Populations in cities are projected to increase globally, densifying urban residential environments with both positive and negative effects. Positive social effects are offset by negative health effects however; urban residential noise has been identified in a large number of studies as a significant contributor to social unrest as well as a risk to physiological and psychological health caused by stress, making this topic highly relevant to the discussion on sustainability urban growth. Focusing on the psychological rebound effect of urban residential noise, this paper attempts to explain how and why auditory aspects of the spatial environment negatively influences urban residents. To provide context and to indicate areas in need of improvement, the legislative challenges to be faced are considered, with Sweden as a prime example of a first world country grappling with the effects of increased urban density. Existing building legislation regarding residential noise is considered in relation to studies investigating the effects of residential noise on psychological and physiological health, outlining areas in need of future development. Then, health responses to residential noise are placed in a broader evolutionary context by considering how these effects might be the result of triggered evolutionary mechanisms for keeping population size optimal. Further, the spatial dimension of hearing is discussed with reference to theories of territoriality in environmental psychology and the concept of auditory territoriality is described., Competing Interests: None

In the vast majority of legislation on environmental noise, the metric used for expressing limit values is based on sound pressure levels. But some countries have introduced sound emergence limit values where the compliance of a noise-generating activity is defined as a maximum allowable difference between the sound pressure level with and without the regulated activity operating. This paper investigates the foundations and the merits of this kind of differential noise limit values. Our review of literature indicates that there is very little evidence supporting the use of differential noise limits over absolute ones. Moreover, while sound emergence limits seem to originate from consideration about audibility of the regulated noise source, they appear to give little insight into what is audible and what is not. Furthermore, both the definition and the practical measurement of sound emergence raise several challenges that compromise reproducibility. In addition, first, the reference to background noise makes it very difficult first to ascertain the conformity of noisy installations in the long run, second to effectively protect the community from excessive noise and third to evaluate conformity on the basis of simulations. When switching to another metric is not an option the paper makes recommendations toward a more reliable use of sound emergence.

Study Objective: We compare reported crash rates for US ambulances responding to or transporting patients from a 911 emergency scene with or without lights and sirens. Our null hypothesis is that there will be no difference in the rate of ambulance crashes whether lights and sirens are used., Methods: For this retrospective cohort study, we used the 2016 National EMS Information System data set to identify 911 scene responses and subsequent patient transports by transport-capable emergency medical services (EMS) units. We used the system's "response mode to scene" and "transport mode from scene" fields to determine lights and sirens use. We used the "type of response delay" and "type of transport delay" fields to identify responses and transports that were delayed because of a crash involving the ambulance. We calculated the rate of crash-related delays per 100,000 responses or transports and used multivariable logistic regression with clustered (by agency) standard errors to calculate adjusted odds ratios (AORs) (with 95% confidence intervals [CIs]) for the association between crash-related delays and lights and sirens use for responses and transports separately., Results: Among 19 million included 911 scene responses, the response phase crash rate was 4.6 of 100,000 without lights and sirens and 5.4 of 100,000 with lights and sirens (AOR 1.5; 95% CI 1.2 to 1.9). For the transport phase, the crash rate was 7.0 of 100,000 without lights and sirens and 17.1 of 100,000 with lights and sirens (AOR 2.9; 95% CI 2.2 to 3.9). Excluding responses and transports with only partial lights and sirens use did not meaningfully alter the results (response AOR 1.5, 95% CI 1.2 to 1.9; transport AOR 2.8, 95% CI 2.1 to 3.8)., Conclusion: Ambulance use of lights and sirens is associated with increased risk of ambulance crashes. The association is greatest during the transport phase. Noise is a common problem in hospitals, and it is known that social behavior can influence sound levels. The aim of this naturally-occurring field experiment was to assess the influence of a non-talking rule on the actual sound level and perception of patients in an outpatient infusion center. In a quasi-randomized trial two conditions were compared in real life. In the control condition, patients (n = 137) were allowed to talk to fellow patients and visitors during the treatment. In the intervention condition patients (n = 126) were requested not to talk to fellow patients and visitors during their treatment. This study measured the actual sound levels in dB(A) as well as patients' preferences regarding sound and their perceptions of the physical environment, anxiety, and quality of health care. A linear-mixed-model showed a statistically significant, but rather small reduction of the non-talking rule on the actual sound level with an average of 1.1 dB(A). Half of the patients preferred a talking condition (57%), around one-third of the patients had no preference (36%), and 7% of the patients preferred a non-talking condition. Our results suggest that patients who preferred non-talking, perceived the environment more negatively compared to the majority of patients and perceived higher levels of anxiety. Results showed no significant effect of the experimental conditions on patient perceptions. Shipping noise is a widespread and relatively loud sound source among human-induced underwater sounds. The impacts of shipping noise are of special concern for Indo-Pacific humpback dolphins (Sousa chinensis), as they inhabit shallow and nearshore habitats and are highly dependent on sound for survival. This study synthesizes our current understanding of the potential impacts of shipping noise on Indo-Pacific humpback dolphins combined with knowledge on sound production and hearing of these animals and the impacts of noise on other whales and dolphins. For further protection and management of Indo-Pacific humpback dolphins and their habitats, shipping noise should be regulated and mitigated to modify sound from ships, to reduce overall noise levels, and to set more marine protected areas (MPAs) covering most Indo-Pacific humpback dolphin habitats with seasonal and geographical restrictions to avoid ensonification of shipping noise. The emphasis for future research should be on obtaining more baseline information about the population distribution, sound production, hearing capabilities at the population level, behavior, and stress hormones of the humpback dolphins under different noise conditions or under different noise-producing activities, and/or in high-noise areas compared with relatively quiet areas, and the noise characteristics of ships of different types, sizes and speeds., (© 2018 International Society of Zoological Sciences, Institute of Zoology/Chinese Academy of Sciences and John Wiley & Sons Australia, Ltd.)

Impacts of wind power generation facilities on neighborhood residents, animals, plants, water environment and landscape are a concern. Therefore, in 2010, wind turbine facilities were targeted to be covered by the environmental impact assessment law, which was enacted in 1999, and was amended with the environmental impact statement procedure in 2013. A guidance level of noise produced by wind turbines in quiet residential areas was set in 2017. In the environmental impact statement procedure at the planning stage of targeted projects, the trust of precedent users should be obtained and consensus building should be implemented. Projects of wind turbine facilities are accepted in accordance with the environmental impact assessment law using the new guidance noise level and the procedure of the environmental impact statement.

Background : This paper describes a systematic review and meta-analyses on effects of environmental noise on annoyance. The noise sources include aircraft, road, and rail transportation noise as well as wind turbines and noise source combinations. Objectives: Update knowledge about effects of environmental noise on people living in the vicinity of noise sources. Methods: Eligible were published studies (2000-2014) providing comparable acoustical and social survey data including exposure-response functions between standard indicators of noise exposure and standard annoyance responses. The systematic literature search in 20 data bases resulted in 62 studies, of which 57 were used for quantitative meta-analyses. By means of questionnaires sent to the study authors, additional study data were obtained. Risk of bias was assessed by means of study characteristics for individual studies and by funnel plots to assess the risk of publication bias. Main Results: Tentative exposure-response relations for percent highly annoyed residents (%HA) in relation to noise levels for aircraft, road, rail, wind turbine and noise source combinations are presented as well as meta-analyses of correlations between noise levels and annoyance raw scores, and the OR for increase of %HA with increasing noise levels. Quality of evidence was assessed using the GRADE terminology. The evidence of exposure-response relations between noise levels and %HA is moderate (aircraft and railway) or low (road traffic and wind turbines). The evidence of correlations between noise levels and annoyance raw scores is high (aircraft and railway) or moderate (road traffic and wind turbines). The evidence of ORs representing the %HA increase by a certain noise level increase is moderate (aircraft noise), moderate/high (road and railway traffic), and low (wind turbines). Strengths and Limitations: The strength of the evidence is seen in the large total sample size encompassing the included studies (e.g., 18,947 participants in aircraft noise studies). Main limitations are due to the variance in the definition of noise levels and %HA. Interpretation: The increase of %HA in newer studies of aircraft, road and railway noise at comparable L den levels of earlier studies point to the necessity of adjusting noise limit recommendations. This analysis of new and previously collected data was done to validate the efficacy of recommendations for limits regarding sound exposure levels at live pop concerts. After the World Health Organization (WHO) recommended limiting the sound levels at such concerts to avoid noise induced hearing damage among the audience, the actual levels at concerts where these recommendations are observed, have stabilized around 100 dBA. This is a level that is considered acceptable by WHO. At concerts where there are no limitations, however, the sound levels in the audience area are still increasing far beyond safe limits and thus the exposure may represent a serious threat to people's hearing.

Background: Green house gas (GHG) mitigation policies can be evaluated by showing their co-benefits to health., Method: Health Impact Assessment (HIA) was used to quantify co-benefits of GHG mitigation policies in Rotterdam. The effects of two separate interventions (10% reduction of private vehicle kilometers and a share of 50% electric-powered private vehicle kilometers) on particulate matter (PM2.5), elemental carbon (EC) and noise (engine noise and tyre noise) were assessed using Years of Life Lost (YLL) and Years Lived with Disability (YLD). The baseline was 2010 and the end of the assessment 2020., Results: The intervention aimed at reducing traffic is associated with a decreased exposure to noise resulting in a reduction of 21 (confidence interval (CI): 11-129) YLDs due to annoyance and 35 (CI: 20-51) YLDs due to sleep disturbance for the population per year. The effects of 50% electric-powered car use are slightly higher with a reduction of 26 (CI: 13-116) and 41 (CI: 24-60) YLDs, respectively. The two interventions have marginal effects on air pollution, because already implemented traffic policies will reduce PM2.5 and EC by around 40% and 60% respectively, from 2010 to 2020., Discussion: The evaluation of planned interventions, related to climate change policies, targeting only the transport sector can result in small co-benefits for health, if the analysis is limited to air pollution and noise. This urges to expand the analysis by including other impacts, e.g. physical activity and well-being, as a necessary step to better understanding consequences of interventions and carefully orienting resources useful to build knowledge to improve public health., (Copyright © 2016 Elsevier Inc. Governments all over the world have enacted environmental noise directives and noise control ordinances/acts to protect tranquility in residential areas. However, there is a lack of literature on the evaluation of whether the Acceptable Noise Levels (ANLs) stipulated in the directive/ordinance/act are actually achievable. The study aimed at measuring outdoor environmental noise levels in Hong Kong and identifying whether the measured noise levels are lower than the stipulated ANLs at 20 categories of residential areas. Data were gathered from a territory-wide noise survey. Outdoor noise measurements were conducted at 203 residential premises in urban areas, low-density residential areas, rural areas, and other areas. In total, 366 daytime hourly Leq outdoor noise levels, 362 nighttime hourly Leq outdoor noise levels, and 20 sets of daily, that is, 24 L(eq,1-)h outdoor noise levels were recorded. The mean daytime L(eq,1-h) values ranged 54.4-70.8 dBA, while the mean nighttime L(eq,1-h) values ranged 52.6-67.9 dBA. When the measured noise levels were compared with the stipulated ANLs, only three out of the 20 categories of areas had outdoor noise levels below ANLs during daytime. All other areas (and all areas during nighttime) were found to have outdoor noise levels at or above ANLs.

Environmental noise remains a complex and fragmented interplay between industrialization, population growth, technological developments, and the living environment. Next to the circulatory diseases and cancer, noise pollution has been cited as the third epidemic cause of psychological and physiological disorders internationally. A reliable and firm relationship between the cumulative health implications with the traffic annoyance and occupational noise has been established. This agenda has called for an integrated, coordinated, and participatory approach to the reliable protection of noise interference. Despite several fragmented policies, legislation and global efforts have been addressed; the noise pollution complaints have been traditionally neglected in developing countries, especially in Malaysia. This paper was undertaken to postulate an initial platform to address the dynamic pressures, gigantic challenges, and tremendous impacts of noise pollution scenario in Malaysia. The emphasis is speculated on the traffic interference and assessment of industrial and occupational noise. The fundamental importance of noise monitoring and modeling is proposed. Additionally, the confronting conservation program and control measure for noise pollution control are laconically elucidated.

Many music organizations are opposed to restrictive noise regulations, because of anxiety related to the possibility of a decrease in the number of adolescents attending music events. The present study consists of two research parts evaluating on one hand the youth's attitudes toward the sound levels at indoor as well as outdoor musical activities and on the other hand the effect of more strict noise regulations on the party behavior of adolescents and young adults. In the first research part, an interview was conducted during a music event at a youth club. A total of 41 young adults were questioned concerning their opinion toward the intensity levels of the music twice: Once when the sound level was 98 dB(A), LAeq, 60min and once when the sound level was increased up to 103 dB(A), LAeq, 60min . Some additional questions concerning hearing protection (HP) use and attitudes toward more strict noise regulations were asked. In the second research part, an extended version of the questionnaire, with addition of some questions concerning the reasons for using/not using HP at music events, was published online and completed by 749 young adults. During the interview, 51% considered a level of 103 dB(A), LAeq, 60min too loud compared with 12% during a level of 98 dB(A), LAeq, 60min . For the other questions, the answers were similar for both research parts. Current sound levels at music venues were often considered as too loud. More than 80% held a positive attitude toward more strict noise regulations and reported that they would not alter their party behavior when the sound levels would decrease. The main reasons given for the low use of HP were that adolescents forget to use them, consider them as uncomfortable and that they never even thought about using them. These results suggest that adolescents do not demand excessive noise levels and that more strict noise regulation would not influence party behavior of youngsters.

While Dama square dance is gaining popularity in China, especially with middle-aged and older-adult women-hence the "Dama" (Chinese for "big mamas") moniker-there have been conflicts due to the loud music played for the activity. After a brief explanation of Dama square dance and a description of the context of the conflicts, this commentary shares some thoughts on the issues raised, reviews the negative impact and regulation of noise, and calls for creating more public green space in Chinese cities and for developing a new music delivery system that could eliminate public music noise for group physical activities.

The environmental noise is an important public health issue, according to recent assessment of the burden of diseases among environmental health risk factors in order of importance the environmental noise occupies the second place after air pollution. The World Health Organization (WHO) for the first time published its public health recommendations for the environmental noise in 1999 in the "WHO Guidelines for Community Noise (1999)". These recommendations found their development in WHO Night Noise Guidelines for Europe" (2009). From then onward there have been published new important data on the impact of the environmental noise on the health, that stipulated the revision of existing guidelines. Furthermore, both in the European Union (EU) Directive 2002/49/ EC and the Parma Declaration from 2010 there was pointed out the importance of renewal environmental noise recommendations. Responding to appearing interrogation, WHO Regional Office for Europe has recently initiated the process of the elaboration of new guiding principles known as "WHO Environmental Noise Guidelines for the European Region". The Guidelines will include a systematic review of most critical or important health consequences and also concentrate on health benefits of measures for the reducing noise levels. The Guidelines will consider noise coming from various noise sources such as aircraft, railroad, personal electronic devices and wind turbines. The Guidelines will also consider the particularity of such accommodations as residences, hospitals, and educational facilities. The work in the mentioned spheres is ongoing and the revised Guidelines are expected to be published in mid-2015. The Guidelines will provide up-to-date information on the health risks related to the environmental noise and evidence-based recommendations in order to support for WHO Member States in their efforts to prevent of the excessive noise and the struggle with their negative impact.

During the course of military operations, the UK Armed Forces may have to capture and detain individuals. International law sets down a framework for the minimum basic standards that are applicable in these circumstances, and it is the responsibility of the UK Armed Forces to understand and implement these. This case review looks at a specific example of this issue related to noise pollution and appropriate detention facilities during anti-piracy operations, and how a flexible approach combined with good understanding of the regulations ensured compliance with these basic standards.

The authors discuss the problems pertaining to the growing incidence of hearing impairment in the members of the flying staff employed in commercial aviation of Russia and the main criteria used to elucidate the causes behind occupational diseases of the organs of hearing. Special attention is given to the principal normative documents regulating the methodological basis on which the acoustic factor in the aircraft cockpit is evaluated, peculiarities of occupational sensorineural hearing impairment and the methods for its detection. The main errors in the determination of the relationship between the working conditions and the diseases of the organs of hearing are discussed.

An evaluation of 28 commercially available toys imported into New Zealand revealed that 21% of these toys do not meet the acoustic criteria in the ISO standard, ISO 8124-1:2009 Safety of Toys, adopted by Australia and New Zealand as AS/NZS ISO 8124.1:2010. While overall the 2010 standard provided a greater level of protection than the earlier 2002 standard, there was one high risk toy category where the 2002 standard provided greater protection. A secondary set of toys from the personal collections of children known to display atypical methods of play with toys, such as those with autism spectrum disorders (ASD), was part of the evaluation. Only one of these toys cleanly passed the 2010 standard, with the remainder failing or showing a marginal-pass. As there is no tolerance level stated in the standards to account for interpretation of data and experimental error, a value of +2 dB was used. The findings of the study indicate that the current standard is inadequate in providing protection against excessive noise exposure. Amendments to the criteria have been recommended that apply to the recently adopted 2013 standard. These include the integration of the new approaches published in the recently amended European standard (EN 71) on safety of toys.

This paper examines the concept of "quiet" as an "environmental value" in terms of amenity and wellbeing from a legislative context. Critical review of two pieces of environmental legislation from Australia and New Zealand forms the basis of the paper. The Australian legislation is Queensland's Environmental Protection Act, and the New Zealand legislation is that nation's Resource Management Act. Quiet is part of the psychoacoustic continuum between a tranquil and an intrusively noisy sound environment. As such, quiet possesses intrinsic value in terms of overall sound within the environment (soundscape) and to individuals and communities. In both pieces of legislation, guidance, either directly or indirectly, is given to "maximum" sound levels to describe the acoustic environment. Only in Queensland is wellbeing and amenity described as environmental values, while in the New Zealand approach, amenity is identified as the core value to defend, but guidance is not well established. Wellbeing can be related to degrees of quietness and the absence of intrusive noise, the character of sound within an environment ("soundscape"), as well as the overall level of sound. The quality of life experienced by individuals is related to that person's physical and mental health, sense of amenity and wellbeing. These characteristics can be described in terms of subjective and objective measures, though legislation does not always acknowledge the subjective.

Objective: Symptoms, including tinnitus, ear pain and vertigo, have been reported following exposure to wind turbine noise. This review addresses the effects of infrasound and low frequency noise and questions the existence of 'wind turbine syndrome'., Design: This review is based on a search for articles published within the last 10 years, conducted using the PubMed database and Google Scholar search engine, which included in their title or abstract the terms 'wind turbine', 'infrasound' or 'low frequency noise'., Results: There is evidence that infrasound has a physiological effect on the ear. Until this effect is fully understood, it is impossible to conclude that wind turbine noise does not cause any of the symptoms described. However, many believe that these symptoms are related largely to the stress caused by unwanted noise exposure., Conclusion: There is some evidence of symptoms in patients exposed to wind turbine noise. The effects of infrasound require further investigation.

The systems of public complaints on environmental noise were reviewed in seven countries of Central and Eastern Europe (CEE), South-East Europe (SEE), and Newly Independent States (NIS). Public complaints remain an important issue due to differences in public sensitivity to noise and due to several cases where a measurement of noise intensity does not give a satisfying solution to the problem. The unresolved problem remaining in the residential neighborhoods is the noise from pubs and restaurants that are open until late in the night. In our review, we compiled information on the institutions responsible for the implementation of environmental noise legislation and organizations that are responsible for dealing with public complaints. Information on activities for increasing public awareness on hazards rising from environmental noise and the role of civil initiative was explored. In seven countries, and among them, Slovenia, Lithuania, Latvia, Slovakia, The Former Yugoslav Republic of Macedonia, Serbia, and Poland, the responsibilities and duties are shared among different institutions at national and regional levels, depending on the noise source. The problem of gathering information on complaints and using it for improving the wellbeing and health of citizens remains often difficult and unsolved.

The objective of this work is to map, in a limited area inside and outside of the worksite, the environmental impact generated by sound pollution coming from the driving of foundation piles for high rise buildings, as well as to observe and check if the noise levels produced by the emitting source are tolerable in the urban environment. The methodology of the work includes a survey of technical references about the subject; measurement of noises surrounding the worksite during the foundation phase for four distinct buildings, with different types of piles: prefabricated piles, continuous helical displacement piles , traditional compaction piles and Terra Probe compaction piles. A grid of points was built due to the time of driving and after that the measurements of environmental noises were performed emitted by the execution of each type of pile using a sound level meter. The interpretation of the measurements and their impacts on the neighborhood of the building were performed using the computational tool Suffer for creating noise level contours. The X and Y axes of the grid represent the distances in meters of the area studied and the Z axis represents the noise measured in dB. The contours developed represent the mapping of the noise at the worksites and their surroundings. The mapping of the urban impact of noise, the measurement of its dimensions, and the examination of its propagation around the building are important subsides to adequate individual and collective protection procedures. Seventy one points were measured at four building sites with different types of piles, and the results showed that at only three points was the noise within the limits of the Municipal Law of Recife of 70 dB, which proves the relevance of the research. Finally, the comparative analysis between the four types of piles shows that the continuous helical displacement pile emits the lowest noise level among the four pile types studied.

The Dutch government aims at an increase of wind energy up to 6 000 MW in 2020 by placing new wind turbines on land or offshore. At the same time, the existing noise legislation for wind turbines is being reconsidered. For the purpose of establishing a new noise reception limit value expressed in L den , the impact of wind turbine noise under the given policy targets needs to be explored. For this purpose, the consequences of different reception limit values for the new Dutch noise legislation have been studied, both in terms of effects on the population and regarding sustainable energy policy targets. On the basis of a nation-wide noise map containing all wind turbines in The Netherlands, it is calculated that 3% of the inhabitants of The Netherlands are currently exposed to noise from wind turbines above 28 dB(A) at the faηade. Newly established dose-response relationships indicate that about 1500 of these inhabitants are likely to be severely annoyed inside their dwellings. The available space for new wind turbines strongly depends on the noise limit value that will be chosen. This study suggests an outdoor A-weighted reception limit of L den = 45 dB as a trade-off between the need for protection against noise annoyance and the feasibility of national targets for renewable energy.

The aim of this manuscript is to summarize the current scenarios encompassing noise exposure in the workplace and the risk of noise-induced hearing loss (NIHL) in Asia. NIHL is the most prevalent and preventable occupational disease in most Asian countries. Sources of noise in these countries include manufacturing and agriculture industries, exploitation of natural resources, and urban traffic. The highest attributable fraction of adult-onset hearing loss resulting from noise exposure in the world comes from Asian countries. NIHL is a serious health problem in Asia, not only because of the number of affected labourers, but also because the majority of Asian countries are still developing economies where access to health services and preventive programmes are limited. Lack of awareness about NIHL among employers, employees, and health care professionals is one of the main barriers for the prevention of NIHL in Asia. In this paper, the sources of noise, NIHL prevalence in different industries, local legislation, and research publications on NIHL from Asia are discussed.

Various reviews, resolutions and guidance from international and regional fora have been produced in recent years that acknowledge the significance of marine noise and its potential impacts on cetaceans. Within Europe, ACCOBAMS and ASCOBANS have shown increasing attention to the issue. The literature highlights concerns surrounding the negative impacts of active sonar on beaked whales in particular, where concerns primarily relate to the use of mid-frequency active sonar (1-10kHz), as used particularly in military exercises. The authors review the efforts that European regional policies have undertaken to acknowledge and manage possible negative impacts of active sonar and how these might assist the transition from scientific research to policy implementation, including effective management and mitigation measures at a national level., (Copyright © 2010 Elsevier Ltd. One source of anthropogenic noise in the oceans which has attracted much concern is naval sonar. As a result of possible impacts of such sonar, several environmental NGOs have pursued legal cases in the United States criticizing environmental assessments conducted prior to exercises and proposed mitigation measures. Cases have been brought using the US National Environmental Protection Act, Marine Mammal Protection Act, Endangered Species Act, Coastal Zone Management Act and other statutes. This paper reviews the chronology and results of these various cases. During the G.W. Bush presidential administration, the legal battle went to the US Supreme Court in the case Winter vs. Natural Resources Defense Council. This case however, did not address the potential impacts of sonar on cetaceans or the effectiveness of mitigation measures. The use of sonar by military vessels during military exercises may produce acoustic pollution of the marine environment. States have an obligation under international law to reduce and control this form of pollution. Regulation of the use of sonar is rendered more complex by the specific regime applicable to warships, i.e. sovereign immunity. Immunity however does not prevent in all cases action by States other than the flag State, notwithstanding the limitations imposed by Art. 236 of the United Nations Convention on the Law of the Sea. More importantly, immunity does not prevent the flag State from taking measures to reduce pollution caused by its own warships. Research has found that human-caused noise can detract from the quality of the visitor experience in national parks and related areas. Moreover, impacts to the visitor experience can be managed by formulating indicators and standards of quality as suggested in park and outdoor recreation management frameworks, such as Visitor Experience and Resource Protection (VERP), as developed by the U.S. National Park Service. The research reported in this article supports the formulation of indicators and standards of quality for human-caused noise at Muir Woods National Monument, California. Phase I identified potential indicators of quality for the soundscape of Muir Woods. A visitor "listening exercise" was conducted, where respondents identified natural and human-caused sounds heard in the park and rated the degree to which each sound was "pleasing" or "annoying." Certain visitor-caused sounds such as groups talking were heard by most respondents and were rated as annoying, suggesting that these sounds may be a good indicator of quality. Loud groups were heard by few people but were rated as highly annoying, whereas wind and water were heard by most visitors and were rated as highly pleasing. Phase II measured standards of quality for visitor-caused noise. Visitors were presented with a series of 30-second audio clips representing increasing amounts of visitor-caused sound in the park. Respondents were asked to rate the acceptability of each audio clip on a survey. Findings suggest a threshold at which visitor-caused sound is judged to be unacceptable, and is therefore considered as noise. A parallel program of sound monitoring in the park found that current levels of visitor-caused sound sometimes violate this threshold. Study findings provide an empirical basis to help formulate noise-related indicators and standards of quality in parks and related areas.

The populations at risk of adverse effects of noise include, in addition to adults, also children and juveniles, the two groups considered to be particularly vulnerable to noise-induced hearing loss and numerous other adverse systemic effects of exposure to noise. Major sources of noise exposure in children's and youth's environments include incubators at neonate intensive care wards, toys (such as e.g. rattles, squeeze toys, percussion cap toys, pistols), fireworks, pop and rock music concerts, aerobic courses and personal portable music players. This paper reports dB-A noise levels associated with those noise sources, and also combined dB-A levels of noise from external and internal sources prevailing at schools. The suggested preventive steps specified in the CE-HAPE (Children's Environment and Health Action Plan for Europe) and PINCHE (Policy Interpretation Network on Children's Health and Environment) include legislative measures to limit the intensity and time of exposure to noise and classes/education actions for youths and parents.

Noise acts by means of the ear on the central and autonomous nervous systems. When this stimulus passes determined limits, it provokes deafness and has pathological effects, both instantaneous and differed, on both nervous systems. At much lower levels, noise produces discomfort, diminishes attention, or impedes communication, concentration and sleep; noise reduces school or professional performance; noise increases the possibility for antisocial behavior; noise can lead to a loss in the value of a building or can cause accidents in the work place. The author describes the importance of this topic, reviews the anatomical-physiological features of the ear, and describes noise and its properties. The author also describes how noise affects our organism, habits, life styles, society, working environment and health. The author finishes by providing some current preventive measures and some recommendations to avoid this pollutant.

Although environmental management in Turkey is evolving, its performance needs to be assessed in terms of the extent to which polluters and dischargers are complying with their legal obligations. In spite of this necessity, however, not a single study evaluating the effectiveness of command-and-control strategy of environmental management has been conducted. It is for this reason that it was decided to conduct an analysis of the impact of environmental legislation on a major industrial area in Turkey. Accordingly, Turkish environmental legislation was analyzed, and all relevant obligations and responsibilities of industry are identified. Based upon this appraisal, a questionnaire was prepared and used to conduct interviews in Tuzla, Istanbul. From the results, it can be concluded that environmental compliance performance of industry is low. The total of 92 parameters has been questioned. Fifty-three parameters have been found as satisfactory compliance, whereas 26 parameters have been classified as partial compliance and 13 as unsatisfactory compliance. The most important reason for inadequate performance is the lack of an effective national and local environmental compliance management system. The other leading reasons are found to be low-level environmental consciousness of the people, absence of environmental management system at the sites, inadequacies in environmental subsidies, and insufficiencies in public environmental infrastructure. Four recommendations are made to increase the effectiveness of compliance management: establishing an effective environmental compliance management system, accelerating public investment for environmental infrastructure, developing financial subsidies and incentive schemes for environmental investments, and encouraging voluntary initiatives.

After defining noise and describing the physical characteristics that determine its noxious capability, the paper discusses the etiopathogenesis, clinical features and diagnostic criteria (anamnestic, audiometric, exclusion of other causes) of noise-induced damage. In conclusion, the legislative (preventive) and medico-legal issues of noise pathology are presented.

The aim of the research was to evaluate the risk for the health of the disco-goers related to no-professional exposition to noise produced by speakers of discos. The noise has been measured in the middle of a disco using a class 1 phonometer. The exposition level was calculated using the formula quoted in the D.Lgs 277/91 (Italian legislative decree) and the possible damage was calculated using the Casini's formula. The calculated daily exposition level was 99,1 dBA and the weekly exposition was 92.1 dBA. The results indicate that the hypacusia damage due to these expositions can be considered almost sure.

Internal and external noise surveys have been carried out around schools in London, UK, to provide information on typical levels and sources to which children are exposed while at school. Noise levels were measured outside 142 schools, in areas away from flight paths into major airports. Here 86% of the schools surveyed were exposed to noise from road traffic, the average external noise level outside a school being 57 dB L(Aeq). Detailed internal noise surveys have been carried out in 140 classrooms in 16 schools, together with classroom observations. It was found that noise levels inside classrooms depend upon the activities in which the children are engaged, with a difference of 20 dB L(Aeq) between the "quietest" and "noisiest" activities. The average background noise level in classrooms exceeds the level recommended in current standards. The number of children in the classroom was found to affect noise levels. External noise influenced internal noise levels only when children were engaged in the quietest classroom activities. The effects of the age of the school buildings and types of window upon internal noise were examined but results were inconclusive.

In the United Kingdom, before the introduction of the various town and country planning acts and associated regulations, landowners were free to use their land in any way they wished, subject only to limitations imposed by lease or covenant and the avoidance of nuisance or trespass against neighbours. Any disputes arising would be resolved by negotiation or via a court of law. Under current planning laws and regulations, local authorities are empowered to impose special conditions or even to refuse development to prevent excessive nuisance, but the resulting noise management solutions are not always optimum from either the noise maker's or the noise exposed's points of view. In addition, the planning system has almost no effect on existing noise. Public inquiries provide a useful mechanism for the investigation of appeals against local authority decisions, or where the government has decided that issues of strategic or national importance need to be fully explored in a public forum. In practice, and largely because of individual disagreement, public inquiries can result in excessive delays while all interested parties are allowed to have their say. There seems to be an increasing consensus that the general inadequacy of existing methods of assessing noise impact is at least partly to blame. The new European Environmental Noise Directive represents a step change towards the imposition of one-size-fits-all regulatory or administrative procedures which should eventually contribute towards the reduction of public inquiry delays, but on the other hand, any weakening of the general principle of basing decisions on 'informed flexibility' will probably have significant negative consequences over the longer term.

We gather, under the expression of regulation, both Parliament Acts and general texts emanating from executive Authorities. The analysis must be made according to the source of noise. So we have successively examined noisy equipment, industrial, commercial and agricultural activities producing noise, noisy material, carriage, leisure activities, building and neighbourhood noises, and after all the protection of working people. We have also studied the organization of the fight against noise, since it depends on law. Finally, this regulation is already very rich, including both texts directly concerning the fight against noise and other texts belonging to wider regulations (protection of environment or protection of working people). On the whole it seems to be well adapted to its objective, the prevention, even if it may be completed. The main thing is a better application to matters concerning everyday life and striking opinion, such as neighbourhood and traffic noises. It will be surely evolutive, first by connection with related and wider regulations, and above all according to the progress of our scientific and technical knowledge. Thus it will be constantly adapted, if exactly applied, to the needs of prevention.
