Drought, as an unavoidable result of global climate change, will undoubtedly have a negativeimpact on farming in the future. Drought-resistant and low-cost products will be commonlygrown in the future. As a result, the importance of organic farming practices and policies willgrow significantly over time. Indeed, emergence of organic farming is an objection to thephilosophy of conventional farming. Conventionalisation critics in organic farming have continuedsince the 1990s. Similarly, conventionalization critics in organic farming are expectedto increase in the future. The basic motivation of organic farmers in the conventionalizationprocess is to maximize their profits. So, this process also contributes to rural development.Furthermore, one option for reducing international human migration is to pursue rural developmentstrategies that are compatible with ever-changing global dynamics. In this sense,the purpose of this study is to understand how conventionalization and rural developmentarguments are examined. According to theoretical critics, this study addresses a few issues.In organic farming, there is a strong link between conventionalization and rural developmentphenomena. Furthermore, conventionalization criteria are critical arguments for bolsteringrural development. The research fills literature gap in view that it creates a leader perspectiveattaching conventionalization and rural development to the organic farming axis., Küresel iklim değişikliğinin en somut sonuçlarından biri olan kuraklığın, geleceğin tarım anlayışınıköklü bir şekilde değiştireceği açıktır. Kuraklığa dayanıklı ve girdi maliyeti düşük olan ürünlerdaha yaygın yetiştirilecektir. Dolayısıyla organik tarım uygulamaları ve bu konuda geliştirilen politikalarınönemi giderek artacaktır. Bununla birlikte organik tarımın ortaya çıkışı konvansiyoneltarımın felsefesine bir karşı çıkıştır. Organik tarımda konvansiyonelleşme tartışmaları 1990’lardanberi devam etmektedir. Aynı şekilde organik tarımda konvansiyonelleşme tartışmalarınınbundan sonra da artacağı düşünülmektedir. Konvansiyonelleşme sürecinde organik üreticilerintemel motivasyonu kârı maksimize etmektir. Böylece bu sürecin kırsal kalkınmaya katkı sağlamasıbeklenmektedir. Dahası küresel göçü azaltabilmenin alternatiflerinden birisi de değişenküresel dinamiklere uyumlu kırsal kalkınma stratejilerinin izlenmesidir. Bu bağlamda araştırmanınamacı, organik tarım sektöründe yoğun bir şekilde tartışılan konvansiyonelleşme ve kırsalkalkınma argümanlarının nasıl irdelendiğini ortaya koymaktır. Teorik tartışmalardan oluşan buaraştırmada ortaya konan bazı sonuçlar bulunmaktadır. Bunların başında organik tarımda konvansiyonelleşmeve kırsal kalkınma olguları arasında derin bir bağlantının olduğu sonucu ortayaçıkmıştır. Konvansiyonelleşme kriterleri kırsal kalkınmayı tesis etmede önemli argümanlardanbiridir. Bu çalışma organik tarım ekseninde kırsal kalkınma ve konvansiyonelleşme argümanlarınıbirbiriyle ilişkilendiren ilk araştırma olmasından dolayı literatürde önemli bir boşluğu doldurmaktadır.

Yarattığıçevresel, sosyo-ekonomik ve insan yaşamına ilişkin etkiler bakımından hiç şüpheyok ki yeryüzünde meydana gelen doğal afetlerin en önemlilerindendir. Ölümün veyıkımın adı olan depremler, pek çok insanın hayatını kaybetmesine vesakatlanmasına sebep olduğu gibi binaların yıkılmasına, tarım, ticaret, sanayi,turizm gibi pek çok alanda da önemli ekonomik tahribatlara neden olmaktadır. 2011yılında Van’da meydana gelen depremlerde il genelinde önemli zararlargörülmekle birlikte, Van kenti, depremin yarattığı yıkımların ve tahribatlarınmerkezi olmuştur. Şüphesiz bu tahribatta konutların uygun olmayan alanlara inşaedilmesi, binalarda kullanılan yapı malzemesi, denetimlerin yetersizliği, bilgieksikliği ve daha önemlisi umursamazlık gibi pek çok değişken etkili olmuştur.Kentin yaşadığı travma ve geçirdiği süreçleri ele alan bu çalışmada işlenenbaşlıca konular, depremin yarattığı yıkım ve zemin ilişkisi, ölüm ve ciddisakatlık vakalarının gerçekleştiği mahalleler ile bu mahallelerin baştaekonomik olmak üzere diğer değişkenlerle ilişkisi, binaların hasar durumları vekent içindeki dağılımı, yeni konut alanlarının yer seçimleri, yerleşmeyeuygunluğu, kentin gelişmesini destekleyip desteklemediği, kenttegerçekleştirilen altyapı ve üstyapının kentsel dönüşüm süreçleri ile uyumluolup olmadığı şeklindedir. Araştırma birçok değişken açısından irdelenmiş vedepremin kentte yarattığı etkiler Coğrafi Bilgi Sistemleri (CBS) tabanlıprogramlar kullanılmak suretiyle analiz edilmiştir., The earthquake, one of thebasic varieties for gaining of recent appearance of the world, is always namedas catastrophe and demolition for humanity. There is no doubt that theearthquake is one of the most important natural disasters taking place in the earthin terms of effects related to nature, socio-economic and human life. In addition,the earthquake, which is named as death and demolition, causes to die andbecome disabled of so many people, it causes to serious economic devastationsin so many fields such as agriculture, commerce, industry, tourism andcollapsing of building. Because of the earthquakes taking places in 2011, Vancity was the center of demolition and devastation created by these earthquakes.There is no doubt that so many varieties such as construction of building onunsuitable lands, building material, deficiency in inspection of building andinadequate information about earthquake and especially negligence in societyare effect on the demolition and devastation. In this study researching theprocess and depression of Van city after the earthquake, main subjectsevaluated are relationship between demolition and ground, districts where thereare death and serious disabilities and their relationships by economic andother varieties, damaged situation of buildings and their distributions in Vancity by districts and location choice for new settlements, their suitability tosettlement, whether they support development of city and utilities servicescarried out in city are compatible with urban renewal or not. Isparta is one of the leading provinces in Turkey where cold stores are dense. The most important reason for this is that the geographical features of Isparta are suitable to grow several kinds of fruit such as apple, cherry and plum. Especially, apple is economically a suitable fruit to store in cold stores. Thus, apple cultivation in Isparta is very effective on becoming dense of cold stores in Isparta Province. And also, building new and modern cold stores in Isparta is effective on development of apple growth activities. It is known that storability of a fruit in cold stores for a long time increases the commercial value of it. Increasing value of a fruit especially raises the income of rural settler dealing with orcharding activities and therefore, cold stores become an effective factor for rural development. In this study the concept of cold store, development of cold storing in Turkey and the worldare basically emphasized. And then the development process of cold storing in Isparta Province from beginning of storing activity until now in Isparta Province, distribution of cold stores and effective factors on this distribution are analyzed. The available knowledge about the cold stores in Isparta Province are not satisfactory for researchers. It is regarded that effect of cold stores on orcharding activities and rural development are next stage of this study., Isparta ili Türkiye’de soğuk hava depolarının yoğunluk kazandığı illerin başında gelmektedir. Bunun en önemli sebebi Isparta’nın coğrafi özelliklerinin başta elma, kiraz, erik olmak üzere birçok çeşit meyvenin yetiştirilmesine uygun olmasıdır. Özellikle elma ekonomik anlamda depolamaya çok uygun bir meyvedir. Nitekim Isparta ilinde soğuk hava depolarının yoğunluk kazanmasında elmanın bol miktarda yetişiyor olmasının etkisi büyüktür. Aynı şekilde yeni ve modern depoların kurulması da elmacılık faaliyetinin gelişmesinde etkili olmuştur. Bilindiği üzere yetiştirilen ürünün soğuk hava depolarında uzun süre depolanabilir olması bu ürünün ticari değerini arttırmaktadır. Ürünün ticari değerinin artması, özellikle meyvecilik tarımı yapan kır nüfusunun ekonomik gelir düzeyini yükseltmekte, bu yolla soğuk hava depoları kırsal kalkınmada etkili bir faktör olmaktadır. Bu çalışmada öncelikle soğuk hava deposu kavramı, dünyada ve Türkiye’de soğuk hava depoculuğunun gelişimi üzerinde durulmuştur. Daha sonra Isparta ilinde ilk soğuk hava deposunun inşasından günümüze kadar geçen süreçte depoculuğun gelişimi, soğuk hava depolarının il bazında dağılışı ve bu dağılışa etki eden faktörler irdelenmiştir. Soğuk hava depoları ile ilgili mevcut bilgiler eksik ve yetersizdir. Bu bağlamda Isparta ili genelinde sağlıklı veriler oluşturulmuş ve bundan sonra yapılacak araştırmalara bir kapı aralanmıştır. Soğuk hava depolarının kırsal kalkınmaya kırsal refaha etkileri bu çalışmanın bir sonraki aşaması olarak görülmektedir.

İnsanların yetiştirdikleri ürünleri mevsimi dışında kullanmak amacıyla basit şekillerde depolama ve saklama çabaları çok eski tarihlere dayanmaktadır. Modern anlamda depolama faaliyetleri 19. yüzyılda önem kazanmaya başlamış ve günümüzde de sürekli önemi artan bir faaliyet olarak karşımıza çıkmaktadır.Bu çalışmada Isparta ilindeki soğuk hava depolarının gelişimi, dağılımı, tarımsal faaliyetlerle ilişkisi ve ekonomik etkisinin tespit edilmesi amaçlanmıştır. İldeki depolama faaliyetleri 1964 yılında başlamıştır. Bu tarihten günümüze kadar depo sayıları çok hızlı bir gelişim süreci içerisine girmiştir. 2010 yılı itibariyle ildeki depo sayısı 71'e ulaşmıştır. Elma ve kiraz gibi depolanabilir nitelikteki ürün yetiştiriciliğinin fazla olması, depo sayılarının artmasındaki en önemli etmendir. Tesisler ağırlıklı olarak bu ürünlerin yaygın olarak yetiştirildiği Boğazova ve Gelendost Ovası'nda yer almaktadır. Tesis yetkilileriyle yapılan anket sonuçları, Isparta ilindeki soğuk hava depolarının kârlı işletmeler olduğunu ortaya koymaktadır. İldeki soğuk hava depolarının depolanacak ürünün yetiştirilmesinden seçilmesine, depolanmasına, nakliyesine, paketlenmesine ve pazarlanmasına kadar pek çok alanda işçi istihdamı sağladığı anlaşılmaktadır.Anahtar kelimeler: Soğuk Hava Deposu, Depolama, Isparta, Ürün.
