This study examined the potential for integrating information on Navy careers into the career education programs which are currently being developed. This integration would result in the presentation of Navy employment information in the same educational context in which employment information on comparable careers in the civilian environment is presented. To verify the feasibility of the study concept and to obtain information either describing career education principles and program developments or describing manpower procurement procedures and Navy occupational information materials, interviews were conducted with key personnel in the U.S. Office of Education, National Institute of Education, and several agencies involved in career education development, as well as key personnel in the Navy and the Office of the Assistant Secretary of Defense. Based on the results of the interviews and the review of materials assembled, the concept of integration of Navy careers into career education was deemed feasible, and recommendations were formulated pertaining to: (1) development of career guidance materials describing occupations and career development opportunities in the Navy, (2) Navy support of career education curriculum, and (3) establishment of linkages between the Navy and agencies involved in career education. The document is the third of three volumes (see also EC 032 850 and EC 032 851) OF State Analysis Reports resulting from Phase III of the Study of the Need for Educational Manpower for Handicapped Children and Youth, which involved a validation study and state surveys related to the Manpower Requirements Projection Model (MRPM). Included in the volume are individual reports on special education information flow in states in alphabetical order from North Dakota through Wyoming. Recommendations made for each state provide guidance for developing an information flow that will enable that state to utilize the MRPM and improve the availability of information for other special education management functions. The document contains Parts B and C of the report on the Manpower Requirements Projection Model (MRPM) validation study and state surveys (see EC 032 848), which formed Phase III of the Study of the Need for Educational Manpower for Handicapped Children and Youth. Prepared primarily for use by persons responsible for the management and administration of state special education agencies, Part B provides a non-technical description of the purpose and use of the MRPM. Guidelines for the preparation of input data for, and analysis of output reports from, the model are given. In Part C, intended for the technically oriented user of the MRPM, technical details necessary for understanding the model formulations and the related parts of the computer programs are provided. The MRPM was developed to enable state or local administrators estimate manpower requirements and handicapped child population. In the Phase IV portion of the Study of the Need for Educational Manpower for Handicapped Children and Youth, motivational factors affecting special education manpower supply and the impact of PL 85-926 on the supply were evaluated in two studies to which separate questionnaires were developed: the Personnel Motivation Study and the University Impact Study. The questionnaire concerning motivation factors causing people to enter, remain in, and leave special education was sent to personnel in the field, while the questionnaire concerning the effect of PL 85-926 funding on university special education programs was sent to universities offering programs for training personnel in the education of the handicapped. Results of the surveys demonstrated positive effects of PL 85-926 in all respects. It increased the capacity of universities receiving funds to supply manpower, and improved the quality as well as the quantity of graduating students. Attrition from the field was less among students receiving grants than among others. The relevancy of working with handicapped children, to personal and social values, attracted many students, but many had unrealistic images of time and energy commitment required or objected to training requirements for certification, pay, and working conditions. Phase III of the Study of the Need for Educational Manpower for Handicapped Children and Youth, in demonstrating the feasibility of the Manpower Requirements Projection Model (MRPM), gathered data in the states necessary for implementation of the model. The MRPM was developed to enable state or local administrators of special education to estimate manpower needs and handicapped child population. The 50 state special education agencies were surveyed concerning the flow and utilization of special education information and their capability to utilize the model. It was found that few states had special education information systems capable of providing predictive as well as evaluative data, and in few states did data on handicapped children include all sources of education. It was concluded that, despite some obstacles to automating special education data processing, almost all states had the capability to utilize the MRPM and it could be operational in two to three annual data cycles in most cases; availability of information flow capable of providing required input was a major factor affecting implementation. Appended are extensive state data summaries (personnel data and special education enrollment) and information flow implementation and maintenance cost estimates for each state. Appendixes A-F contain: (A) documentation supporting the discussion of the vocational education system, (B) documentation supporting the discussion of measuring achievement of objectives in an economic sense, (C) planning and evaluation activity, (D) a new approach to vocational education, (E) the "marketable skill" concept, and (F) a bibliography. This report, developed over a 17 calendar-day period, was prepared to quantitatively present the status of vocational education for use in identifying major issues and problems, and in indicating implications for the future. Findings and recommendations are to be used as a background for considering alternative policy decisions regarding vocational education, and are presented for each of seven major sections: (1) main elements of the vocational education system, (2) major institutions, outside the public school system, that provide vocational education, (3) the public school vocational program, (4) factors influencing vocational education, (5) vocational education objectives, (6) comparison of vocational education with manpower programs in a cost-effectiveness framework, and (7) the role and impact of federal funding. This report develops the sample design for evaluating five Federal manpower programs in terms of their effects upon trainees' incomes. The study involves a large 10-city sample of trainees in Job Corps, Neighborhood Youth Corps, Job Opportunities in the Business Sector, and Manpower and Development Act Institutional Training Programs (New Careers was originally included, but later deleted because of its lack of similarity to the other programs). After interviews and tests at the beginning of training, the enrollee will be followed through training and for 12 months afterward. A control group will be interviewed at the same intervals. This report describes the sample design and estimates the necessary sample size for given levels of training. (Author/BH)

This technical report describes the evaluation of the first year of Project Upswing, a 2-year experimental study to determine the potential contribution of volunteers in helping young children overcome learning difficulties. The three large groups of first grade children involved received tutoring either from specially trained volunteers, untrained volunteers, or received no tutoring as a control group. Results indicated that children taught by either the trained or untrained tutors made greater gains in achievement than the control children. Tutored children also showed gains in self-esteem. Volume I of this report includes profiles of participants and their first impressions of the project. Volume II provides an analysis of tutoring results and final impressions of the project. An appendix gives facsimiles of evaluation questionnaires. (CS)

The purpose of this study was to verify and explain the relationships between NJROTC experience and Navy enlistment; and to develop a plan for a more complete evaluation. Data were gathered by means of school application files, site interview questionnaires and mailback questionnaires. The major conclusion was that there is no positive relationship between NJROTC and future enlistment. A few additional tentative conclusions were drawn concerning the nature of NJROTC units and instructors in various school communities. The recommendation to carry out a longitudinal study along the same lines was made. Analytical studies were made of three research efforts (an Advocate Survey, the School Staffing Survey, and Project TALENT) for the purpose of determining educational needs of gifted and talented children and youth. The Advocate Survey involved a questionnaire sent to 239 experts in special education for the gifted to determine current opinions in the field on educating the gifted. The School Staffing Survey, which included a representative sample of elementary and secondary public schools, provided statistical data on staffing and school services or programs available in the schools surveyed. It thus defined the actual state of education for the gifted. Project TALENT data were used to identify social and academic needs of the gifted. Data from Project TALENT, a longitudinal study of 400,000 students who were in high school in 1960, were derived from a 1960 questionnaire and from followup studies 1 and 5 years after graduation. The report contains a rationale for the analysis plan (define gifted, identify special needs, evaluate current programs, develop model program and implementation plans) and findings from the surveys and Project TALENT comparisons. A companion volume (EC 040 764) contains consultants' interpretations of findings. (KW)

Three papers by experts in the field of education for gifted children present interpretive comments on one of three research efforts (a School Staffing Survey) whose data were analytically studied in a companion volume (EC 040 763). The School Staffing Survey, which included a representative sample of elementary and secondary schools, gathered principals' responses to questionnaires on staffing patterns and instructional programs. Data analyzed concerned the actual state of education for the gifted in the schools surveyed. Louis Fliegler's commentary on the survey notes in summary that separate classes are the predominant instructional approach at the secondary level and that data indicate that American education is far from the goal of educating each child to his optimum level. Sol Tannenbaum comments on data showing failure of the schools to identify giftedness or program for it and recommends specific further statistical explorations of the available data. Virgil S. Ward's paper treats survey problems, research methodology, and analysis of data from specific items on the survey. (KW)

The report describes the initial phase of a study of coordination and integration of career education in the military with the national career education effort. The study was undertaken in recognition of the potential significance of the military as a career education resource in society, and in recognition of the need to develop a concept of career education in the military that is consonant with national concepts. This first study phase examined the career development experiences of avionics (aviation electronics) technicians in each of the service branches. Detailed information on career progression, job functions, and employment requirements for four comparable civilian occupations was assembled. Career development in each of the service branches over approximately 20 years is compared to each of four civilian occupations. The results of these comparisons are discussed. (Author)
