This thesis explores the conditions under which the immediate and local narratives of communities might produce a culture of resistance. Focussing primarily on research with the Chakma people of Chittagong Hill Tracts (CHT), it recounts the complex role of legal pluralism in sustaining communities as political units in the postcolonial state, exploring how law’s framing narratives produce different iterations of communitarian legal practice ostensibly within the same postcolonial legal form. This exploration uses a conceptual frame of ‘critical communitarianism’, which draws specific attention to the parallels between political identity and legal culture, and community and legal mobilisation within a legally plural setting. Using legal culture and mobilisation as analytical tools, this thesis unpacks the relationship between law, power and resistance in a context where community and state are inherently unstable. In the post-conflict CHT, it appears that the processes of colonisation and de-colonisation have caused the boundaries and ideations of community to be highly mutable and contested, yet these very instabilities appear to diffuse power more equally across the community, and subvert the colonial legacy of feudal hierarchies. To further illustrate this hypothesis, the brief contrast drawn between the CHT and an Indian Chakma community demonstrates how a rigid system of constitutional recognition under the Sixth Schedule of the Indian Constitution has an ossifying effect on communitarian law; recognition reinforces an elderly and conservative customary elite and ultimately pushes communitarian legal practice to the margins of community. The thesis concludes that conditions of crisis appear to diffuse power across communities, causing dynamic and resistant interpretations of law and culture to emerge from within non-state communities.

Abstract

"Families in Tower Hamlets" is an ongoing research project led by University College London that explores the impact of the COVID-19 pandemic on the lives of families with young children and pregnant women. This report is of initial findings from the 'first 500' respondents, who completed the survey between July and November 2020. The authors present findings in terms of seven main ethnic groups that broadly represent proportions in the local population: one third of the population identify as White British and White Irish; a further third identify as Bangladeshi; and a final third identify with a wide range of other ethnicities. There are marked differences within this group so the following categories were used: Other White; Asian Other; Somali; Black & Black Other; and Other ethnic group to illustrate the experiences of respondents. For this study, the focus is on five main areas: (1) family livelihoods; (2) housing and environment; (3) supporting children at home; (4) health and social support services; and (5) participants' own health and mental health. Respondents were predominantly women, mothers or mothers to-be, although there were 61 male respondents, either fathers or fathers to-be. The study is comprised of three main phases: (1) a longitudinal community survey of parents with children under five, and pregnant women, in two waves approximately six months apart; (2) a longitudinal qualitative panel of 20 households sampled from the survey responses carried out in two waves six months apart; and (3) a desk-based community assets mapping to ascertain how the local service landscape had changed during the summer of 2020. This report describes the study design and methods, findings, and concluding reflections. 14. The rise of art cinema in postwar film culture : the exhibition, distribution, and reception of foreign language films in Britain 1945–1968

Abstract

This institutional and cultural history seeks to restore the foreign language art film to its influential position in postwar British film culture. Its central argument is that the elevation of a group of mainly European directors and films to the newly autonomous field of cinematic art reached its heights in the 1950s and 1960s. Three main factors which drove this process are explored: firstly, changes in society related to education and social mobility that created new audiences; secondly, changing economic and cultural contexts, especially the film festival, whereby European productions were able to challenge Hollywood; and thirdly the construction of new institutional frameworks through publications, distribution companies, cinemas, and film societies. A further argument is that film critics, who were increasingly promoting the ideas of personal authorship inflected by national histories, provided audiences with analytical tools for their readings of art films, thus becoming key agents in the construction of intellectual discourses which separated the art film from Hollywood studio production. The period also saw the combination of sexual explicitness in the ‘serious’ art film with an increasing number of continental X films being sold on their sexual titillation. This study investigates how and why these two trends sometimes met in the same spaces of distribution and exhibition, and how the overlapping identities of ‘sex’ and ‘art’ were negotiated by censors, critics, and audiences. The thesis presents a national picture through new research on local case studies across the UK, mapping the impact of art films outside, as well as within, London and exploring how the particularities of place shaped audiences and programmes. Finally, an analysis of the findings from Cinema Memories, a project conducted for this thesis, provides fresh insights into the reception of foreign language films.

Abstract

We have previously shown higher-than-expected rates of schizophrenia in relatives of patients with amyotrophic lateral sclerosis (ALS), suggesting an aetiological relationship between the diseases. Here, we investigate the genetic relationship between ALS and schizophrenia using genome-wide association study data from over 100,000 unique individuals. Using linkage disequilibrium score regression, we estimate the genetic correlation between ALS and schizophrenia to be 14.3% (7.05-21.6; P=1 × 10-4) with schizophrenia polygenic risk scores explaining up to 0.12% of the variance in ALS (P=8.4 × 10-7). A modest increase in comorbidity of ALS and schizophrenia is expected given these findings (odds ratio 1.08-1.26) but this would require very large studies to observe epidemiologically. We identify five potential novel ALS-associated loci using conditional false discovery rate analysis. It is likely that shared neurobiological mechanisms between these two disorders will engender novel hypotheses in future preclinical and clinical studies.

Abstract

BackgroundCentral line-associated bloodstream infections (CLABSIs) continue to cause preventable morbidity and mortality, but methods for tracking and ensuring consistency of CLABSI-prevention activities remain underdeveloped.MethodsWe created an integrated electronic health record solution to prompt sterile central venous catheter (CVC) insertion, CVC tracking, and timely line removal. The system embedded central line insertion practices (CLIP) elements in inserter procedure notes, captured line days and new lines, matching each with its CLIP form and feeding back compliance, and enforced daily documentation of line necessity in physician progress notes. We examined changes in CLIP compliance and form submission, number of new line insertions captured, and necessary documentation.ResultsStandard reporting of CLIP compliance, which measures compliance per CLIP form received, artificially inflated CLIP compliance relative to compliance measured using CVC placements as the denominator; for example, 99% per CLIP form versus 55% per CVC placement. This system established a higher threshold for CLIP compliance using this denominator. Identification of CVCs increased 35%, resulting in a decrease in CLABSI rates. The system also facilitated full compliance with daily documentation of line necessity.ConclusionsIntegrated electronic health records systems can help realize the full benefit of CLABSI prevention strategies by promoting, tracking, and raising the standard for best practices behavior.

This article discusses the planning, implementation, and evaluation of a deliberative public issues forum held at North Carolina State University in early 2008. The forum itself was a part of a larger university strategic planning process. In spite of tight time constraints, the planning team made a decision to tailor the forum according to principles of deliberative democracy. As a result, the focus was as much on the importance of informed public participation in the university decision-making process as it was on generating tangible action plan outcomes.
