A multistatic passive radar system exploits illuminators of opportunity like radio or television transmitters for target surveillance. In this paper we analyze the use of the illumination of television or radio stations broadcasting digital signals (DAB/DVB-T) from a target tracking view point. An important characteristic of this type of illuminators is the joint operation of several illuminators in a single frequency network (SFN). As a consequence it is a priori unknown which measurement belongs to which illuminator. This property expands the typical association task of associating measurements with targets by the task of associating measurements with illuminators. In this paper we present a comprehensive concept for target tracking in DAB/DVB-T networks accounting for the characteristics of this signal. The derived algorithms will be tested with respect to numerical simulations including a sensitivity study for parameter mismatch between simulations and tracking model.

Tracking of ground moving vehicles using airborne or space-based radar is basic for producing a recognized ground picture as well as for analyzing traffic flows, identifying sources and sinks of traffic, or detecting lines of communication, e.g. The considered radar sensor is based on a multichannel array antenna to enable the use of space-time adaptive processing (STAP) for clutter rejection, and an angle and Doppler monopulse procedure. Firstly, the STAP and the adaptive monopulse algorithms are described and some angle and velocity estimation results are presented for a typical radar-target scenario. Secondly, aspects of a GMTI tracking algorithm for processing the STAP-monopulse estimates are described and some typical tracking results are given. Special emphasis is placed on suitable modeling of the radar characteristics within the tracker

The two-dimensional monopulse estimation scheme is extended to space- and time-adaptive processing (STAP) for arbitrary sum and difference beams and arbitrary subarrays in space and time. This includes the case of time samples at the pulse repetition frequency (PRF, slow time STAP) as well as time samples at Nyquist frequency according to the receiving bandwidth (typically samples from range cell to range cell, fast time STAP), or both. We then show how the distribution of the monopulse estimates, which was developed in a previous paper, can be extended to this generalised monopulse. The meaning of the distributional assumptions for the signal (fixed target, Rayleigh target) is explained for the different types of space-time data. The application of these distributions as a performance measure is then demonstrated by comparison with the Cramér-Rao bound for different scenarios, different types of beamforming (narrowband or broadband beam forming), and different types of subarray configurations, like the generalised sidelobe canceller, which can be interpreted as a special subarray configuration.
