Clinton County, Ohio has been severely affected by DHL Express Inc.'s massive shutdown of the Wilmington Air Park which left nearly 9,000 people out of jobs. Goods movement, alternative energy and innovation are driving Northern Ohio's economy. Among the region's biggest investments is transportation firm CSX Intermodal's planned transshipment facility in North Baltimore. Discount shoe retailer DSW Inc. plans to expand into online sales, and this move could generate up to 200 new full-time jobs on Columbus' east side in Ohio. The plan also includes renovation of its new distribution space and investment of up to $9 million in machinery and equipment and $27 million in initial inventory.

This research estimates fiscal impacts of Wal-Mart in Ohio from 1985 through 2003. Using a panel of counties, and accounting for spatial autocorrelation in an instrumental variable model I estimate impact of Wal-Mart and Super-Centers on selected revenues and transfer payments. Among the findings is that the presence of a Wal-Mart increases local commercial property tax assessments resulting in collection increases of between $350,000 and $1.3 million. There is also an 18-43% reduction in per capita EITC claims in a county. However, Medicaid expenditures experience growth which amount to roughly 16 additional cases attributable to a single Wal-Mart. The magnitude and statistical certainty of these findings, suggests that local fiscal intervention, either through incentives or a 'Wal-Mart Tax' is unwarranted. Ohio has enjoyed considerable success in attracting multinational corporations. Since 1989, more foreign investments flowed into Ohio than 33 other states combined. Total foreign investment has reached $29 billion from over 800 multinational firms. These investments have also generated 504,000 new jobs which reduced unemployment to its lowest levels since the 1970s. The factors attracting multinationals to Ohio are its location, acess to key markets, skilled labor force and incentives.

Ohio continues to live up to its reputation as a transportation hub as the state is capable of serving 172 global markets. Logistics experts claim that Ohio is positioned to serve more markets than all the other states. In addition, Ohio has lured more new plants and company expansions than all the other states between 1993 and 1996. The state possesses the 10th longest highway grid and fourth highest amount of interstate mileage. Cities, regions and counties profiled are: the village of Anna, Auglaize County, Cleveland metropolitan area, Crawford County, Darke County, Steubenville and Jefferson County, Knox County, Marion County, Mercer County, Muskingum County, and Southeast Ohio.

Ohio is one of several states that has instituted a Budget Stabilization Fund to serve as a tool to fight the impacts of economic fluctuations on state finances. The optimal size and rate of contribution to the fund are explored in this study. A widely accepted target of 5 percent of general fund revenue for the budget stabilization fund is found inadequate to provide any degree of normalization of state general fund revenue when Ohio's recent fiscal experiences are examined. An optimal size of close to 13 percent emerges as a more likely target for Ohio along with an annual contribution rate approaching 4 percent of revenues in average non-contractionary years.

Northwest Ohio has attracted a large number of industrial and commercial investments due to the diligence of its leaders to make the area favorable for investments. The area has a history of basic manufacturing industries and a skilled labor force which the area leadership has capitalized on by improving its communications, energy and transportation infrastructures as well as by providing skills training and enhancement to workers. The area also provided attractive economic and tax incentives. In a three-year period, Northwest Ohio has attracted almost $2.4 billion in capital investments.
