Die Handelsumsätze im B2C E-Commerce haben sich seit 2010 rund vervierfacht. Auf die TOP 100 entfallen insgesamt circa zwei Drittel der gesamten Online-Umsätze. Handelsumsätze über Online-Marktplätze sind dabei überdurchschnittlich stark gestiegen und umfassen nach Schätzungen von Handelsverbänden rund die Hälfte der Online-Handelsumsätze in Deutschland. Amazon ist durch seinen Eigenhandel sowohl der größte Onlineshop als auch, gemessen am GMV generiert durch Dritthändler, der größte OnlineMarktplatz in Deutschland. Besonders hybride Online-Marktplätze spielen bei der Entwicklung von Fulfillmentlöstungen für Onlinehändler eine entscheidende Rolle, allen voran "Fulfilled by Amazon" (FBA). Amazon ist in Deutschland und anderen europäischen Märkten, wie Italien, Spanien und Großbritannien der größte Anbieter von Fulfillment-Dienstleistungen für kleinere und mittelgroße Onlinehändler, die auf Amazon ihre Produkte verkaufen. Unabhängige Fulfillment-Dienstleister spielen bislang eine nachrangige Rolle, da sie neben der Kostenabwägung durch die fehlende enge Bindung mit einem Marktplatz und dessen Reichweite keinen zusätzlichen Mehrwert im Vergleich zu großen Handelsplattformen mit Fulfillmentleistungen bieten. Die Entwicklungen im Onlinehandel haben auch im Paketmarkt zu überdurchschnittlich stark steigenden Mengen besonders im B2C-Segment geführt, das nach Schätzungen des BIEK rund 70 Prozent der nationalen Paketmengen ausmacht. Nach unserer Einschätzung hat Deutsche Post DHL den größten Mengenanteil, gefolgt von Hermes und Amazon Logistics. Deutsche Post DHL und Amazon Logistics sind zudem die finanzstärksten Player in diesem Segment, die aufgrund ihrer jeweiligen besonderen Situation gegenüber den anderen Marktteilnehmern Wettbewerbsvorteile in der Zustellung von Paketen an Verbraucher haben. Die Untersuchungen der italienischen und der deutschen Wettbewerbsbehörde haben zahlreiche zusätzliche Informationen über die Verhältnisse in den jeweiligen Onlinehandelsmärkten ans Licht gebracht. Die Untersuchung der italienischen Behörde hat darüber hinaus das missbräuchliche Verhalten von Amazon im Detail untersucht und damit für die interessierte Öffentlichkeit transparent gemacht. In Kombination mit der Entscheidung der europäischen Wettbewerbsbehörde zur Frage der Selbstverpflichtung von Amazon steht zu erwarten, dass sich das Missbrauchspotenzial bei dessen effektiver Durchsetzung und Kontrolle reduzieren wird. Zur effektiven Kontrolle und aufgrund der sehr dynamischen Entwicklungen im deutschen Onlinehandels- und Postmarkt bedarf es einer intensivierten Marktbeobachtung nicht nur auf Ebene des gesamten Paketmarktes, sondern auch auf Ebene der Segmente (C2X, B2B und B2C). Das schließt auch die vorgelagerten Märkte ein, speziell der Fulfillmentdienstleistungen (besonders Warehousing), um die Dynamik der Marktentwicklungen besser verstehen zu können. Retail sales in B2C e-commerce have quadrupled since 2010. The TOP 100 account for about two-thirds of total online sales. Retail sales via online marketplaces have increased at an above-average rate and, according to estimates by trade associations, account for around half of online retail sales in Germany. Amazon's proprietary trading makes it both the largest online shop and, measured by the GMV generated by third-party traders, the largest online marketplace in Germany. Hybrid online marketplaces in particular play a decisive role in the development of fulfilment solutions for online retailers, above all "Fulfilled by Amazon" (FBA). Amazon is the largest provider of fulfilment services for small and medium-sized online retailers selling on Amazon in Germany and other European markets such as Italy, Spain and the UK. Independent fulfilment service providers have so far played a subordinate role because, apart from the cost trade-off due to the lack of close ties with a marketplace and its reach, they do not offer any additional added value compared to large trading platforms with fulfilment services. Developments in online retailing have also led to above-average volume growth in the parcel market, especially in the B2C segment, which, according to BIEK estimates, accounts for around 70 per cent of national parcel volumes. According to WIK estimates, Deutsche Post DHL has the largest volume share, followed by Hermes and Amazon Logistics. Deutsche Post DHL and Amazon Logistics are the financially strongest players in this segment, which also have competitive advantages over the other market participants due to their respective special situations. The investigations by the Italian and German competition authorities have brought to light a great deal of additional information about the market conditions in the respective online retail markets. The Italian authority's investigation has also examined Amazon's abusive behaviour in detail and thus made it transparent for the interested public. In combination with the decision of the European competition authority on Amazon's self-commitment, it is to be expected that the potential for abuse will be reduced if it is effectively enforced and controlled. For effective control and due to the very dynamic developments in the German online trade and the postal market, intensified market monitoring is required not only at the level of the entire parcel market, but also at the level of the segments (C2X, B2B and B2C). This also includes having a closer look at the upstream markets, especially fulfilment services (especially warehousing), in order to better understand the dynamics of market developments.

Die Brief- und Paketdienstleister in Deutschland haben die Notwendigkeit erkannt, ihre Prozesse nachhaltiger zu gestalten. Sie haben begonnen, ihre Emissionen zu reduzieren, sind aber weit entfernt davon, klimaneutrale Postdienste anzubieten, die nur für einen Restbestandteil fossiler Energie auf Kompensationsmaßnahmen beruhen - und nicht als hauptsächliche Maßnahme. Am weitesten fortgeschritten ist die Deutsche Post DHL, die aufgrund ihrer hohen Ertragskraft größere finanzielle Spielräume hat und sich daher im Vergleich zu den Wettbewerbern im Brief- und Paketmarkt in einer Sonderposition befindet. Basierend auf einer ersten Annäherung schätzen wir für das Jahr 2020, dass Transportemissionen nationaler Briefe für 0,3%, jene nationaler Pakete für 2,3 bis 2,9% der Treibhausgase im Verkehrssektor verantwortlich waren. In der Beförderung von Briefen und Paketen macht der Langstreckentransport mit schweren Nutzfahrzeugen den größten Emissionsanteil aus. Die Zustellung ist für etwa ein Viertel der Emissionen verantwortlich. In der Zustellung setzen die Dienstleister aktuell die meisten Reduktionsmaßnahmen um. Dennoch schöpfen sie das Potenzial für emissionsarme Zustellung nicht aus. Vor allem in Städten könnten bereits heute mehr elektrifizierte Fahrzeuge und Lastenräder für die letzte Meile eingesetzt werden. Unserer Einschätzung nach ist es angesichts steigender Paketmengen erforderlich, dass die Anbieter bei den Reduktionsmaßnahmen sowohl in der logistischen Wertschöpfungskette als auch in nicht-logistikbezogenen Bereichen an Geschwindigkeit zulegen. Die wesentlichen Hemmnisse für die nachhaltige Transformation von Brief- und Paketdiensten sind einerseits fehlende Technologien für Langstreckentransporte, andererseits hohe Investitions- und Transaktionskosten für den Umbau der bestehenden Transportund Zustellnetzen. Kleine und mittlere Unternehmen sowie Nachunternehmer haben größere Schwierigkeiten als große Unternehmen, in emissionsarme Fahrzeuge und dafür erforderliche Infrastruktur zu investieren. Es fehlen Hilfen und Unterstützung für diese Gruppe durch die Paketdienste, sowie einfachere Verfahren für die Beantragung von Fördergeldern und den Ausbau der Ladeinfrastruktur. Zudem fehlen umfassende Konzepte zur klimaneutralen Zustellung sowohl in Städten als auch auf dem Land, die durch jeweils eigene Herausforderungen gekennzeichnet sind. Kooperative Ansätze für die Einsammlung und Zustellung in ländlichen Gebieten sind bisher nur in Einzelfällen zu finden, wenn Briefdienstleister auch Pakete zustellen. Unserer Einschätzung nach sind weitere Impulse von außen für die nachhaltige Transformation der Brief- und Paketdienste erforderlich. Als mögliche Akteure können der Onlinehandel und Kommunen auftreten, die ein Eigeninteresse daran haben, emissionsarme Versandlösungen voranzutreiben. Insgesamt gibt es noch zu wenig zuverlässige und vergleichbare Informationen über den Treibhausgasausstoß durch Post- und Paketdienste. Wir halten deswegen die Entwicklung und Anwendung (europaweit) einheitlicher Standards für erforderlich. Weitere Marktbeobachtung, Forschung und Monitoring der Maßnahmen zur nachhaltigen Transformation der Brief- und Paketdienstleister durch die Bundesnetzagentur halten wir zur Erhöhung der Transparenz für sinnvoll. Langfristig sollte ein Monitoring der Emissionen folgen. Mail and parcel service providers in Germany have recognised the need to make their processes more sustainable. They have started to reduce their emissions, but are far from offering climate-neutral postal services that rely on offsetting measures only for a residual component of fossil energy - and not as the main measure. The most advanced is Deutsche Post DHL, which has greater financial leeway due to its high profitability and therefore finds itself in a special position compared to its competitors in the letter and parcel market. Based on a first approximation, we estimate for the year 2020 that transport emissions of national letters were responsible for 0.3%, those of national parcels for 2.3 to 2.9% of greenhouse gases in the transport sector. In the transport of letters and parcels, longdistance transport with heavy goods vehicles accounts for the largest share of emissions. Delivery is responsible for about a quarter of the emissions. The service providers are currently implementing the most reduction measures in delivery. Nevertheless, they are not exploiting the potential for low-emission delivery. Particularly in cities, more electrified vehicles and load bikes could already be used for the last mile. In our view, increasing parcel volumes require providers to accelerate reduction measures both in the logistics value chain and in non-logistics-related areas. The main obstacles to the sustainable transformation of letter and parcel services are, on the one hand, the lack of technologies for long-distance transports and, on the other hand, high investment and transaction costs for the restructuring of existing transport and delivery networks. Small and medium-sized enterprises and subcontractors have greater difficulties than large companies in investing in low-emission vehicles and the necessary infrastructure. There is a lack of aid and support for this group from the parcel services, as well as simpler procedures for applying for subsidies and expanding the charging infrastructure. In addition, there is a lack of comprehensive concepts for climate-neutral delivery both in cities and in rural areas, each of which is characterised by its own challenges. Cooperative approaches for collection and delivery in rural areas so far only exist in single cases, when letter service providers also deliver parcels. In our opinion, further impulses from outside are necessary for the sustainable transformation of letter and parcel services. Possible actors could be online retailers and municipalities, each of which has a vested interest in promoting low-emission delivery solutions. Overall, there is still too little reliable and comparable information on greenhouse gas emissions by postal and parcel services. We therefore consider the development and application of (Europe-wide) uniform standards to be necessary. We consider further market observation, research and monitoring of the measures for sustainable transformation of the letter and parcel service providers by the Federal Network Agency to be sensible in order to increase transparency. In the long term, monitoring of emissions should follow.

Scientific advance is often driven by identifying conceptually simple models underlying complex phenomena. This process commonly ignores imperfections which, however, might give rise to non-trivial collective behavior. For example, already a small amount of disorder can dramatically change the transport properties of a system compared to the underlying simple model. While systems with disordered potentials were already studied in detail, experimental investigations on systems with disordered hopping are still in its infancy. To this end, we experimentally study a dipole–dipole-interacting three-dimensional Rydberg system and map it onto a simple XY model with random couplings by spectroscopic evidence. We discuss the localization–delocalization crossover emerging in the model and present experimental signatures of it. Our results demonstrate that Rydberg systems are a useful platform to study random hopping models with the ability to access the microscopic degrees of freedom. This will allow to study transport processes and localization phenomena in random hopping models with a high level of control., Three-dimensional spin models with random hopping disorder are relevant to a large variety of physical systems. Here, the authors present an experimental realization of such a model in a Rydberg system with dipole-dipole coupling and show signatures of a localization-delocalization transition.

Postal outlets and parcel shops are increasingly complemented by parcel locker stations. This paper explores the potential reasons for varying trends in the use of parcel locker stations in Europe and discusses the role of parcel locker stations in e-commerce delivery. The paper aims to identify challenges and key drivers for the development of networks of parcel locker stations based on case studies for a selection of countries. It analyses typical business models and discusses the economic reasons for the dominance of exclusively operated networks. The country studies show that establishing a parcel locker network requires significant investments and a dedicated digital strategy by the respective operators. We expect that the increased use of parcel locker stations in Germany will require significant incentives to motivate users (senders and recipients) in choosing this delivery method above home delivery.

Die Postmärkte befinden sich national und international in einem tiefgreifenden Strukturwandel. Die Digitalisierung verändert die Kommunikationsformen zwischen Verbrauchern, Unternehmen und staatlichen Institutionen. Ebenso hat sich das Angebot an Werbemedien durch die Digitalisierung massiv erweitert, und den Wettbewerb um Werbebudgets zu Lasten der Printmedien und der adressierten Werbepost verschärft. In der Folge fallen seit Jahren die Briefmengen nicht nur in Deutschland, sondern weltweit. Gleichzeitig führt der stark wachsende Onlinehandel zu einer Zunahme im Versand von Waren und Gütern an Verbraucher. In den letzten fünf Jahren haben sich die ausgewählten Postunternehmen (Deutsche Post DHL, Österreichische Post, La Poste, PostNL, Royal Mail sowie PostNord mit den Tochterunternehmen Post Danmark und der schwedischen Posten) mehrheitlich für ähnliche Strategien im Umgang mit den divergierenden Nachfrageentwicklungen bei Briefpost und Warensendungen (kleinformatige Warenpost und Pakete) entschieden. Alle haben Sortier- und Zustellkapazitäten für Warensendungen ausgebaut und in die Modernisierung und Optimierung der Prozesse investiert. Fast alle Unternehmen setzen auf eine flächendeckende Verbundzustellung von Brief- und Warenpost. Hingegen setzen mit Ausnahme von Royal Mail alle Postunternehmen auf getrennte Sortierzentren für Briefpost und Paketsendungen. Die Mehrheit der Postunternehmen stellt aktuell Brief-/Warenpost und Paketsendungen außerhalb von Ballungsräumen im Verbund zu. Dabei dienen die Zustellbasen als Konsolidierungspunkte und werden, wie beispielsweise von der Deutschen Post, zu diesem Zweck weiter ausgebaut. Insgesamt streben die Postunternehmen an, die Vorteile eines bestehenden, flächendeckenden Briefzustellnetzes auch für die Zustellung von Warensendungen zu nutzen und aufgrund des Briefmengenrückgangs frei werdende Zustellkapazitäten zu nutzen. Darüber hinaus versuchen die Postunternehmen besonders die letzte Meile flexibler und für Briefpost- und Warensendungen durchlässiger zu organisieren, um besser den erheblichen Nachfrageschwankungen im Warenversand begegnen zu können. Für die kommenden fünf Jahre erwarten wir, dass die Deutsche Post weiterhin auf die gemeinsame Nutzung der Brieflogistik für die Zustellung von Briefpost, Warenpost und, im ländlichen Raum, Pakete setzen wird. Diese Strategie unterstützt tendenziell ein hohes Qualitätsniveau im Universaldienst, besonders im ländlichen Raum, verglichen mit einer Situation ohne Verbundzustellung. Dennoch kann es aufgrund der erheblichen Nachfrageschwankungen in der Zustellung von Warensendungen zu temporären Qualitätsverschlechterungen bei der Briefpost kommen. Um diesen zu begegnen, sollte das Qualitätsmonitoring der Bundesnetzagentur weiterentwickelt werden und um die Transparenz zu erhöhen und auf diese Weise zu gewährleisten, dass es zu keiner systematischen Benachteiligung bestimmter Sendungstypen oder Kundengruppen im Universaldienst kommt. The postal markets are undergoing a profound structural change, both nationally and internationally. Digitisation is changing the forms of communication between consumers, companies and government institutions. Digitisation has also massively expanded the range of available advertising media and intensified the competition for advertising budgets at the expense of print media and addressed advertising mail. As a result, letter volumes have been falling for years, not only in Germany but worldwide. At the same time, the strong growth in e-commerce is leading to an increase in the dispatch of goods and merchandise to consumers. Over the last five years, the majority of the selected postal operators (Deutsche Post DHL, Österreichische Post, La Poste, PostNL, Royal Mail and PostNord with its subsidiaries Post Danmark and Swedish Posten) have adopted similar strategies to deal with the divergent trends in demand for letter post and goods (small packages and parcels). All of them have expanded sorting and delivery capacities for the consignments of goods and invested in the modernisation and optimisation of processes. Nearly all companies have opted for a nationwide combined delivery of letter post and small packages. In contrast, with the exception of Royal Mail, all selected postal companies rely on separate sorting centres for letter post (including small packages) and parcels. The majority of postal operators deliver letter post, small packages and parcels jointly outside metropolitan areas. The delivery bases serve as consolidation points and are being further developed for this purpose, e.g. as is the case with Deutsche Poste. Overall, the postal companies are also striving to exploit the advantages of an existing, nationwide letter delivery network for the delivery of merchandise and to use delivery capacities that have become available due to the decline in letter volumes. In addition, postal operators put significant efforts to organise the last mile in a more flexible and, for letter post and packages, more open way in order to better cope with the considerable fluctuations in demand for the delivery of merchandise to consumers. Over the next five years, we expect Deutsche Post to continue to rely on the use of letter operations for the joint delivery of letter post, small packages and, in rural areas, parcels. This strategy tends to support a higher level of quality in universal service, especially in rural areas, compared to a situation without joint delivery. Nevertheless, the considerable fluctuations in demand for the delivery of goods may lead to a temporary deterioration in the quality of letter post. In order to counteract this, the quality monitoring of the Federal Network Agency should be further developed to increase transparency and thus ensure that there is no systematic discrimination against certain types of postal items or customer groups within the universal service.
