Growing concerns about low awareness and take-up rates for government support programs like financial aid for college have recently spurred calls to simplify the application process and enhance visibility. However, little research has been done to determine whether such reforms would truly improve college access and in what form "simplification" should take. This project examines the effects of two experimental treatments designed to test the importance of simplifying the process of receiving financial aid and providing clear information about personal aid eligibility using a random assignment research design. H&R Block tax professionals helped low- to moderate-income families complete the FAFSA, the federal application for financial aid. Families were then immediately given an estimate of their eligibility for government aid as well as information about local postsecondary options. A second randomly-chosen group of individuals received only personalized aid eligibility information, which was calculated based on data from the tax form, but they did not receive help completing the FAFSA. Comparing the outcomes of participants in the treatment groups to a control group using multiple sources of administrative data, the analysis suggests that individuals who received assistance with the FAFSA and information about aid were substantially more likely to submit the aid application. High school seniors among this group were also much more likely to enroll in college and receive need-based financial aid the following fall. The program also increased college enrollment for independent adults with no prior college experience, and it increased aid receipt among independent adults who had previously attended college. These results suggest that simplifying the process and providing direct help with the application along with better information could be effective ways to improve college access. However, only providing aid eligibility information without also giving assistance with the form had no significant effect on FAFSA submission rates or college outcomes. We evaluate two low-cost college support programs designed to directly target insufficient study time, a common characteristic among a large fraction of undergraduates. We conduct our experiment across three distinct college-types: (i) a selective urban college campus, (ii) a less selective suburban college campus, and (iii) an online college, using a combination of unique survey and administrative data. More than 9,000 students were randomly assigned to complete an online planning exercise with information and guidance to create a weekly schedule containing sufficient study time and other obligations. Treated students also received weekly study tips, reminders, and coach consultations via text message throughout the academic year. Despite high levels of fidelity and initial participation, we estimate precise null effects on academic outcomes at each site, implying that the planning treatment was ineffective at improving student credit accumulation, course grades, and retention. We do find suggestive evidence, however, that the planning treatment marginally increased student study time. Taken together, the results suggest that, in addition to helping students stay organized, an effective intervention may need to provide stronger incentives or specific guidance on the tasks to complete while studying.

Higher education plays an increasingly important role in helping individuals attain social and economic success. Yet, despite decades of financial aid policy, substantial gaps in college access remain by income level and race. One major impediment to increasing college enrollment among low-income students is the lack of information about financial aid. In particular, few families appear to know about the types of aid available, and the federal application process for financial aid is so complex that it may actually impede student access. The Commission on the Future of Higher Education, assembled by Secretary of Education Spellings, recently concluded that some students "don't enter college because of inadequate information and rising costs, combined with a confusing financial aid system." The Commission further emphasized that "our financial aid system is confusing, complex, inefficient, [and] duplicative" (2006). Perhaps due to the complexity of the system and the lack of information about the availability of aid, the American Council on Education found that 850,000 students who would have been eligible for federal financial aid in 2000 did not complete the necessary forms to receive such aid (2004). The FAFSA also serves as the basis to award most state and institutional need-based aid, and so it is a critical gatekeeper to most college financial assistance. Concerns about the low visibility of aid programs and the complexity of the aid process have spurred calls to simplify the form and enhance the visibility of programs that are meant to educate students about the availability of financial aid. However, little research has been done to determine whether such policies would truly address the problems of access for low-income students. This project provides an intervention that streamlines both the aid application process and students' access to accurate and personalized higher educational information. Using a random assignment research design, H&R professionals are helping a group of eligible low- to middle-income families to complete the federal aid application form (FAFSA). Then, families are immediately given an estimate of their eligibility for federal and state financial aid as well as information about local postsecondary options. To track the impact of this intervention, the project data are being linked with college administrative files to determine which individuals elected to enroll and persist in higher education. In summary, our research will examine the effects of a program that tries to increase awareness about aid and simplify the application process. We will test the importance of simplifying college financial aid and providing guidance and encouragement throughout the application process. Moreover, we will examine how providing information about expected financial aid awards impacts college decisions. Our analysis will answer key questions about the importance of information and financial barriers in college access and persistence. Moreover, we aim to provide concrete examples of ways to improve college access for low-income students and the effectiveness of financial aid policies. (Contains 5 footnotes.

This paper explores the effect of extra schooling, induced through compulsory schooling laws, on the likelihood of becoming politically involved in the United States and the United Kingdom. U.S. data come from the annual National Elections Studies and the November Current Population Surveys. U.K. data come from the British General Election Studies and the Eurobarometer Surveys. Results find that educational attainment relates to several measures of political interest and involvement in both countries. For voter turnout, there is a strong, robust relationship between education and voting for the United States, but not for the United Kingdom. This is largely due to differences in voting registration across education groups. Using information on validated voting, results find that misreporting of voter status cannot explain the estimates. Results suggest that the observed drop in voter turnout in the United States from 1964-2000 would have been 10.4-12.3 percentage points greater if high school attainment had stayed at 1964 rates, holding all else constant. However, when conditioning on registration, U.S. results approach U.K. findings. This may indicate that registration rules present a barrier to low-educated citizens' participation. An emerging literature documents the many challenges faced by college students during the COVID-19 pandemic. Little is known, however, about how students responded to the adversity. Focusing on two large Canadian universities, we provide some of the first evidence on the coping strategies students reported and the relationships between their endorsement of specific coping strategies and their subsequent well-being. Students focused on compensating for a lack of structure by creating new routines, maintaining social connections, and trying new activities. Conditional on baseline problems indexes, students who initially endorsed social connectedness as a strategy score significantly higher on a comprehensive well-being index five to twelve weeks later. Tutoring--defined here as one-on-one or small-group instructional programming by teachers, paraprofessionals, volunteers, or parents--is one of the most versatile and potentially transformative educational tools in use today. Within the past decade, dozens of preK-12 tutoring experiments have been conducted, varying widely in their approach, context, and cost. Our study represents the first systematic review and meta-analysis of these and earlier studies. We develop a framework for considering different types of programs to not only examine overall effects, but also explore how these effects vary by program characteristics and intervention context. We find that tutoring programs yield consistent and substantial positive impacts on learning outcomes, with an overall pooled effect size estimate of 0.37 SD. Effects are stronger, on average, for teacher and paraprofessional tutoring programs than for nonprofessional and parent tutoring. Effects also tend to be strongest among the earlier grades. While overall effects for reading and math interventions are similar, reading tutoring tends to yield higher effect sizes in earlier grades, while math tutoring tends to yield higher effect sizes in later grades. Tutoring programs conducted during school tend to have larger impacts than those conducted after school.

Recent research suggests that the college application process itself prevents access. This paper reports results from a large school-based experiment in which application assistance is incorporated into the high school curriculum for all graduating seniors at low-transition schools. Over three workshops, students were guided to pick programs of interest that they were eligible for, apply for real, and complete the financial aid application. The goal was to create a college option for exiting students to make the transition easier and more salient. On average, the program increased application rates from 64 to 78 per cent. College enrollment increased the following school year by 5.2 percentage points with virtually all of this increase in two-year community college programs. The greatest impact was for students who were not taking any university-track courses in high school: the application rate for these students increased by 24 percentage points with a nine per cent increase in two-year college enrollment. A second experiment was conducted two years later to explore several variations of the program. Offering personal assistance without waiving application fees had a negligible or even negative impact on applications and enrollment. Using laptops in homeroom classrooms instead of sending students to computer labs while combining the initial 2 workshops into one full-morning session increased application rates. However, subsequent enrollment effects were negligible. We provide some evidence consistent with the possibility that decreased guidance in choosing eligible programs was responsible for the second-experiment's decline in enrollment impacts.

We present results from a five-year effort to design promising online and text-message interventions to improve college achievement through several distinct channels. From a sample of nearly 25,000 students across three different campuses, we find some improvement from coaching-based interventions on mental health and study time, but none of the interventions we evaluate significantly influences academic outcomes (even for those students more at risk of dropping out). We interpret the results with our survey data and a model of student effort. Students study about five to eight hours fewer each week than they plan to, though our interventions do not alter this tendency. The coaching interventions make some students realize that more effort is needed to attain good grades but, rather than working harder, they settle by adjusting grade expectations downwards. Our study time impacts are not large enough for translating into significant academic benefits. More comprehensive but expensive programs appear more promising for helping college students outside the classroom. We estimate long-run impacts to the Pathways to Education program, a comprehensive set of coaching, tutoring, group activities and financial incentives offered to disadvantaged students beginning in Grade 9. High school administrative records are matched to income tax records to follow individuals up to the age of 28, even when they leave the household or province. We find significant positive effects on persistence in postsecondary education institutions, earnings and employment. Program eligibility increased adult annual earnings by 19 percent, employment by 14 percent and reduced social assistance (welfare) receipt by more than a third.
