Non-profit organizations (NPO) play an important role in society because their activities increase the community's well-being. Although the primary goals of NPO are significantly different from those of for-profit organizations, the business practices and models of these types of organizations should be similar, especially in managing and motivating people. The success of a NPO depends primarily on its employees, associates, and volunteers because people are a crucial element of any organization. The topic of this paper is the specifics and challenges of human resource management (HRM) and motivation in NPO. NPO face problems such as recruitment, lack of financial resources, and loss of motivation among employees, affecting their HRM and motivational strategies. Two NPO from Croatia were analysed to determine the implementation of HRM and motivation practices in NPO. Structured interviews with responsible persons were conducted to provide insight into the business of the analysed NPO. The analysis showed that the observed non-profits apply good HRM practices (they carry out detailed job analysis, apply an complex testing procedures during the selection process, train employees and volunteers) and use various motivation strategies (bonuses, participatory management, flexible working hour and feedback). Moreover, some good business practices applied by non-profits do not appear in for-profit organizations either. However, there is still a challenging problem with motivating employees and volunteers in NPO, mainly because they often cannot motivate people with material compensation. Therefore, people who work in NPO usually have a strong internal motivation, but it can quickly disappear if the organization does not seek to increase it. It is crucial that the NPO successfully applies HRM practices and employee motivation – in that case, there will be no problem finding and retaining quality employees.

The study analyzes the institutional environment of associated collective actions of citizens on the example of the functioning of organizations of the non-profit sector, which is formed by the state and affects their work. Using the methods of economic-statistical, comparative and structural-logical analysis, the main trends in the provision of financial and property state support to socially oriented non-profit organizations at the federal, regional and municipal levels of government are identified. The study showed that state funding is carried out in two major areas – industry and grant (competitive). Problems of implementation of these directions are noted. It is determined that at the regional level, the form of competitive subsidies from the budgets of the subjects of the Russian Federation for the implementation of social projects by non-profit organizations prevails. In terms of state property support, it was found that more than half of the registered organizations do not have premises for carrying out their activities, while only 13% received it for free use from the state. The results of this discussion can be used by the authorities to make management decisions in the implementation of public policy aimed at the development of the non-profit sector., В исследовании проводится анализ институциональной среды ассоциированных коллективных действий граждан на примере функционирования организаций некоммерческого сектора, которая формируется государством и влияет на их работу. С помощью методов экономико-статистического, сравнительного и структурно-логического анализа выявлены основные тренды в предоставлении финансовой и имущественной государственной поддержки социально ориентированным некоммерческим организациям на федеральном, региональном и муниципальном уровнях управления. Исследование показало, что государственное финансирование осуществляется по двум крупным направлением – отраслевому и грантовому (конкурсному). Отмечены проблемы реализации этих направлений. Определено, что на региональном уровне преобладает форма конкурсных субсидий из бюджетов субъектов РФ на реализацию социальных проектов некоммерческими организациями. В части проводимой имущественной государственной поддержки, установлено, что более чем у половины из зарегистрированных организаций отсутствует помещение для осуществления свой деятельности, при этом только 13% получили его в безвозмездное пользование от государства. Результаты настоящего обсуждения могут быть использованы органами власти для принятия управленческих решений в области реализации государственной политики, направленной на развитие некоммерческого сектора.

The article is devoted to the analysis of quantitative indicators of the development of the non-profit sector of the Russian Federation. A visual benchmarking analysis was performed based on six indicators from 2015 to 2019. Data visualization was carried out using the Python programming language using the Matplotlib plotting library. Визуальный сравнительный анализ был выполнен на основе шести показателей за период с 2015 по 2019 годы. Визуализация данных была осуществлена посредством языка программирования Python с использованием библиотеки для построения графиков Matplotlib.

The purpose of this article is to present a framework to understand transparency in the third sector and then to explore the main research streams regarding the disclosure of information and accountability by conducting a systematic literature review on the antecedents and dimensions of the transparency of information disclosed by non-profit organizations (NPOs). The essential questions of this work are addressed from an international perspective. In particular, we explore three research questions: (1) why should NPOs disclose transparent information to stakeholders? (2) Why do not all NPOs disclose transparent information? (3) What means do NPOs use to disclose transparent information? Our results highlight the lack of transparency legislation in the third sector, leading NPOs to adopt the voluntary disclosure of information policies to improve the perceived credibility of these entities by their stakeholders. In conclusion, our study highlights the importance of developing a systematic body of knowledge regarding the situation of transparent, voluntary information disclosure in the sector. Moreover, the Sustainable Development Goals promulgated by the United Nations place a high value on transparency for the accountability of institutions. To achieve sustainable development, both peace and the governance of institutions are needed. Reducing corruption and promoting transparency are among the goals which should be reached to achieve social sustainability.
