Science Centers carry out their missions through the exhibits and exhibitions they have. The selection of the exhibits is made under the space limitations and budget constraints, taking into account the center's goals and the visitor profile. However, there is no mathematical approach in the literature for the selection of exhibits in order to create exhibitions for the determined objective. It is seen that intuitive methods are applied and especially the experiences of the curators are used to create the exhibition for science centers. Creating a new exhibition for a science center can be taken as the process of bringing together a portfolio of various exhibits to optimize certain objectives and can be modeled as a knapsack problem. In this study, a mathematical programming-based multiobjective method is proposed for the selection of the most suitable exhibits in science centers. The problem is considered as a multiobjective, multidimensional knapsack problem. It is modeled and solved as a 0-1 integer programming model. Suggested model selects the exhibits that supports the mission of the science center at a high level, has a high instructional level and attractiveness under the constraints of the total area, purchasing budget and annual operating budget. In the model, there is an additional constraint to ensure that the exhibits that make up the portfolio are selected from different fields of science. Considering the time required to solve the various problems created and the number of dominant solutions obtained, it can be said that the proposed model can be easily used in real life problems. The storage requirement for distributed tracing can be reduced significantly by sampling only the anomalous or interesting traces that occur rarely at runtime. In this paper, we introduce an unsupervised sampling pipeline for distributed tracing that ensures high sampling accuracy while reducing the storage requirement. The proposed method, SampleHST-X, extends our recent work SampleHST. It operates based on a budget which limits the percentage of traces to be sampled while adjusting the storage quota of normal and anomalous traces depending on the size of this budget. The sampling process relies on accurately defining clusters of normal and anomalous traces by leveraging the distribution of mass scores, which characterize the probability of observing different traces, obtained from a forest of Half Space Trees (HST). In our experiments, using traces from a cloud data center, SampleHST yields 2.3 × to 9.5 × better sampling performance. SampleHST-X further extends the SampleHST approach by incorporating a novel class of Half Space Trees, namely Approximate HST, that uses approximate counters to update the mass scores. These counters significantly reduces the space requirement for HST while the sampling performance remains similar. In addition to this extension, SampleHST-X includes a Family of Graph Spectral Distances (FGSD) based trace characterization component, which, in addition to point anomalies, enables it to sample traces with collective anomalies. For such traces, we observe that the SampleHST-X approach can yield 1.2 × to 19 × better sampling performance. [ABSTRACT FROM AUTHOR]

Victim Service Providers (VSPs) operate on limited budgets, which constrain their ability to provide adequate services and ensure victims' needs are met. As such, victims may suffer undue consequences as the result of their experiences with crime. In order to increase VSPs' efficacy, and improve outcomes for victims, sustainable funding sources need to be identified. The justice reinvestment initiative (JRI) is a federally funded program promoting practices within state-level criminal justice policies to reduce prison populations and improve funding for community-based services. A recurring aspect of the JRI legislation is focused on providing support and funding opportunities for VSPs; however, the extent to which VSPs can access JRI funding to support their programs remains largely unknown. This exploratory study sought to assess VSPs familiarity with JRIs as a source of funding. Results suggest that VSPs are potentially missing out on funding opportunities due to a lack of knowledge of the funding that reinvestment strategies present. Furthermore, the bureaucratic delivery of JRI may obscure it's potential as a funding source from VSPs. This study suggests that improvements need to be made to streamline JRI funding sources and increase VSPs and other agencies' access to the resources provided by JRI policies. [ABSTRACT FROM AUTHOR]

In the built environment, quality contains functional, formal, structural, and economic aspects. Functional quality includes space planning, value, usage styles, inter-space relations, accessibility, flexibility, transformability, spatial satisfaction perceptions of the users, and the way users use the space. Formal quality contains aesthetics, perception (cultural values and cognitive factors), adaptability to the age, and compatibility with the context. Structural quality involves the structural design, durability, appropriate materials and construction techniques, sustainable-environmental friendliness, and lastly economic quality comprises the planning budget, construction budget, operating budget, and investment value. Determining whether a building is of quality requires an evaluation. In this study, the gap model, one of the service quality models was considered as a base for measuring the quality of the architectural structure. The main elements of the gap model were transformed. The expected service changed to expected architectural quality, expected service converted to perceived architectural quality, and satisfying quality transformed into satisfying performance for users and employers. Then new gaps were proposed that were adapted to measure expected and perceived quality in architectural buildings. Thus, a framework was presented that measures the functional, formal, structural, and economic quality of the structure and provides an understanding of the expectations of the user and employer. Theorists often suggest that participation within the political process is a necessary component of a democratic society. Participation enables power to be distributed throughout society thus ensuring some degree of political equality, a core premise of democracy. Over the past decade, a novel form of citizen participation within city budgeting that was developed in Porto Alegre, Brazil—participatory budgeting—has become an increasingly popular tool for democratizing cities. Participatory budgeting is now used to bring the management of city business, or at least parts of it, back under the control of residents. This article examines the introduction and evolution of participatory budgeting in the City of Vallejo, California. In 2012, Vallejo became the first U.S. city to operate participatory budgeting on a city-wide scale. Introduced after Vallejo's contentious 2008 bankruptcy, participatory budgeting was implemented to make the city's government more transparent, accountable and people-led. Each year, around 500 city residents have directly engaged in the process, and all residents vote on which resident-proposed projects they would like to see funded. The City of Vallejo can therefore claim that participation within city government has been increased and enhanced in meaningful ways. However, a critical assessment of Vallejo's participatory budgeting project questions the extent to which it can be considered an act of democratization. Over its first five cycles of funding, the ability of the project to more equally distribute political power has diminished. Without organized citizens pushing for, and participating in, the process, established political coalitions have reasserted themselves, returning the city's spending to pre-bankruptcy, pre-participatory budgeting patterns. The lesson of Vallejo's participatory budgeting experiment is therefore that state-inspired participation in budgeting, even in a more radical form, does not necessarily ensure democratization. An integrated energy system (IES) can significantly enhance utilization efficiency and boost renewable energy consumption while also catering to various energy needs within the system. It is one of the essential models of future energy system development. With a focus on improving carbon market subjects and carbon transaction mechanisms, this paper proposes integrated energy optimization scheduling in high-speed railway stations considering demand response under the participation of the carbon market, considering both low-carbon and economic needs. In the context of participation in the carbon and energy markets, an integrated energy system in the high-speed railway station is constructed, comprising photovoltaic power generation, stored energy device, CCHP and gas boiler. Based on the simulations of each energy device, the demand response compensation price and carbon transaction revenue are taken into account, and the target is to economize the operating budget and optimize the arrangement for IES in a high-speed railway station under the carbon transaction market. Through simulation, the optimization performance of the proposed model is analyzed under the conditions of demand response and no carbon cap-and-trade market. The findings demonstrate that the best scheduling strategy for integrated energy at high-speed rail stations taking into account integrated demand response under the carbon market can successfully reduce carbon emissions from station operation while flattening the peak-to-valley load difference on the grid side, opening up ideas for the proposal of energy saving and emissions reduction. Nonprofit organisations (NPOs) worldwide continue to struggle with performance measurement and evaluation activities. Research claims that NPOs have difficulties in attracting sufficient donor finance to enable them to conduct performance measurement, carry out evaluation and provide services to the communities they serve. There has not been much empirical research done regarding how New Zealand (NZ) NPOs are collecting programme information. Research was conducted using an on-line survey questionnaire that was made available to New Zealand NPOs. The key reason for this research was to obtain information in the areas of NPOs engagement in management systems that support programme evaluation, types of evaluation activities performed, how specific types of evaluation data are collected, the use of evaluation programmes and sources of funding annual operating budgets. The key findings were main sources of funding included NZ government contracts, membership fees and community trusts. One quarter of NPOs were dependent on one funding source. There was strong regular engagement in relation to producing annual reports, reports for boards of directors, financial audits of NPO books, reports for funders about financial expenditures and low regular engagement with the use of performance management systems. Important uses of NPOs evaluation information included making changes to existing programmes, developing new programmes and strategic planning purposes. Control mechanisms for biological treatment of wastewater treatment plants are mostly based on PIDS. However, their performance is far from optimal due to the high non-linearity of the biological and changing processes involved. Therefore, more advanced control techniques are proposed in the literature (e.g., using artificial intelligence techniques). However, these new control techniques have not been compared to the traditional approaches that are actually being used in real plants. To this end, in this paper, we present a comparison of the PID control configurations currently applied to control the dissolved oxygen concentration (in the active sludge process) against a reinforcement learning agent. The Herpetologists' League conducted its annual meeting at the David L. Lawrence Convention Center in Pittsburgh, Pennsylvania, USA from July 10-14, 2024. The League approved changes to transition to online-only journal publications by January 2026 and participate in the 'Subscribe To Open' open access publishing pilot program. They also made adjustments to the HL Bylaws and awarded honors such as the Distinguished Herpetologist and the Raymond D. Semlitsch Research Award. Designing a public transport timetable that maximizes passenger service, measured in weighted travel time, is an intricate problem. The weighted travel time depends on the free route choice of passengers. Passenger route choice depends on the timetable. In turn, the timetable that minimizes weighted travel time depends on the route choice of passengers—and therefore requires passenger route choice information. Consequently, a sequential approach where timetables are designed provided pre-fixed passenger assignment to routes may not find the optimal timetable. This paper aims to integrate passenger route choice and timetabling. It addresses the problem of designing maximal passenger service public transport timetables in systems with free route choice within a budget for operating costs. Operating costs are defined by the minimal cost vehicle schedule required to operate the timetable. The proposed methodology integrates a matheuristic for timetabling and vehicle scheduling with a passenger assignment model in an iterative framework, where different forms of integration are evaluated. Focus is on long- to medium-term timetabling, provided an initial timetable. The results for a realistic case study in the Greater Copenhagen area indicate that our approach consistently leads, at no additional cost, to timetables that represent a reduction in passenger weighted travel time in comparison with both an initial timetable and a non-integrated timetabling method that receives a single-passenger assignment as input. The study of the eighteen-year monthly operating budget of the Ghrib Reservoir from 1999 to 2016 shows an important deficit in satisfying water demand partly due to the uncertainty of stochastic water inflows. In this context, the main objective of the present research work is to overcome this shortcoming by reducing it and improving the current reservoir operation. Therefore, the optimization of this last using a genetic algorithm (GA) is carried out based on historical and simulated water inflows. The performance of the classical GA in optimizing the multipurpose reservoir operation based on the simulated water inflows using the principal component analysis (PCA) model is highly demonstrated given a significant decrease in the water deficit from 47% to 8%. Computation in several real-world applications such as probabilistic machine learning, sparse linear algebra, and robotic navigation can be modeled as irregular directed acyclic graphs (DAGs). The irregular data dependencies in DAGs pose challenges to parallel execution on general-purpose CPUs and GPUs, resulting in severe under-utilization of the hardware. This article proposes DAG Processing Unit (DPU), a specialized processor designed for the efficient execution of irregular DAGs. The DPU is equipped with parallel compute units (CUs) that execute different subgraphs of a DAG independently. The CUs can synchronize within a cycle using a hardware-supported synchronization primitive and communicate via an efficient interconnect to a global banked scratchpad. Furthermore, a precision-scalable positTrademarked. arithmetic unit is developed to enable application-dependent precision. The DPU is taped out in 28-nm CMOS, achieving a speedup of 5.1 $\times $ and 20.6 $\times $ over state-of-the-art CPU and GPU implementations on DAGs of sparse linear algebra and probabilistic machine learning workloads. This performance is achieved while operating at a power budget of 0.23 W, as opposed to 55 and 98 W of the CPU and GPU, resulting in a peak efficiency of 538 GOPS/W with DPU, which is 1350 $\times $ and 9000 $\times $ higher than the CPU and GPU, respectively. The longstanding concerted attacks on unions from multiple fronts in the United States have threatened to undermine labour's institutional security. Though much has been written on the nature and scope of labour's declining membership, less research exists on unions' financial state. We have addressed this void in several ways through an analysis of the finances of 53 major national unions in the United States over the years between 2006 and 2019. Our study has reported on the financial resources and performance of these 53 national unions on aggregated and disaggregated bases. Building from relevant theory, we have analysed an exploratory model to identify the determinants of variation in union financial resources and performance. We have shown that the unions' net worth over the 2006–2019 span deteriorated, though, in aggregation, their member‐based income grew. The unions have maintained high levels of liquidity and resilience in their capacity to fund their operating budgets. Business Income has fallen as a share of overall net revenues. Disaggregated data have shown vast variation in financial resources and performance across unions and over time. Multivariate analyses suggest differences correlated with selected organizational and environmental factors, such as union density, earnings and membership levels. [ABSTRACT FROM AUTHOR]

In the increasingly competitive urban logistics delivery business field, enhancing last-mile logistics efficiency with constrained budgets is crucial for logistics companies. With the increasing adoption of emerging vehicles in last-mile logistics, neglecting the capacity of traditional vehicles may be uneconomical. This paper introduces the multi-fleet delivery problem combined with Trucks, Tricycles, and Drones (MFDP-TTD) for last-mile logistics efficiency requirements under multiple budget constraints, which represents a novel variant of the Two-Echelon Vehicle Routing Problem. Compared to the truck-drone mode, truck-tricycle mode, and the Two-Echelon Vehicle Routing Problem, by adding the collaboration of an emerging delivery vehicle (drones) and a traditional delivery vehicle (tricycle), the MFDP-TTD improves the speed of delivery of last-mile logistics more cost-efficiently. To tackle this intricate issue, this paper devises a Mixed Integer Linear Programming (MILP) model, taking into account fixed cost-related budgets and operating cost-related budgets. The model allows for the integration of diverse numbers of tricycles and drones across various fleets, with larger vehicles accommodating smaller ones to moving. In addition, some valid inequalities based on the properties of the problem are presented to accelerate the solution process. To solve this problem efficiently on a large scale, the paper proposes a multi-start improved adaptive large neighborhood search algorithm (MS-IALNS) that combines the advantages of an adaptive large neighborhood search algorithm and an ant colony algorithm. In addition, four fast feasibility-checking strategies designed based on valid inequalities are proposed. Extensive computational experiments demonstrate the validity of the MILP model and valid inequalities and the advantages of the MS-IALNS. Compared to the multi-fleet delivery problem with Trucks and Tricycles, the Two-Echelon Vehicle Routing Problem, the two-echelon city delivery mode with mobile satellites, and other potential multi-fleet collaborative delivery modes, the MFDP-TTD exhibits clear advantages in integrated time costs under same multiple budget constraints. In addition, a balanced mix of numbers of tricycles and drones within the fleet, an appropriate increase in the fixed cost-related budgets, and retrofitting of trucks and tricycles to accommodate smaller vehicles and to carry batteries for replacement are recommended. A natural consequence of the budgeting process is budget control, the effectiveness of which depends largely on the quality of the deviation analysis. As part of this analysis, the expected quantities are most often compared with the observed/actual ones, and the reasons for the deviations are investigated. In budget control, it is important to deconstruct deviations into components and to determine the impact of factors affecting these deviations. Therefore, budgetary control should be extended to the analysis of budget deviations in terms of its subject and temporal nature. This generally applies to every planning and control process, while the authors in their research concentrate on budgeting revenues and operating costs in enterprises. In this study, three measures used in economics – the GINI, Hirschman-Herfindahl, and Theil coefficients – were evaluated as potential metrics for budget deviation differentiation. Simulated computer data was used for this study. The GINI coefficient was the most statistically significant metric tested, making it the selected measure for budget deviation differentiation. The GINI coefficient is a normalized variable (ratio) with a range between 0 to 1, making it a convenient metric to evaluate differences in deviations between individual budget items, between years, and between budgeted units. Faculty support services make up a very significant share of university operating budgets. Incremental-like budgeting continues to be a central component of the budgeting process for these services, even for some universities that use responsibility centre budgeting (RCB). Incremental budgeting has well-known incentive problems, such as March Madness spending. Although RCB has been successful in the generation of revenue, it has been less successful in managing faculty support services costs. The focus here is to develop a new approach using established economic theory. Under the proposed mechanisms, a rational and self-interested dean cannot do better than accurately report the benefits of a university-provided service so that the efficient amounts are provided. Daily observations from a gridded snow dataset are analyzed for the state of Nebraska from 1900 to 2009, evaluating spatiotemporal variability and trends in snowfall throughout the seasonal cycle. Seasonal snowfall totals and event frequencies vary upon on a spatial gradient from northwest to southeast Nebraska, with greater totals and frequencies noted to the north and west. Two homogeneous regions of interest emerged with respect to snowfall trends over the 110-year study period. In north-central Nebraska, seasonal snowfall, autumn snowfall, snowfall frequency, and snowfall magnitude increased with time. The broad increases in snowfall indicate more frequent and more intense snowfall events are generating more snowfall with time, and could be considered when developing snow-based operating budgets. In southeast Nebraska, which includes the state's largest population center of Omaha, snowfall magnitude per event linearly increased by over 50% from 1900 to 2009. The occurrence of more intense, albeit potentially fewer, snowfall events during the winter season may be particularly impactful in association with the city's large population and vehicle dependence. Documenting these variations and trends in snowfall is critical in developing community- and regionally-tailored snow management plans across the state. [ABSTRACT FROM AUTHOR]

In the prevailing state of market circumstances, the revival and efficient operation of trade companies are on the basis of a proper data support system, the primary factors of which are control and budgeting. This current study attempts to focus on budgeting as an efficient means to curb and manage a retail trade network. Budgeting serves as the foundation for planning in the management procedure, for making managerial and economic decisions, evaluating financial solvency, and finally to reinforce economic disciplines. To meet the study's aim, several general methods, including synthesis, analysis, assessment, comparison, generalization method, and system analysis are taken into account. Based on the results, it can be perceived that the regulation of the budgeting tool used in management is dependent upon the company's action type immediately. The needs are established, based on which the efficiency of that controlling and managing means is defined. In response to recent issues of prison overcrowding (over 300,000 inmates in prisons with only 110,000 capacity) and court case overloading, Thailand has implemented the conflict resolution practice, including enacting a new law on dispute mediation, as a community justice alternative to reduce cases and prevent them from going into the main criminal justice system. No empirical research has yet been conducted in Thailand to examine the current forms and status of these conflict resolution mechanisms and problems facing the implementation process. Researchers collected qualitative data by interviewing 16 experts and conducting a focus group with 23 experts. The study's findings revealed five existing mechanisms on conflict resolution across the country, two of which were recently established thanks to the Dispute Mediation Act of 2019. While the study's findings identified many issues facing the implementation of the conflict resolution process, the main ones were the lack of trained personnel, the lack of adequate data management, insufficient operating budget, and the absence of public awareness and public confidence. For independent Australian filmmakers working outside traditional funding sources, the script often provides the sole means of raising finance to take the film into production. In the case of the low budget Australian feature films Pimped ([2018], "Directed by David Barker. Playground Films." Apple TV) and Watch the Sunset ([2017], "Directed by Tristan Barr and Michael Gosden." Barr Lipp Productions. STAN), however, script development was elevated and sustained by the filmmakers resisting a rigid adherence to writing, directing, and producing roles and opening up input from actors. This research employs case study analysis supported by interviews with the writers/director of Pimped and co-writer of Watch the Sunset to examine the script development processes that led to the successful completion and distribution of two low budget Australian feature films. Born out of the necessity to self-fund development, Pimped and Watch the Sunset provide insight into script development processes that value flexibility and receptiveness to the contributions of creative practitioners traditionally divided by above and below-the-line roles and exemplify how creative collaboration can facilitate successful development of low budget films operating beyond the constraints of screen funding bodies. Technology is constantly evolving and its advancements are taking us to new peaks across the globe. Social media networking has made a remarkable impact, connecting people around the world, making a difference in every field such as business, education, healthcare, and so on. Specifically, in the case of universities, there is a radical increase of social media usage by the millennial generations for gathering information about the university brand, technology, and education. The purpose of this study is to measure the adoption and utilization of social media with respect to various characteristics of universities. To that end, data is collected from the AACSB International website and is subject to descriptive analysis. ANOVA and regression analysis used to observe the university trends in adopting four social media platforms, specifically, Facebook, Twitter, LinkedIn, and Instagram. The results show that the public universities in both business & accounting sectors adopted social media significantly more than other groups, and that LinkedIn is the predominant communication social network among such universities. Furthermore, the ANOVA and regression analysis predict that university characteristics like region, type, level, and program show similar levels of significance on Facebook, Twitter, and LinkedIn while enrollment and operating budget show significant impact on the number of likes or followers respectively. The legal profession is now thirty years into the pro bono revolution, and the bar is more committed, in both word and action, to access to civil justice than at any other time in its history. Yet for most of the sixty million Americans who cannot afford a lawyer, the bar's commitment provides little solace. Despite all the resources the bar has put into pro bono over the past thirty years, those living at or near poverty still do not receive legal help for almost eighty-six percent of their legal needs. In fact, lawyer participation in pro bono has become stagnant over the past decade, and the World Justice Project just ranked the United States 109th out of 128 countries in access to affordable civil justice. Meanwhile, law firm revenues rocket upward. In 2019, revenue at each of the nine largest law firms was greater than the combined operating budgets of the country's 700 legal aid organizations. Revenue at one firm alone doubled the combined budgets of all legal aid organizations. Yet, as the ABA advocates for additional public funding of legal aid, law firms themselves pitch in less than four one-hundredths of a percent of their revenue. A fair question is what is truly motivating the bar--is it a foundational commitment to closing the justice gap, as it professes, or protecting its own investment in pro bono for the benefit of its members. If the bar is serious about closing the justice gap, it must not simply capture and leverage its advances in pro bono, but it must also commit to increasing its support for legal aid--in action, not just words--as it has with pro bono. While history has shown that this shift will not happen simply by encouragement and aspirational appeals, there is a blueprint for accomplishing this: the market incentives that moved big firms to enthusiastically embrace pro bono over the past few decades provide a solution hidden in plain sight. This article explores those incentives, sets out a proposal for how to apply those incentives to increase legal aid funding, and calls on the bar to live up to its public commitment to equal justice.
