The healthcare industry is currently experiencing an unprecedented wave of cybersecurity attacks, impacting millions of individuals. With the discovery of thousands of vulnerabilities each month, there is a pressing need to drive the automation of vulnerability assessment processes for medical devices, facilitating rapid mitigation efforts. Generative AI systems have revolutionized various industries, offering unparalleled opportunities for automation and increased efficiency. This paper presents a solution leveraging Large Language Models (LLMs) to learn from historical evaluations of vulnerabilities for the automatic assessment of vulnerabilities in the medical devices industry. This approach is applied within the portfolio of a single manufacturer, taking into account device characteristics, including existing security posture and controls. The primary contributions of this paper are threefold. Firstly, it provides a detailed examination of the best practices for training a vulnerability Language Model (LM) in an industrial context. Secondly, it presents a comprehensive comparison and insightful analysis of the effectiveness of Language Models in vulnerability assessment. Finally, it proposes a new human-in-the-loop framework to expedite vulnerability evaluation processes.

Recent advances in speech synthesis have enabled many useful applications like audio directions in Google Maps, screen readers, and automated content generation on platforms like TikTok. However, these systems are mostly dominated by voices sourced from data-rich geographies with personas representative of their source data. Although 3000 of the world's languages are domiciled in Africa, African voices and personas are under-represented in these systems. As speech synthesis becomes increasingly democratized, it is desirable to increase the representation of African English accents. We present Afro-TTS, the first pan-African accented English speech synthesis system able to generate speech in 86 African accents, with 1000 personas representing the rich phonological diversity across the continent for downstream application in Education, Public Health, and Automated Content Creation. One of the aims of the sustainable development goals (SDGs) is infrastructural development. In pursuance of this goal, partnerships and collaborations remain key responses. Thus, Goal 17, which is the climax of the SDGs, revolves around partnering with private investors to generate the required capital for the attainment of said developmental goals. Using some public-private partnership (PPP) projects as case study, this paper aims to analyse how early involvement or non-involvement influences the project communities to trust the project handlers and give support towards sustainable infrastructural development. The researcher applied qualitative method data gathering techniques and analysis. Findings show that communities that seemed to have been well engaged at the initial stages only experienced ‘therapeutic’ and ‘manipulative’ involvement because firstly there was a flagrant disregard for initial agreed-upon principles and tenets of inclusive governance and secondly the promoters of the collaborations did not do enough to have an all-inclusive advocacy with community groups. The study recommends that the law governing the implementation of PPP in Lagos State be modified to allow community representatives feature prominently on the committee for infrastructural projects right from the initial stage through the entire process.

Vision-language models, while effective in general domains and showing strong performance in diverse multi-modal applications like visual question-answering (VQA), struggle to maintain the same level of effectiveness in more specialized domains, e.g., medical. We propose a medical vision-language model that integrates large vision and language models adapted for the medical domain. This model goes through three stages of parameter-efficient training using three separate biomedical and radiology multi-modal visual and text datasets. The proposed model achieves state-of-the-art performance on the SLAKE 1.0 medical VQA (MedVQA) dataset with an overall accuracy of 87.5% and demonstrates strong performance on another MedVQA dataset, VQA-RAD, achieving an overall accuracy of 73.2%., Comment: Clinical NLP @ NAACL 2024

6. The Flipside of New Public Management: An Inquiry into the Challenges Facing Outsourced Workers in South Africa

Inspired by the new public management (NPM) philosophy, public sector institutions have engaged private companies by outsourcing non-core services for improved service delivery, lowering government expenditure, and creating opportunities for employment. There is evidence suggesting that the public sector has witnessed industrial conflicts occasioned by labour unrest among outsourced workers. This paper explores how the employees of contract companies perceive outsourcing and how outsourcing has affected them. Using a non-probabilistic sampling technique, the study mixes both qualitative and quantitative techniques to show that the outsourced workers do not see outsourcing in good light. The viewpoint of participants revealed that the outsourced workers were not pleased with the condition of work under different management. These findings have significant implications for broadening the understanding of the plight of the outsourced workers in the public sector. This study has raised important questions about the nature of outsourcing in the public sector and aroused the consciousness that the challenge facing outsourced workforce persists despite the premium placed on NPM in literature. The study, therefore, recommends that the condition of service of outsourced workers in South Africa’s public departments be given due attention to forestall undesirable outcomes.

The Fourth Industrial Revolution (4IR) merges the physical, digital, and biological spheres, reshaping societies and individuals worldwide in unprecedented ways. With the fast-moving globalization and rapid rate of technological development of the 4IR, the world is also facing unprecedented social, economic, and environmental challenges. As the 4IR continues to reshape industries across the globe, there is an increasing need for educational systems to adapt and equip students with the necessary skills to thrive in this rapidly evolving landscape. With its diverse socio-economic context and pressing environmental concerns, a specific emphasis on design education is required to develop a skilled workforce capable of driving sustainability in the 4IR. Given the needs of the 4IR, students need to possess a set of skills that are highly sought after. These skills, commonly known as the "4Cs," encompass communication, creativity, critical thinking, and collaboration. Design education plays a substantial role in preparing students for the demands of the 4IR, as it cultivates a holistic and interdisciplinary approach to problem solving, innovation, and sustainable development. This paper explores the place of design education in nurturing the 4Cs skill sets for achieving 4IR sustainability, focusing on how design education can address the unique challenges and opportunities faced in the 4IR era.

17. General-Purpose vs. Domain-Adapted Large Language Models for Extraction of Structured Data from Chest Radiology Reports

Radiologists produce unstructured data that can be valuable for clinical care when consumed by information systems. However, variability in style limits usage. Study compares system using domain-adapted language model (RadLing) and general-purpose LLM (GPT-4) in extracting relevant features from chest radiology reports and standardizing them to common data elements (CDEs). Three radiologists annotated a retrospective dataset of 1399 chest XR reports (900 training, 499 test) and mapped to 44 pre-selected relevant CDEs. GPT-4 system was prompted with report, feature set, value set, and dynamic few-shots to extract values and map to CDEs. Output key:value pairs were compared to reference standard at both stages and an identical match was considered TP. F1 score for extraction was 97% for RadLing-based system and 78% for GPT-4 system. F1 score for mapping was 98% for RadLing and 94% for GPT-4; difference was statistically significant (P<.001). RadLing's domain-adapted embeddings were better in feature extraction and its light-weight mapper had better f1 score in CDE assignment. RadLing system also demonstrated higher capabilities in differentiating between absent (99% vs 64%) and unspecified (99% vs 89%). RadLing system's domain-adapted embeddings helped improve performance of GPT-4 system to 92% by giving more relevant few-shot prompts. RadLing system offers operational advantages including local deployment and reduced runtime costs.

The increased level of competition in the current business climate required the implementation of processes and systems to guarantee a sustainable organisational competitive advantage for the benefit of stakeholders. This research evaluates the association between product innovation and manufacturing firms’ sustainable competitive advantage, determine the effect of process innovation on manufacturing firms’ sustainable competitive advantage, examine the influence of administrative innovation on manufacturing firms’ sustainable competitive advantage and ascertain the joint relationship between product, process, and administrative innovation on manufacturing firms’ sustainable competitive advantage. Descriptive research design was adopted and a sample size of 131 manufacturing firms was used for the analysis. Data were collected using a questionnaire and analysed using regression analysis with the aid of SPSS Version 25. The findings showed that product innovation (β = .524, p < .005) process innovation (β = .417, p < .005) and administrative innovation (β = .488, p < .005) significantly influenced firm sustainable competitive advantage, individually and jointly. The research concludes that manufacturing organisations should prioritise innovation in their strategic plans. This study suggests ongoing product improvement through process and administrative adjustments and a culture of innovation and experimentation to find new sources of competitive advantage and create sustainable value.

Abstract This study assessed the impacts of climatic parameters (rainfall and temperature) and environmental variables (transparency, depth, chloride, TS, TSS, TOC) on the abundance of commercially important fish species in Esa-Odo. The research question was to find out if climatic and environmental factors influence the abundance of fish species in an afro-tropical reservoir. Fish species were collected on a monthly basis for two annual cycles covering both dry and rainy seasons. GIS-based climatic data was used to determine the relationship between climatic conditions and fish species abundance. Results showed that the highest abundance of fish was recorded during the rainy season, with Oreochromis niloticus being the most dominant species throughout the sampling period. Trend analysis revealed that variations in climate and environmental parameters influenced the abundance of different fish species in the reservoir. Mann-Kendal analysis indicated that an increase in rainfall led to an increase in reservoir depth, a decrease in transparency levels, and a reduction in temperature, with a Sen’s slope value of -38. Additionally, CCA and correlation matrix results demonstrated that climate and environmental parameters significantly influenced fish species abundance. The study emphasized the importance of climatic and environmental factors in the abundance of fish species in the reservoir, providing valuable information for future research on fishery resources. Governments and stakeholders were urged to prioritize the conservation and management of the reservoir’s fish population to prevent declines.

Abstract This study highlights the importance of managing fishpond effluent to minimize its impact on aquatic environments. Fish effluents are a major concern worldwide in aquatic environments. It also provides information on the impacts of effluents on the water quality index of streams when released into aquatic environments. Streams and fishponds were sampled bimonthly for two annual cycles, covering different sampling stations both upstream and downstream of the fishpond effluents at 50-m intervals. Purpose – Diabetes is one of the life-threatening chronic diseases, which is already affecting 422m people globally based on (World Health Organization) WHO report as at 2018. This costs individuals, government and groups a whole lot; right from its diagnosis stage to the treatment stage. The reason for this cost, among others, is that it is a long-term treatment disease. This disease is likely to continue to affect more people because of its long asymptotic phase, which makes its early detection not feasible. Design/methodology/approach – In this study, the authors have presented machine learning models with feature selection, which can detect diabetes disease at its early stage. Also, the models presented are not costly and available to everyone, including those in the remote areas. Findings – The study result shows that feature selection helps in getting better model, as it prevents overfitting and removes redundant data. Hence, the study result when compared with previous research shows the better result has been achieved, after it was evaluated based on metrics such as F-measure, Precision-Recall curve and Receiver Operating Characteristic Area Under Curve. This discovery has the potential to impact on clinical practice, when health workers aim at diagnosing diabetes disease at its early stage. Among all the sub-sections in a typical radiology report, the Clinical Indications, Findings, and Impression often reflect important details about the health status of a patient. The information included in Impression is also often covered in Findings. While Findings and Impression can be deduced by inspecting the image, Clinical Indications often require additional context. The cognitive task of interpreting medical images remains the most critical and often time-consuming step in the radiology workflow. Instead of generating an end-to-end radiology report, in this paper, we focus on generating the Findings from automated interpretation of medical images, specifically chest X-rays (CXRs). Thus, this work focuses on reducing the workload of radiologists who spend most of their time either writing or narrating the Findings. Unlike past research, which addresses radiology report generation as a single-step image captioning task, we have further taken into consideration the complexity of interpreting CXR images and propose a two-step approach: (a) detecting the regions with abnormalities in the image, and (b) generating relevant text for regions with abnormalities by employing a generative large language model (LLM). Instruction-tuned generative Large language models (LLMs) like ChatGPT and Bloomz possess excellent generalization abilities, but they face limitations in understanding radiology reports, particularly in the task of generating the IMPRESSIONS section from the FINDINGS section. They tend to generate either verbose or incomplete IMPRESSIONS, mainly due to insufficient exposure to medical text data during training. We present a system which leverages large-scale medical text data for domain-adaptive pre-training of instruction-tuned LLMs to enhance its medical knowledge and performance on specific medical tasks. Most natural language tasks in the radiology domain use language models pre-trained on biomedical corpus. There are few pretrained language models trained specifically for radiology, and fewer still that have been trained in a low data setting and gone on to produce comparable results in fine-tuning tasks. We present RadLing, a continuously pretrained language model using Electra-small (Clark et al., 2020) architecture, trained using over 500K radiology reports, that can compete with state-of-the-art results for fine tuning tasks in radiology domain. Our main contribution in this paper is knowledge-aware masking which is a taxonomic knowledge-assisted pretraining task that dynamically masks tokens to inject knowledge during pretraining. 27. Effects of Hands-On Instructional Strategy on Senior School Students' Performance in Waves

The research examined the effects of hands-on teaching strategy on senior school learners' performance waves in Ilorin, Nigeria. Senior secondary school (SSS2) science students were sampled at intact classes using a purposive sampling technique. Researcher-designed instructional packages on waves and Physics achievement test on waves (PATW) were the instruments employed. The gathered data were analysed with the use of descriptive and inferential statistics. Percentage, mean and standard deviation were employed in answering the research question. Meanwhile, Analysis of Variance (ANOVA) was utilised in testing the hypotheses formulated at a 0.05 alpha level. The study showed that students' performance exposed to hands-on instructional strategy was very impressive, while students' performance exposed to traditional strategy was low, there was a significant effect of hands-on instructional technique on the performance of students in waves and no statistically significant collaborative effect of hands-on instructional technique and students' gender on performance in waves. It was suggested that hands-on instructional strategies should be integrated and used to make teaching and learning more concrete and active based for both teachers and students.

This study presents an analysis of a quantum mechanical formulation of the Carnot like cycle using diatomic molecules, i.e., the Morse oscillator, as the working substance. The generalized model with an arbitrary one dimensional potential is used to obtain the important performance parameters such as the efficiency, the power output, and the optimal region of the engine by considering well width L moving with a finite speed. The optimal efficiency, the maximum power output, and dimensionless power ranges of the working substance was also determined. The results obtained in this work are found to agree with those obtained for similar engine but with different working substance., Comment: 16 pages, 3 figures

Abstract Background Atori Reservoir, located in the heart of southwestern Nigeria, is a tribute to the region's historical significance and natural splendor. Its establishment as a reservoir in 1935 marked a water resource management watershed in the region, transforming Atori into one of Nigeria’s oldest and most important waterbodies. Despite its ancient age and indisputable importance, the exact ecological state of Atori Reservoir has been shrouded in mystery for decades. This study was necessitated by a paucity of information on the ecological status of Atori Reservoir. Results The study identified 953 macroinvertebrates belonging to four classes, distributed across nine orders and nineteen families within Atori Reservoir. Among these, the class Insecta exhibited the highest diversity, while Melanoides tuberculata, a member of the Mollusca class, emerged as the dominant species. Despite the diverse macroinvertebrate community, the physicochemical parameters of the water raised concerns. Elevated values of total dissolved solids and conductivity indicated poor water quality, which was further reflected in the predominance of pollution-tolerant species and the absence of pollution-sensitive ones. Canonical correspondence analysis highlighted potential correlations between macroinvertebrates and water quality variables, yet statistical significance was lacking, as demonstrated by the Monte Carlo permutation test. Conclusion This study sheds light on the ecological state of Atori Reservoir, revealing a diverse macroinvertebrate community but highlighting concerns regarding water quality. The study also emphasizes the pressing need for improved management practices to safeguard the ecological health of Atori Reservoir, given the critical role it plays in the region's ecosystem and local communities.

Abstract This work aims to produce dextrin from sweet potato (Ipomoea batatas) starch by pyroconversion. The effect of dextrinization process (roasting time, temperature, and hydrochloric acid concentration) on properties (structural and functional) of starch have been studied using central composite design of experiment.
