International audience; Les «Médicaments Orphelins», destinés au traitement des maladies rares, bénéficient en Europe comme aux Etats-Unis d’un statut particulier s’accompagnant d’incitations économiques afin d’encourager la R&D de l’industrie pharmaceutique. Alors que la législation européenne a plus de 10 ans, et que les Etats-Unis fêtent le 30ème anniversaire de l’« Orphan Drug Act, » on peut mesurer l’efficacité de cette législation sur le développement de nouveaux médicaments, donnant de nombreuses opportunités de relais de croissance pour les entreprises.Au croisement de l’économie industrielle, et de l’analyse markéting et stratégique, nous proposons une analyse sectorielle de ce marché afin d’en étudier les caractéristiques économiques et concurrentielles.Ainsi, nous développons une base de connaissances sous SQL regroupant des informations issues de différentes bases de données (brevets, « drug pipeline », essais cliniques, statut orphelin, AMM, entreprises, investisseurs.…), relevant de différentes agences nationales ou internationales, (EMA, FDA, …) ou enregistrées dans des bases publiques (PubMed, NASDAQ, ….) ou privés (Web of Science, Questel, Pharmaproject, Venture Source, …). Notre analyse systémique de la dynamique scientifique, technologique et économique mobilise des indicateurs classiques en économie de l’innovation comme les publications, les brevets, les firmes ou les financements, et utilise des outils d’analyses statistiques, cartographiques et d’analyses réseaux (Xlstat, Manyviews, Intellixir, …). Par exemple, est mesuré la dynamique d’innovation, en comparant le flux de molécules brevetés, et le nombre de statuts de médicaments orphelins obtenus, ou sur le plan économique, les caractéristiques financières des entreprises.Nous mettrons en exergue les trajectoires qui se dessinent, et les principaux pôles scientifiques et économiques qui semblent les porter, et nous identifieront les acteurs et partenaires potentiels, académiques ou industriels, présent au niveau international.Avec une modélisation microéconomique, nous étudierons à l’avenir, le modèle d’affaires du médicament orphelin, et le partage de la valeur ajoutée entre industrie, patients & institutions publiques.

Le rapport appréhende le phénomène de déprise médicale dans une approche d’économie territoriale. La question analysée est celle des déterminants de l’offre de soins : quels sont les éléments qui expli-quent la formation des inégalités territoriales d’accès aux soins et quels sont les leviers, entre politique nationale et initiatives locales, permettant d’agir sur cette répartition ? Nous analysons dans un pre-mier temps l’organisation du système de santé français et son impact sur l’offre de soins et sa réparti-tion sur le territoire national. Nous abordons ensuite la question du diagnostic des inégalités territo-riales (APL, Accessibilité Potentielle Localisée) et des politiques de zonage mises en place pour y remé-dier. L’identification des déterminants des inégalités d’accès étant un enjeu de diagnostic majeur, nous mobilisons dans un troisième temps les outils de l’analyse territoriale afin d’appréhender les méca-nismes de formation des inégalités territoriales. Le rapport se conclut en proposant des pistes pour l’analyse de la relation entre offre de soins et développement économique d’une part et pour celle des déterminants de localisation des professionnels de santé, d’autre part.

International audience; The scheduling of maintenance operations in railway is a major concern for both maintenance planners and train dispatchers since it requires the track to be blocked and the rail traffic to be disrupted. This paper provides a mathematical programming model aimed at adjusting the timetable of trains in a single track according to maintenance operations. The uncertainty of the maintenance activities might cause delays in the initial maintenance plan which is further overlapped with pre-determined train scheduling. This study addresses the uncertainty in maintenance activities through including buffer time to the modified scheduling. We also addressed the operational constraints such as speed limit due to maintenance operations in the adjusted scheduling. The result of the model provides railway planners with a modified timetable which includes both maintenance plan and train operations schedules

La carte militaire de la France a subi de profondes mutations avec la diminution du nombre d’unites et donc d’implantations territoriales. Les compensations fournies en partie par les industries de defense n’ont pas ete negligeables et jouent un role structurant dans l’amenagement et l’economie de certains territoires.

Based on an original dataset spanning over 20 years of patenting at the United States Patent & Trademark Office (USPTO), we identify the gender, residence, and nationality of inventors, based on which we also identify migrants and natives in the United States, as well as stayers (non-migrants) in the migrants’ countries of origin. We find that the share of women over the total number of US-resident inventors (or WIR: Women Inventor Rate) is generally higher for migrants than for US natives, so that the former have contributed significantly to the increase of WIR in the US over the past quarter century. At the same time, the WIR for migrants is higher than that of stayers, which suggests that migration to the US represents an opportunity for high-skilled women to undertake a career in R&D, notwithstanding the obstacles they may face, and irrespective of their country of origin. This intuition is reinforced by an analysis of women inventors’ technological specialization, which reveals that female migrants are better represented than natives and stayers in men-dominated fields.

International audience; The diffusion of knowledge is a complex process facing numerous barriers, and interdisciplinary program is believed to be a key issue in translational research. There are variations through disciplines in type and degree of collaboration. The aim of this study is to understand to what extent corresponding author reflect collaboration degree in interdisciplinarity. As an example, we undertook the analysis of the collaboration between bioinformatics and cancer research. We categorized each authors’ profession in two groups, “Computer Scientists” and “Health Scientists”, and analysed the sample through bibliometrics and descriptive statistics based on the authors' profession. The analyses of each groups’ publications set were complemented by co-word and reference analysis. Our results show that there is no equal representation of disciplines: authorship responsibilities’ sharing is in favour of “Health Scientists“, with specificities according to countries and choice of journals.

International audience; Eponymy is defined as the way to name a discovery from the name of the person who discovered it. This practice well established in science. There is evidence that when an author has been eponymized, the author’s original publications will be cited without bibliographic reference. Merton defined this as “obliteration by incorporation”. The author’s original publications will experience “delayed recognition”, not achieving recognition in terms of citations until a few years after their original publication. While this phenomenon has been the subject of a renewal interest in scientometrics, there are few analyses of eponymy in science, and none explored the linked between eponymy and delayed recognition. Through the analysis of “cancer research” field, we identified a case study related to Otto Warburg Nobel Prize pioneering work on the role of metabolism in cancer, today named “Warburg effect”. Our results demonstrate that “Warburg effect” as concept suffered from delayed recognition in terms of citation, and that delayed recognition of Warburg’s publication is not due to a phenomenon of “obliteration by incorporation”. In a general way, our results imply that delayed recognition phenomena should be extended to scientific concept and not limited to a single or a bundle of publications.

L’injonction au rapprochement entre les sphères scientifique et industrielle est aujourd’hui omniprésente. Dans le domaine biomédical, elle s’est traduite par la promotion de la « recherche translationnelle », qui se heurte à de nombreux obstacles [1]. Il s’agit dans le cadre de ce travail de se pencher sur les mécanismes qui pourraient expliquer la viscosité translationnelle i.e. la résistance à la circulation de savoirs scientifiques et à leur transformation en pratiques diagnostiques et thérapeutiques dans le domaine de la cancérologie. C’est B. Barber (1961) qui fut le premier, en sociologie des sciences, à proposer une explication des résistances aux découvertes. Mais ce fut S. Cole (1970) qui procéda à une retraduction de cette question en termes de « reconnaissance tardive » (RT) (delayed recognition) [2]. Au début des années 2000, la problématique de la RT connaît un regain d’intérêt avec l’analyse en scientométrie des « sleeping beauties » (SB), notion introduite par Van Raan (2004) désignant un article très peu cité pendant une période initiale de plus de 10 ans (« sommeil »), qui reçoit au cours des années suivantes beaucoup de citations (« réveil ») du fait de son utilisation dans la publication d’un chercheur (le « baiser du Prince ») [3]. L’étude des SB se révèle fort intéressante dans l’exploration des mécanismes de circulation des savoirs [4] dont les processus translationnels en biomédecine constituent un exemple. Les questions du transfert de connaissance et, plus globalement, de l’innovation ont été abondamment explorées par de nombreuses disciplines. Cependant, ils ont rarement été abordés en privilégiant cet angle. L’enjeu est de se focaliser sur les résistances aux découvertes internes au champ scientifique et celles qui apparaissent lorsque que se pose la question de leur translation vers le champ médical. Notre travail vise plus spécifiquement deux objectifs : (1) évaluer l’ampleur du phénomène de RT en oncologie, (2) proposer quelques pistes explicatives concernant la viscosité translationnelle dans ce domaine en privilégiant certains des cas repérés. Sur le plan méthodologique, notre démarche associe les outils scientométriques et l’instrumentation qualitative par voie d’entretiens semi-directifs. La première étape de notre recherche a porté sur l’évaluation scientométrique du phénomène de RT en rapport avec soit un concept : « la cellule souche mésenchymateuse » (MSC), soit un domaine, l’« oncologie ». Dans les 2 cas, nous avons extrait un corpus constitué d’articles spécifiques, extraits de la base de données WoS®. Ensuite, nous avons calculé pour tous les articles le "coefficient de beauté" (B) en utilisant les critères non-paramétriques de Ke et al. (2015), afin d'identifier les SB [5]. Nous nous sommes alors concentrés sur les SBs les plus citées. Pour chacune d’entre elles, nous avons été attentifs à la phase de sommeil qui peut être parfois « agitée » laissant présager de l’existence d’une controverse dont il nous reviendra de rendre compte [6]. Pour chaque cas, nous avons essayé également d'identifier le Prince, ie le ou les auteurs, à l’origine du réveil citationnel, par une analyse historique des références d’articles (méthode RPYS) [7] et des réseaux de co-citations [6]. A ce jour, nous nous sommes focalisés sur les chercheurs français qui auront accompagnés ce réveil citationnel et la reconnaissance de travaux pionniers.La seconde étape a porté sur l’identification de pistes explicatives relatives à la viscosité translationnelle par la mise en œuvre d’une méthodologie qualitative. Nous nous sommes intéressés, d’une part, à la diffusion des découvertes dans la littérature et, d’autre part, à leur diffusion dans le champ des pratiques médicales. En fonction des SBs identifiés lors de la première étape de notre investigation, nous proposons de discuter trois cas de SB : (1) le retard de reconnaissance des travaux de Alexander Friedenstein sur les cellules MSC, (2) la RT de l’hypothèse sur l’angiogenèse tumorale formulée par Judah Folkman, et (3) la RT du rôle du métabolisme dans le cancer postulé par le Prix Nobel Otto Warburg.Pour chaque cas, nous avons combiné : (1) une approche historique visant la production d’une biographie de l'auteur, du Prince et l’élaboration d’une chronologie de la découverte en utilisant des données de seconde main, (2) la conduite d’entretiens semi-directifs avec des chercheurs et des médecins autour des « pistes » ouvertes par ces découvertes afin de saisir le système des raisons et des représentations qui incitent les acteurs à se positionner différemment, voire de façons antagonistes, par rapport à ces pistes. International audience; Orphan Drug (OD) legislation has been implemented with regulatory and financial incentives to encourage the development of drugs to treat rare diseases. This study aims to test whether OD Designations (ODD) granted by the Food and Drug Administration (FDA) to pharma-biotech start-up companies may be considered as relevant signals in, attracting entrepreneurial finance and increasing the amount invested at the time of the Initial Public Offering (IPO) in the US stock markets. We attempt to take into account for endogeneity of ODD prior to IPO by considering the simultaneous relationship between the firm innovative outputs and IPO performance. Endogeneity occurs when the firm characteristics affecting the firm’s decision to apply for ODD before going public also determine the amount of cash collected at IPO. Furthermore, ODD before going public may also influence the access to other relevant resources for start-ups companies as for instance venture capital investments, collaborative revenues and employees prior to IPO. We found that the signaling power of ODD is positively and statistically significant for IPO investors in stock markets: an ODD prior to an IPO increase the IPO proceeds by about 37,5%. Regression results also suggest that ODD are stronger than patents applications to attract IPO investors and other valuable resources before that the company goes public. Scholar and policy implications are discussed in the light of the signaling theory and drug development policies.

Middle class expansion in formerly poor countries has become the focus point of business groups, development banks and national governments over the latter decade. By naturalizing an income group into a social class with political agency, they misapprehend what exactly are these “people in the middle” and what exactly are their margins of influence on the economy and public policies. By combining microeconomic data on economic and social characteristics of middle income earners taken from the national representative living conditions survey and primary data on subjective perceptions of a representative sample of middle class household heads, we find that the Vietnamese middle-income earners (1) now represent a significant share of the population, (2) are strongly heterogeneous in terms of income, occupation and status, (3) comprises a large share of highly vulnerable households facing high individual risks uncovered by social protection, (4) is not a significant source of political change

The mining sector has been criticized for its lack of environmental responsibility, but a certain amount of progress has been evident. At the same time, a number of developing countries have opted for an environmental management framework underpinned by the principle of compensation. Even though this principle is closely aligned to corporate social responsibility, it does not appear to represent the most effective way of achieving corporate social responsibility. Based on a case study in Madagascar, we examine the application of the principle within a mining project and show that its inadequacy stems from failing to consider the population’s response to the actions taken by companies. In our study, the principle of compensation was strictly applied, but the local population began to clear the forest once the mining project was underway. Our findings hence suggest that corporate social responsibility in this kind of context would be more effective if it were based on a stakeholder approach. In addition, our case study sheds new light on how the stakeholder approach should be interpreted. peerReviewed

International audience; Drug Safety (DS) or Pharmacovigilance, is the science of monitoring adverse effects of pharmaceutical. While DS is a major issue in public health, we reported for the first time a landscape analysis of the literature. A corpus of 1,3350,138 documents was analysed through bibliometric statistics and VOSviewer network visualisation tool. The study was completed by RPYS analysis and the identification of delayed recognition (DR) publications by calculating the Beauty coefficient. DS reveals some characteristics: (1) research increase recently while major drug regulation backed to 1960’ (2) it is a heterogenous and evolutive research field (3) most of publications are published outside core journals (2) the contribution of the industry is marginal raising questions about the industry responsibilities (4) there is strong correlation between country publications output and population size, but not pharmaceuticals expenses (5) US federal institutions are lagging behind in reporting DS (6) anti-cox2 ADR controversy has awakened DS research field (7) identification of DR papers raise questions about resistance to the discovery of ADR and public health impact. Further studies are in need to measure if DR papers are linked to delayed drug withdrawn. Our overall analysis is supporting the prospective for literature-based discovery in Drug Safety.

We explore the impact of migrant inventors on patent quality in Europe and the United States between 1990 and 2010. Drawing on a large sample of patent applications filed at the European Patent Office with a corresponding Patent Cooperation Treaty extension, we select inventor teams whose members reside in the countries of interest, but whose nationality may vary. In keeping with the literature, we find that migrant inventors are associated with higher quality patents via increased diversity at the team level, in addition to increased diversity at both the company and local level. This positive relationship with diversity persists after conditioning for the presence of migrants in the team, which is suggestive of cultural, and not merely functional, diversity.

At the intersection between the evaluation of public policies and regional economics, this article assesses thanks to an original database the coherence of the support policy of the French ministry of defense during the major territorial restructuring that occurred in France since the 2000s. Based on data collected at the district level, an econometric analysis links the demographic, economic and political situation of the communities affected by restructuring with the financial compensations they received from the Ministry. The analysis questions the spatial planning logics within the ministry of Defense's rationalization policy. The results show that the socio-economic situation of communities is fairly well integrated into the overall strategy of the public planner. This, allows to feed the debate about the relevance and the effectiveness of this kind of policy when it is undertaken by an actor, whose primary function is not to do spatial planning but to prepare and organize the Defense of the country.

Cet article contribue aux debats concernant les echelles geographiques des Technological Innovation Systems (TIS). Une premiere partie explicite comment d’un point de vue methodologique les co-brevets constituent un outil pertinent pour apprehender un TIS et poser la question de son echelle spatiale. La suite de l’article etudie les co-brevets deposes par les 10 constructeurs automobiles sur le domaine du vehicule hybride sur la periode 2000-2013. Sur la base de 3250 co-brevets, nous montrons que 1) l’indice de nationalisation est plutot eleve pour 5 constructeurs et tres faibles pour trois autres demontrant l’heterogeneite des pratiques et des frontieres spatiales du TIS ; 2) cette heterogeneite se retrouve pour ce qui concerne les types de partenaires mobilises et leurs localisations. Comprendre les raisons qui ont conduit les pays d’Amerique latine a se soumettre au « consensus de Washington », puis a tenter de s’en affranchir, necessite de fournir une analyse approfondie du concept de pouvoir. Ainsi, a partir des travaux de John Kenneth Galbraith, Kenneth Boulding et Steven Lukes, nous proposons une typologie des relations de pouvoir insistant sur la notion de domination. Nous montrons que la volonte de construire une economie neoclassique exempte (en apparence) de rapports de force conduit a des resultats qui masquent mal la volonte de dominer des prescripteurs de ces politiques economiques. International audience; Although, UAVs is a high-tech field, few scholars have studied the dynamic of this today promising economic sector through patent indicators. Their research works are dedicated to specific aspects. Our paper fills the gap in the analysis of the key technological domains and the key players in this field through patent landscaping. The current study is also the opportunity to use original data visualizations of the results of our analysis.
