8. Corporate Governance Influence on Banking Performance. An Analysis on Romania and Bulgaria

Abstract

The aim of the paper is to find if the corporative governance characteristics have an impact on bank performance. We conducted an OLS regression on panel data (fixed, random effects and first-difference). We used data from Romanian and Bulgarian commercial banks as reported by Bureau van Dijk database and categorical variables manually collected by analyzing the annual reports of the banks from our sample. These latest dummy variables reflect the corporative governance component for our model. The data used in our paper is from 2003 to 2015 period. Our results showed that there are some statistically significant effects of our categorical variables on bank profitability in both countries, so, the good practice of corporate should be applied for obtaining higher bank’s performance.

Abstract

This paper examines the implications of EU treaties, EU accession and other significant variables on the implementation of fiscal rules by EU states at a national level, sample period being years 1994-2015. The four targeted rules are the Budget Balance Rule, Public Debt Rule, Public Expenditure Rule and Public Revenue Rule for general or central governments. Two were our established key hypothesis: first, the fact that EU treaties enhance fiscal discipline at a national level, and second, the fact that the fiscal integration process determined in this particular case by EU accession and the two Maastricht treaty rules has a positive impact too. Both variables exert a positive influence on the implementation of fiscal rules at a national level by EU member states. While levels of public revenues as ratio-to-GDP exert a positive influence on the implementation of the related rules, it also has a negative impact on the implementation of the expenditure rule. Enhancing fiscal discipline through external factors is not necessarily the best method, as it may not correlate with internal structures and aggregates. Nevertheless, our results indicate that treaties and the integration process do bring with themselves fiscal rules that enhance fiscal discipline, fiscal framework, and conduct to more solid public finances.

Abstract

The main aim of our empirical analysis is to quantify the social impact of fiscal policies on income redistribution throughout the EU Member States on a database of fiscal, social and economic factors. Our research is conducted by using the Gini coefficient as the indicator of income redistribution, as well as the dependent variable, and the following influencing variables: taxes, index of perception of corruption, tax burden, education level, human development index, private property protection, unemployment rate, GDP per capita, private and public expenditure. Hence, by employing both the 'Least squares' method and the 'Generalized Method of Moments' we have identified significant results which highlight important social and economic development discrepancies throughout the EU Member States, as well as different fiscal policies and legislative frameworks. Moreover, by testing the robustness of the variables, we have identified that taxes exert more negative effects according to the degree of their regressivity. Our results offer strong empirical evidence supporting the idea that beyond designing more balanced fiscal systems (by the use or weight of direct/indirect taxes), public authorities should target the reduction of income inequalities using other instruments and reforms beside the fiscal ones (education, rule of law, legislative systems quality). Abstract

This paperwork examines briefly, the implications it carries on the Lisbon Treaty, the organizational, institutional and decision-making level in the current context of the European Union, included in the reform process. It is important to mention that the European Union's desire is to assign a new role, upwards of national parliaments it is materialized with the new regulation of the Lisbon Treaty. This creates premises to develop a common foreign policy, providing Member States and Community institutions the chance to creatively use new opportunities. The Treaty encourages participative democracy and citizen participation with implications in decision-making efficiency gains.

Abstract

The goal of this study is to look into how to finance the agricultural sector in Romania. The study emphasizes public institutions and their contribution in financing Romanian agriculture, as well as the results obtained by analyzing the effects of public funding on the agricultural sector, which are critical to the economy. In this regard, we present the functionality and involvement of two important national public institutions, APIA and AFIR. The research methodology is based on qualitative methods that employ both inductive and deductive reasoning. The study's main conclusion is that European funding leads to higher in the number of new farmers as well as an increase in agricultural entrepreneurial income. Abstract

Despite existing policies of regional development and cohesion at the national and the EU level, economic regional inequalities or disparities stay relatively high or decrease too slowly. In this context, policies to reduce economic regional disparities in the European Union are a constant concern both for policy-makers and for theoretical and empirical research because of the strong impact on sustainable development in general. In this study we combine elements of theoretical and policy discussions with the empirical assessment of economic regional development in the European Union in order to identify the state of regional disparities, what factors are favouring unbalanced growth in different regions of the EU and to find an appropriate theoretical setting to understand, explain and reduce with regional inequality in the EU.

Abstract

The paper empirically investigates the relationship between health expenditure and economic growth in the O.E.C.D. countries. The data used is collected twenty five O.E.C.D. countries with ob- servations from 1990 to 2018. For health we have used as proxy the health spending, which measures the final consumption of health care goods and services, while for the economic growth we have used as proxy Gross Domestic Product per capita. A variety of tests for unit roots have been conducted for the stationarity in our panel databases, such Levin-Lin-Chu (2002), Harris-Tzavalis (1999), Breitung (2000); Breitung and Das (2005). In order to determine the effects on GDP per capita of the health expenditure, we have estimated the short run and the long run effects of GDP per capita on health expenditure per capita by using the MG (Pesaran and Smith, 1995) and PMG models (Pesaran, Shin and Smith, 1999) using the methodology proposed by Blackburne and Frank (2007). The empirical results sustain the necessity of using the public policy for increasing the health expenditures, as a premise for economic growth. [ABSTRACT FROM AUTHOR]
