Within the framework of this article, the features of the organisation of territorial public self-government (hereinafter referred to as TPSG) in the Russian Federation (hereinafter referred to as RF, Russia) are analysed. The authors of this work consider the most acute problems, both financial and regulatory, that slow the development of the TPSG. The purposes of the study are to analyse the negative aspects of the introduction of the TPSG, which prevent it from being implemented in Russia as effectively as possible, and to form recommendations for solving its main problems. Limited funding, imperfect regulatory framework, and lack of interest of residents in the organisation of the TPSG hinder its development in the RF. The research methods in this work are: classification, systematisation, generalisation, analysis. The analysis is divided into two categories: document analysis and literature analysis. In the scientific study, the authors examine in detail each of the above problems and suggest possible ways to solve them to promote the development of the TPSG in the country. As a result of the study, recommendations have been developed to solve the problems of the TPSG. The recommendations are aimed at both local authorities and the federal level. Directions for the development of the TPSG are proposed, both on the financial and regulatory side of the issue.

Under the conditions of sanctions, the development of petrochemical production in Under the conditions of sanctions, petrochemical production development in Russia is especially important both from the point of view of high-grade products growth with increased margins and the need to increase demand for hydrocarbons within the country with a decrease in export supplies. The purpose of the study is to analyze the existing and identify the main possible incentive measures of state support to enhance investment activities in modernization and creation of new production facilities of Russian petrochemical complex. Methods such as generalization, analysis and synthesis, classification and modeling were used in the work. As a study result, main problems and challenges facing the industry have been identified. Priority areas of oil and gas companies’ activity necessary for petrochemistry accelerated development, positive examples of cooperation in the field of gas processing and gas chemistry, as well as industrial clusters creation have been presented. Project financing mechanisms of the state corporation VEB.RF have been analyzed. The need to attract competent specialized Russian EPC contractors from the register recommended by VEB.RF for implementing projects in the field of petrochemistry has been explained. Using the example of methanol production and its use as a raw material for high-grade products creation, importance of long-term contractual relations between the state and business, such as agreements on protection and promotion of capital investments and special investment contracts, has been shown. The need to ensure continuity of state support measures at all stages of creating and implementing technologies for developing and improving petrochemical products has been formulated.

The study analyses the current state and prospects of hydrogen energy and its impact on macro- and microeconomic indicators both development in Russia and in the world as a whole. The article describes the most promising hydrogen production methods as the ne west renewable energy resource such as electrolysis, steam reforming of methane, coal gasification, and pyrolysis. The countries that have achieved the most significant results in scientific development and technological production of hydrogen for its further utilization have been highlighted. Based on the analysis of hydrogen energy development concepts adopted in developed countries (China, Japan, India, and European Union countries), a hydrogen energy development detailed forecast for each country highlighted in the article has been made. Special attention has been paid to the concept of hydrogen energy development in Russia, approved by M. V. Mishustin on August 5, 2021. Possible ways of hydrogen energy development in Russia have been analyzed. A detailed forecast of hydrogen energy development in the world up to 2030 based on the hydrogen raw materials import and export analysis results carried out by the leading countries of the world has been presented. The risks have been listed, as well as the requirements for problem solving in implementing projects to introduce hydrogen into the energy balance of Russia.

The implementation of the programme for modernisation of Russian oil refineries, launched in 2011, has already significantly increased the depth of oil refining and the quality of petroleum products. It has had a positive effect on reducing the country’s dependence on crude oil exports and has made it possible to obtain a significant positive environmental effect. However, at the same time, there has been a decrease in marginality. At the present stage, the main problems of the Russian oil refining, which affect, among other things, the implementation of modernisation projects, are associated with a ban on the supply of equipment and software for oil refining, the imposition of an embargo and a price ceiling for oil products. The article analyses the results of the implementation of the modernisation programme in terms of the impact on economic and environmental performance of oil refineries and the impact of sanction restrictions on the further modernisation of enterprises. It also considers possible ways to solve problems through the development and implementation of modern production technologies in combination with digital solutions.

The article studies importance of marketing analysis of electric power industry on the example the Ural Federal District. A brief characteristic of the region under consideration has been given and prevailing branches of specialization and territories of their location reflected. Electricity consumption indicators in dynamics for the decade (2012–2022) for all groups of consumers in the region (industrial consumers, population, non-industrial consumers, budgetary consumers, and agricultural producers) have been analyzed, and electricity consumption structure considered, i.e. electricity shares that fall on each group of consumers have been revealed. Forecasts of electricity consumption have been made and dynamics of such an important indicator as electricity intensity of gross regional product analyzed. Dynamics of electricity tariffs for urban and rural population, non-industrial consumers, as well as for large and small industrial enterprises, has been analyzed. Consumers’ ability to pay for electricity has been studied by identifying the share of electricity costs in expenditures of households and enterprises of different energy intensity structure. The indebtedness of consumers to guaranteeing suppliers and power grid companies has been given. Effective measures to combat the indebtedness of some large guaranteeing suppliers from the district under consideration have been analyzed.

Oil and gas complex is a common name for a group of industries for the extraction, transportation and processing of oil and gas and the distribution of products of their processing. Oil and gas complex plays a significant role in the development of the economy both in the domestic and foreign markets. The article focuses on the contribution of the industry to the country’s economy, in addition, the resource base of minerals of the Russian Federation is considered. The dependence of the Russian economy on oil and gas is clearly demonstrated. The analysis of the current situation on the oil and gas market is carried out, the impact of the oil and gas complex on the economic indicators of Russia is assessed. The article examines and analyses the leading vertically integrated oil companies. This analysis allows us to see the developing and increasing indicators of companies in terms of progress.

Currently, questions about the implementation of economic and production activities are raised quite often, namely about the dynamically changing market. The relevance of the topic lies in the importance and need to adhere to a number of methods when analyzing time series. The article presents arguments justifying the decomposition of the time series and forecasting. The authors analyze the Elliott Wave Theory method and give an interpretation of the price movement. They also describe a number of advantages of technical analysis. The article provides statistical data on the practical application of the Elliott Wave Theory at the largest steel-producing plant in Russia – PJSC Novolipetsk Metallurgical Combine. The researchers analyzed the trend of the shares of PJSC Novolipetsk Metallurgical Combine and identified their real value in order to confirm the effective operation of the wave analysis.

Currently, questions about digitalization, namely the digital transformation of the fuel and energy complex, are often raised in the Russian Federation. The relevance of the topic lies in the importance and necessity of introducing digital tools in the oil and gas industry. The arguments, substantiating the effects of digital transformation in the oil and gas complex are presented. The interpretation of the digital transformation of the Russian fuel and energy complex is given. The statistical data of the Ministry of Energy on the assessment of the total effect of digital transformation by 2035 are presented. The influence of digital technologies is analysed on the example of the oil and gas company Public Joint Stock Company “Lukoil”. The necessity of the National Infrastructure Investment Project, the importance of creating a center for hard-to-recover reserves and the introduction of an intelligent field are shown.

The article presents arguments substantiating the influence of tax factors on the indicators of economic efficiency of oil and gas enterprises. The paper gives an interpretation of the influence of tax, customs-tariff, and macroeconomic factors on the indicators of economic efficiency of oil refining enterprises. The authors consider and set the objectives of the influence of tax, customs-tariff and macroeconomic factors. The study provides statistics of the Ministry of Finance of the Russian Federation on the amounts of lost oil and gas revenues from the federal budget. The article considers the exchange rate as one of the key factors influencing the dynamics of macroeconomic indicators. The paper analyses the prices of “Urals” crude oil on the world oil industry markets. The authors discuss changes and modernization of the oil-refining industry.

The existing methods and approaches for analysing an organization’s personnel capacity have been considered, a retrospective review of the well-known classifications of Russian scientists has been carried out. The authors have studied the papers devoted to the practical aspects of assessing the personnel capacity of industrial enterprises in the context of a number of areas, including: personnel management, sustainable development management, increasing the competitiveness and market value of a company. A new approach to analysing personnel capacity has been proposed in the form of assessment of personnel security or the current level of personnel risks, which are, in turn, attributed to such components of personnel capacity as qualification / working experience, ability / speed of reproduction of labor resources.
