Ovaj rad je pokušaj produbljivanja i razjašnjavanja rasprostranjenosti fenomena siromaštva tijekom pandemije COVID-19. Aktualna pandemija u ovom trenutku predstavlja veliki izazov za svjetsko gospodarstvo i stavlja nositelje ekonomske i socijalne politike pred nimalo jednostavne odluke.Vrlo je teško izmjeriti stvarne učinke pandemije COVID-19 na globalnu ekonomiju (misli se prije svega na razinu proizvodnje, zaposlenost, sigurnost hrane, međunarodnu trgovinu itd.), a time i na stope i granice siromaštva. Rezultati istraživanja pokazali su da su, za razliku od nedavne globalne financijske krize, trenutna pandemija i trenutna zdravstvena kriza utjecale na sva gospodarstva svijeta - posebice s aspekta siromaštva i životnog standarda. Rezultati istraživanja mogu pomoći kreatorima ekonomske i socijalne politike pri osmišljavanju strategija za smanjenje., This paper is an attempt to obtain and explain the prevalence of poverty at the time of the COVID-19 pandemic. The current pandemic poses a great challenge to the world economy and makes not at all simple decisions for economic and social policy makers. It is very difficult to measure the real impact on the global economy of the COVID-19 pandemic (meaning primarily the level of production, employment, food security, international trade, etc.), and therefore the poverty rates and lines. The results of the research showed that, contrary to the recent global financial crisis, the current pandemic and the current health crisis have affected all the world's economies - especially with aspects of poverty and living standards. The results of the research can help economic and social policy makers in designing a poverty reduction strategy.

In every country due to fiscal decentralization, revenue sources for local government units vary. Therefore, the goal of local government is to create an efficient business environment by increasing domestic and foreign investment, employment, and quality of life. Local government units play an important role in providing of public services and goods to citizens. Unfortunately, they have less revenue and expenditure autonomy than regional government. Therefore, the aim of this paper is to present the trends and the level of financing of public investment by local government. The results of the analysis show that there are significant differences in the trends and levels of local government public investment across countries. Moreover, this analysis could serve as a basic tool for improving the economic, social or environmental development of local government units.

This paper discusses the organisational performance of non-profit institutions of lifelong learning and analyses factors constituting performance of non-profit institutions and educational institutions in particular, as well as the level and structure of performance of these institutions. The verification of the research goals is based on the review of literature, which identifies the specific factors of non-profit educational institutions. On the basis of previous research, a valid research instrument, used to measure performance of institutions of lifelong learning, was created. The level and structure of organisational performance of non-profit educational institutions and the verification of research goals are empirically analysed on a random sample of Croatian institutions. It is believed that the research results can assist managers of educational institutions in creating a strategy, leading to the better organisational performance.

It has been established that the absence of harmonization of the education system with the labor market, in terms of exit competencies, generates overall and structural unemployment. Accompanying Croatia’s accession to the European Union, efforts are undertaken to endorse entrepreneurial competence as the key for promoting economic growth and fostering competitiveness. Entrepreneurial competence does not only support the growth of new businesses, but also encourages entrepreneurial mindset and a more efficient use of creative potential, as well as existing knowledge and skills. As a consequence, there is an increasing interest in the development of educational programs which encourage and foster entrepreneurial competence. In order to assess the significance of entrepreneurial competence as an outcome of higher education, and specify the factors which determine its acquisition, an empirical research by means of a questionnaire and a standardized test was carried out with a sample of 324 students of Josip Juraj Strossmayer University in Osijek. Descriptive, univariate statistics, a bivariate analysis, as well as a multivariate data analysis were put into use as analysis tools. The results indicate that higher levels of entrepreneurial competence increase the propensity towards entrepreneurial behavior, as well as the probability of starting own business. According to the results of this research, students with experience in non-formal education, as well as those who come from entrepreneurial families demonstrate higher levels of entrepreneurial competence. The research found that teaching at higher education institutions does not contribute significantly to the development of entrepreneurial competence, and that learning from experience has a significant role in fostering entrepreneurial competence. This paper compliments the solutions to the problem of growing unemployment in the national economies by highlighting the need for changes in the educational activities, i.e. defining entrepreneurial competence as an outcome of higher education, and thus contributing to achieving sustainable economic development.

The traditional role of accountants, recording of business transactions and bookkeeping are increasingly changing. Due to fast changes, both in accounting and legislation, accountants have become a source of information to their clients, leading to changes in the services they provide. Having information on company performance, financial reports and the ways in which these reports are developed, they can influence processes of decision making in business – from decisions about employment opportunities to decisions about purchasing new technology. However, in spite of this, company owners rarely involve accountants in decision making processes. One of the reasons for this can be found in accountants’ orientation toward quantity data about the company and the owner. The aim of this paper is to test the hypothesis about the ways in which business operations of a company are perceived from the accountants’ point of view. It is assumed that accountants’ perceptions are based solely on financial and quantity indicators, thus neglecting the influence and importance of quality information. Exactly this fact presents an important piece of knowledge about the inability of accountants to position themselves and expand to the consulting services market. In this paper a scenario-based study with the sample of 126 companies will be used to show that neither accountants nor company owners see accountants in the role of a consultant.

Mala i srednja poduzeća predstavljaju srž konkurentnosti i razvoja svakog gospodarstva, no upravo zbog svoje veličine izloženi su različitim problemima koji su posebno vidljivi zadnjih nekoliko godina pogođenih recesijom. Nedostatak resursa, birokracija, neplaćena potraživanja, nemogućnost ulaganja u edukaciju i usavršavanje djelatnika te nedovoljna izvozna orijentacija samo su neki od tih problema. Hrvatska mala i srednja IT poduzeća većinom su izvoznici softvera, zbog čega većina nije osjetila prave posljedice recesije. IT djelatnost omogućava poduzećima plasiranje proizvoda bilo gdje u svijetu, jednostavnije pronalaženje investitora, ostvarivanje rasta i stvaranje novih radnih mjesta. Ova poduzeća rastu znatno brže od malih i srednjih poduzeća u ostalim djelatnostima zbog ugovaranja poslova velike vrijednosti i napretka tehnologije. No upravo brzina rasta, pogotovo ukoliko je nekontrolirana, može izazvati značajne probleme IT malim i srednjim poduzećima u područjima upravljanja promjenama, upravljanja sve većim brojem djelatnika i upravljanja inovacijama. Izazovi upravljanja rastućim poduzećima zahtijevaju i od voditelja i od djelatnika posjedovanje i izgradnju specifičnih vještina koja će omogućiti poduzeću da njihov rast bude stabilan, dugoročan i održiv. Ovaj rad naglašava važnost posjedovanja poduzetničkih vještina za uspješno upravljanje i stvaranje održivog rasta malih i srednjih poduzeća, s posebnim naglaskom na IT poduzeća u kojima većina voditelja i djelatnika posjeduje isključivo informatičku naobrazbu. Metodologija, korištena kako bi se identificirale poduzetničke vještine koje mogu unaprijediti i osigurati uspješno vođenje i dugoročno održiv rast malih i srednjih IT poduzeća, temelji se na teorijskom pregledu i kvalitativnom istraživanju. Svrha istraživanja, metodom intervjua i upitnika, je ispitati deset hrvatskih IT poduzeća i analizirati vezu između (ne)posjedovanja poduzetničkih vještina i uspješnosti vođenja IT poduzeća i snalaženja u turbulentnom poslovnom okruženju s kojim se suočava brzorastuća IT industrija. Analiza rezultata istraživanja pokazuje kako uska specijalizacija i nedostatak poduzetničkih vještina kod voditelja IT poduzeća vodi ka nekontroliranom rastu poduzeća i nesnalaženju u promjenama koje taj rast sa sobom nosi.

Istraživanja iz područja skeniranja okruženja ukazuju na nedovoljnu iskorištenost informacijskog kapaciteta zaposlenika na svim organizacijskim razinama o promjenama u okruženju. Cilj ovog rada je ukazati na ključna područja djelovanja managementa u području organizacijskog dizajna s ciljem decentralizacije procesa skeniranja okruženja i povećanja učećeg kapaciteta poduzeća na svim organizacijskim razinama.
