Resumen La violencia criminal se concentra en vecindarios afectados por condiciones de precariedad socioeconómica. En Chile, se han implementado diversas estrategias de seguridad de larga trayectoria, aunque poco analizadas hasta ahora. Con base en una investigación cuantitativa y cualitativa realizada en 2019, se revisa la respuesta frente al fenómeno. En diálogo con aquellas teorías que han explicado la violencia urbana, nuestro supuesto de investigación refiere a que existe una brecha en la forma como las autoridades conciben y dan respuesta a la violencia delictual, y la manera en que la ciudadanía las percibe. La investigación muestra que las iniciativas se han focalizado principalmente en acciones orientadas al control social informal de las comunidades, incorporando, en la última década, un componente urbano que privilegia una escala mayor de intervención en los territorios. Sin embargo, y pese a dichos esfuerzos, se observa un grado de penetración del Estado que aún es difícil de establecer, al mismo tiempo que el alcance de dicha respuesta es limitado para sus habitantes. Abstract Criminal violence concentrates in neighborhoods affected by socioeconomic precarious conditions. In Chile, several long-standing security strategies have been implemented, although scarcely analyzed so far. Based on a quantitative and qualitative research carried out in 2019, this paper reviews the response to the phenomenon. After considering and analyzing the theories that have explained urban violence, our research assumption refers to the fact that there is a gap in the way the authorities conceive and respond to criminal violence and the way citizens perceive them. The research shows the initiatives have been focused mainly on actions aimed at the informal social control of the communities, incorporating in the last decade an urban component that favors a larger scale of intervention in the territories. However, despite these efforts, the degree of penetration by the State in the territories is difficult to establish, at the same time the scope of said response is limited for its inhabitants.

Background In the ongoing conflicts of Syria and Yemen, there have been widespread reports of attacks on health care facilities and personnel. Tabulated evidence does suggest hospital bombings in Syria and Yemen are far higher than reported in other conflicts but it is unclear if this is a reporting artefact. Objective This article examines attacks on health care facilities in conflicts in six middle- to high- income countries that have occurred over the past three decades to try and determine if attacks have become more common, and to assess the different methods used to collect data on attacks. The six conflicts reviewed are Yemen (2015-Present), Syria (2011- Present), Iraq (2003–2011), Chechnya (1999–2000), Kosovo (1998–1999), and Bosnia and Herzegovina (1992–1995). Methods We attempted to get the highest quality source(s) with summary data of the number of facilities attacked for each of the conflicts. The only conflict that did not have summary data was the conflict in Iraq. In this case, we tallied individual reported events of attacks on health care. Results Physicians for Human Rights (PHR) reported attacks on 315 facilities (4.38 per month) in Syria over a 7-year period, while the Monitoring Violence against Health Care (MVH) tool launched later by the World Health Organization (WHO) Turkey Health Cluster reported attacks on 135 facilities (9.64 per month) over a 14-month period. Yemen had a reported 93 attacks (4.65 per month), Iraq 12 (0.12 per month), Chechnya > 24 (2.4 per month), Kosovo > 100 (6.67 per month), and Bosnia 21 (0.41 per month). Methodologies to collect data, and definitions of both facilities and attacks varied widely across sources. Conclusion The number of reported facilities attacked is by far the greatest in Syria, suggesting that this phenomenon has increased compared to earlier conflicts. However, data on attacks of facilities was incomplete for all of the conflicts examined, methodologies varied widely, and in some cases, attacks were not defined at all. A global, standardized system that allows multiple reporting routes with different levels of confirmation, as seen in Syria, would likely allow for a more reliable and reproducible documentation system, and potentially, an increase in accountability.

Tyrimai, atlikti šiuo laikotarpiu, patvirtino prielaidą, kad teisinio reglamentavimo viešojo saugumo užtikrinimo srityje vertinimui suprasti reikia išsamesnių studijų. Todėl tolesniam tyrimui buvo pasirinktas bendresnis klausimas - viešojo saugumo užtikrinimo koordinavimo ir modernizavimo galimybių atskleidimas. Siekiant atskleisti siūlomų galimybių vertinimo metodologijos potencialą, plačiau buvo analizuoti viešojo saugumo užtikrinimo teisiniai ir administraciniai aspektai. Mokslo studijos autoriaus, nagrinėdamas viešojo saugumo užtikrinimo koordinavimo ir modernizavimo galimybes, susieja viešojo saugumo, kaip bendramokslinės ir teisinės kategorijos, paradigmą, tarptautinio ir nacionalinio saugumo sąveikos, kaip valstybės ir individo saugumo kategorijos, paradigmą, pateikdamas galimus jų atribojimus ir atskleisdamas sąveiką. Valstybėje viešojo saugumo užtikrinimo problematiką lemia skirtingi geopolitiniai, socialiniai, ekonominiai ir kiti veiksniai, egzistuoja skirtinga institucinė sandara. Todėl šiuo tyrimu bandoma užpildyti šią spragą, pateikiant kompleksinę Lietuvos viešojo saugumo užtikrinimo koordinavimo galimybių analizę.

Dolors Tapias Gil, [cat] Jocs i avalots es presenta com una sèrie de dispositius de joc que han de servir per reflexionar de forma distesa sobre esdeveniments massius protagonitzats per la violència. Es tracta d’un conjunt de joguines que representen els diferents personatges i elements que intervenen a l’espai públic en contextos de manifestació i aldarulls populars així com en la consegüent contenció i repressió policial. Per a la producció de tots els artefactes necessaris, s’ha treballat en dos formats diferents que es complementen, sempre buscant una aparença de producte infantil. En primer lloc, per a la reproducció dels personatges, s’ha optat per figuretes de plàstic, fent al·lusió directa al format dels «indis i vaquers» i al clàssic «soldadet de plàstic», entesos tots dos com a paradigmes del conflicte en clau infantil. En aquest cas, el conjunt de “soldadets” vol reproduir les múltiples variants, rols i actituds que es poden donar en aquests contextos de conflictivitat social, donant mostra tant de manifestants en actitud passiva com d’altres en actitud agressiva. De la mateixa manera que s’hi mostren unitats antiavalots tant en posició defensiva com en acció de càrrega dissuasòria. El conjunt de figures ve complementat amb tots aquells elements necessaris per a exposar el tema, de manera que, furgons policials, ambulàncies i altres vehicles així com mobiliari urbà, es presenten aquí en format de retallables i construïbles de paper. El format de joc ajuda a marcar una distància entre nosaltres i els protagonistes dels esdeveniments. La reduïda escala dels joguets ens permet valorar els fets amb perspectiva, alhora que el mateix fet de jugar ens dota d’eines imaginatives per tal de (re)construir la nostra pròpia experiència subjectiva., [eng] Jocs i Avalots [Toys and Riots] is a series of toys that serve to reflect on massive and violent events. These are toys that represent different characters and elements who participate during demonstrations, riots and police repression. For the production of the necessary devices, I worked in two different formats with a children's product appearance. First, the reproduction of characters is made with plastic figurines, referencing the «cowboys and indians» and the classic «plastic soldier». In this case, the set of «soldiers» recreate multiple roles and attitudes that occur in these conflict situations: passive o aggressive protesters, anti-riot units in defensive position or attacking. Then, these toys are complemented by cutouts of police vans, ambulances, other vehicles and urban’s furniture. The game format helps to make a distance between us and the protagonists of the events. The reduced scale toys allows us to observe the facts in perspective, while the imaginative game gives us tools to (re)build our own subjective experience.

The aim of terrorism is to influence a group of people or institutions - the psychological target or targets - by attacking the appropriate physical targets in order to prompt the desired response. Several factors influence the selection of physical targets by non-state terrorist groups. These include the ideology of the terrorist group concerned, the strategy adopted by the group and its capabilities, its need to take account of external opinion - including that of supporters, the measures adopted to protect likely targets, and the security environment within which the terrorist group operates. In addition, decision-making is affected by the dynamics within the group which are in turn affected by the psychological pressures of clandestinity and the frequent risk of death or capture which many terrorists run. The relationship between these factors varies from group to group, which is inevitable given the idiosyncratic nature of most terrorist groups, and the different circumstances in which they find themselves. However, it can generally be said that ideology sets out the moral framework within which terrorists operate - and which determines whether terrorists judge it to be legitimate to attack a range of target. After this, the determination of which targets it will actually be beneficial to attack depends upon the strategy which the group has adopted as a means of achieving its political objectives. The determination of their strategic objectives depends upon the effects which the terrorists hope their attacks will achieve. Thus, strategy further refines the range of targets initially delimited by the group's ideology. The other factors mentioned tend to act as constraints upon the group, partly - as with security measures - in restricting them from carrying out the types of attacks which they would desire but also in encouraging them to carry out attacks on certain targets in the hope of gaining benefits such as the approval of their supporters, or of gaining publicity for their cause. Underlying all of this is the human factor, whereby relations within the group, the impact of psychological pressure, and individual differences in moral judgements may influence the targets chosen by terrorists.
