The article presents the results of the analysis of the implementation of E-Governance and E-Democracy tools in the field of preventing political corruption in public authorities. The effective practice of Finland in using and implementing e-democracy tools is considered, as evidenced by the «Corruption Perceptions Index» rating, which is concluded annually by the international organization Transparency International on the basis of a survey of experts and business conducted by a number of international organizations. The results describe the level of e-government development in Scandinavia, and outline the prospects for developing and implementing their experience for Ukraine. The author analyzes the importance of maximum openness and accountability in the activities of public authorities and their officials, transparency and clarity of procedures for the development and adoption of administrative decisions; obligatory training of public servants for E-GOV tools was determined for the successful implementation of anti-corruption measures provided by legislation and government documents and ensuring public relations. An important aspect is the need for continuous improvement of the current legal and regulatory framework in the field of anti-corruption policy and its adaptation to the dynamic development of information and communication technologies. This approach encourages the introduction and use of new technological tools aimed at preventing corruption and political corruption in public authorities at all levels of public administration. The reform of public procurement, the introduction of the ProZorro procurement system, the automation of public services in the centers for the provision of administrative services (CPAS), electronic declarations and the receipt of services in electronic form has become an important step in the path of changes in the field of e-democracy that took place in Ukraine after the Revolution of Dignity.

The purpose of this article is to analyze the influence of the key features of agritourism companies' websites on customers purchasing decision-making process, by measuring the level of perceived relevance and satisfaction of customers about the website's features. Empirical research was conducted based on a four-stage website adoption model, adapted from previous literature. A web-based questionnaire was addressed to a sample of Italian tourists who experienced a stay at an agritourism after selecting it through the website. By combining the perceived satisfaction and importance attributed to a series of website features, the priorities to take into account to design a website and to establish its main on-line services have been identified. In order to identify which variables have more influence in defining the overall evaluation of a website, a regression analysis was conducted. This study provides useful guidance on the main features of a website on which investments for improvement may be addressed, and which on-line services should be activated.

The article focuses on the representation of topicality means of the Ukrainian cultural heritage contained in archival documents. The methodology of the research uses the tools of the modeling method. They are as follows: the problem statement, development and study of a particular model. The application of the principles of integrity, hierarchy, and structural properties made it possible to consider an electronic exhibition of cultural-oriented archive proceedings as an integral structure. The scientific novelty of the article is in the development of a conceptual model for organizing an electronic exhibition of archival proceedings that will popularize the cultural heritage of the Ukrainian people. Conclusions. As a result of the research, the existence of electronic exhibitions of archival proceedings on cultural issues was revealed. The classification of electronic exhibitions has been considered by four features, the main characteristics of the e-exhibition have been determined. A conceptual model for developing a virtual exhibition has been regarded. It will provide a peculiar web resource of valuable documents in terms of the state cultural heritage. Методология исследования использует инструментарий метода моделирования: постановка задачи, создание и исследование конкретной модели. Применение принципов целостности, иерархичности и структурности позволило рассматривать электронную выставку культурологических архивных материалов как целостную структуру. Научная новизна работы заключается в создании концептуальной модели разработки электронной выставки архивных материалов, которые будут популяризировать культурное наследие украинского народа. Выводы. В результате проведенного исследования выявлен факт существования электронных выставок архивных материалов по вопросам культуры. Разработана классификация электронных выставок по четырем признакам, определены основные характеристики электронной выставки. Предложена концептуальная модель разработки виртуальной электронной выставки, которая позволит создать своеобразный веб-ресурс ценных документов с точки зрения культурного наследия государства. Методологія дослідження використовує інструментарій методу моделювання: постановка завдання, створення та дослідження конкретної моделі. Наукова новизна роботи полягає у створенні концептуальної моделі розробки електронної виставки архівних матеріалів, які популяризуватимуть культурну спадщину українського народу. Висновки. В результаті проведеного дослідження виявлено факт існування електронних виставок архівних матеріалів з питань культури. Розроблено класифікацію електронних виставок за чотирьома ознаками, визначено основні характеристики е-виставки. Запропоновано концептуальну модель розробки віртуальної виставки, яка дозволить створити своєрідний веб-ресурс цінних документів з точки зору культурної спадщини держави. При цьому ресурсні затрати – мінімальні.

The thesis is focused on mapping of selected on-line services in hospitals in Czech Re-public according to their availability. In the next step logistic regression model will be used, which will measure a range of particular on-line services according to their legal form, majority ownership, region in which health organization is located, to education achieved and gender of hospital director and lastly in accordance with the size of hospital from the viewpoint of bed capacity. This thesis will provide comprehensive overview of availability of on-line services in Czech hospitals and determine which factors significantly decreasing or increasing chance of their occurrence on hospital websites.

The paper presents some counter-arguments to this view, and explores whether these new technologies of teaching and learning are able to preserve the integrity of ‘reflexive dialogue’ that seems to reflect the core value of our higher education institutions. It presents evidence from an EU-funded project – STAY IN – which is researching student drop out and how it can be reduced through on-line services – as a contribution to these debates, Este artículo considera algunos de los problemas que rodean la migración de servicios de la educación superior a ‘la nube’; señalando MOOCs como ejemplo de un servicio de entrega, que ejemplifica cómo nuevas formas de servicios distribuidos, pueden revolucionar la educación superior – por abrir acceso a más personas de diferentes orígenes en particular. Over the last decades, we assisted to unprecedented changes in economic and social environment. People and organizations needed to learn in order to deal with changes, innovations and uncertainty, and almost of all them needed to adopt new ways to cope with unknown situations. Therefore, organizations need people with strong and up-to-date knowledge in strategic areas. This led to changes in the demand for higher education courses, in students’ characteristics and needs and in the nature of instruction provided to them. Traditionally, distance education in higher education offered solutions to students who could not be in a traditional classroom. However, the growing need for continuous learning and the unprecedented technological innovation in communications led to methodological changes in the traditional distance education. The change is deep. With the exception of a few studies, most of what have been written about distance education in the middle of the 1990s is out of date. The objective of this paper is to define and share the conception of a research about the population of Portuguese Open University students enrolled in curricular units of the Bachelor in Management. We focus on the transformation process centred on the students environment and their study behaviour and highlight the basic methodological issues with the coming new waves of students that will interact on a much more different context compared with that of the 1990s. Our intent is therefore to get a better understanding of the transformations of the online higher education in management studies and make progressive contribution to the comprehension of how learning and teaching have changed. There is already a vast literature on online management teaching experience but there is a need for empirical studies. Consequently, we are trying to see how theories and principles are describing correctly the practices of the teachers and students and how expectations and other variables can contribute to that better understanding of management studies as they were and as they are practiced. We are still far from a large-scale computer-mediated training for management teachers, but our teaching staff is undergoing a process of change and upgrading its online teaching skills.

An evolutionary adaptive algorithm for solving a class of online service provider problems in a dynamical web environment is introduced. In the online service provider scenario, a system continuously generates digital products and service instances by assembling components (e.g. headlines of online newspapers, search engine query results, advertising lists) to fulfill the requirements of a market of anonymous customers. The evaluation of a service instance can only be known by the feedback obtained after delivering it to the customer over the internet or through telephone networks. In dynamic domains available components and customer/agents preferences are changing over the time. The proposed algorithm employs typical genetic operators in order to optimize the service delivered and to adapt it to the environment feedback and evolution. Differently from classical genetic algorithms the goal of such systems is to maximize the average fitness instead of determining the single best optimal service/product. Experimental results for different classes of services, online newspapers and search engines, confirm the adaptive behavior of the proposed technique.

Con la evolucion de los entornos y aplicaciones online en la web se ha descubierto la necesidad real de crear ontologias semanticas especializadas orientadas a la busqueda de productos industriales en un sector concreto que permita agilizar y orientar la exploracion en la red por parte de los profesionales y usuarios. La implementacion efectiva de un motor de busqueda normalizado y orientado a las necesidades del profesional y usuario del sector del mueble y afines parte de la gran cantidad de referentes online de producto y que en la actualidad es conocido como el sector del habitat en su conjunto.

Este artículo presenta una evaluación del desarrollo del gobierno electrónico municipal en Venezuela. Para ello se utiliza la metodología desarrollada por Esteves (2005), que consiste en una medición de los atributos de servicio al usuario presentes en los portales Web de las alcaldías venezolanas. Estos atributos son clasificados en cinco etapas: Presencia, Información urbana, Interacción, Transacción y Transformación o Democracia electrónica. Se evaluaron los portales de las 294 alcaldías que tenían dominio asignado para la fecha del estudio y se encontró que las alcaldías con mayor desarrollo en gobierno electrónico, al 01 de septiembre de 2006, fueron: Valencia (estado Carabobo), Chacao (Miranda), Los Salias (Miranda), Baruta (Miranda), Alcaldía Mayor (Gran Caracas), San Cristóbal (Táchira), Pedro María Freites (Anzoátegui), Naguanagua (Carabobo) y Maturín (Monagas), en ese mismo orden. This article presents an evaluation of the development of electronic municipal government in Venezuela. For such purposes, a methodology developed by Esteves (2005) is employed, which consists in a measurement of attributes of service to the user presents in Venezuelan municipalities’ web portals. These attributes are classified in five phases: presence, urban information, interaction, transaction and transformation or electronic democracy. Portals of 294 municipal governments that had an assigned dominion for the study date were evaluated, and it was found that the municipal governments with the greatest development in electronic government were, up to Septmer 1st 2006: Valencia (Carabobo State), Chacao (Miranda), Los Salias (Miranda), Baruta (Miranda), Alcaldía Mayor (Gran Caracas), San Cristóbal (Táchira), Pedro María Freites (Anzoátegui), Naguanagua (Carabobo) y Maturín (Monagas), in that order.

Very often computer scientists view computerization of services in terms of the logistics of human-machine interaction, including establishing a contract, accessing records, and of course designing an interface. But this analysis often moves too quickly to tactical details, failing to frame the entire service in human terms, and not recognizing the mutual learning required to define and relate goals, constraints, and the personalized value of available services. In particular, on-line services that "computerize communication" can be improved by constructing an activity model of what the person is trying to do, not just filtering, comparing, and selling piece-meal services. For example, from the customer s perspective the task of an on-line travel service is not merely to establish confirmed reservations, but to have a complete travel plan, usually integrating many days of transportation, lodging, and recreation into a happy experience. The task of the travel agent is not merely "ticketing", but helping the customer understand what they want and providing services that will connect everything together in an enjoyable way.

[EN] The development of web applications for the cataloguing of industrial products is an important process for logistic services and on-line sales on a global level. The need to develop intelligent settings based on the use of semantics when creating new products is the fundamental base to improve significantly the conception times and the search for references. This article shows advances developed in the creation of ontology processes specific to the furniture industry with the aim of complimenting a forgotten aspect within the manufacturing of furniture along with the search for referential paths in the web and under semantic criteria that will help companies in the sector to improve web competiveness. The research carried out through the SEMCONCEPT© project with researchers from the Universitat Politécnica of Valencia and AIDIMA, Technological Institute for Furniture and Related products, has allowed for the establishing synergy between the ISO 10303-236 rules for the electronic cataloguing of diverse international products. The systematization and the standardization integrated in the information given by the manufacturers of furniture and related products will allow for the exchange between different agents in the value chain (suppliers, manufacturers, sales people) and serve as a reference in the search for designers and architects., [ES] El desarrollo de aplicaciones web para la catalogación de productos industriales es un proceso importante para los servicios logísticos y de venta on-line a nivel global. La necesidad de desarrollar escenarios inteligentes basados en el uso de la semántica a la hora de crear nuevos productos. Ello es la base fundamental para mejorar significativamente los tiempos de conceptualización y búsqueda de referentes. El presente artículo muestra los avances desarrollados en la creación de una ontología de procesos específicamente para la industrias del mueble. Tiene el propósito de complementar un aspecto olvidado dentro de la fabricación de muebles como es la búsqueda de formas referenciales en la red bajo un criterio semántico que ayude a las empresas del sector a mejorar su competitividad en la red. Las investigaciones realizadas a través del proyecto SEMCONCEPT© con investigadores de la Universitat Politécnica de Valencia y AIDIMA, Instituto Tecnológico del Mueble, Madera y afines, han permitido establecer sinergias entre la norma ISO 10303-236 para la catalogación electrónica de productos y diversos proyectos Internacionales.
