The essay retraces and analyses critically the politics of institutional change that has characterised the so-called Italian Second Republic and the peculiar majority democracy that has taken shape in Italy since 1994. The changes are considered from the perspective of Giovanni Sartori’s thinking and in particular his theory of democracy. His thought was expressed both in scientific works and through a continuous stream of newspaper articles, most notably those published in Corriere della Sera. Examination of his thought reveals that he was an incisive and constant critic of the institutional features of the peculiar form of Italian majoritarian democracy. Este artículo es la transcripción de la Lectio Magistralis que pronunció el profesor Oreste Massari con motivo de su jubilación como profesor de universidad y que se celebró el 31 de octubre de 2017 en Roma. A lo largo de su vida intelectual y académica ha analizado en profundidad la evolución de los partidos y el sistema de partidos italiano así como la experiencia de los partidos británicos, especialmente el partido laborista, el modelo Westminster y consideraciones generales sobre el liderazgo político, los modelos de partido y la relación de los partidos con la democracia. Su trayectoria intelectual nos muestra cómo ha cambiado el sistema político italiano en los últimos 40 años así como la evolución y el desarrollo conceptual del análisis de los partidos y sistemas de partidos en general, el desarrollo de la ciencia política italiana y europea y, finalmente, los retos a los que se enfrentan los partidos y la democracia en los próximos años. This article is the transcription of the Lectio Magistralis that professor Oreste Massari pronounced on the occasion of his retirement as a university professor and that was held in Rome on October 31, 2017. Throughout his intellectual and academic life he has analyzed the evolution of Italian parties and its party system as well as the evolution of the British parties, especially the Labor Party, the Westminster model and, in a more general way, the relevance of political leadership, the evolution of party models and the relationship of parties with democracy. His intellectual trajectory shows us how the Italian political system has changed in the last 40 years as well as the evolution and conceptual development of the analysis of parties and party systems, the development of the Italian and European political science and, finally, the challenges that parties and democracy face in the coming years.

The aim of this chapter is to ascertain whether or not there has been a presidentialized trend (Poguntke and Webb, 2005) in Italian parties, or at least among those in government or competing for government. The Italian scenario represents a crucial case in confirming the trend toward presidentialism, given its peculiar political institutional history from World War II to the present day. Italy has undergone two phases of republican political history. The first (1948–94) was characterized by a classic parliamentary regime and by a polarized multiparty system (Sartori, 1976, 1982), in which there was naturally no space for an affirmation of presidential parties; the second (1994–present) has been characterized by a search for a majoritarian democracy that permits alternation and the direct designation by the electors of a majority, of a government, of a leader, of a program. Given this search for gov-ernability arising from a majoritarian democracy, one might logically expect to see a move toward presidentialism by the parties, or at least by the two major parties that are vying for government. Such an outcome has not occurred, however, even in the second phase. There are two reasons for this. First, Italy has increasingly witnessed a process of political personalization (Calise, 2010), but not a restructuring or consolidation of the party system (which continues to be highly “liquid”), which could lead to the affirmation of strong personal but democratic leadership.

IntroduzioneLa vicenda del Labour Party degli anni ottanta costituisce un caso altamente paradigmatico, al di là della peculiarità della sua forma organizzativa (partito confederato e indiretto) e del contesto politico-istituzionale in cui opera (Allum 1988), di molteplici problemi che la scienza politica ha sollevato negli ultimi decenni circa la prospettiva del partito di massa e di quello specificamente ad origine di classe. Le tesi del declino del partito di classe e dell'esaurirsi dell'opposizione politico-parlamentare (Massari 1990a) sembravano calzare perfettamente alla parabola sempre più declinante del Labour Party a partire dalla metà degli anni settanta fino a culminare nel quasi collasso dei primi anni ottanta. Nel 1981 il partito subisce una pesante scissione alla sua destra, con la formazione dell'SDP, che con i liberali formerà l'Alliance elettorale. Nelle elezioni del 1983 il partito rischiò seriamente di essere scavalcato dall'Alliance finendo al terzo posto e di perdere il ruolo di opposizione ufficiale. Il suo voto si restrinse, infatti, a solo 8 milioni e mezzo (27,6%, il più basso risultato della sua storia elettorale dal 1918) a fronte di 7 milioni e ottocentomila voti dati all'Alliance (25,4%) e a fronte di una sostanziale stabilità del voto conservatore (42,4%). Il 1983 sembrò, difatti, un punto di svolta sia riguardo al futuro del Labour sia riguardo alla natura del sistema partitico. Occorre guardare alla geografia elettorale per comprendere appieno la portata della trasformazione. Se a livello parlamentare il sistema bipartitico ancora reggeva - avendo ottenuto conservatori e laburisti assieme 606 dei 650 seggi, grazie agli effetti disproporzionali del sistema elettorale - ciò non era più vero al livello dei collegi. A questo livello, il sistema bipartitico sembrava definitivamente rotto. Occorre avere presente che nella competizione maggioritaria ad un turno l'interesse va rivolto non solo, ovviamente, al partito che è arrivato primo alla conquista del seggio, ma anche a chi è arrivato secondo, perché è questo che presumibilmente avrà le chances dell'alternanza al secondo round elettorale. L'Alliance, pur avendo ottenuto solo 23 seggi - e da questo punto di vista il Parlamento formatosi nel 1983 è risultato il meno «proporzionale» del mondo democratico (McLean 1988) - è arrivata seconda in 312 collegi, ossia in più della metà del totale. Il Labour arrivò primo in 209, secondo in 132, ma terzo (o anche peggio) in 292 collegi, corrispondenti a quasi metà dei seggi della Gran Bretagna.

This article analyses, adopting the well-known approach of Katz and Mair, the issue of organizational change within Italian political parties since 1990. In addition to an account of trends in membership, local units, finances, staff, and of changes in party statutes, the article aims at testing the widespread view in the literature that organizational resources–hence power–are becoming more and more concentrated in the hands of party and/or parliamentary leaders, and correspondingly that the territorial presence of parties is declining. The analysis of the change over time of Katz and Mair's party organisational ‘faces’ leads to the confirmation, to a large extent, of the overall hypothesis of a decline of the party at ground level, and a concentration of party resources in the central office, and above all in the party in public office.

Per comprendere e valutare i partiti e il sistema partitico dell’Italia d’oggi, dell’Italia della cosiddetta Seconda Repubblica (post-1992), e forse utile comparare la situazione attuale da un lato con il passato dei partiti della Prima Repubblica, e dall’altro con la situazione dei partiti nelle altre democrazie europee, comparabili per dimensioni di scala e appartenenza geo-politica all’Italia. Senza questa duplice comparazione non avremmo, infatti, criteri di valutazione utili, magari per stabilire se il caso italiano odierno sia o meno anomalo e patologico. Solo l’individuazione delle differenze puo permettere di analizzare prima e di giudicare poi il caso italiano. Ma cominciamo con la prima comparazione, non fosse altro perche lo stato attuale e figlio del crollo del sistema partitico del 1992-1994. Intanto, quando si parla dei partiti della Prima Repubblica, occorre distinguere due fasi della loro evoluzione. Una prima fase coincide con l’instaurazione e il consolidamento della rinata democrazia italiana (19431968 circa), la seconda con la degenerazione partitocratica della nostra democrazia (1968-1992). E bene fissare questa distinzione, per evitare inutili e improduttivi richiami nostalgici, e per capire perche si e prodotto quel crollo.

This paper deals with the role and composition of the Italian Socialist Party's National Executive Committee during the 1976–1987 period. These years saw the advent, the strengthening and the unchallenged supremacy of Craxi's leadership first within the PSI and then within the Italian political system. While in other political parties the role of the National Executive Committee as a decision-making body has remained crucial, in the PSI this role seems to have been impaired both by Craxi's extremely personal and strong leadership and by the weakness of the party organization. However, the loss of decision-making power by the collective leadership was accompanied by an increase in membership, which favoured the rise of new members to leading positions. The social and political characteristics of this new political class are analysed and evaluated through a number of empirical indicators. The results allow a better understanding of the actual changes that occurred in the party as a consequence of the innovations brought about by Craxi's leadership. This, in turn, sheds light on an important section of the Italian ruling class.
