Until recently, the Rwanda power sector increased rapidly to double the 2010 installed capacity. The energy consumption in Rwanda experienced a steady rise correspondingly with the population and modern socio-economic life. Consequently, Rwanda household access to electricity increased to 53% by September 2019. Not only does 47% of Rwanda's population lack electricity access, there are persistent power failures and the grid is also unstable. Using renewable energy hybrid technologies in off-grid areas might be a solution to this problem. However, the high cost of renewable energy hybrid systems has led to its slow adoption in many developing countries. Hence, it is important to find the most appropriate hybrid combinations that reduce energy cost and access electricity generation that maximizes the available renewable energy resources. This paper examines some new technology development needs related to the power sector in Rwanda. Secondly, four different 100% renewable energy hybrid systems were designed and simulated to support rural and remote areas considering an average load demand of 158.1 kWh/day with a peak load of 18 kW. The hybrid systems simulation and optimization were obtained using HOMER (hybrid optimization model for electric renewables) software. The input data were obtained from National Aeronautics and Space Administration (NASA) for solar and wind resources, and hydro resources were from real-time field data for selected study site. The simulation results indicate hydro/solar/battery hybrid is the most cost-effective and environmentally viable alternative for off-grid rural electrification because of low net present cost (NPC) and least greenhouse gas emissions. The proposed hybrid combination could apply to other rural areas in the region and elsewhere in the world especially where climate conditions are similar.

This paper presents a case study of a minigrid powered by a small hydro plant in the southern highlands of Tanzania. The approach was chosen to provide in-depth understanding on benefits and challenges facing a rural minigrid. The case focuses on productive use; i.e. electricity as a direct input to the production of goods or provision of services. The study applies an interdisciplinary approach consisting of a mix of qualitative and quantitative methods, which included stakeholder and user interviews and measurements of output power and water flow. The analysis shows that certain entrepreneurial activities emerged as an outcome of electricity access thru the minigrid; barber shops, welding machines, mobile phone charging, salons, photo copy, and lighting business centres. Major challenges are related to the initial set up of the mini-hydro power plant, i.e. to only service the hospital, as the idea and need for building a minigrid developed much later. A tentative conclusion is that subsidized electricity will not promote rural businesses unless other criteria are met. Moreover, the minigrid faced a number of technical problems partly because of lack of adequate technical resources such as technicians and spare parts but also from the poor-planning and non-saving culture. The study concludes that the minigrid has led to productive uses that are found elsewhere in grid-connected rural communities. The finite supply of energy however means that there are restrictions using electricity for certain productive use – there is a load shedding schedule in place for some of the power intensive machines - due to overload caused by the load and large number of connections. Finally, there is apparent room for improvement not the least regarding the tariffs, which do not reflect market price and hence may affect the sustainability of the system. • Electricity supplied sufficient also for high load demands as milling. • Entrepreneurial activities emerged as an outcome of electricity access but most heavy load activities already existed. • Finite supply means that electricity use requires load shedding, schedule evolved with time. • Minigrid system is delivering profit to owner. • Tariff settings needs adjustment to guarantee sustainability and energy efficiency. Renewable energy based off-grid rural electrification programs are one of the most effective ways to increase access to energy in remote areas of developing countries. While a large number of such programs have been implemented, the rate of success, to ensure a long-term sustainable program, is low. Many of these programs have failed to appropriately address the social and cultural issues of target communities, which resulted low or no acceptance by the users. Similarly, many rural electrification policies fail to incorporate the needs and views of the users resulting in an unresponsive policy measures. In this paper a framework is presented that would assist in assessing community attitudes and their needs by presenting key factors that need to be considered in different stages of program development and implementation. The framework has been developed in line with the concept of “diffusion of innovation”, which has been found to be in agreement with the stages of off-grid renewable energy program development. It is anticipated that this holistic framework will not only help to achieve a long-term sustainable program, but will also offer a significant contribution in achieving Sustainable Development Goals (SDGs) by improving access to energy for rural people in developing countries. The decreased cost of solar electricity generation has given a boost to rural energy markets, but most off-grid businesses remain small. A larger customer base is a precondition for business expansion and access to finance. This article reports findings from a large survey focused on energy access in unelectrified habitations in the Barabanki district of Uttar Pradesh, India. While most villagers are dissatisfied with their kerosene lighting and the median monthly expense for this fuel is 100 rupees (USD ∼ 1.66), the data analysis also indicates that there is little trust in local companies and a large number of villagers prefer government leadership in electricity supply. These findings suggest that solar entrepreneurs must do more to demonstrate the quality of their products and services to villagers to expand their customer base. [ABSTRACT FROM AUTHOR]

This paper investigates the sustainability of off-grid renewable energy systems (RES) installed in rural communities. Through a solar home system (SHS) case project in Alumar Island, Philippines, the performance of users to sustain their systems was assessed using a novel approach proposed by the authors: the capacity and willingness approach. This approach was an adaptation to advancements in human development theory—the paradigm shift from the traditional resources approach to the capabilities approach, as proposed by A. Sen. The actual financial and technical performances of users were predicted using ordered logit regression analysis. It was found that financial capacity attributes, e.g., income and expenses, were prominent in explaining financial performance; know-how-related attributes, e.g., education, were prominent in explaining technical performance; and willingness-related attributes, i.e., willingness to pay, explained both financial and technical performance. The findings aim to provide developers and communities with better strategies for beneficiary scoping, technology selection, and capacity development. [ABSTRACT FROM AUTHOR]

Electrification systems based on renewable energy have proven suitable for providing electricity autonomously to rural communities, thus reducing poverty. When implementing these systems, a management model is usually designed to maximise technical and financial sustainability. Different evaluations of management models have been made that usually centre on products and final utilities. However, this excessively utilitarian vision of development restricts an analysis of the impact that these projects may have on people’s lives. To overcome these limitations, we have used the Human Development approach to evaluate the management model of five electrification projects that use different technologies in Cajamarca (Peru). This approach enables a broader assessment of various key dimensions of development that should be considered in the management model. The results show the weaknesses of the design and implementation process of the management model. Several ideas are proposed to avoid these weaknesses and to maximise the chance of success. Technology transfer from developed to developing countries is often problematic. Insufficient resources for operation and maintenance after project finalization are common challenges. Findings from assessments of two projects in rural Botswana and Namibia where different renewable energy technologies were introduced to improve access to electricity are presented. In Tsumkwe, a Namibian off-grid settlement with about 4000 inhabitants, a large solar-diesel hybrid system has been constructed. A smaller system using photovoltaic and biogas is piloted in the off-grid settlement Sekhutlane in Botswana. In Sekhutlane beneficiaries' ability to pay for services is addressed by supporting local entrepreneurs to establish electricity-based businesses. Functionality of installations was inspected and semi-structured interviews were held with key stakeholders. In Tsumkwe local service providers were unprepared to take charge of operations and maintenance after completion of the project and users have difficulties paying for the services. Too strong focus on technology and insufficient efforts made to involve local institutions and beneficiaries throughout the project are main causes. The promotion of local entrepreneurship in Sekhutlane has resulted in 17 local businesses being established, likely to strengthen the cash economy and improved ability to pay for services, and thereby contributing financial resources towards operation and maintenance of systems. Abstract: Renewable energy systems (RESs) have been promoted for rural electrification as an answer to the growing energy needs of communities while simultaneously satisfying environmental and resource scarcity problems. These off-grid systems however have several challenges in the perspective of sustainability due to the technically and financially weak recipients and users of the projects. There is still, however, less detailed understanding how the technical and economic aspects of the projects can properly match the social aspects to promote sustainability. This paper aimed to further understand the challenges and social impacts of rural electrification projects using RES through a case study of a centralized off-grid solar plant in the Philippines. The study used multiple correspondence analysis (MCA) to identify essential user attributes which explain the users’ electricity consumption behaviors. The community cooperative had difficulties maintaining the facility in the long term due to financial and capacity related challenges. A holistic approach dealing with the technical, economic and social aspects in developing RES projects promote sustainability. [Copyright &y& Elsevier]

Rural communities in developing countries lack access to affordable, reliable, and sustainable forms of energy, which are essential factors for improving living conditions. These communities rely on diesel and kerosene, which are highly polluting compared to renewable energy technologies, to satisfy their energy needs. In this study, hybrid renewable energy systems (HRESs) have been analyzed, which are designed to overcome the fluctuating nature of renewables, for off-grid electrification. The results of this study—which covers many countries and examples—show that the successful integration of HRES is influenced by factors such as government support—and community organization — which is essential to keep these systems operating over the project lifetime. The levelized cost of energy (LCOE) of different mini-grids was compared and analyzed. The results reveal that by comparing the LCOE range of diesel (between USD 0.92/kWh and USD 1.30/kWh), solar photovoltaic (USD 0.40/kWh and USD 0.61/kWh), and hybrid solar photovoltaic/diesel (USD 0.54/kWh to USD 0.77/kWh), diesel is the most expensive technology. Additionally, the study addressed barriers that can hinder the implementation of mini-grids, such as lack of supportive policies and high capital cost. However, governments' incentives are instrumental in lowering capital costs. These results are of particular importance for developing countries, where electricity supply via HRES is often quicker and cheaper than grid extension. This study focuses on strategic development for incorporating distributed energy resources into the electrical off-grid power system operator, or isolated microgrids, to guarantee sustainability and energy transition by an adapted business model. A business model canvas was adapted to allow sustainability in an off-grid Colombian microgrid by integrating distributed energy resources with voltage and frequency control as ancillary services; support services that maintain the stability and security of energy supply in isolated rural electrification. The business model canvas was studied with government funds, who cover all the costs associated with making the model attractive and sustainable in a Colombian context, and some proposed technical incentives to analyze the profitability and guarantee the sustainability of rural electrification. The proposed modified business model canvas offers a useful tool for supporting microgrid market scheme development to include distributed energy resources in a Colombian case. The model showed the importance of motivating investors and increasing profitability by including a value proposition based on technical contributions that benefit the microgrid operation; by around 80%. These benefits can solve some stability problems, including ancillary services, like frequency and voltage support, using distributed energy resources. Finally, integrating rural electrification in off-grid zones into the national energy regulation system is vital for incentivizing sustainable projects in rural zones, such as microgrids. Access to electricity is still a challenge in many parts of sub-Saharan Africa. In Nigeria, over 70% of the rural dwellers do not have access to electricity. The purpose of this paper is to examine the potential of a smart microgrid for off-grid rural electrification in Nigeria. A combination of design thinking and model-based design methodology is employed to select a suitable microgrid configuration and to develop a smart microgrid model. A system consisting of a solar photovoltaic array, battery energy storage and a diesel generator is selected, and the model is developed in Simulink. Demand data from 10 rural communities in Nigeria are used to validate the performance of the model and the potential for demand management is considered. The use of energy efficient light bulbs is found to reduce the peak electricity demand of the case study communities by 42 to 76%. Combining the proposed system with the use of LED bulbs makes the system to have 56 to 81% less net present cost than a system with a diesel generator alone and incandescent light bulbs. The proposed smart microgrid is found to be more suitable for off-grid rural electrification in Nigeria than diesel generators which are currently used for off-grid electrification in Nigeria.
