Across the global South, poor women's lives are embedded in their social relationships and governed not just by formal institutions – rules that exist on paper – but by informal norms and practices. Village Ties takes the reader to Bangladesh, a country that has risen from the ashes of war, natural disaster, and decades of resource drain to become a development miracle. The book argues that grassroots women's mobilization programs can empower women to challenge informal institutions when such programs are anti-oppression, deliberative, and embedded in their communities. Qayum dives into the work of Polli Shomaj (PS), a program of the development organization BRAC to show how the women of PS negotiate with state and society to alter the rules of the game, changing how poor people access resources including safety nets, the law, and governing spaces. These women create a complex and rapidly transforming world where multiple overlapping institutions exist – formal and informal, old and new, desirable and undesirable. In actively challenging power structures around them, these women defy stereotypes of poor Muslim women as backward, subservient, oppressed, and in need of saving.

This book analyses efforts of Bangladeshi government and NGOs to strengthen local governance, and identifies the challenges posed by collaboration with NGOs. Presenting a dominantly qualitative study, the analysis explores whether engagement between the Sharique project to strengthen local governance and the Union Parishads has translated into success. In doing so, it argues that evidence points to a positive impact on institutionalising good governance and fiscal autonomy through widening participation in planning and decision-making, reinforcing accountability of functionaries and enhancing tax collection. Furthermore, this book demonstrates that the collaboration has aided the process of development of social capital between officials of councils and NGOs, as well as amongst the community members, encouraging future partnership governance. However, with the phasing out of the project as a propelling force, it also shows that the results fall short of being sustainable and, as such, that statuary support, unequivocal political commitment, and incentivising engagements are required to stabilise outcomes.Bridging a gap in the Development Studies literature, this book presents new findings on the collaboration of NGOs at the local level. It will be of interest to academics working in the field of South Asian Studies, Development Studies, and Asian Politics.

This pivot examines non-governmental organization (NGO) interventions in two community development initiatives, namely social capital and community empowerment, and their role in funding and formulating development frameworks in developing countries like Bangladesh. It considers the key development discourse issues of collective action, social trust and access to knowledge, to political processes and to financial, social and natural resources. Given the large proportion of foreign funding, NGOs and donors also increasingly face the twin challenges of demonstrating both efficient and effective delivery of services and accountability in their relationships with various stakeholders. Reflecting on the relevance of NGOs for community development, and the merits, challenges and limitations of NGO activities, this book provides a comprehensive study of NGO participation in community development in Bangladesh and Third World countries more widely to highlight a global concern with international implications.

NGOs (Non-Governmental Organizations) have emerged in both a development and aid capacity in Bangladesh, providing wide-reaching public services to the country's population living in extreme poverty. However, resistance to and limitations of NGO-led development - which in conjunction with Bangladesh's social transformation - led to a new religious-based NGO development practice.Looking at the role of Islamic NGOs in Bangladesh, the book investigates new forms of neoliberal governmentality supported by international donors. It discusses how this form of social regulation produces and reproduces subjectivities, particularly Muslim women subjectivity, and has combined religious and economic rationality, further complicating the boundaries and the relationship between Islam, modernity, and development. The book argues that both secular and Islamic NGOs target women in the name of empowerment but more importantly as the most reliable partners to meet their debt obligations of micro-financing schemes, including shari'a-based financing. The targeted women, in turn, experience Islamic NGOs as less coercive and more sensitive to their religious environment in the rural village community than are secular NGOs. Providing a comparative study of the role of religious and secular NGOs in the implementation of neoliberal policies and development strategies, this book will be a significant addition to research on South Asian Politics, Development Studies, Gender Studies, and Religion.

This book investigates theoretically and empirically whether and (if so) how state weakness influences the way in which national civil societies constitute themselves, using Bangladesh and the Philippines as case studies. A vibrant civil society is usually perceived as an important ingredient of democracy, but does this hold for civil society in weak states as well? What does civil society look like in contexts of state weakness? How much and what kind of political influence does it have in such settings? And are its actors really capable and willing to contribute to democracy in states where independent and legal bureaucratic institutions are weak? Economic development in the poorest countries often makes better progress when women become involved in, and take a lead in, development projects. Encouraging women's involvement, however, is often a major difficulty in societies where traditionally women's status has been inferior and where women are expected to be domestic and passive. This book, based on extensive original research, considers major projects undertaken by non-governmental organisations in Bangladesh to encourage women's participation. The book identifies the factors which motivated women to be active, discusses how women achieved the level of capacity and knowledge to enable them to serve their communities appropriately, assesses the major difficulties and recommends how empowerment projects can be improved in future. The book concludes that established institutions and traditional customs are often the greatest barrier to women's participation.

Founded in 1972 and now the largest NGO in the world, BRAC has been lauded for its efforts aimed at lifting the poor, especially women, out of poverty. In BRAC, Global Policy Language, and Women in Bangladesh, Manzurul Mannan—while not denying the many positive accomplishments of BRAC—places the organization under a critical microscope. Drawing on his experience as a Bangladeshi native and BRAC insider, Mannan provides unique insights into not only BRAC's phenomenal growth and its role in diffusing western and development ideologies but also, more importantly, how target populations have been affected culturally and socially. He explains how BRAC has employed western ideas, theories, and philosophies of agency when engaging in development interventions in even the remotest villages, seeking to transform social structures, women's status, and the local polity. The resulting intermingling of exogenous perspectives with local knowledge leads to a degree of inconsistency and dissonance within BRAC's own operations, while generating opposition from local commoners and elites. Cautionary yet hopeful, the book advocates greater cultural sensitivity as a way to mitigate conflict between BRAC and the constituencies it serves.

A feminist critique of the much-lauded microcredit process in Bangladesh In 2006 the Grameen Bank of Bangladesh won the Nobel Peace Prize for its innovative microfinancing operations. This path-breaking study of gender, grassroots globalization, and neoliberalism in Bangladesh looks critically at the Grameen Bank and three of the leading NGOs in the country. Amid euphoria over the benefits of microfinance, Lamia Karim offers a timely and sobering perspective on the practical, and possibly detrimental, realities for poor women inducted into microfinance operations. In a series of ethnographic cases, Karim shows how NGOs use social codes of honor and shame to shape the conduct of women and to further an agenda of capitalist expansion. These unwritten policies subordinate poor women to multiple levels of debt that often lead to increased violence at the household and community levels, thereby weakening women's ability to resist the onslaught of market forces. A compelling critique of the relationship between powerful NGOs and the financially strapped women beholden to them for capital, this book cautions us to be vigilant about the social realities within which women and loans circulate—realities that often have adverse effects on the lives of the very women these operations are meant to help.

Smillie shows us how social enterprise can trump corruption, and how purpose, innovation, and clear thinking can overcome the most entrenched injustices.

Drawing on years of research and direct experience in Bangladesh, Stiles pulls together theoretical strands from economics, sociology, and anthropology to help explain an emerging social structure in the Third World. These structures, which he calls intermestic development circles, bring together international donor agencies with various domestic community and private organizations. In Bangladesh not-for-profit agencies are dramatically transforming their operation and organizational cultures, while in turn Western NGOs are themselves changing in subtle ways. Scholars of development will find Stiles's intriguing account of the reciprocating effects of extensive interaction, cooperation, and tensions between international donors and domestic recipients informative and provocative.Moving through three discernable phases, each one explainable by resort to different theories, these development circles grow from mere trading arrangements to a coherent social structure, separate from the rest of civil society in Bangladesh. While in the process of the not-for-profits receiving assistance become wealthier and more effective, they lose much of their local identity and become part of a transnational network. At the same time, donors must recast themselves in order to work effectively with these agencies, which often creates tension between local and home offices. The book closes with some recommendations that might attenuate some of the more troubling effects of this transformation.
