The article presents a comparison of public approval of the handling of the Persian Gulf War in 1991 by U.S. President George H. W. Bush and of Operation Iraqi Freedom in 2003 by U.S. President George W. Bush. The researcher used survey data to show that public support of the two military operations varied. He argued that public support for presidential war powers has changed, mainly due to the shift from defensive to pre-emptive military actions arising from the September 11, 2001 terrorist attacks.
