Framstad, E., Berglund, H., Jacobsen, R.M., Jakobsson, S., Ohlson, M., Sverdrup-Thygeson, A. & Töpper, J. 2021. Vurdering av økologisk tilstand for skog i Norge i 2020. NINA Rapport 2000. Norsk institutt for naturforskning. Klima- og miljødepartementet startet i 2016 utviklingen av et system for å vurdere tilstanden til norske økosystemer på land og i havet. Denne rapporten dekker den første nasjonale vurderingen av økologisk tilstand i skog. Vurderingen er basert på 13 tilstandsindikatorer som representerer skogøkosystemets struktur, funksjoner og produktivitet, fordelt på seks av sju egenskaper ved økosystemer. Vurderingen er gjennomført etter indeksmetoden, der verdiene for de 13 indikatorene er skalert til en felles skala mellom 0 og 1, og deretter sammenstilt til en indeks for tilstanden. Indikatorene har skalert verdi 1 i referansetilstanden, et intakt økosystem, og 0 for høyeste/laveste mulige verdi under svært forringet økologisk tilstand. For å vurdere hvor robust beregningen av tilstandsverdien er, har vi også vurdert utviklingen for ni supplerende variabler og en rekke variabler for påvirkninger. Økologisk tilstand for skog i hele Norge er beregnet til 0,42, klart lavere enn 0,6, grenseverdien som er fastsatt for god tilstand. Det er bare mindre forskjeller i beregnet tilstandsverdi for ulike regioner, men tilstanden for skog på Vestlandet ligger noe lavere (0,37) enn for Norge som helhet. Det er særlig seks indikatorer som trekker tilstandsverdien ned (skalerte verdier i parentes): bestandsnivå rovdyr (0,05), mengde grov død ved (0,04), mengde død ved totalt (0,13), rogn-osp-selje (0,15), arealandel uten tekniske inngrep (0,18) og areal biologisk gammel skog (0,24). Også naturindeks for skog (0,41) og blåbærdekning (0,47) ligger klart under grenseverdien for god økologisk tilstand. Øvrige tilstandsindikatorer har skalerte verdier nær eller over denne grenseverdien (tosidige indikatorer med verdier for nedre/øvre grenseverdi): NDVI (0,88/0,77), Ellenberg N (0,55/0,69), Ellenberg F (0,76/0,68), bestandsnivå hjortedyr (0,71) og fravær av fremmede arter (1,00). Ut fra indikatorenes tilordning til økosystemets egenskaper, innebærer dette at egenskapene fordeling av biomasse mellom trofiske nivåer, funksjonelt viktige arter og biofysiske strukturer, landskapsøkologiske mønstre og biologisk mangfold alle har samlete skalerte indikatorverdier under grenseverdien for god tilstand, mens tilstandsverdiene for primærproduk-sjon og abiotiske forhold ligger over denne grenseverdien. Det er ingen indikatorer for egenska-pen funksjonell sammensetning innen trofiske nivåer. Vi har ingen tidsserier for tre indikatorer og bare korte tidsserier for de ti øvrige. De fleste viser en trend mot svak forbedring i uskalerte verdier. Unntaket er arealandel uten tekniske inngrep som viser svak nedgang. Tilstandsindikatorene er tilordnet én eller flere hovedkategorier av påvirkningsfaktorer med antatt stor betydning. Ti av indikatorene er knyttet til arealbruk og inngrep, med samlet tilstandsverdi på 0,39. Ulike effekter av skogbruk, samt påvirkning fra bygninger og teknisk infrastruktur, er ansett som hovedårsaker til lavt tilstandsnivå. Dette samstemmer med betydelig omfang av skogbruksaktiviteter og areal påvirket av teknisk infrastruktur. Sju av indikatorene er knyttet til klimaendringer, med samlet tilstandsverdi på 0,67. Endret temperatur eller vekstsesong er antatt å være viktigst, men effektene av slike påvirkninger vises foreløpig i begrenset grad for våre indikatorer. Tre indikatorer er knyttet til påvirkning fra forurensing i form av nitrogentilførsel, med samlet tilstandsverdi på 0,62. Sammenhengen mellom tilstandsverdiene og påvirkningsindikato-rer for nitrogentilførsel er imidlertid svak. To indikatorer er knyttet til beskatning, med samlet tilstandsnivå på 0,38. Særlig bestandsregulering av store rovdyr gir lav verdi. Det er bare én indikator knyttet til påvirkning fra fremmede arter. Indikatoren arealandel med fravær av fremmede arter har verdi 1 og har dermed knapt fanget opp f.eks. forekomsten av fremmede treslag i skogbruket. Dette kan skyldes at indikatoren foreløpig har nokså få datapunkter. Selv om det er en viss usikkerhet knyttet til fastsetting av referanse- og grenseverdier for indikatorene, tilsier de uskalerte verdiene for flere av indikatorene knyttet til gammel naturskog, fravær av teknisk infrastruktur eller bestandsnivå for rovdyr, at den økologiske tilstanden i skog er betydelig lavere enn tilstanden som forventes i intakt naturskog. Den økologiske tilstanden for skog de neste tiårene vil trolig forverres ved videreføring av dagens politikk for skog- og utmarksnæringer, klima, transport og arealdisponering. Sammenlikning av skog og tilknyttet naturmangfold i Norge, Sverige og Finland viser store fellestrekk. Noe mindre andel av skogarealet i Norge er utsatt for intensivt skogbruk, men samtidig har Norge satt lavere bestandsnivåer for store rovdyr. Det er behov for å videreutvikle systemet for å vurdere økologisk tilstand, dels ved supplering av indikatorsettet for å få en mer balansert dekning av økosystemets egenskaper, og dels for å forbedre og kvalitetssikre fastsatte referanse- og grenseverdier for indikatorene. Norwegian Institute for Nature Research. In 2016 the Ministry of Climate and Environment initiated development of a system for assessing ecological condition in Norwegian ecosystems. This report covers the first national assessment of ecological condition in forests. The assessment is based on 13 condition indicators that represent the forest ecosystem’s structure, functions, and productivity, allocated to six of seven characteristics of ecosystems. The assessment is conducted according to the index method, where the value of the 13 indicators are scaled to a common scale between 0 and 1, and then combined into an index for condition. Indicators have a scaled value of 1 in the reference state, an intact ecosystem, and 0 for their highest/lowest possible value under severely reduced ecological condition. To assess the robustness of the calculated condition value, we also assessed the trends for nine supplementary variables and several variables for pressures. The ecological condition of forests in all of Norway is calculated to be 0.42, significantly lower than 0.6, the limit value for good ecological condition. There are only small differences in condition value between various regions, but Western Norway has a somewhat lower value (0.37) than other regions. Particularly six indicators contribute to the low condition value (scaled values in parentheses): population level of large carnivores (0.05), volume of coarse woody debris (0.04), volume of all woody debris (0.13), volume of rowan, aspen and goat willow (0.15), proportion of forest area >1 km from technical infrastructure (0.18), and proportion of forest area with biologically old forest (0.24). Another two indicators, nature index for forest (0.41) and cover of bilberries (0.47) had values below the limit for good condition. The remaining indicators (NDVI, Ellenberg N, Ellenberg F, population level of wild cervids, absence of alien species) had scaled values near or above the limit for good condition. Based on the allocation of indicators to eco-system characteristics, these indicator values show that most of these characteristics had com-bined condition values below the limit for good condition. Only the characteristics primary pro-duction and abiotic factors had higher values. We have no time series for three indicators and only short ones for the remaining ten. Most show a weak improvement for unscaled values. The exception is the proportion of forest area >1 km from technical infrastructure. Condition indicators have been allocated to one or more main categories of pressure factors assumed to influence them the most. Ten of the indicators are particularly influenced by land use and technical development, with a combined condition value of 0.39. Various effects of forestry, as well as buildings and technical infrastructure are seen as main causes of a low condition value. This concurs with the substantial extent of forestry activities and land affected by infrastructure. Seven indicators are particularly influenced by climate change, with a combined condition value of 0.67. Changes in temperature and growing season are assumed to be most im-portant. However, our indicators so far show a limited response to the effects of such impacts. Three indicators are particularly influenced by pollution in the form of nitrogen deposition, with a combined condition value of 0.62. The link between the values for these condition indicators and measures of nitrogen deposition is weak. Two indicators are particularly influenced by population harvesting, with a combined condition value of 0.38. Especially the strong regulation of large carnivores contributes to a low value. There is only one indicator linked to pressure from alien species. The indicator proportion of area without alien species has a condition value of 1 and thus has barely captured the extent of alien tree species employed in forestry. This may be due to temporarily rather few data points for this indicator. Although there is a some uncertainty in setting reference and limit values for the indicators, the unscaled values for several of the indicators linked to old natural forest, absence of technical infrastructure and population levels of large carnivores, indicate that the ecological condition of forest is considerably lower than that expected for intact natural forest. The ecological condition for forests over the next decades will most likely deteriorate further with a continuation of current policies on agriculture, forest and land management, climate, and transport. A comparison of forest and associated biodiversity in Sweden and Finland show major commonalities between the countries. Intensive forestry affects a somewhat lower proportion of forests in Norway than in the other countries. However, Norwegian policy keeps large carnivore populations at lower levels. There is a need to further develop the system for assessing ecological condition, partly by supplementing the indicator set to achieve a more balanced coverage of the ecosystem characteristics, and partly to improve and document the reference and limit values for the indicators.
