research, is exactly how public policy can learn from highly contextual experiences of community-based adaptation and what role should be played by case study research. In this paper we undertake a comparison between three large research projects in Sweden, Canada and Indonesia, which aim to study and/or foster local adaptation in selected case studies through a process of social learning. We present a novel framework based on mapping of ‘sense-making perspectives’, which enables analysis of the multiple ways case study research can support local climate adaptation and link such efforts to higher level public policy. The analysis demonstrates how methodological choices shape how case study research works at the interface between planned (steered/regulatory policy) and self-organised adaptation of stakeholders (non-coercive policy). In this regard, there is a need for a high degree of transparency from the research community to enable local professionals to decide on their stakes and interests when inviting researchers into their grounded activities. We conclude that case study research can achieve new significance if viewed as a platform to leverage stakeholder competencies when informing existing social structures and enable the implementation of political objectives, but equally driving the very reinvention and improvement of these institutions.
