The EU funded project EuroSea brought together key actors of the European ocean observing and forecasting communities with key users of the ocean observing products and services in order to better integrate existing ocean observation systems and tools, and to improve the delivery of ocean information to users. EuroSea was constructed around the ocean observing value chain that connects observations to users of ocean information, and, just as intended, the value chain concept was a useful prism to improve the system. In this article, we summarize some of the main take-home messages from EuroSea on the needs for developing the European Ocean Observing System and its links with modeling and forecasting systems. During the project, the challenges and gaps in the design and coordination of the European ocean observing and forecasting system were identified and mapped. Many gaps and challenges related to the observations of physical, chemical and biological Essential Ocean Variables were identified. Some of these gaps are related to technological developments, while others are caused by insufficient and short-term funding leading to a not sustainable system, management, and cooperation between different entities, as well as limitations in foresight activities, policies and decisions. This article represents a compilation of the broader needs for advancing the observing and forecasting system, and is meant as a guide for the community, and to funders and investors to advance ocean observing and the delivery of ocean information in Europe. To enhance the sustainability of ocean observations, which is paramount for a reliable provision of quality oceanographic data and services, several recommendations were compiled for ocean observing networks, frameworks, initiatives, as well as the ocean observing funders within the European nations, and the European Commission.

We utilized data from the numerical wave model WAVEWATCH-III and examined the spatial variability of waves considering 30 nearshore locations in the eastern Arabian Sea. The wave parameters from the model compare well with the buoy data (correlation coefficient ~ 0.98 and bias ~ 0.17 m). During monsoon, wave heights in the central-eastern Arabian Sea are higher than those in the southern and northern parts due to the influence of the Findlater jet and intermediate-period waves are dominating the entire area. The significant wave height is less than 1.5 m in non-monsoon and reaches 5 m in July. Variation in wave height between two nearby locations is highest in the northeastern Arabian Sea along the Gujarat coast. For a distance of 388 km from central Kerala to Karnataka, there is no significant spatial variability in wave height. Eastern Arabian Sea experiences a higher peak period in the non-monsoon due to reduction in the local wind speed. The integral period does not show significant spatial variability similar to wave height. There is increasing awareness that the ocean touches all aspects of our lives and that a healthy ocean is central to a healthy planet and sustainable future. The ocean is a highly connected system and ocean science is characterized by voluntary international collaboration supported by an enthusiastic and engaged community. Increasingly, it is being recognized that international structures and instruments need to be stronger and more holistic than the current arrangements. Ocean sciences in the U.S. remains a field with one of the lowest rates of diversity, having disproportionately low representation from marginalized groups, including Black, Asian, LatinX, Indigenous, and other people of color; LGBTQIA+ individuals; disabled persons; women; those with neurological differences; and those from low-income groups. With equity and inclusion in mind, recent efforts have been made to increase the number of ocean science professionals from marginalized groups through multiple entry points, including internships. However, there still exists a large gap between the diversity found in the general population and the diversity within ocean sciences. Perhaps one reason why this field continues to have lower diversity owes to the unique component of many oceanographic careers, which continues to present an especially high barrier for marginalized groups: participating in sea-going research expeditions. Herein, we have synthesized possible ways to prioritize the physical and emotional safety of marginalized ocean science professionals participating in a research expedition, including guidance on preparation, implementation, and providing support post-cruise. These suggestions are intended to be useful for the broader oceanographic research community to consider the safety and well-being of individuals from marginalized groups at sea, since the field of ocean sciences - like all fields - would greatly benefit from increased representation and diversity.

In this paper, we describe our experience with readily deployable, low-cost (c. Can$30k) underwater platforms and, in particular, with our application of this emerging class of platform to address the need to characterize episodic, continuously evolving, transient oceanographic events at the submesoscale. We focus on detailing the modifications made to a small remotely operated vehicle (ROV) and a micro-autonomous underwater vehicle (AUV) and demonstrating results from initial testing. Both vehicles have been designed for users conducting scientific research, supporting a variety of commonly used oceanographic sensors that can be quickly interchanged. Our choice of vehicle was restricted to platforms that could be acquired and used by research groups without requiring additional expensive infrastructure and/or expert users. With the rapid increase in commercial options for such platforms over the last decade, we hope to further improve accessibility to their use by describing our experience with the design, integration, and testing of modular sensor and sampling payloads for these platforms. Our intention is to demonstrate the potential of these platforms to advance ocean research capability and broaden its community of practitioners. Conference participation is an important part of academic practice and contributes to building scientific careers. Investigating demographic differences in conference participation may reveal factors contributing to the continued under-representation of women in marine and ocean science. To explore the gender and career stage dimensions of participation in an international marine science conference, preferences of presentation type (oral/poster) as well as acceptance and rejection decisions were investigated using 5-years of data (2015–2019) from an International Marine Science Conference. It was found that early career scientists were more likely to be women, while established scientists were more likely to be men. Although overall, gender did not show a significant effect on the decisions to "downgrade" requests for oral presentations to poster presentations, early career scientists were significantly more likely to be downgraded than established scientists. Given that more women were often early career scientists, more women than men had their presentations downgraded. Other indicators and evidence from conference prize-giving and recognition awards point to a gender gap remaining at senior levels, highlighting the need for further actions as well as monitoring and researching conference participation from a gender perspective. The UN Decade of Ocean Science (UNDOS) aims to: “Generate knowledge, support innovation, and develop solutions for equitable and sustainable development of the ocean economy under changing environmental, social and climate conditions.” Changing conditions affect certain groups more than others, depending on exposure, sensitivity and adaptive capacity. Gendered differentiation has been studied in small scale coastal fisheries. However, this approach is often limited to male-female gender dichotomies. In contrast, the present analysis takes a more expansive approach centered around the concept of intersectionality, to demonstrate more nuanced differences in terms of individuals’ access to resources for adaptation. We build on multiple Earth System Governance contextual conditions and research lenses to demonstrate that an intersectional approach allows greater understanding of gendered adaptation options impacted by various other factors. This must include investigations beyond the traditional gender binary, which we have sought to achieve in this study by using broader local and individualistic context to observe different communities. We compare gender intersectionality in case studies from India and Tanzania. The evidence demonstrates that intersectional factors vary, impacting adaptiveness to changing Anthropocene conditions, depending upon cross-cutting context-specific systems of hierarchy and discrimination. However, despite variation, we demonstrate there are common factors to be investigated across all locations when identifying possible intersectional impacts of ocean policy interventions, particularly wealth, marriage and family roles, and social networks.

Since the 1950s, there has been an increase of women participating in oceangoing science. However, the number of women scientists in the field remains significantly less than that of men, especially in senior roles. In this commentary, we take a feminist perspective to understand the challenges women face in pursuing a career in ocean-going science. Based on the limited literature and reports of women in ocean-going research, we identified several cultural and structural barriers and constraints faced by women. These fell into four main categories: (1) behavioral/social norms and gender-biased culture in science and at sea; (2) failure to provide for balancing duties of family care with extended periods away from home; (3) gender-insensitive design of ship facilities, operations, and personal protective equipment (PPE); and (4) the need for a safe working environment at sea; i.e., gender-related aspects of health, safety, and personal security at sea. To overcome these barriers, the following interventions are suggested: (1) greater awareness raising and training to shift destructive mindsets as well as affecting behavioral and cultural change; (2) consideration of gender-sensitive design and safe operation of research vessels; and (3) more comprehensive and effective implementation of gender equality policies for research at sea. The challenges of achieving just, equitable and sustainable ocean futures require a new type of transdisciplinary and action-oriented science that integrates across disciplines and knowledge systems. Scientists and researchers in academia, industry or government, who contribute to knowledge creation, innovation, and policy development for the ocean, must be empowered with a fresh set of competences. This paper maps the knowledge, skills, and attitudes required to enable such a shift. The proposed skillset serves as a foundation for the design and operationalisation of modern training for ocean sustainability and is envisaged to be used by researchers both individually and in teams. It also highlights the potential for career diversification beyond the traditional 'blue jobs' legitimated by existing sectors. To ensure the short-term practical implementation of the competence framework, self-awareness and self-reflection are encouraged among learners and teachers, along with pragmatic actions to overcome barriers to transdisciplinarity. For long-term impact, system interventions will be necessary to improve organisations' readiness to absorb and valorise researchers trained in this new framework. Over the past two decades, the scientific study of marine biodiversity developed into one of the most dynamic research fields within environmental research in general and ocean science in particular. Marine biodiversity research spans a broad range of spatial and temporal scales, scientific disciplines, and infrastructures for assessing patterns of change in marine biodiversity with different topics and regions contributing to the abstract construction of the field. Yet, beneath the surface of these abstract constructions and attributions such as "big science" to assess the international, interdisciplinary and data-driven nature marine biodiversity research, patterns of scientific collaboration emerge that shape the contributions of different world regions to the field. Furthermore, legal, political and territorial orders shape scientific collaboration by determining access to the marine environment and the study thereof. To understand these dynamics, this study analyses scientific publications on marine biodiversity using topic modeling methodology. Our approach provides the opportunity not only to describe large clusters within the field of marine biodiversity, but also to show how these topical clusters differ in time and across regions. The article considers the prospects of Ukraine’s cooperation with the Intergovernmental Oceanographic Commission of UNESCO in the scope of the forthcoming United Nations Decade of Ocean Science for Sustainable Development. According to the resolution adopted on the 72nd Session of the UN General Assembly, the Decade is to begin on January 1, 2021 and take place within the existing structures and available resources. The purpose of the Decade is to implement the objectives of the Sustainable Development Goals, namely “Conserve and sustainably use the oceans, seas and marine resources for sustainable development”. The Intergovernmental Oceanographic Commission of UNESCO (IOC), maintained by Member States, facilitates international cooperation and the coordination of programs to deepen knowledge about the nature and resources of the oceans and coastal areas. The IOC is currently finalizing draft implementation plan for the Decade (2021—2030) in consultation with Member States, specialized agencies, funds, programs and bodies of the United Nations, as well as other intergovernmental organizations, nongovernmental organizations and relevant stakeholders with the aim to identify specific objectives, crosscutting issues and key Decade`s themes. Ukraine’s membership in the IOC UNESCO is strategically focused on expanding international cooperation of domestic scientific and educational institutions by ensuring their participation in the program activities of the organization. There should be only one national coordinating body for liaison with the Commission within each IOC member state. Unfortunately, in Ukraine there is no such legitimate coordinating body today. Considering the intergovernmental character of the Commission, this officially designated body is governmental by nature and relies on institutional basis as well as answers directly to a ministry. Therefore, in accordance with the requirements of the IOC UNESCO it is necessary to establish the Interdepartmental National Oceanographic Commission as a national coordinating body in Ukraine that will determine one or two coordinators, a professional national correspondent in the relevant IOC field, as well as representatives of intergovernmental programs and thematic groups.

This article complements the coverage of the status of women in ocean science as contained in the recently published Global Ocean Science Report 2020 – Charting capacity for ocean sustainability. Using the seven Science, Technology and Innovation Gender Objectives (STI GOs) of UNESCO's SAGA (STEM and Gender Advancement) project, it reviews available information on women's education and careers in ocean science for some of the countries with the highest numbers of ocean scientists in order to highlight STI GOs of concern. Gender equality is critical to achieving transformative action, policies and change towards sustainable ocean management. However, historically women have been largely excluded from ocean science and management programmes, including education. Recent commitment to promoting gender equality in ocean science, notably in the United Nations Decade of Ocean Science for Sustainable Development, aims to ensure women have equal opportunity to engage in ocean science education, research, management and decision-making. This paper investigates the roles of women in ocean science education, the challenges they face, the root causes of these inequalities, and the existing interventions to advance gender equality in ocean science. Focusing on Kenya as a case study, the paper uses a feminist political ecology lens to explore staff experiences and perceptions of gender (in)equality in public universities. The data gathered through in-depth interviews revealed that women's participation in ocean science were limited by perceptions of their male colleagues who did not believe that women can do certain technical jobs. In addition, career progression of women was found to be slower than men's, women were more likely to be discriminated against during promotions and denied opportunities to develop their careers, faced sexual harassment and bullying, and experienced work-family conflicts. These factors adversely impacted women's participation and career advancement and thus their potential contribution to a sustainable ocean. This research also revealed some good practices that the universities had in place to tackle gender inequalities such as gender equality policies and staff given a specific gender equality role (gender focal points). In conclusion, we stress the importance of having gender-transformative policies, an effective implementation process, having women-specific support structures and having women in leadership positions as crucial for promoting gender equality and ocean sustainability. Harassment in the workplace and in the academic environment impacts the victim's physical and mental health, which in turn affects the person attacked, the organization, and the progress of science. The present study aimed to analyze situations of sexual harassment and bullying reported by people who work aboard vessels in Brazil, with emphasis on gender, seeking to quantify and characterize inequalities. This was an exploratory study that used a semi-structured form with a total of 33 questions (29 closed-ended and 4 open-ended), aimed at ocean professionals in Brazil. The online form was broadly shared and made available for three months in 2021, yielding 260 responses. The results demonstrate a greater participation of women in the research, who were also the majority of the victims in terms of both sexual harassment and bullying. The most common scenario reported was that of predominantly male coworkers and the most common aggressor profile was that of men in a superior hierarchical position. Only 35 people (18.0%) made formal complaints of harassment, although 195 of them reported experiencing harassment aboard. Results demonstrated that sexual harassment and/or bullying are a social problem in the field of environmental sciences and marine sciences, which mainly affects and harms women. As technologies of ocean exploitation emerged during the late 1960s, science policy and diplomacy were formed in response to anticipated capabilities that did not match the realities of extracting deep‐sea minerals and of resource exploitation in the deep ocean at the time. Promoters of ocean exploitation in the late 1960s envisaged wonders such as rare mineral extraction and the stationing of divers in underwater habitats from which they would operate seabed machinery not connected to the turbulent surface waters. Their promises coincided with others' fears that nuclear weaponry would be placed on the seabed. Those who lacked the technological capability to extract minerals from the seabed also had concerns that other nations would exploit their resources. Scientific imaginaries caused uncertainty in the international community—especially in the "Global South." The UN called the "Law of the Sea" conferences to mediate emerging geopolitical tensions caused by these imaginaries of exploitation of ocean resources. These conferences became a site where lawmakers projected futures rather than merely responding to past or present dilemmas. Diplomats' negotiations, with their basis in anticipation of the future uses of science and technology, reveal the role of scientific imaginaries within complex negotiations. Here, we see the impact of the distinction (or blurring) of the real and the imagined on the balance of relations between Global North and South increasing global imbalances of resources and power. This article's analysis of such scientific diplomacy provides a valuable example of the power of scientific imaginaries to have a global impact. [ABSTRACT FROM AUTHOR]

This study examined the effect of online technical lessons of how ocean sensors function on student interest in ocean science technology, as well as knowledge gain outcomes. Additionally, the study contributes novel findings to sensor-based learning literature by measuring changes to self-efficacy and confidence gains stemming from sensor-based learning, as well as changes in interest in ocean careers. The area of educational focus was also novel—focusing on how the sensors themselves function, not just what they do. Precipitated by COVID-19 pandemic constraints, the team used a remote learning approach to provide lessons on sensors at a distance, providing an additional opportunity to contrast this approach with previously studied hands-on learning modes. A sample of students from four high school marine science classes completed two assessments both before and after a series of lessons on ocean sensors. This included a self-reported survey (N = 48), and an open-ended knowledge assessment (N = 40). Results showed modest gains in knowledge assessments, and students experienced statistically significant gains in confidence in their ability to explain what sensors are, confidence in their ability to use sensors and understand resulting data, and confidence in accuracy of sensor data (p < 0.05). No changes were observed for several measures of interest in ocean technology, nor were there changes in an already high belief that understanding these sensors is important to marine science careers. Notably, these findings measure a positive shift in several measures of self-efficacy and confidence, which is a new finding for sensor-based learning. The findings also contrast with prior related work that included hands-on activities with sensors, which reported an increase in interest after working with sensors, whereas this intervention did not. This suggests a hands-on component is key to increasing interest in ocean technology.

An Integrated Science Data Analytics Platform is an environment that enables the confluence of resources for scientific investigation. It harmonizes data, tools and computational resources to enable the research community to focus on the investigation rather than spending time on security, data preparation, management, etc. OceanWorks is a NASA technology integration project to establish a cloud-based Integrated Ocean Science Data Analytics Platform for big ocean science at NASA’s Physical Oceanography Distributed Active Archive Center (PO.DAAC) for big ocean science. It focuses on advancement and maturity by bringing together several NASA open-source, big data projects for parallel analytics, anomaly detection, in situ to satellite data matchup, quality-screened data subsetting, search relevancy, and data discovery. Our communities are relying on data available through distributed data centers to conduct their research. In typical investigations, scientists would (1) search for data, (2) evaluate the relevance of that data, (3) download it, and (4) then apply algorithms to identify trends, anomalies, or other attributes of the data. Such a workflow cannot scale if the research involves a massive amount of data or multi-variate measurements. With the upcoming NASA Surface Water and Ocean Topography (SWOT) mission expected to produce over 20PB of observational data during its 3-year nominal mission, the volume of data will challenge all existing Earth Science data archival, distribution and analysis paradigms. This paper discusses how OceanWorks enhances the analysis of physical ocean data where the computation is done on an elastic cloud platform next to the archive to deliver fast, web-accessible services for working with oceanographic measurements.

Our research concerns the coordination and control of robotic vehicles for upper water-column oceanographic observations. In such an environment, operating multiple vehicles to observe dynamic oceanographic phenomena, such as ocean processes and marine life, from fronts to cetaceans, has required that we design, implement and operate software, methods and processes which can support opportunistic needs in real-world settings with substantial constraints. In this work, an approach for coordinated measurements using such platforms, which relate directly to task outcomes, is presented. We show the use and operational value of a new Artificial Intelligence based mixed-initiative system for handling multiple platforms along with the networked infrastructure support needed to conduct such operations in the open sea. We articulate the need and use of a range of middleware architectures, critical for such deployments and ground this in the context of a field experiment in open waters of the mid-Atlantic in the summer of 2015. The Italian Tsunami Warning Centre (Centro Allerta Tsunami, CAT) of Istituto Nazionale di Geofisica e Vulcanologia (INGV) operates to issue tsunami alert messages both to the Italian Civil Protection system and to several countries of the Mediterranean. CAT-INGV started its activities as a candidate tsunami service provider in the framework of the ICG/NEAMTWS of IOC-UNESCO in 2013, to become operational in 2016. At national level, it operates since 2017 following the "SiAM" Prime Minister Directive, under the coordination of the Italian Civil Protection Department and together with ISPRA. In this paper we discuss the responsibilities of the CAT-INGV operators in the light of the Italian legal system, describing which are the critical aspects of the surveillance and issuance of the alerting messages, and trying to delineate the tools useful to limit legal problems for the operators in case of damaging events or false alarms. In this article, we studied the characteristics of locally and remotely generated wind waves in the inner‐shelf region of northwestern Bay of Bengal (BoB) based on the measured wave data. Two well‐differentiated wave systems, one young sea from the east‐southeast and another more developed swell from the south lead to bimodality in the wave spectrum. Wind‐sea predominance is not observed in the monthly average wave spectrum and in all the months swells dominated indicating a swell‐driven wave regime. During the monsoon (JJAS), the wave climate is dominated by long‐period swell from the south‐southeast and the short fetch during the northeast monsoon (ONDJ) leads to weaker easterly swells, while the effects of the sea/land breeze influence on the wave generation are more relevant during this season. During November–April, diurnal variation of 0.15 m in significant wave height (SWH) is observed. The study based on seasonally averaged ERA‐Interim reanalysis data reveals a weak connection between the waves in the northwestern BoB and the El Niño Southern Oscillation (ENSO) and Indian Ocean Dipole (IOD) events. The waves are influenced by ENSO events during June–September and by IOD events during October–January, which consequently caused inter‐annual variations in monthly average SWH. Progress within physical oceanography has been concurrent with the increasing sophistication of tools available for its study. The incorporation of machine learning (ML) techniques offers exciting possibilities for advancing the capacity and speed of established methods and for making substantial and serendipitous discoveries. Beyond vast amounts of complex data ubiquitous in many modern scientific fields, the study of the ocean poses a combination of unique challenges that ML can help address. The observational data available is largely spatially sparse, limited to the surface, and with few time series spanning more than a handful of decades. Important timescales span seconds to millennia, with strong scale interactions and numerical modelling efforts complicated by details such as coastlines. This review covers the current scientific insight offered by applying ML and points to where there is imminent potential. We cover the main three branches of the field: observations, theory, and numerical modelling. Highlighting both challenges and opportunities, we discuss both the historical context and salient ML tools. We focus on the use of ML in situ sampling and satellite observations, and the extent to which ML applications can advance theoretical oceanographic exploration, as well as aid numerical simulations. Applications that are also covered include model error and bias correction and current and potential use within data assimilation. While not without risk, there is great interest in the potential benefits of oceanographic ML applications; this review caters to this interest within the research community.

This paper reviews the scientific motivation and challenges, development, and use of underwater robotic vehicles designed for use in ice-covered waters, with special attention paid to the navigation systems employed for under-ice deployments. Scientific needs for routine access under fixed and moving ice by underwater robotic vehicles are reviewed in the contexts of geology and geophysics, biology, sea ice and climate, ice shelves, and seafloor mapping. The challenges of under-ice vehicle design and navigation are summarized. The paper reviews all known under-ice robotic vehicles and their associated navigation systems, categorizing them by vehicle type (tethered, untethered, hybrid, and glider) and by the type of ice they were designed for (fixed glacial or sea ice and moving sea ice).

Encouraging early development of career maturity has a wide variety of benefits for both students and society (Berger et al., 2007; Council of Canadian Academies, 2015; Hedlund, 1993; Hektner 1995; Welde et al., 2016). This large study of students in grades 6-9 in Nova Scotia showed that such programs are currently needed, especially regarding ocean science and marine career opportunities in all employment sectors. Participants demonstrated a need for general career education, and a specific lack of knowledge about careers in the marine and ocean industry. Students were more aware of careers in the skilled trades, but required further information to make informed choices about this employment sector. Major influences on students’ career intentions and perceptions included their friends, online information sources, and their parents and family members. Many students indicated their desire to leave Nova Scotia after high school. However, this was not due to the public perception that there is a lack of good jobs available locally, but rather because of their desire to explore other provinces and countries. We conclude by discussing various reasons why improving career education in junior high schools in Nova Scotia would be time well spent. [ABSTRACT FROM AUTHOR]
