The development of e-Government is the main priority in the strategic documents of the Republic of Bulgaria during the programme period 2014-2020. The projects financed under Operational Programme “Good Governance” are of key significance both for the attainment of the strategic objectives and of the expected results input in them. The purpose of the publication is to analyse the conformity between the strategic documents and the projects implemented in the sphere of e-Government in the country. A desk analysis, an empirical analysis and other scientific methods are applied for the attainment of the purpose in the research. Problems in their development are identified as a result of the analysis of the current projects and alternatives are proposed for their elimination. Perspectives are outlined for the future development of the e-Government in Bulgaria in conclusion.

The article aims at evaluating the use of EU funds allocated to public services development by local government administration and indicates the problems and challenges of Polish local governments in terms of integration and globalization processes, while stressing the necessity of public services development in e-administration. Then, the local governments' opportunities to acquire co-funding from 2014-2020 Operational Program Knowledge Education Development, specifically under priority axis II Effective public policies for the labour market, economy and education (measure 2.18) have been provided with their characteristics. Further, the article evaluates the use of EU funds for the projects, submitted and recommended for co-funding, in response to the competitions announced by the Ministry of Internal Affairs and Administration in Warsaw. Last but not least, the outcomes reported by the Local Authorities participating in the completed projects, are presented. The importance and significance of e-administration development for clients residents and entrepreneurs using e-services provided by local authorities has also been stressed. This article constitutes an introduction to a series of publications for researching the effect of EU funds on the development of local governments, and thus enhancing the competitiveness across the regions. This paper deals with the impact and the results of the financial instruments available forSMEs, in Romania. The first part of the paper presents the financial instruments for SMEsrecommended for use under the Operational Programmes 2014-2020 (i.e. Competitiveness,Regional, Human Capital and Initiative for SMEs), with a focus on their results. The second part ofthis work tackles the financial instruments for SMEs recommended for use under the NationalRural Development Programme 2014-2020 and presents their results. Last but not least, we willalso deal with the requirements and the criteria for designating bodies/ funds of funds for theimplementation of financial instruments.

The main purpose of the study is to evaluate the impact of European funds on the level and structure of public expenditure in Poland. Basically, the research period covers the years 2000–2016. In pursuit of objectivity, the following hypothesis is put forth: EU funding has a significant impact on the amount and structure of public expenditure. The analysis of data on the amount of European funds supporting the state budget in Poland proves that the share of these funds in the financing of public tasks is high and the structure of public expenditures is significantly changed. In the period 2010–2015 these funds accounted for about 88% of public expenditure. It is clear that they have systematically, if gradually, risen. Over the period 2014–2015, funding exceeded 90% of total expenditure.

Pursuant to the assumptions of the strategic document of the European Union, namely the Europe 2020 Strategy, objectives were designated for Member States in the scope of the conducted development policy. Poland is one of the beneficiaries of the Operational Programmes and receives financial support from the EU The main aim of the article is to verify whether the tasks implemented in that scope affect the development of particular regions. The objective of the article is the determination of the effect of pro-environmental projects on the development of Polish voivodeships. The analysis covered initiatives implemented in the scope of Operational Programmes in the programming period 2014-2020. Moreover, the levels of the development of Polish voivodeships in the selected years were determined by taxonomic research methods by Z. Hellwig, The analysis of changes in the development levels of voivodeships and pro-environmental projects in the area of which investments and activities concerning the low-emission economy, renewable energy sources, thermo-modernization and recycling are carried out is indicative of several conclusions. The low share of projects related to recycling and strictly environmental protection is worrying. In all voivodeships, most pro-environmental projects financed by ROP concern thermomodernization. This paper deals with allocation of financial resources from selected operational programmes among Czech regions and assess whether a regional innovation paradox occurs in the Czech Republic. Regional innovation paradox expresses a state when some regions with lower innovation performance and higher investment needs exist but at the same time these regions are not able to gain the offered resources. The article examines the relationship between amount of obtained resources and selected characteristics of regions through correlation analysis. The attention is focused on Operational programme Enterprise and Innovations and Operational programme Research and Development for Innovations. The analysis confirmed the existence of the regional innovation paradox in the Czech Republic. The paradox is apparent especially if the amount of subsidies is compared to the total regional gross domestic product. The paradox is in higher degree apparent at OP Research and Development for Innovations than OP Enterprise and Innovations. [ABSTRACT FROM AUTHOR]

Poland was granted over € 67.3 billion as the European aid for the years 2007-2013. It comprised almost 20% of the total amount earmarked for the cohesion policy of the European Union for the years 2007-2013. The funds were utilized by Polish enterprises, local governments, non-governmental institutions, farmers and other entities. The main aim of this article is to present the evaluation of use of the EU funds in Poland for the period 2007-2013. The analysis was based upon the statistics data published in Poland by the Ministry of Infrastructure and Development, Eurostat and the European Commission. The analysis of the sources on the subject as well as observations of the business practices allowed forming a thesis that Poland competently utilised the European funds for the years 2007-2013 and thereby benefited considerably. Nonetheless, despite the significant influence of the funds onto the GDP growth dynamics and the increase in the standard of living, in the overall view Polish economy has not gained much in the innovation aspect due to the fact that the financial resources acquired by the Polish companies from the subsidies were largely earmarked to purchase the already existing western technologies, thus, making them dependent upon the know-how of the huge western conglomerates -- which must be disapprovingly assessed. The paper focuses on the use of financial sources from structural funds of European Union and with the focus on the operation programme of Entrepreneurship and Innovation in the context of the regional development support in the troubled regions. The intensity of the absorption of the ent-repreneurial support is analysed according to the criteria set by the government and according to the troubled areas given by the individual regions of the Czech Republic. Whereas the regions sup-ported by the government are given centrally within the Strategy of the regional development of the Czech Republic. The regional level of the troubled areas is set ad hoc. Thus one of the crucial issu-es of this paper is to find potential preferences of the local authorities when deciding about the applications for the entrepreneur subsidies, loans and guaranties. The detailed analysis focuses on subsidies as the only non-profit form of the support. Further question is whether the regions with the intense government support get enough subsidies from entrepreneurial bodies in comparison with other (non-troubled) areas in the Czech Republic. The key documents for the research were the lists of recipients of subsidies in the first half of programme term 2007-2013 published by the Czechlnvest agency. In total there are more than three thousand approved projects. The analysis covered only those businesses which received the subsidies. This research sample comprised of almost fifteen hundred subjects. Given the fact that the Czech Ministry of Trade and Industry publishes the location exclusively on the regional level it was necessary to add the information about the municipality or the place of the business which received the subsidy, to the list of recipients of the subsidies. It was necessary to define the con-cerned areas on the district level or territorial areas of municipalities with extended competencies or territorial units of municipalities chartered by town halls. The data about municipalities was found in the trade register for each subsidised project separately. The relevant data concerning the rese-arch were found in the researcher's database.
