The European Science Notes Information Bulletin (ESNIB) 90-02 is dedicated to Europe 1992, The View From the Office of Naval Research European Office. Recent events in Eastern Europe are redirecting thoughts and resources in Europe. The structure and programmatic goals outlined in this issue are intended to provide a framework for understanding the growth and influence of European Community research programs. The articles discuss the future of European science and technology in light of the programs of the EC, the Single European Act, and the potential of a Europe Without Frontiers by the end of 1992.

The emergence of the personal computer, the growing use of distributed systems, and the increasing demand for supercomputers and minisupercomputers are causing a profound impact on the European computer market. Microelectronics (the microchip) is the driving force for developments in both computers and telecommunications and is the factor that has led to their merging. The European Community is concentrating on R&D in computers, telecommunications, and electronics; it is also driving forward toward standardization. Another important consideration in Europe is the speed with which Europe follows the U.S. example toward privatizing and liberalizing the public telecommunications service.

The European Science Notes Information Bulletin (ESNIB) 90-08 is a compilation of reports on recent developments in European science of specific interest to the U.S. research and development community, and is issued in support of the mission of the Office of Naval Research European Office (ONREUR). Issue Number 90-08 is dedicated to science in the Union of Soviet Socialist Republics, Hungary, and Czechoslovakia. During the past year, the scientists at ONREUR have received and accepted many invitations to visit institutions throughout Eastern Europe and the U.S.S.R. These visits, mostly made during the past 10 months, have resulted in a fresh look at the state of science in this part of the world. This issue of ESNIB presents a concise assessment from the perspective of this office. For the sake of completeness, we include some articles published in earlier issues of ESNIB. This is not a political assessment, but rather a group of reports on the state of science, with some personal observations on life and travel in these countries. As such, it is a window, albeit small, on the processes affecting the scientific health of greater Europe.

This issue of European Science Notes Information Bulletin presents the view of European acoustics research developed by Dr. David Feit while serving as Liaison Scientist at the Office of Naval Research European Office (ONREUR) for the past 2 years. Dr. Feit is an internationally recognized expert in the field of structural acoustics and mechanics, and the coauthor with Miguel Junger of Sound, Structures and their Interaction. While at ONREUR, Dr. Feit has followed developments in structural acoustics, underwater acoustics, and physical acoustics. Activity in these specialties in Europe ranges from architectural applications, to active noise cancellation in automobiles and aircraft, to the areas of traditional naval interest in underwater sound propagation and signal processing. Working with other members of the ONREUR professional staff, Dr. Feit here presents a current perspective on the field. As in all ONREUR reporting, there is no claim to global coverage of the field--rather it is the appraisal drawn from selected professional visits during the past 2 years.

The purpose of this directory is to provide research investigators with information on specialized or unique facilities in Europe that could be useful in their research. The basic information from each laboratory include a description of: special or unique instrumentation; typical experiments, calculations, or data searches suited to the facility; description of the modes for carrying out research including requirements for access, funding requirements, scheduling policies; and the name or title, address, and telephone number of a person to contact for further information. The solicited laboratories provided the information in this guide on a voluntary basis.
