The interactions between plasma structures and neutral atom populations in interplanetary space can be effectively studied with energetic neutral atom imagers. For neutral atoms with energies less than 1 keV, the most efficient detection method that preserves direction and energy information is conversion to negative ions on surfaces. We have examined a variety of surface materials and conversion geometries in order to identify the factors that determine conversion efficiency. For chemically and physically stable surfaces smoothness is of primary importance while properties such as work function have no obvious correlation to conversion efficiency. For the noble metals, tungsten, silicon, and graphite with comparable smoothness, conversion efficiency varies by a factor of two to three. We have also examined the way in which surface conversion efficiency varies with the angle of incidence of the neutral atom and have found that the highest efficiencies are obtained at angles of incidence greater then 80deg. The conversion efficiency of silicon, tungsten and graphite were examined most closely and the energy dependent variation of conversion efficiency measured over a range of incident angles. We have also developed methods for micromachining silicon in order to reduce the volume to surface area over that of a single flat surface and have been able to reduce volume to surface area ratios by up to a factor of 60. With smooth micro-machined surfaces of the optimum geometry, conversion efficiencies can be increased by an order of magnitude over instruments like LENA on the IMAGE spacecraft without increase the instruments mass or volume.

The detection of energetic neutral atoms allows for the remote examination of the interactions between plasmas and neutral populations in space. Before these neutral atoms can be measured, they must first be converted to ions. For the low energy end of this spectrum, interaction with a conversion surface is often the most efficient method to convert neutrals into ions. It is generally thought that the most efficient surfaces are low work functions materials. However, by their very nature, these surfaces are highly reactive and unstable, and therefore are not suitable for space missions where conditions cannot be controlled as they are in a laboratory. We therefore are looking to optimize a stable surface for conversion efficiency. Conversion efficiency can be increased either by changing the incident angle of the neutral particles to be grazing incidence and using stable surfaces with high conversion efficiencies. We have examined how to increase the angle of incidence from -80 degrees to -89 degrees, while maintaining or improving the total active conversion surface area without increasing the overall volume of the instrument. We are developing a method to micro-machine silicon, which will reduce the volume to surface area ratio by a factor of 60. We have also examined the material properties that affect the conversion efficiency of the surface for stable surfaces. Some of the parameters we have examined are work function, smoothness, and bond structure. We find that for stable surfaces, the most important property is the smoothness of the surface.

From time to time the density of the Solar Wind falls below unity for a day or so. Despite studies of these events, their cause has not been established. In the solar wind there are frequent rarefactions but these are much shallower than the ones we are discussing here. In particular any role that CMEs might play in forming more extreme rarefactions is not clear . We discuss 9 cases of extreme events, leading to sub-alfvenic flow and well observed by Wind, which occurred between 1999 and 2002, and look for corresponding CME events in the LASCO cotalog. The catalog gives a fitted speed , good out to 20 Rs ,as well as a speed lower down in the corona, and this is used to distinguish between a CME and an ICME. We find one of the events ,which was simulated by Usmanov et al.,cannot be associated with an ICME. The other eight events can plausibly be associated with fast ICMEs, identified by the prescence of bi-streaming electrons also seen by Wind SWE, and by other phenomena The implications of these observations are discussed but do not seem to be conclusive as to the cause of the extreme rarefactions.

We present techniques for comparing measurements of velocity, temperature, and density with constraints imposed by the plasma physics of magnetized bi-Maxwellian ions. Deviations from these physics-based constraints are interpreted as arising from measurement errors. Two million ion spectra from the Solar Wind Experiment Faraday Cup instruments on the Wind spacecraft are used as a case study. The accuracy of velocity measurements is determined by the fact that differential flow between hydrogen and helium should be aligned with the ambient magnetic field. Modeling the breakdown of field alignment suggests velocity uncertainties are less than 0.16% in magnitude and 3deg in direction. Temperature uncertainty is found by examining the distribution of observed temperature anisotropies in high-beta solar wind intervals where the firehose, mirror, and cyclotron microinstabilities should drive the distribution to isotropy. The presence of a finite anisotropy at high beta suggests overall temperature uncertainties of 8%. Hydrogen and helium number densities are compared with the electron density inferred from observations of the local electron plasma frequency as a function of solar wind speed and year. We find that after accounting for the contribution of minor ions, the results are consistent with a systematic offset between the two instruments of 34%. The temperature and density methods are sensitive to non-Maxwellian features such as heat flux and proton beams and as a result are more suited to slow solar wind where these features are rare. These procedures are of general use in identifying the accuracy of observations from any solar wind ion instrument.

Plasma and particle observations on Ulysses during its passes through the southern and northern heliosphere have revealed that, inside the streamer belt, the large-scale structure of the quiet global heliosphere is dominated by corotating interaction regions (CIRs). Therefore, considerable attention is now being given to the internal plasma structure of CIRs, and in particular, to the manifestations of the stream interfaces that should mark their origins as interactions between low speed solar wind (in the low-latitude streamer belt) and high speed solar wind (from the equatorial extensions of the high latitude polar coronal holes). The SWICS and HI-SCALE experiments on Ulysses combine plasma and energetic particle measurements that are of considerable utility for such studies because, between them, they cover the proton energy range from 10 eV to 5 MeV. These measurements are used, together with magnetic field data, to study the remarkable series of CIRs that occurred during the period beginning July 1992 and the end of 1993 as Ulysses rose from the ecliptic to a southern heliographic latitude of 48 deg. The structure of the regions between the forward and reverse shocks were previously analyzed in terms of the proton specific entropy argument log that should exhibit a discontinuous jump at the stream interface. It was claimed that the stream interface, defined with respect to specific entropy, is also associated with a discontinuity in energetic proton intensities. The energetic particle data (greater than 60 keV) and how they were ordered with respect to interfaces and with respect to the magnetic field were examined.

The solar wind streams observed from the Solar and Heliospheric Observatory (SOHO) and Ulysses, WIND spacecraft during the whole solar month are discussed. These solar wind streams, with speeds in excess of 500 km/s, were detected from 10 August to 8 September 1996. The data covering Carrington rotations 1912 and 1913 are presented. The magnetic field azimuthal angle observations at 1 AU from WIND show that all the streams are associated with outward fields near the sun. The stream structure near 320 deg was associated with the central meridian passage of a coronal hole. The Fe XIV ground based observations show a region of low intensity in the zero to 170 deg longitude. The question of whether the streams arise from equatorial features or represent flows coming from higher latitude features is not solved.

The ISTP Science Planning and Operations Facility (SPOF), in collaboration with ISTP investigators, is developing a catalog of solar wind events and features. The catalog is primarily based on plasma and magnetic field observations from the WIND and IMP-8 spacecraft. Interplanetary events that may trigger magnetospheric activity are included as well as features of interest for using the solar wind as a plasma laboratory. Catalog coverage begins on September 8, 1992, the start of ISTP science data collection. The catalog is based on Key Parameter data sets (preliminary summary data at approximately 1 min time resolution produced quickly for survey purposes) and as such has limited citability in formal scientific work. Its primary intent is to serve as a reference for identifying candidate periods for further study, such as may be the focus of coordinated data analysis efforts during ISTP and/or IACG Science Campaigns. To facilitate access by members of the ISTP and wider space physics communities, the catalog will be available on the World Wide Web. The contents of the catalog will be described, and samples of catalog information will be presented.

Advances in instrumentation have resulted in the determination of the average abundances of He, C, N, O, Ne, Mg, Si, S, and Fe in the solar wind to approximately 10%. Comparisons with solar energetic particle (SEP) abundances and galactic cosmic ray abundances have revealed many similarities, especially when compared with solar photospheric abundances. It is now well established that fractionation in the corona results in an overabundance (with respect to the photosphere) of elements with first ionization potentials less than 10 eV. These observations have in turn led to the development of fractionation models that are reasonably successful in reproducing the first ionization (FIP) effect. Under some circumstances it has been possible to relate solar wind observations to particular source regions in the corona. The magnetic topologies of the source regions appear to have a strong influence on the fractionation of elements. Comparisons with spectroscopic data are particularly useful in classifying the different topologies. Ions produced from interstellar neutral atoms are also found in the solar wind. These ions are picked up by the solar wind after ionization by solar radiation or charge exchange and can be identified by their velocity in the solar wind. The pick-up ions provide most of the pressure in the interplanetary medium at large distances. Interstellar abundances can be derived from the observed fluxes of solar wind pick-up ions.

This paper compares observations of proton distributions made by the Solar Wind Ion Composition Spectrometer (SWICS) ion mass spectrometer on Ulysses at nearly interplanetary shocks with Monte Carlo simulations of particle acceleration at oblique collisionless shocks. The shock parameters are obtained from upstream measurements of the solar wind and magnetic field, and the input particles are drawn from convected Maxwellians, representing solar wind particles. Good agreement between downstream spectral measurements and the simulation predictions are obtained by allowing the parameter lambda/r(sub g), the ratio of the mean-free scattering length to the ionic gyroradius, to vary in an optimization of the fit to the data. Generally lambda/r(sub g) is found to be less than about 20, which corresponds to the case of strong scattering.

Acceleration of interstellar pickup H(+) and He(+) as well as of solar wind protons and alpha particles has been observed on Ulysses during the passage of a corotating interaction region (CIR) at approximately 4.5 AU. Injection efficiencies for both the high thermal speed interstellar pickup ions (H(+) and He(+)) and the low thermal speed solar wind ions (H(+) and He(++) are derived using velocity distribution functions of protons, pickup He(+) and alpha particles from less than 1 to 60 keV/e and of ions (principally protons) above approximately 60 keV. The observed spatial variations of the few keV and the few hundred keV accelerated pickup protons across the forward shock of CIR indicate a two stage acceleration mechanism. Thermal ions are first accelerated to speeds of 3 to 4 times the solar wind speed inside the CIR, presumably by some statistical mechanism, before reaching higher energies by a shock acceleration process. Our results also indicate that (1) the injection efficiencies for pickup ions are almost 100 times higher than they are for solar wind ions, (2) pickup H(+) and He(+) are the two most abundant suprathermal ion species and they carry a large fraction of the particle thermal pressure, (3) the injection efficiency is highest for protons, lowest for He(+), and intermediate for alpha particles, (4) both H(+) and He(+) have identical spectral shapes above the cutoff speed for pickup ions, and (5) the solar wind frame velocity distribution function of protons has the form F(w) = F(sub o)w(sup -4) for 1 is less than w is less than approximately 5, where w is the ion speed divided by the solar wind speed. Above w approximately 5-10 the proton spectrum becomes steeper. These results have important implications concerning acceleration of ions by shocks and CIRs, acceleration of anomalous cosmic rays, and particle dynamics in the outer heliosphere.

The conditions that lead to subcritical, quasi-parallel bow shocks are very rare. Even more rarely, a subcritical, quasi-parallel shock can also be termed a switch-on shock, where the tangential component of the magnetic field, which is very small upstream, is said to 'switch on' downstream. The Rankine-Hugoniot conservation relations predict that the jump in the tangential component of the magnetic field across the shock is very large for these upstream conditions. In this study, we find that the measured jumps in the plasma conditions are in accord with predictions made by the Rankine-Hugoniot conservation relations. The structure of the switch-on shock, not predicted by the Rankine-Hugoniot equations, is very similar to that of the subcritical, quasi-perpendicular shock, with the exception that the precursor wave in front of the shock ramp damps more slowly.

Oxygen, nitrogen and neon pick-up ions of interstellar origin were detected for the first time with the Solar Wind Ion Spectrometer (SWICS) on board Ulysses. The interstellar origin of these ions is established by the following criteria: (a) they are singly charged, (b) they have the broad velocity distributions characteristic of pick-up ions, with an upper limit of twice the solar wind speed, (c) their relative abundance as a function of distance from the sun corresponds to the theoretical expectation, and (d) there is no relation to a planetary or cometary source. The interstellar abundance ratios He(+)/O(+), N(+)/O(+), Ne(+)/O(+) were investigated. At approximately 5.25 AU in the outermost part of Ulysses' trajectory He(+)/O(+) = 175(sup +70 sub -50) N(+)/O(+) = 0.13(sup +0.05 sub -0.05) and Ne(+)/O(+) = 0.18(sup +0.10 sub -0.07) were determined. For the interstellar gas passing through the termination region and entering the heliosphere (He/O)(sub 0) = 290(sup +190 sub -100), (N/O)(sub 0) = 0.13(sup +0.06 sub -0.06) and (Ne/O)(sub 0) = 0.20(sup +0.12 sub -0.09) were obtained from the pick-up ion measurements. Upper limits for the relative abundances of C(+) and C were also determined.

One of the nine experiments on Ulysses (launched October, 1990), the Solar Wind Ion Composition Spectrometer, utilizes an energy per charge deflection system along with time of flight technology to uniquely determine the mass and mass per charge of solar wind particles. Thus the composition of various solar wind types can be analyzed. Using the SWICS data accumulated during the in-ecliptic phase of the mission, we have determined the sulfur abundance, relative to silicon, in two different types of solar wind: transient and coronal hole associated flows. Sulfur is of extreme interest because it is one of the few elements that lies in the transitional region of the FIP-dependent relative abundance enrichment function, observed for solar energetic particles and some types of solar wind flows.

For the March/April 1991 time period, the alpha/proton abundance ratio, the proton kinetic temperature and speed distributions, and the relative abundance of O(+7) to O(+6) is determined over each 13-minute duty cycle of the Solar Wind Ion Composition Spectrometer (SWICs) experiment on Ulysses. The ratio O(+7)/O(+6) (as a relative measure of ionization temperature) is shown to be useful in identifying possible coronal mass ejection (CME) events. We report measurements of silicon/oxygen abundance ratios and silicon and oxygen charge state distributions in the solar wind during a CME event and compare these compositions to a 'normal' solar wind time period.

Recent observations of the solar wind using the SWICS instrument on the Ulysses spacecraft have shown the presence of high-velocity 'tails' on the velocity distribution of protons. Similar features have also been observed on the velocity distributions of helium and oxygen ions. Of the order of 1 percent of the solar wind density is involved in these tails, which are approximately exponential in shape and persist to V = V(B) + 10V(th) or beyond, where VB is the bulk velocity and V(th) the thermal velocity of the solar wind. This paper contains a preliminary description of the phenomenon. It is clear that it is ultimately connected with the passage of interplanetary shocks past the spacecraft and that particle acceleration at oblique shocks is involved.

Data on solar wind electrons at the ISEE 3 spacecraft located 0.01 AU upstream from the earth (McComas et al., 1989) showed periods of time when the flux of antisunward suprathermal electrons would decrease suddenly, leading to heat flux dropouts (HFDs). This paper examines data from ISEE 1 at the 1.5 x 10 exp 6 km downstream location to determine whether HFDs identified at ISEE 3 by McComas et al. can be detected at this location and whether the ISEE 1 observations can provide information to one or the other possible interpretations of HFDs: that HFDs are due to enhanced Coulomb scattering, or to disconnection from the sun of the magnetic flux tube. The results of the examination identified the presence of HFD events in the ISEE 1 data, and the findings indicate that Coulomb scattering plays a substantial role in at least some HFD events.

The ISEE spacecraft in the geomagnetic tail frequently crossed the high-latitude boundary of the plasma sheet. On a number of these crossings on the morningside (between 15 RE and 22 RE) the ISEE instruments detected an enhanced population of low-energy electrons and ions immediately adjacent to the plasma sheet boundary layer (PSBL). The electrons in this low-energy layer (LEL) have energies less than a few hundred eV, and they are aligned along the magnetic field direction propagating in the tailward direction. The ions have energies less than 100 eV and are also streaming along the magnetic field direction but in the earthward direction. These particles are clearly distinguished from the bulk of the particles in the plasma sheet and the PSBL. These observations may help clarify where the various particle features in the geomagnetic tail map to in the ionosphere. It is suggested that the LEL maps to the soft (less than 1 keV) electron precipitation region poleward of the plasma sheet boundary.

Using the Ion Composition Instrument (ICI) on board the ISEE-3/ICE spacecraft, average abundances of He-4, He-3, O, Ne, Si, and Fe have been determined over extended periods. In this paper the abundances of He-4, O, Ne, Si, and Mg obtained by the ICI in the region of sector boundary crossings (SBCs), magnetic clouds and bidirectional streaming events (BDSs) are compared with the average abundances. Both magnetic clouds and BDSs are associated with coronal mass ejections (CMEs). No variation of abundance is seen to occur at SBCs except for helium, as has already been observed. In CME-related material, the abundance of neon appears to be high and variable, in agreement with recent analysis of spectroscopic observations of active regions. We find that our observations can be correlated with the magnetic topology in the corona.
