The new tool is called the Medicaid Functional Eligibility Instrument-Level of Care (MFEI-LOC). In order to be compliant with Section 1919(e)(7) of the Social Security Act, all individuals admitting to a Medicaid-certified nursing home need to have a valid proof of PASRR (pre-admission screening and resident review). ... The purpose of PASRR is to determine whether an individual with mental illness, mental retardation, or other developmental disability needs nursing facility services, or specialized mental health or mental retardation services. In Kansas, the PASRR assessment is the CARE assessment."
