The article focusses on the question of whether Zimbabwe’s local units of public management are substitutable. The question is asked considering Zimbabwe’s present heightened national government emasculation of lawfully designated local authorities’ powers and tasks. Water supply and sanitation, solid waste management, road construction and maintenance, healthcare, motor vehicle registration and licensing are just a few of the examples of local functions the national level has allocated to national agencies it directly controls over the past few years. Given this background, the article sought to explore through structured documentary analysis acceptability of the national level’s substitution of the local units of public governance in service delivery. Crucially, the engagement revolves around the fundamental policy issue of protecting the autonomy of the local units. Among others, the article finds that the local sphere of government is rooted in rich philosophies, theories and legal protections that make it indispensable in the country’s governmental system even as it is constantly encountering brutal assault seemingly designed to bring it into the orbit of national government; tamed, subdued and emasculated.

Despite recent popularization and widespread use in modern electronic devices, LiDAR technology remains expensive for research purposes, in part due to the very high performance offered by commercially available LiDAR scanners. However, such high performance is not always needed, and the expensive price ends up making LiDAR scanners inaccessible for research projects with reduced budget, such as those in developing countries. Here we designed and built a simple ground-based LiDAR scanner, with performance sufficient to fulfil the requirements for a variety of ecological research projects, while being cheap and easy to build. We managed to assemble a LiDAR scanner under 400 USD (as of 2021), and it is simple enough to be built by personnel with minimal engineering background. We also demonstrated the quality of the resulting point clouds by scanning a test site and producing some common LiDAR products. Although not adequate for mapping large area due to its limited range, our LiDAR design is open, customizable, and can produce adequate results while costing ~1% of "low-cost" scanners available in the market. As such, our LiDAR scanner opens a world of new opportunities, particularly for projects in developing countries.

AbstractIn an effort to address the decline in maize productivity, the government of Zimbabwe in 2016/17 endorsed a special program for input support named command agriculture scheme (CAS). Against this background, the study questioned the beneficiaries’ technical efficiency and factors that influence farmers to gravitate towards the frontier using Chegutu and Zvimba districts of Zimbabwe as case studies. The study used a cross-sectional survey of 240 households randomly selected through a three-stage multiple-sampling procedure. The single-stage modelling stochastic frontier approach was applied to assess technical efficiency of A1 smallholder command agriculture maize farmers. The study revealed that A1 smallholder command agriculture maize farmers in Chegutu and Zvimba districts were technically efficient at 85% and 94%, respectively. The major determinants of technical efficiency were basal fertilizer, labour, area allocated to maize production and topdressing fertilizer which all indicated a positive relationship. The main determinants of technical inefficiency were age, maize farming experience, level of education, marital status, occupation status and other sources of income. Results further revealed that farmers from Chegutu district had increasing returns to scale (1.43) while farmers from Zvimba district had decreasing returns to scale (0.54). The study therefore argues that despite the observed high technical efficiencies, Chegutu farmers could bridge their 15% gap between the observed output and the frontier output by focusing more on input usage with increasing returns to scale while Zvimba farmers could bridge their 6% gap by focusing more on socio-economic drivers of technical inefficiency given their decreasing returns to scale.

Background: Many developing countries are experiencing many financial management and control challenges such as corruption, fraud and misappropriation of public funds. In South Africa, municipalities are among the most affected public institutions. Aim: This article investigated factors impeding the successful implementation of oversight mechanisms meant to promote accountability, with specific reference to South African municipalities. Methods: A qualitative research methodology approach was used, and an extensive review of literature and key policy documents and reports was conducted. Results: The findings revealed the following factors as impeding the implementation of oversight mechanisms in South African municipalities: ineffective internal control tracking, Auditor General’s limitations to regularly make progress checks on recommendations made, nepotism in municipal appointments, futile audit committees and management’s inability to enforce consequences. Conclusion: In the process, this article recommended that municipalities should adopt a radical metamorphosis through greater accountability measures, strengthened monitoring and evaluation mechanisms and improved leadership and accountability. Contribution: This article proposed options for improving the effectiveness of oversight mechanisms at local spheres of government in developing nations such as South Africa. Furthermore, in general, this article contributed to literature on local government oversight mechanisms and local government performance in South Africa.

Background: With technology now being embedded in almost every business, it can be argued that the advancement in technologies has brought the world at the cusp of the Fourth Industrial Revolution (4IR). This article, focuses on developing countries, with specific reference to South Africa. Competition in the provision of goods and services, as well as constant changes in the preferences of customers, has resulted in the need for the public service to come up with novel skills and strategies in the use of modern technologies aimed at improving service delivery. Aim: Firstly, the article identifies the critical drivers for advanced technological changes, and the opportunities and challenges of embracing the 4IR. Secondly, it makes suggestions on how South Africa’s public service can enhance its preparedness to embrace technological changes in order to harness the opportunities and mitigate the impact of the 4IR. Methods: The study followed a qualitative approach, using secondary documents, analysing and providing insight on embracing the 4IR in the public service. Results: This study established that South Africa is amongst the countries that have not yet fully embraced the digital transformation of the economy. The public service should utilise technology to help solve service delivery challenges. Employees need to possess relevant skills to enhance service delivery. Conclusion: The article concludes that comprehensive and robust education, including training and development programmes suitable for the public service, needs to be developed, in keeping with the 4IR’s requisite skill requirements. The government needs to align its human-resource policies to the 4IR.

Although satellite retrievals and data assimilation have progressed to where there is a good skill for monitoring maritime Aerosol Optical Depth (AOD), there remains uncertainty in achieving further degrees of freedom, such as distinguishing fine and coarse mode dominated species in maritime environments (e.g., coarse mode sea salt and dust versus fine mode terrestrial anthropogenic emissions, biomass burning, and maritime secondary production). For the years 2016 through 2019, we performed an analysis of 550 nm total AOD550, fine mode AOD (FAOD550; also known as FM AOD in the literature), coarse mode AOD (CAOD550), and fine mode fraction (η550) between Moderate Resolution Spectral Imaging Radiometer (MODIS) V6.1 MOD/MYD04 dark target aerosol retrievals and the International Cooperative for Aerosol Prediction (ICAP) core four multi-model consensus (C4C) of analyses/short term forecasts that assimilate total MODIS AOD550. Differences were adjudicated by the global shipboard Maritime Aerosol Network (MAN) and selected island AERONET sun photometer observations with the application of the spectral deconvolution algorithm (SDA). Through a series of conditional and regional analyses, we found divergence included regions of terrestrial influence and latitudinal dependencies in the remote oceans. Notably, MODIS and the C4C and its members, while having good correlations overall, have a persistent +0.04 to +0.02 biases relative to MAN and AERONET for typical AOD550 values (84th% < 0.28), with the C4C underestimating significant events thereafter. Second, high biases in AOD550 are largely associated with the attribution of the fine mode in satellites and models alike. Thus, both MODIS and C4C members are systematically overestimating AOD550 and FAOD550 but perform better in characterizing the CAOD550. Third, for MODIS, findings are consistent with previous reports of a high bias in the retrieved Ångström Exponent, and we diagnosed both the optical model and cloud masking as likely causal factors for the AOD550 and FAOD550 high bias, whereas for the C4C, it is likely from secondary overproduction and perhaps numerical diffusion. Fourth, while there is no wind-speed-dependent bias for surface winds −1, the C4C and MODIS AOD550s also overestimate CAOD550 and FAOD550, respectively, for wind speeds above 12 m/s. Finally, sampling bias inherent in MAN, as well as other circumstantial evidence, suggests biases in MODIS are likely even larger than what was diagnosed here. We conclude with a discussion on how MODIS and the C4C products have their own strengths and challenges for a given climate application and discuss needed research.

Polar clouds are, as a consequence of the paucity of in situ observations, poorly understood compared to their lower latitude analogs, yet highly climate-sensitive through thermal radiation emission. The prevalence of Thin Ice Clouds (TIC) dominates in cold Polar Regions and the Upper Troposphere Lower Stratosphere (UTLS) altitudes. They can be grouped into 2 broad categories. The first thin ice cloud type (TIC1) is made up of high concentrations of small, non-precipitating ice crystals. The second type (TIC2) is composed of relatively small concentrations of larger, precipitating ice crystals. In this study, we investigate the ability of a developmental version of the Canadian Regional Climate Model (CRCM6) in simulating cold polar-night clouds over the Arctic Ocean, a remote region that is critical to atmospheric circulation reaching out to the mid-latitudes. The results show that, relative to CloudSat-CALIPSO vertical profile products, CRCM6 simulates high-latitude and low spatial frequency variations of Ice Water Content (IWC), effective radius (re) and cooling rates reasonably well with only small to moderate wet and dry biases. The model can also simulate cloud type, location, and temporal occurrence effectively. As well, it successfully simulated higher altitude TIC1 clouds whose small size evaded CloudSat detection while being visible to CALIPSO.

Abstract Background Herein we describe the history, design, and rationale of the new Childhood Arthritis and Rheumatology Research Alliance (CARRA) Registry and present the characteristics of patients with juvenile idiopathic arthritis (JIA) enrolled in the first 12 months of operation. Methods The CARRA Registry began prospectively collecting data in the United States and Canada in July 2015 to evaluate the safety of therapeutic agents in persons with childhood-onset rheumatic disease, initially restricted to JIA. Secondary objectives include the evaluation of disease outcomes and their associations with medication use and other factors. Data are collected every 6 months and include clinical assessments, detailed medication use, patient-reported outcomes, and safety events. Follow-up is planned for at least 10 years for each participant and is facilitated by a telephone call center. Results As of July 2016, 1192 patients with JIA were enrolled in the CARRA Registry at 49 clinical sites. At enrollment, their median age was 12.4 years old and median disease duration was 2.6 years. Owing to preferential enrollment, patients with systemic JIA (13%) and with a polyarticular course (75%) were over-represented compared to patients in typical clinical practice. Approximately 49% were currently using biologic agents and ever use of oral glucocorticoids was common (47%). The CARRA Registry provides safety surveillance data to pharmaceutical companies to satisfy their regulatory requirements, and several independently-funded sub-studies that use the Registry infrastructure are underway. Conclusion The new CARRA Registry successfully enrolled nearly 1200 participants with JIA in the first 12 months of its operation. Sustainable funding has been secured from multiple sources. The CARRA Registry may serve as a model for the study of other uncommon diseases.

Whether corporations voluntarily reduce their negative impacts on the environment and society depends upon management advocacy. As future corporate leaders, accounting students will have a critical advocacy role, but they have been taught that shareholder value should not be sacrificed to reduce the externalized environmental and social costs caused by corporations. We believe accounting students are unable to break through the shareholder value maximization doctrine without understanding threshold concepts of corporate externalized costs and revised conceptualizations of corporate ownership and corporate governance. This paper proposes a new Environmental, Social, and Governance (ESG) Learning Model that accounting instructors can employ to understand the threshold concepts. Threshold concepts are reconstitutive and fundamentally change students' worldviews so that new understandings may emerge and advocating for ESG initiatives becomes possible. The paper concludes with instructional strategies aligned with three pedagogical modalities to help students absorb the ESG threshold concepts.

Poor spikelet fertility under low temperature (LT) stress during anthesis limits the possibility of high yield potential in indica–japonica hybrid rice, leading to reduced stability of grain yield. However, the cause for it is still unclear. In this study, three indica–japonica hybrid rice cultivars, Yongyou9, Yongyou17 (both cold sensitive), and Yongyou538, and one japonica inbred rice cultivar, Zhejing88 (cold tolerant), were grown under LT (17°C) and ambient temperature (AT) (25°C) during anthesis to test for their response with respect to spikelet fertility, pollen germination, and spikelet flowering. The results indicated that LT resulted in lower spikelet fertility in cold-sensitive cultivars than in cold-tolerant cultivars. Spikelet fertility was highly correlated with pollen germination on the stigma. The number of pollen grains and germinated pollen were higher in cold-tolerant cultivars than in cold-sensitive cultivars. Pollen fertility and pollen diameter were also higher in cold-tolerant cultivars, although the latter could achieve a high number of spikelets at anthesis in flowering patterns throughout the duration of LT stress. There were significant differences in anther width and volume between genotypes and treatments according to microscopic analyses, but no differences were observed in anther dehiscence. Moreover, variation in the number of pollen grains on stigmas and in spikelet fertility was not related to either the number of spikelets reaching anthesis or anther dehiscence. Overall, improved anther size, better pollen function, and higher spikelet fertility under LT stress were observed in cold-tolerant cultivars than in cold-sensitive cultivars. The results suggest that the increase in spikelet fertility is due to enhanced pollen germination rather than the number of spikelets reaching anthesis.

The epidermal growth factor receptor (EGFR) is overexpressed in multiple carcinomas and is the focus of a variety of targeted therapies. Here we report the design of peptide-based compounds that mimic the EGFR dimerization arm and inhibit allosteric activation of EGFR. These peptides are modified to contain a triazolyl bridge between the peptide strands to constrain the EGFR dimerization arm β-loop. In this study, we demonstrate that these peptides have significantly improved proteolytic stability over the non-modified peptide sequence, and their inhibitory effects are dependent on the number of the methylene units and orientation of the introduced triazolyl bridge. We identified a peptide, EDA2, which downregulates receptor phosphorylation and dimerization and reduces cell viability. This is the first example of a biologically active triazolyl-bridged peptide targeting the EGFR dimerization interface that effectively downregulates EGFR activation.

Scavenging is a common phenomenon, particularly amongst carnivorous vertebrates. By consuming carrion, vertebrate scavengers reduce resource availability for both pathogenic bacteria and their insect vectors. We investigated the ability of wild vertebrate scavengers to control agents of human diarrheal diseases (specifically Salmonella spp. and Shiga toxin-producing Escherichia coli [STEC]) in oil palm plantations in Sabah (East Malaysia), and the existence of spillover effect whereby additional vertebrate scavengers from adjacent forest patches result in greater disease control in plantation sections near these forest edges. Experimental carcasses were removed by common scavengers (Varanus salvator, Canis lupus familiaris, and Viverra tangalunga) at different time points, and this determined the length of time that the carcasses persisted in the environment. The amount of pathogenic bacteria on the surfaces of filth flies collected above the experimental carcasses was positively correlated to the duration of carcass persistence, and reduction in pathogenic bacterial abundances was largely due to carcass consumption by these vertebrate scavengers. Instead of a predicted positive spillover effect (greater scavenger activity near forest edges, hence reduced pathogen abundance), we detected a weak inverse spillover effect in which STEC counts were marginally higher in plantation sections near forest patches, and human hunting along the forest-plantation boundaries could explain this. We propose that making oil palm plantations scavenger-friendly could yield great human health benefits for the millions of workers employed in this rapidly-expanding industry, without drastically changing current management practices.

Motivated by the need to predict how the Arctic atmosphere will change in a warming world, this article summarizes recent advances made by the research consortium NETCARE (Network on Climate and Aerosols: Addressing Key Uncertainties in Remote Canadian Environments) that contribute to our fundamental understanding of Arctic aerosol particles as they relate to climate forcing. The overall goal of NETCARE research has been to use an interdisciplinary approach encompassing extensive field observations and a range of chemical transport, earth system, and biogeochemical models. Several major findings and advances have emerged from NETCARE since its formation in 2013. (1) Unexpectedly high summertime dimethyl sulfide (DMS) levels were identified in ocean water (up to 75 nM) and the overlying atmosphere (up to 1 ppbv) in the Canadian Arctic Archipelago (CAA). Furthermore, melt ponds, which are widely prevalent, were identified as an important DMS source (with DMS concentrations of up to 6 nM and a potential contribution to atmospheric DMS of 20 % in the study area). (2) Evidence of widespread particle nucleation and growth in the marine boundary layer was found in the CAA in the summertime, with these events observed on 41 % of days in a 2016 cruise. As well, at Alert, Nunavut, particles that are newly formed and grown under conditions of minimal anthropogenic influence during the months of July and August are estimated to contribute 20 % to 80 % of the 30-50 nm particle number density. DMS-oxidation-driven nucleation is facilitated by the presence of atmospheric ammonia arising from seabird-colony emissions, and potentially also from coastal regions, tundra, and biomass burning. Via accumulation of secondary organic aerosol (SOA), a significant fraction of the new particles grow to sizes that are active in cloud droplet formation. Although the gaseous precursors to Arctic marine SOA remain poorly defined, the measured levels of common continental SOA precursors (isoprene and monoterpenes) were low, whereas elevated mixing ratios of oxygenated volatile organic compounds (OVOCs) were inferred to arise via processes involving the sea surface microlayer. (3) The variability in the vertical distribution of black carbon (BC) under both springtime Arctic haze and more pristine summertime aerosol conditions was observed. Measured particle size distributions and mixing states were used to constrain, for the first time, calculations of aerosol-climate interactions under Arctic conditions. Aircraft- and ground-based measurements were used to better establish the BC source regions that supply the Arctic via long-range transport mechanisms, with evidence for a dominant springtime contribution from eastern and southern Asia to the middle troposphere, and a major contribution from northern Asia to the surface. (4) Measurements of ice nucleating particles (INPs) in the Arctic indicate that a major source of these particles is mineral dust, likely derived from local sources in the summer and long-range transport in the spring. In addition, INPs are abundant in the sea surface microlayer in the Arctic, and possibly play a role in ice nucleation in the atmosphere when mineral dust concentrations are low. (5) Amongst multiple aerosol components, BC was observed to have the smallest effective deposition velocities to high Arctic snow (0.03 cm s1).

It is contended that service delivery is the core function of developmental local government. The provision of services such as waste management, water and health services is closely associated with the well-being of urban dwellers. In the period leading to the adoption of Zimbabwe's 2013 Constitution, many people supported the devolution of services and functions to local government. It was a major victory when local government was elevated and given constitutional protection. There was great expectation that service delivery would improve in the cities, towns and smaller urban centres. Seven years later, that expectation appears not to have been realised. Instead, indications are that urban service delivery is experiencing a downward spiral. Using open-ended questionnaires, closed-ended questionnaires and the focus group discussions research methods, the article investigates the drivers of inadequate service provision in four urban areas in Zimbabwe. The paper also proffers suggestions for improving service delivery. The results of the study underscore that the causes of insufficient service provision are multi-pronged and not necessarily limited to inefficiency and ineffectiveness on the part of urban councils. In fact, a major recurring finding is that national government policies are big factors contributing towards the decline of urban service delivery. With increasing calls for a greater connection between management education and practice, teaching cases play a vital role in the business curriculum. Cases not only allow instructors to expose students to practical problems but also let educators contribute to the scholarship of teaching and learning. An important reason why faculty members may refrain from writing cases is they perceive it is difficult to develop publishable cases that are also novel. Reviewers of the journals that publish teaching cases are increasingly asking authors to place the case in the extant literature and explain what makes their case unique. To overcome some of the challenges encountered when attempting to write and publish novel teaching cases, this article presents a useful framework--Design Thinking--for tackling the "wicked problem" of developing novel cases and provides experience-based tips to implement the framework. By introducing the concepts and language of design thinking, we provide case writers with an iterative approach that leads to the development of novel cases by identifying and innovatively addressing instructors', students', and editors' demands. We argue that by applying a design-thinking approach, case writers can produce novel and publishable instructional cases.

Remote sensing (RS) based estimates of Arctic dust are oftentimes overestimated due to a failure in separating out the dust contribution from that of spatially homogeneous clouds or low-altitude cloud-like plumes. A variety of illustrations are given with a particular emphasis on claims of using brightness temperature differences (BTDs) as a signature indicator of Arctic dust transported from mid-latitude deserts or generated by local Arctic sources. While there is little dispute about the presence of both Asian and local dust across the Arctic, the direct RS detectability of airborne dust, as ascribed to satellite (MODIS and AVHRR) measurements of significantly negative brightness-temperature differences at 11 and 12 µm (BTD11-12) has been misrepresented in certain cases. While it is difficult to account for all examples of strongly negative BTD11-12 values in the Arctic, it is unlikely that airborne dust plays a significant role. One, much more likely contributor would be water plumes in the Arctic inversion layer. The RS detectability of the impact of Arctic dust (notably due to Arctic dust from local sources) can, however, be of significance. Sustained dust deposition can substantially decrease (visible to shortwave IR) snow and ice reflectance albedo (pan-chromatic reflectance) and the signal measured by satellite sensors. Significantly negative BTD11-12 values would however only represent a limited area near the drainage basin sources according to our event-level case studies. The enhanced INP (Ice Nucleating Particle) role of local Arctic dust can, for example, induce significant changes in the properties of low-level mixed25 phase clouds (cloud optical depth changes <~ 1) that can be readily detected by active and passive RS instruments. It is critical that the distinction between the RS detectability of airborne Arctic dust versus the RS detectability of the impacts of that dust be understood if we are to appropriately parameterize, for example, the radiative forcing influence of dust in this climate sensitive region.
