3. Accelerated Learning Programs for Out-of-School Girls: The Impact on Student Achievement and Traditional School Enrollment

Abstract

Within the context of post-conflict DRC, we examined the impact of the Accelerated Learning Program for out-of-school girls' on student learning outcomes and traditional school enrollment. We found that the vast majority of girls advanced through the levels as expected (80%) and, on average, improved their numeracy and literacy skills. The impact on traditional school enrollment was less definitive with the percent of girls who previously attended school, as well as the age of, remaining stable over time, but there was also an increasing trend in the percent of girls who were enrolled in school until the end of the last school year.

4. Language Matters: Teacher and Parent Perceptions of Achievement Labels from Educational Tests

Abstract

Since the standards-based assessment practices required by the No Child Left Behind legislation, almost all students in the United States are "labeled" according to their performance on educational achievement tests. In spite of their widespread use in reporting test results, research on how achievement level labels are perceived by teachers, parents, and students is minimal. In this study, we surveyed teachers (N = 51) and parents (N = 50) regarding their perceptions of 73 achievement labels (e.g., "inadequate," "level 2," "proficient") used in statewide testing programs. These teachers and parents also sorted the labels according to their similarity. Using multidimensional scaling, we found labels used to denote the same level of performance (e.g., "basic" and "below proficient") were perceived to differ in important ways, including in their tone and how much achievement they convey. Additionally, some labels were perceived as more encouraging or clear than others. Teachers' and parents' perceptions were similar, with a few exceptions. The results have important implications for reporting results that encourage, rather than discourage, student learning.

Abstract

India is presently debating different nuclear strategies. However, the correspondence of these public debates to nuclear policy decisions has not been significantly investigated. It has further been claimed that India has no strategic culture or substantive defence discourse. This thesis investigates Indian nuclear strategic discourse from 1997-2009. It utilises a discourse analysis methodology, with opinion articles on Indian nuclear policy published in English-language Indian newspapers as its primary sources. It investigates the relationship of policy options as developed in strategic discourse to the following government policy decision, and the major influences on India’s nuclear policy as recognised by strategic discourse, including the role of India’s emerging nuclear force capabilities, and whether these change over the period of study. It finds that India possesses a nuclear strategic culture, primarily characterised by the organising value of nuclear minimalism. However, this organising value is more pronounced in security crisis discourses and is coming under progressively strong contestation by an alternative organising value of nuclear maximalism in peacetime doctrinal nuclear policy discourses. Strategic culture, which is produced by strategic discourse on specific policy dilemmas, has an input in the policymaking process. The first or second most popular policy option within the discourse, with a strong base of centrist political support, tends to correlate with the policy decision. India’s nuclear force capabilities have a primary, and increasingly maximalist, influence on discourses, as the third most cited influence overall in the study. These findings importantly develop research on Indian defence, discourse analysis, and strategic culture. To most efficiently safeguard India, New Delhi should recognise the resilience of nuclear minimalism as the dominant organising value of strategic culture when a crisis emerges, and apply this value to its nuclear planning in peacetime, when maximalist values obtain greater support.

Abstract

The efficacy and safety of a fixed-dose tablet containing sumatriptan succinate and naproxen sodium relative to efficacy was evaluated along with the safety of each monotherapy and placebo for the acute treatment of migraine. A single tablet of 85 mg sumatriptan plus 500 mg naproxen sodium for acute treatment of migraine resulted in more favorable clinical benefits compared with either monotherapy with an acceptable and well-tolerated adverse effect profile.

Abstract

Injuries are the leading cause of healthcare encounters and lost work days among military service members in the U.S. Armed Forces. Fractures often entail a lengthy recovery time and can affect the operational ability of both the individual and the unit. From 1 January 2003 through 31 December 2012, active component service members were diagnosed with 244,248 incident fractures (19.4 per 1,000 person-years[p-yrs]). Hand and foot/ankle fractures were the most common types. During the same surveillance period, recruit trainees were diagnosed with 18,773 incident fractures (66.0 per 1,000 p-yrs). Annual incidence rates among trainees declined 38% from 2003 to 2012. Stress fractures were the most common type in this population. From 1 January 2008 through 31 December 2012, deployed service members were diagnosed with 12,328 incident fractures (16.5 per 1,000 p-yrs). The most common sites of fracture among the deployed population were the hand, foot/ankle, and arm. Comments address preventive interventions, stress fractures in trainees, gender differences in incidence, and limitations of the study.
