This report provides descriptive information on the Research, Demonstration, and Evaluation Program of the Office of Child Development (OCD) for Fiscal Year 1976. An overview describing the mission, function and long range goals of the OCD is included along with a discussion of the Research, Demonstration and Evaluation Program and its activities undertaken in support of the goals of the agency. Specific projects funded in Fiscal Year 1976 are then described within the context of these goal areas: (1) State Capacity Building; (2) Head Start; (3) Child Welfare; (4) Child Abuse and Neglect; (5) Day Care and (6) Child and Family Development. A section on the effects and use of television is included under the last goal area. A brief description of each project is included along with the principal investigator's name and address and the amount of funding received. (Author/MS)

The Model State Subsidized Adoption Act, developed to supplement existing state statutes, is presented in full, with accompanying Model Regulations. The act is designed to help provide a child in special circumstances with a permanent adoptive home. When efforts to achieve placement without subsidy have failed, the Act would provide that the child be certified as eligible for subsidized adoption, under the following conditions: physical or mental disability, emotional disturbance, recognized high risk of physical or mental disease, age disadvantage, sibling relationship, racial or ethnic factors, or any combination of these conditions. It is noted that certifying the child as eligible for subsidy places emphasis on the child and his needs, rather than on the financial ability of the adoptive parents to meet those needs. The text of the Act is accompanied by a discussion of the background of subsidized adoption in the United States. A supplementary section presents a comparison of the Model Act with existing state laws. Tables are included. (Author/BF)

This summary, which provides statistical and analytical highlights from a survey of current patterns of child care use in the United States, is intended to serve as an introduction to a four-volume report. Encompassing 4,000 one-hour interviews administered to a nationwide sample of households with at least one child under fourteen, the study's conception of child care embodies a broad range of program types. Summary statistics are presented from responses to questions on: basic characteristics of households involved; type and extent of child care used; why and by whom; cost of care; consumer attitudes; and the role of the public. Analytical highlights emphasize the significance of child age, parent employment and marital status in the need for child care services, while also dealing with the great variety of types of care, cost of care and government role. This publication lists federal programs which provide services relating to child care, grouped under the sponsoring agencies: Department of Health, Education, and Welfare; Department of Agriculture; Department of Labor, Community Services Administration, Appalachian Regional Commission, Department of the Interior, Internal Revenue Service, and Department of Housing and Urban Development. A brief description of each program is provided along with the legislation that established the program, authorization, expenditures in 1975, and comments. The appendix contains a list of federal agencies which can be contacted for further details regarding specific services for child care programs. (MS)

This report summarizes the findings of previous technical reports on the immediate changes in child development associated with Head Start and presents a statement of the extent to which these changes have been enhanced or attenuated by different program experiences for different children. Background information presented includes an overview of the findings; a history of Project Head Start; and an overview of Head Start Evaluations (descriptive studies, on-site research and evaluation studies, national impact studies, national interaction model studies). A section devoted to design and measurement examines methodological issues, design issues, data collection, measures, and statistical analytic models. A section on findings covers questions concerned with characteristics of Head Start children and families, effectiveness of Head Start programs and teacher approaches, and children's performance gains. A discussion section examines factors influencing developmental changes and implications for early childhood intervention. Presented is information on approximately 100 Federal programs designed to assist the handicapped and/or people working with or for them. It is explained that the compilation was excerpted from the 1975 Catalog of Federal Domestic Assistance, gathered from material provided by the Library of Congress, and augmented by a survey of Federal agencies conducted by the Office for Handicapped Individuals. Each program is described using the following terms: program description, uses and use restrictions, types of assistance, formula and matching grants, applicant eligibility, beneficiary eligibility, application procedure, appropriations, program accomplishments, enabling legislation, and information contact. Programs are indexed by subject, Federal department and agency, and applicant eligibility. (CL)

The booklet contains brief synopses of legislation enacted by the 94th Congress which affects handicapped persons. Among the 37 acts covered in two sections (major and other legislation benefiting the handicapped) are the following: Developmentally Disabled Assistance and Bill of Rights Act (P.L. 94-103); Education for All Handicapped Children Act of 1975 (P.L. 94-142); National School Lunch Act and Child Nutrition Act of 1966, Amendments of 1975 (P.L. 94-105); Special Health Revenue Sharing Act of 1975 (P.L. 94-63); Housing Authorization Act of 1976 (P.L. 94-375); Public Works Employment Act of 1976 (P.L. 94-369); Arthritis, Diabetes, and Digestive Diseases Amendments of 1976 (P.L. 94-562); Emergency Medical Services Act (P.L. 94-573); Education Amendments of 1976 (P.L. 94-482); National Health Promotion and Disease Prevention Act of 1976 (P.L. 94-317); and Educational Broadcasting Facilities and Telecommunications Demonstration Act of 1976 (P.L. 94-309). For each piece of legislation, information is provided on general scope and implications for the handicapped (in such areas as grants, state standards, and eligibility). Appendixes provide a table which traces the development of each law through the legislative process and a table of cross references to individual summaries of laws found in the 1963-67, 1968, 1971, 1972, and 1974 federal legislative summaries. This report includes annual reports from both the Department of Labor on employment and training requirements, resources, and utilization and the Department of Health, Education, and Welfare on facilities utilization and employment and training program coordination. First is a description of the current administration's five basic labor market policy objectives. Then chapter 1 examines employment, unemployment, and labor force participation trends of the past calendar year (1977). Chapter 2 reviews the Department of Labor's activities during fiscal year 1977, with emphasis on programs mandated by the Comprehensive Employment and Training Act (CETA) of 1973. Also reviewed are the President's economic stimulus package, special target group programs, Work Incentive Program (WIN), apprenticeship programs, employment services, unemployment compensation, and food stamps. The next two chapters focus on special employment problems of youth and middle-aged and older persons. Youth Employment and Demonstration Projects Act (YEDPA) goals are summarized, and the differing participation trends between men and women in the labor force are viewed in light of recent income security legislative initiatives. Chapter 5 examines the labor market impacts made by immigrants since the late 19th century, especially since 1965. In chapter 6 the employment opportunity component of the administration's welfare reform proposal is reviewed. Two special reports and statistical data are appended. (BM)

Issues involved in education of handicapped Navajo children are examined. Background sections contrast the history of treatment for the handicapped in America with the treatment received by handicapped Navajos. Unemployment, substandard housing, lack of accessibility within the reservation, overpopulation, language barriers, and the relationship of the Navajo nation to the US government are all explained to make the situation of handicapped Navajos unique. Reasons for the poor quality of education in the Navajo nation are traced largely to defects in the BIA (Bureau of Indian Affairs) system. The need for more on-reservation facilities for handicapped Navajos is stressed. Existent programs are briefly described, as are pertinent federal laws. Health care needs are listed, including needs for early childhood screening, diagnosis, and intervention. Housing and employment considerations are also briefly addressed. (CL)

The booklet lists administrative and legislative recommendations from the White House Conference on Handicapped Individuals. Suggestions are made for such priority action items as consumer involvement in planning and decision making, establishment of a federal programs coordinating center, and enactment of a comprehensive national health insurance program. Also addressed are the following topics: future plans of the Rehabilitation Services Administration; White House initiatives; state activities in such areas as legislation, architectural barriers, and public attitudes; plans for a White House Conference on library and information services; support for the transbus, an accessible bus; and teletype systems installed in the Office for Civil Rights of the Department of Health, Education, and Welfare. The document provides data gathered from 1,379 questionnaire responses of 1,428 Head Start programs on the status of handicapped children as of March 15, 1976. A brief summary of data findings (such as that 95% of Head Start programs serve at least one handicapped child, and that 45 states met the mandate to provide handicapped children with at least 10% enrollment opportunities in full year Head Start programs) is presented. The bulk of the document is composed of data tables for nine major areas: responses to the survey; numbers, types of handicapping conditions, and severity of handicaps; outreach and recruitment; referrals and diagnosis; special services for the handicapped; special physical facilities; special equipment and materials; staffing and staff training; and data tables by state and geographic entity. Appended is the 172-item questionnaire organized into five sections: general information; staffing; staff training; physical facilities, equipment, and materials; and enrollment of handicapped children and services provided. The booklet presents an account of the White House Conference on Handicapped Individuals and includes statements and remarks by President Carter and cabinet officials. Topics covered include the implications of Section 504 of the Rehabilitation Act of 1973, housing policies and transportation. Highlights from conference workshops on such topics as barriers, economic issues, recreation, and special concerns are reported. (CL)

Presented in the report is background information and statistical data on the distribution of handicapped children in Head Start programs, including numbers of children being served, their handicapping conditions, and the services being provided to them. Data provided includes the following: diagnostic criteria for reporting handicapped children in Head Start, an overview of Office of Child Development policies on Head Start Services to handicapped children, methods of diagnosis and assessment, and special efforts to facilitate services to handicapped children.
