The 2019 UNESCO recommendation on Open Educational Resources (OER) encourages member states to monitor policies and mechanisms in OER across the world. In higher education, there are many initiatives and policies around OER. This contribution gives insights into the current situation concerning OER policy documents that are of national or institutional relevance for public higher education institutions in Germany, Switzerland, and Austria. For each country, a different approach for identifying OER policy documents was chosen, dependent on the availability of documents and different dominant forms of documentation. Whereas digital documents available on the web were found as helpful sources for Germany, and performance agreements between the national ministry and individual universities were used for analysis in Austria, a survey amongst all universities was the chosen research approach in Switzerland to give an overview about potentially OER related policy documents. All these documents are now made available via the OER World Map. With this contribution, the authors also highlight the possibility of using the OER World Map as a powerful tool to collect and evaluate OER policy documents.

The adoption of open, online, flexible and technology-enhanced modes of learning (in short: of OOFAT) differs by higher education institution, despite the general cries of revolution and disruption due to digitalisation. This paper presents a new conceptual model for framing difference in three key educational processes (content, delivery and recognition) related to the potential of digitalisation to make these processes more flexible and more open. It is based on the results of a global survey of 69 higher education providers. The findings reveal six distinct archetypes of technology-enhanced higher education which vary according to the extent to which digitalisation is harnessed for content, delivery and recognition, and suggest different institutional strategies of digital adoption. It is hoped that this contribution will support comparative analysis of digitalisation strategies and peer learning between institutions.

The purpose of this paper is to provide an overview of approaches to and insights for impact assessment on open educational resources (OER) in higher education and building on this to sketch a framework for university focussed OER impact assessment. The authors describe the literature on impact assessment in the OER context and the existing contributions to OER impact assessment in higher education. Findings of the analysis are that there are few contributions on the effects of OER in general or of specific OER initiatives. Four contributions are presented in more detail. From these examples and the literature analysis, derivations, and challenges for OER impact assessment are drawn, such as the large diversity in OER purposes and the invisibility of the re-usage of OER. The contribution sketches a framework model for describing OER-relevant results, outcomes, and impact, and more specifically demonstrates how this can be done for exemplary OER-related objectives. This contribution is thus of relevance to funding bodies and institutions working in the context of higher education that wish to systematically evaluate and monitor statements about the effectiveness of OER activities according to the UNESCO (2019) OER recommendation.

Both demographic developments and the need for highly skilled workers have led to renewed efforts to widen access to higher education in Europe. This means looking beyond the traditional clientele of university education in terms of routes into higher education, age, and centrality of studies. Attracting and catering to this more comprehensive group entails rethinking study programs and study environment for a more heterogeneous student body. So where are we now on these issues and where can we expect to be in the next decade? This is a question being raised within the framework of the Europe-wide Bologna Process for higher education reform. On the basis of data sets being used for analysis within this reform program, a comparison of the situation in selected European countries will be presented. It will be shown that some countries are better placed to deal with the growing number of adult learners than others. (Contains 2 notes, 3 tables and 6 figures.)

Widening access to higher education is clearly part of the European policy agenda. Higher education ministers in the Bologna countries, as well as the European Commission, have all expressed a wish to make higher education more representative of national populations. This policy objective has been echoed at national level. One approach to widening participation is to provide "second chance" routes into higher education. This is achieved by removing academic success at the secondary school as the determining factor for access to higher education. This paper compares the approaches to providing these second chance routes in Germany, Norway and Sweden. Each of these countries has organized second chance routes in a different manner, according to different principles and with differing obligations for the higher education institutions receiving the applicants. The paper closes with a review of the impact of second chance routes for widening participation and a discussion on the contribution such measures make to more inclusive higher education. The case studies support an expectation that second chance routes, although increasingly widely used, will remain a contested policy measure in the future.

A central theme of approaches to new public management is the emulation of the market through state-induced competition. Basing state funding allocations on comparative performance is one way of setting an incentive for competitive practice amongst universities. Reforms in funding allocation have occurred in Germany at both state and university level. These have concentrated on indicator-based models, and an analysis of these procedures is the focus of this article. In general, it can be concluded that indicator-based models are used extensively at state and university level and that their general structure suggests a "tool box" of indicators, commonly used at both levels. In many cases, performance-based funding only determines a marginal part of total budget allocations and discretionary, incremental funding dominates. Besides being a question of allocation model construction, this has both to do with the continuing need to improve institutions' capability to compete with one another and--directly connected to this--the reluctance by many German states to complete the transition to "steering at a distance". The article concludes with an outlook for the future of models of performance-based funding in Germany. (Contains 4 figures and 3 notes.)

This article focuses on methods of funding allocation and quality assurance as prominent levers of change in higher education reform today. It is their interplay which forms the main components of coordination frameworks. The arguments for more market or new forms of state intervention can only be understood in the context of such a framework. Developments in the higher education system of the Czech Republic, which has seen interesting changes within the last 15 years from an extreme institutional autonomy to a more balanced relationship between state and universities, will be drawn upon to illustrate these arguments.

This paper argues that research assessment is of increasing importance as an instrument of New Public Management and within the context of efforts to establish a European Research Area. Specifically, it compares the procedures of research assessment in the Netherlands, the United Kingdom, Ireland and Germany in an attempt to distil basic design options for such procedures. It is suggested that this general model may be utilised to assist reviews of currently practised procedures and for the development of new ones.
