3. Can Agricultural Managed Aquifer Recharge (Ag‐MAR) Recover Return Flows Under Prior Appropriation in a Warming Climate?

Groundwater return flow to streams is important for maintaining aquatic habitat and providing water to downstream users, particularly in irrigated watersheds experiencing water scarcity. However, in many agricultural regions, increased irrigation efficiency has reduced return flows and their subsequent in‐stream benefits. Agricultural managed aquifer recharge (Ag‐MAR)—where artificial recharge is conducted via irrigation canals and agricultural fields—may be a tool to recover these return flows, but implementation is challenged by water supply and water management. Using climate‐driven streamflow simulations, an integrated operations‐hydrology model, and a regional groundwater model, we investigated the potential for Ag‐MAR to recover return flows in the Henrys Fork Snake River, Idaho (USA). We simulated potential Ag‐MAR operations for water years 2023–2052, accounting for both future water supply conditions and local water management rules. We determined that Ag‐MAR operations reduced springtime peak flow at the watershed outlet by 10%–14% after accounting for return flows. Recharge contribution to streamflow peaked in July and November, increasing July–August streamflow by 6%–14% and November–March streamflow by 9%–14%. Furthermore, sites where Ag‐MAR was conducted incidental to flood irrigation had more water available for recharge, compared to sites requiring recharge rights, which are junior in priority to agricultural rights. Mean annual recharge volume for the incidental recharge sites averaged 12% of annual natural streamflow, ranged from 269 to 335 Mm3, and was largely available in April and October. We demonstrate Ag‐MAR can effectively recover groundwater return flows when applied as flood irrigation on agricultural land with senior‐priority water rights. Plain Language Summary: Some water that seeps into the ground follows underground pathways and flows into rivers. This water is called groundwater return flow and is important in water‐scarce regions. Groundwater return flow increases streamflow and provides more water to farms and fish downstream but is decreasing in many agricultural regions. Agricultural managed aquifer recharge (Ag‐MAR) may be a tool to save these return flows. Ag‐MAR uses canals and agricultural fields to artificially increase the amount of water that seeps into the ground, but conducting Ag‐MAR can be difficult during water shortages and/or due to water management rules. We investigated the possibility of using Ag‐MAR to recover return flows in the Henrys Fork Snake River, Idaho (USA), accounting for both future water supply conditions and rules that limit access to water supply. We simulated 30 years of future conditions and found that water for Ag‐MAR is largely available at sites with senior‐priority water rights. We also found that conducting Ag‐MAR reduced peak springtime streamflows by 10%–14% but increased summer streamflow by 6%–14% and winter streamflow by 9%–14%. Thus, Ag‐MAR can effectively recover groundwater return flows in our study area. 4. Natural and managed watersheds show similar responses to recent climate change

Changes in climate are driving an intensification of the hydrologic cycle and leading to alterations of natural streamflow regimes. Human disturbances such as dams, land-cover change, and water diversions are thought to obscure climate signals in hydrologic systems. As a result, most studies of changing hydroclimatic conditions are limited to areas with natural streamflow. Here, we compare trends in observed streamflow from natural and human-modified watersheds in the United States and Canada for the 1981-2015 water years to evaluate whether comparable responses to climate change are present in both systems. We find that patterns and magnitudes of trends in median daily streamflow, daily streamflow variability, and daily extremes in human-modified watersheds are similar to those from nearby natural watersheds. Streamflow in both systems show negative trends throughout the southern and western United States and positive trends throughout the northeastern United States, the northern Great Plains, and southern prairies of Canada. The trends in both natural and human-modified watersheds are linked to local trends in precipitation and reference evapotranspiration, demonstrating that water management and land-cover change have not substantially altered the effects of climate change on human-modified watersheds compared with nearby natural watersheds.

9. Water and Energy Sector Vulnerability to Climate Warming in the Sierra Nevada: Water Year Classification in Non-Stationary Climates

- Abstract
This paper explores the sensitivity of water indexing methods to climate change scenarios to better understand how water management decisions and allocations will be affected by climate change. Many water management decisions, such as environmental flow requirements and water supply allocations, are based on numerical “water year type” designations. Water year type designations vary by region and index, but most are defined by some measure of runoff in the current water year compared to average historical runoff, with numerical thresholds categorizing year types. Climate change is anticipated to alter the timing and volume of runoff, and change the relative frequency of water year types as presently defined. California’s Sacramento Valley and San Joaquin Valley Indices are used as a case study to examine climatic changes. These indices provide a framework for allocating and transferring water among users. Streamflow estimates for 1951–2099 from the climate-forced Variable Infiltration Capacity hydrologic model are used to estimate potential changes in runoff and water year type frequency, using six global circulation models for the A2 and B1 emissions scenarios. Results vary by emissions scenario and global circulation model, but indicate that critically dry water years in the Sacramento Valley and San Joaquin Valley are expected to be about 8 percent and 32 percent more likely by the latter half of the twenty-first century, respectively, if water year type definitions remain unchanged. If current water year type thresholds are maintained, more years will be classified as dry and less water will be allocated for environmental outflows, perhaps failing to provide adequate hydrologic variability to support species, habitats, and ecosystems. If thresholds are redefined to reflect the historical distribution of year types, the burden of climate change falls to consumptive users and water exporters. This case study illustrates how water policy and allocation frameworks were designed assuming climatic stationarity, and that adapting water policy (or maintaining the status quo) affects which users bear the burden of climate change.

10. Managing California’s Water: Insights from Interviews with Water Policy Experts

This paper presents insights from interviews with over 100 California water policy experts, who answered open-ended questions regarding California’s long-term water policy challenges and potential solutions. Interviews were conducted in the spring and summer of 2010, and interviewees were selected from a range of sectors and regions within California. Top long-term policy problems cited include management of the Sacramento–San Joaquin Delta, dysfunctional institutions and water governance, unsustainable water supplies and flood management, poor environmental protection, and problems with water rights and valuing water. In addition to a range of specific management solutions, respondents emphasized the importance of public education, incentivized cooperation, more holistic water management, local innovation, and removal of regulatory obstacles as primary solutions to California’s long-term water challenges. There was little emphasis on new surface storage projects, except from politicians. Other respondents preferred local and regional approaches to improve water supply, such as conservation, groundwater banking, recycling, or stormwater management. Despite differences in opinion on the problems with implementation of the Endangered Species Act, there was broad agreement that environmental management approaches need to shift away from single-species, piecemeal approaches toward ecosystem-based, multi-species approaches.

In this paper we review the improper and proper conditional autoregressive (CAR) models. A set of spatially correlated Gaussian random effects are assumed. The CAR model which contains components from both the uncorrelated heterogeneity (UH) and correlated heterogeneity (CH) models, have been applied to the South African acute pericarditis 2014 data set, where a Poisson model is used. Acute pericarditis is caused by an inflammation of the pericardium in the heart. The data set has been used to examine whether there is a significant difference between the proper conditional autoregressive prior and the intrinsic conditional autoregressive prior for the correlated heterogeneity component in a convolution model. Both the hyperpriors of the precision for the uncorrelated heterogeneity components were modelled by using the Jeffreys’ prior. The sensitivity of the hyperprior has also been investigated. The deaths from this disease in 2014 in South Africa have been considered, where disease maps and the relative risk of acquiring and dying from acute pericarditis have been investigated, as well as the standardised mortality ratio (SMR). The convergence and burn-in period of the models were assessed by the Brook-Gelman-Rubin (BGR) diagnostic. The deviance information criterion (DIC) was used to assess the models.

Utah’s Great Salt Lake is a treasured resource, yet dedicated flows have not been established to preserve the economic, ecological, and cultural values that the lake provides. Utah’s prior appropriation law allocates water rights based on time of first use, meaning agricultural water uses typically have senior rights. Utah’s Water Banking Act, which was adopted in 2020, presents an opportunity to reallocate some water to the environment within existing appropriative rights water law.Under the act, water users can create local water banks to temporarily lease water. Leased water can be used for various purposes, including environmental or agricultural uses. Water banking under the act allows right holders to lease some or all of their water and, crucially, protects banked water rights from forfeiture. Additionally, the water and money from leases remain in the local watershed. Water banking presents an opportunity to flexibly manage water and help preserve the dwindling Great Salt Lake. This analysis estimates the volume of water that could be delivered to Great Salt Lake and the lake’s water level based on wet-year water banking in Utah’s Cache Valley.

Biased perspectives of fisheries researchers may hinder scientific progress and effective management if limiting factors controlling productivity go unrecognized. We investigated whether river and lake researchers used different approaches when studying salmonid production and whether any differences were ecologically supported. We assessed 564 peer- reviewed papers published between 1966 and 2012 that studied salmonid production or surrogate variables (e.g., abundance, growth, biomass, population) and classified them into five major predictor variable categories: physical habitat, fertility (i.e., nutrients, bottom-up), biotic, temperature, and pollution. The review demonstrated that river researchers primarily analyzed physical habitat (65% of studies) and lake researchers primarily analyzed fertility (45%) and biotic (51%) variables. Nevertheless, understudied variables were often statistically significant predictors of production for lake and river systems and, combined with other evidence, suggests that unjustified a priori assumptions may dictate the choice of independent variables studied. Broader consideration of potential limiting factors on fish production, greater research effort on understudied genera, and increased publication in broadly scoped journals would likely promote integration between lentic and lotic perspectives and improve fisheries management. Les perspectives biaisees de chercheurs du domaine des peches pourraient faire entrave a des avancees scientifiques et a une gestion efficace, si cela devait se traduire par la non-reconnaissance de facteurs qui limitent la productivite. Nous avons verifie si les chercheurs travaillant en riviere, d'une part, et en lac, d'autre part, utilisent des approches differentes pour etudier la production de salmonides et si certaines differences sont appuyees par des considerations ecologiques. Nous avons examine 564 articles evalues par des pairs publies de 1966 a 2012 et portant sur la production de saumons ou des variables substitutives (p. ex. abondance, croissance, biomasse, population) et les avons classes selon cinq grandes categories de variables explicatives, soit celles reliees a l'habitat physique, a la fertilite (c.-a-d. nutriments, effet ascendant), au biote, a la temperature et a la pollution. Cet examen demontre que les chercheurs travaillant en riviere analysent principalement l'habitat physique (65% des etudes), alors que les chercheurs travaillant en lac analysent principalement des variables associees a la fertilite (45%) et au biote (51%). Cela etant, des variables sous-etudiees constituent souvent des variables explicatives statistiquement significatives de la production de systemes lacustres et fluviaux ce qui, combine a d'autres observations, semble indiquer que des hypotheses a priori non justifiees pourraient dicter le choix des variables independantes etudiees. Generalizable methods that identify suitable aquatic habitat across large river basins and regions are needed to inform resource management. Habitat suitability models intersect environmental variables to predict species occurrence, but are often data intensive and thus are typically developed at small spatial scales. This study estimated mean monthly aquatic habitat suitability throughout Utah (USA) for Bonneville Cutthroat Trout (Oncorhynchus clarkii utah) and Bluehead Sucker (Catostomus discobolus) with publicly available, geospatial datasets. We evaluated 15 habitat suitability models using unique combinations of percent of mean annual discharge, velocity, gradient, and stream temperature. Environmental variables were validated with observed conditions and species presence observations to verify habitat suitability estimates. Stream temperature, gradient, and discharge best predicted Bonneville Cutthroat Trout presence, and gradient and discharge best predicted Bluehead Sucker presence. Simple aquatic habitat suitability models outperformed models that used only streamflow to estimate habitat for both species, and are useful for conservation planning and water resources decision‐making. This modeling approach could enable resource managers to prioritize stream restoration across vast regions within their management domain, and is potentially compatible with water management modeling to improve ecological objectives in management models. 45. Water Development, Consumptive Water Uses, and the Great Salt Lake

Great Salt Lake (GSL) covers 5500 km2 (2100 mi2) at its unimpacted elevation and is the eighth largest saline lake in the world. Its highly productive food web supports millions of migratory birds and the economic value of the lake is estimated at $1.5 billion US dollars in 2019. Droughts and wet cycles have caused huge fluctuations in lake level, area, and salinities, and this variation has masked anthropogenic impacts. Recent work, however, has determined that consumptive water uses in the watershed have depleted inflows by approximately 39%, with 63% used by agriculture, 11% by cities, 13% by solar ponds, and 13% by other uses. This has lowered the lake by 3.4 m, decreased its area by 51%, and reduced its volume by 64% as of 2019. Projected water development of the lake’s primary tributary could lower the lake approximately 1.5 m more. Climate change, to date, has not noticeably influenced lake level. Per capita water use in Utah is the second highest in the nation and is 2.6-fold higher than other semiarid nations. Potential solutions exist to reduce consumptive water uses and stabilize or increase the GSL water level. Water conservation is likely the most economical solution, with permanently mandated water cutbacks costing $14–96 million ($5–32 per person). Water conservation paired with water markets reduce costs further, costing between $2 and $16 per person. Descriptions of potential solutions to reduce consumptive water uses and stabilize GSL level are a starting point to encourage discussion. Strategies have yet to be prioritized or thoroughly evaluated. Quantifying water diversions from rivers that feed GSL and consumptive water uses will allow Utahns to make defensible decisions to manage water resources and the lake’s biology for long-term ecological, recreational, and economic benefit.

More than 5 million people live near Lake Urmia in northwestern Iran, one of the world's largest hypersaline lakes. Over the past two decades, the lake has lost 95% of its volume, lake level has dropped more than 7 m, and lake restoration has gained widespread interest. The government seeks a uniform "ecological" target lake level of 1274.1 m above sea level to lower salinity below 240 gL-1 and recover brine shrimp (Artemia spp.) and flamingos (Phoenicopterus roseus). We have synthesized over 40 years of available data, defined 8 ecosystem services for human health, water quality, ecology, recreation, and economy (Box 1), and related each service to lake levels with uncertainties (Box 2).

Saline lakes are drying worldwide and there is widespread interest to restore them as the costs of lake desiccation can decimate adjoining economies and ecosystems. Here we synthesize 40 years of the available experimental, field, satellite, and model data for Lake Urmia in northwest Iran, which once was one of the world’s largest hypersaline lakes. We use the noisy data to define 10 restoration objectives for dust control, salinity, ionic composition, brine shrimp (Artemia spp.) survival, greater flamingo (Phoenicopterus roseus) abundance, island separation from each other and the mainland, connection between the north and south arms of the lake, recreational access, and agricultural benefits. We relate each objective to lake level and find: 1) The current government-set ecological lake restoration level of 1274.1 m above sea level is insufficient to reach a salinity target of 240 g/L nor is the salinity target sufficient to recover brine shrimp (Artemia spp.) and flamingos. A higher lake level may be needed. 2) Lake ecosystem services do not converge neatly to a single lake level as the ecological target of 1274.1 m implies. Instead, managers should identify the range of lake levels that maintain multiple ecosystem services. 3) Identifying a range of lake levels will offer managers of Lake Urmia and other international saline lakes flexibility to adopt and adapt their water allocation, agricultural development, and restoration strategies over time as they learn more about the lake system.
