In Article 222 of Law Number 7 of 2017 concerning General Elections, it has caused problems because it has set the threshold for nomination of the president and his deputy. In the enactment of the law, an application for judicial review has been submitted to the Constitutional Court. But in its ruling, the Constitutional Court rejected the application. The Court considered that Article 222 is constitutional and the threshold is not a discriminatory Article, as it does not have the potential to eliminate alternative presidential candidates. However, this article argues that the candidacy for the president and his deputy will be done by the same person. This research uses normative juridical research methods with a focus on the study of the existence of Norm Conflicts between Constitutional Court Decision Number 54 / PUUXVI / 2018 concerning the testing of Law Number 7 of 2017 concerning General Elections against the 1945 Constitution of the Republic of Indonesia. In addition, this article also gives the opinion that attempts to increase participation and qualities its leader has to call themselves (the right to be candidate) have been limited by the presidential threshold regulation. This is because this provision has injured the meaning of citizen’s freedom to be used by people and as the state guarantee by the constitution. This article suggests that the application of the presidential threshold should be abolished, because it is not in accordance with the presidential system in Indonesia., Dalam Pasal 222 Undang-Undang Nomor 7 Tahun 2017 tentang Pemilihan Umum, telah menimbulkan permasalahan karena telah mengatur ambang batas pencalonan presiden beserta wakilnya. Dalam pemberlakuan undang-undang tersebut, telah diajukan permohonan judicial review kepada Mahkamah Konstitusi. Namun dalam putusannya, Mahkamah Konstitusi menolak permohonan tersebut. Pihak Mahkamah menimbang bahwa Pasal 222 tersebut konstitusional dan ambang batas bukanlah pasal diskriminatif, karena tidak berpotensi menghilangkan pasangan capres dan cawapres alternatif. Namun, artikel ini berpendapat bahwa pencalonan presiden dan wakilnya akan dilakukan oleh orang yang itu-itu saja. penelitian ini menggunakan metode penelitian yuridis normatif dengan fokus kajian terhadap adanya konflik norma antara Putusan Mahkamah Konstitusi Nomor 54/PUUXVI/2018 tentang pengujian Undang-Undang Nomor 7 Tahun 2017 tentang Pemilihan Umum terhadap Undang-Undang Dasar Negara Republik Indonesia Tahun 1945. Selain itu, artikel ini juga membeberkan pendapat jika usaha untuk meningkatkan partisipasi dan kualitas pemimpinnya hak untuk mencalonkan diri (the right to be calndidalte) telah dibatasi melalui peraturan presidential threshold. Hal ini dikarenakan ketentuan ini telah mencederai makna kebebasan warga negara untuk membangun masyarakat dan negara yang dijamin konstitusi. Artikel ini menyarankan supaya penerapan presidental threshold harus dihapuskan, karena tidak sesuai dengan sistem presidensial di Indonesia.

Bangunan silo adalah tempat penyimpanan yang berfungsi menyimpan material granular. Bangunan Silo Semen Teluk Bayur merupakan salah satu bangunan industri dari PT Semen Padang yang berfungsi sebagai tempat penyimpanan semen curah sebelum didistribusikan. Struktur Silo Semen Teluk Bayur yang dibangun pada tahun 1996 menggunakan sistem dinding prategang tanpa struktur kolom. Bangunan Silo Semen Teluk Bayur dirancang oleh PT Partono Fondas dengan menggunakan standar dan peraturan terdahulu. Standar dan peraturan yang digunakan PT Partono Fondas pada desain bangunan Silo Semen Teluk Bayur menggunakan SKBI-1.3.53.1987, SKSNI-T-15-1991-03, dan PPTGIUG 1983. Berdasarkan perhitungan rencana pada elemen struktur Silo Semen Teluk Bayur, telah ditetapkan dimensi struktur silo meliputi tebal dinding silo bottom diambil 1000 mm, tebal dinding atas silo diambil sebesar 400 mm, tebal dinding cone silo diambil sebesar 600 mm, ring balok diambil sebesar 1000 x 1000 mm, dan tebal pelat penutup atap silo diambil sebsar 150 mm. Material beton bertulang menggunakan mutu beton fc' 36,4 Mpa dan mutu baja tulangan fy 240 Mpa (tulangan polos) dan fy 400 Mpa (tulangan berulir). Analisis struktur diperlukan untuk mengetahui elemen struktur silo masih kuat dan layak sesuai standar dan peraturan terbaru. Analisis struktur Silo Semen Teluk Bayur menggunakan standar dan peraturan meliputi SNI 1727:2020, SNI 1726:2019, SNI 7833:2012 dan Handbook of Concrete Engineering. Pemodelan dan analisa struktur dibantu dengan menggunakan aplikasi SAP2000. Beban yang bekerja pada silo meliputi beban mati, beban hidup, beban akibat material tersimpan, beban gempa, dan beban angin. Pengecekan struktur yang dilakukan berupa kontrol periode alami struktur, perhitungan gaya prategang dan kehilangan gaya prategang, kontrol lendutan pelat akibat gaya prategang, pengecekan kekuatan prategang terhadap momen radial, dan analisa simpangan silo. Setelah itu juga dilakukan analisis kapasitas dinding prategang silo meliputi kontrol tegangan dinding dan analisis baja tulangan. Dari hasil analisis struktur silo secara keseluruhan, Silo Semen Teluk Bayur PT Semen Padang masih cukup kuat untuk menahan beban kerja. The construction of the Industrial Engineering Department building is an effort to support the educational infrastructure at Andalas University. However, the building construction process was stopped because the contractor had terminated the contract (breach of contract) and it took a long time to continue the construction. Before that, a structural evaluation of the building structure should be conducted due to the update of the building standards. In this study, the structural evaluation was carried out by analyzing and modelling the building using ETABS v.18 software, as well as loading analysis on the building regarding current Indonesian building standards such as SNI 1726-2019 for earthquake resistance building design, SNI 2847-2019 for requirements of the structural concrete building and SNI 1727-2020 for building minimum design loads. The results of the analysis show that several structural beams did not have a strong enough capacity to withstand the working loads, where the ultimate moment and shear values due to the influence of acting loads were more than the nominal moments and shear values. Retrofitting of the weak structural beams using the CFRP wrapping method was recommended to improve the structural capacity of the building.

The purpose of this study was to determine the students' mathematical understanding ability in understanding social arithmetic material in terms of high, medium, and low levels, to find out what errors were experienced by students in solving problems of mathematical understanding ability, and to determine the factors that caused students to often make mistakes on ability questions. Mathematical understanding in Capita Selecta Mathematics courses. The type of research used is descriptive quantitative research. The subjects in this study were level I students of the mathematics education study program in Cianjur Regency for the 2019/2020 academic year. Tests and interviews are used as data collection techniques. The instruments used are a test of mathematical understanding ability and indirect interviews. The results of the students' mathematical understanding ability test in understanding social arithmetic material in terms of high, medium, and low-level abilities show that students still make mistakes in solving mathematical understanding problems on social arithmetic problems, both students with high, medium, and low criteria. While the mistakes that are often experienced by dominant students make errors using data, besides that, some students still have conceptual and technical errors, and the main factors causing students to make mistakes are lack of accuracy and difficulty in understanding what is contained in the questions.
