Assessment of socio-economic development of both separate territories and countries as a whole, comparison of the received estimations to identify the development disproportions, lacks, and gaps, application of the best practices to decide the revealed problems promotes the development of balanced state regional development policy. Quite common tasks of such assessment are the ranking of regions and their grouping according to some generalized socio-economic development characteristics. The solution to these problems is complicated by the use of a set of indicators of non-numerical nature because traditional statistical methods are unsuitable for their processing. The paper considers the solution to the problem of constructing a consensus rank based on Kemeny’s median. To solve the problem of grouping regions, an approach is proposed based on the picture of regions in the space of partial consensus rankings for economic and social development separately, with the subsequent detection of object stratification in this space. The practical implementation of the proposed approach according to partial rankings is given. A heuristic algorithm was used to construct Kemeny’s median. The obtained grouping of the regions of Ukraine reproduced as a whole their order following the resulting consensus ranking. Comparison of the obtained results with the known results of solving such tasks, calculated on the set of metric indicators also showed their consistency.

The paper investigates the issues of evaluating structural changes in the regions’ economic development based on the comprehensive index assessment technology. The impact of the COVID-19 pandemic on regional development and changes in the regional structure is considered. The authors propose the use of block convolution to design a comprehensive index based on a set of metric initial indicators that characterize the regions’ economic development. Grouping the set of initial indicators is carried out based on the method of an extreme grouping of parameters and the method of principal components. A weighted linear additive convolution was used to develop partial composite indices and an economic development comprehensive index. The practical approbation was carried out for the regions of Ukraine according to the data of 9 months of 2019 and the same period of 2020. To establish the regions’ structure, we used the division of the comprehensive index values into intervals and further distributing regions into classes according to the level of economic development. There is a general decrease in the value of the integrated indicator in 2020, caused by the impact of the COVID-19 pandemic. However, no significant changes in the structure of the regions were detected, which indicates an equally negative impact of the pandemic for all regions of Ukraine.

The article is devoted to the problem of estimating the investment potential of the agricultural sector of the economy. The approaches of scientists for the solution of the given task are analyzed. An approach to the estimation of investment potential through block complex valuation technology is proposed. The database is divided into several groups of indicators by their content characteristics. A partial integral index is calculated for each group. The method of normalization of the raw data and the method of convolution of the indicators depend on the nature of the raw data. The resulting metric is calculated as a convolution of partial integral metrics. Practical testing of the proposed approach was carried out for the agricultural sector of the Ukrainian economy. The results of calculations of the integral index are analyzed in dynamics. The results obtained can be used in the development of programs to attract investment in the agricultural sector of the economy.

Currently realizing the new active role of the region as a sustainable development entity is a strategic direction for regional policy’s development. Assessing the sustainable development of regions is an important part of such a policy and facilitates the timely identification of internal and external threats, the development of the necessary stabilization measures to prevent their negative impact, and the formation of strategies aimed at the sustainable functioning of regional systems. The economic system is an important subsystem of the region. The article proposes an approach to assess the level of regions economic development in the context of ensuring its sustainable development. It is based on comprehensive assessment technology. The sustainable economic development composite index is calculated by a weighted additive convolution of partial indicators. A feature of the proposed approach is the simultaneous use of both metric and nonmetric indicators. The metric component is used to calculate the composite index values. Weight coefficients are calculated by the principal component method using the factor loadings of the first principal component. The non-metric part of the initial data is used to refine these weights. The article describes the algorithm for calculating a composite index. The practical testing of the proposed approach is presented for the case Ukraine’s regions. The results lead to the conclusion about significant problems in ensuring sustainable development of the regional economy. Outcomes obtained are very helpful for the public administration bodies to develop and revise the appropriate policy for solving the sustainable development problems in each region.

This article is devoted to the process of establishing a network’ structures and their management, which based on the different methodological approaches. The modern development of economic relations are closely connected with the changing of market relations and economic orientation of the enterprise, it affected at the development of network entities. The interest of scientific community to the processes of networking organizations was caused by the deepening of integration processes and using of various forms of inter-firm interaction. According to the analysis of the professional literature, it was installed that there were no attempts to substantiate the essential functioning of characteristics and the process of phenomenon of the network economy. Effective management of network structures based on use the relationship between the features of the network economy and the process of phenomenalization of this economy. The statement of basic materials: interpretation of scientific views and the definition of “network economy”; logic in the network economy; the investigation або study of the formation, development and functioning of the network economy; discovery (education) the phenomenon of the network economy. Conclusions: formed a general idea about the network structure; described the interconnection of functioning the essential characteristics and phenomenal network economy; the use an arsenal of methodological approaches secured the effective management of network structures.

Paper considers the task of assessment of regions’ economic development level using composite index assessment technology. It is proposed to design composite index by block convolution of two groups of partial indicators. First group contains indicators measured in absolute scale. Second group consists of relative measures of dynamics. For each group we proposed own procedure for data normalization and own method for data convolution in partial composite index. The procedure for identification of intervals’ bounds on the composite index’s scale for each level of economic development is proposed to the aim of classification of Ukraine’s regions. Presented means for identification of intervals’ bounds of data grouping may be used to solve other tasks independently from the way of design of composite index and set of initial indicators. The results calculated may be used in the decision-making system as source data for further calculations, as well as a criterion for determining the socio-economic development directions.

Solving the problems of regional development belongs to the category of strategic and most important of each country. The COVID-19 pandemic has become the biggest challenge for the world economic system, causing a significant impact on the reduction of key macroeconomic indicators, changes in business conditions, which has raised the issue of assessing the social and economic development of regions. The paper considers the application of composite index assessment technology for the consequences of COVID-19 on the development indicators of Ukraine's regions. The comparison was conducted according to the data of the first two quarters of 2019 and 2020. For the study, eight indicators were selected, which by content feature were divided into a subset of economic indicators and a subset of social indicators. A partial composite development index was designed for each subset. The principal components method was used to calculate the weights of the components. The results of the analysis showed that the COVID-19 pandemic had a greater impact on economic development: for each region, there is a decrease in the value of the indicator. While for a partial composite index of social development such a decrease is less noticeable. The reflection of the regions in the space of these composite indices showed that their structure remained virtually unchanged. The analysis of the common composite index of regional development, designed by the convolution of partial composite indices indicators, also showed a decrease in its values in 2020. The paper analyses the measures taken by the Government of Ukraine to neutralize the effects of the pandemic.

Modern economic realities of Ukraine in the conditions of growing destabilizing influences of external and internal environment convincingly prove that each year the influence of various threats on the level of financial security of economic entities increases. This necessitates constant monitoring of the financial security level in order to timely detect and neutralize possible crisis phenomena as a result of its decrease. The study aims to assess the financial security level of enterprises based on the theory of comprehensive assessment. The scientific and methodical approach to design a composite index of financial security and the identifying its level based on the double use of Harrington's desirability scale is proposed. The resulting model was tested on the particular enterprise data. The proposed approach may be used for another set of partial indicators, as well as in assessing the level of financial security at the national level. The results of the study may serve as the basis for making managerial decisions on raising the business entities financial security level and public administration.
