This article examines the ethical dilemmas that are specific to qualitative research methodology. These dilemmas concern the issues of withdrawal from the study, anonymity and confidentiality, which are discussed. Each aspect examines how it was dealt with using the researcher's reflections. The research was positioned within an interpretive paradigm and used the small scale qualitative research design in one rural and one urban contexts of Lesotho. Purposive and snowball sampling were used to select the participants from the larger population. Using a semi-structured interview guide, participants were interviewed individually while others were engaged in focus group discussions. A lesson learnt is that ethics in methodology, when conducting research in an African context, do not always follow what is proposed in the Western literature. It is recommended that a context should be considered when applying ethics in qualitative research studies in Africa since some ethics in research are context-specific.

This article reflects on adult offenders' perceptions of rehabilitation programs in Africa. It also evaluates whether offenders are consulted when planning rehabilitation programs. Adult education principles were used as a lens to understand offenders' perceptions of rehabilitation programs. Using an interpretive paradigm and qualitative approach, individual interviews, observations and focus group meetings were held with offenders and other participants who were chosen through purposive and snowball sampling. Qualitative data analysis was used to generate the themes from the data. The findings revealed that rehabilitation programs are ineffective and imposed on offenders. Furthermore the data revealed that offenders see themselves as hard- labour while participating in rehabilitation programs. This has an implication for offenders' rehabilitation and reintegration into their societies as transformed citizens.

This paper reports on the rehabilitation of ex-offenders through non-formal education. It examines how non-formal education has addressed the ex-offenders' adaptive and transformative needs. Using an interpretive paradigm and qualitative approach, individual interviews were conducted with five ex-offenders who were chosen through purposive and snowball sampling. Qualitative data analysis was used to generate the themes from the data. The findings revealed that ex-offenders were taught basic literacy and life skills through nonformal education. Moreover, non-formal education facilitated the ex-offenders' transformed attitudes, including recognizing their identity as a result of transformative non-formal education. Some ex-offenders in Lesotho demonstrated how by tailoring programs and utilizing their own personal knowledge, they were able to share skills in spite of the prison bureaucracy and have consequently established an organization that serves as a link between prison and society. However, there should be a holistic approach to learning, which can target the immediate application of skills once offenders are released from prison. Similarly, offenders need access to educational resources once they leave prison that can build on what they already know/have learned so that they can turn their lives around.

The purpose of this paper is to describe how and where Lesotho citizens have learned about democracy, their civic life and citizenship. The paper draws from a larger PhD study that was conducted in 2013 that focused on how Basotho people understand the concepts of citizenship and democracy with implications for civic education in Lesotho. This paper provides data in respect of the questions: How have ordinary citizens, civic educators and community leaders learned about the concepts of democracy and citizenship in Lesotho? Where have they learnt about these concepts? It briefly introduces Lesotho's political context and reviews literature on traditional civic education for formerly colonised countries like Lesotho. This is followed by an explanation of African indigenous knowledge and learning through the concepts of Ubuntu/Botho, before detailing the adult learning theories that are applicable and relevant to the findings. The methodology section is followed by the findings, discussions, and a concluding section, which recommended that civic education programmes should be tailored to meet the needs of different social groups in Lesotho, taking their context into consideration.

This paper investigates the extent to which civic education is achieving its goals of teaching democracy and producing responsible democratic citizenship in Lesotho. This is done by analysing the conceptions of civic education, democracy, public participation, human rights, freedoms and responsibilities that appear in Lesotho's documents that are used to teach people about democracy through formal, non-formal and informal education. I therefore argue that in the current Lesotho's political history, these conceptions do not provide enough conditions for the cultivation of active democratic citizenship. Instead the materials dwell too much on teaching citizens about the systems and structures of government, preoccupied with inconsistent definitions and characteristics of democracy and with informing citizens of the importance of knowing how to vote and abide by the laws of the country; without showing how democracy should operate in a democratic country. The findings reveal that civic education for adults in Lesotho is offered informally, through the civil society organisations and politicians that are largely based in urban parts of Lesotho. This suggest that civic education should be tailored for the rural and urban citizens in a context of democratic transition in a country that still embraces strong traditional ties to communitarian living.

This paper analyses one aspect of a pan-African action research project called ITMUA (Implementing the Third Mission of Universities in Africa). This particular paper draws on the data from that project to explore the National University of Lesotho's contribution to lifelong learning in its communities. It provides background information on the ITMUA initiative and analyses interview and focus group responses to two case studies in terms of their contribution to lifelong learning. It uses, as its analytical framework, a modified version of Mbigi's African perspective on the four De Lors' "pillars", by adding a fifth pillar, courtesy of Torres. The paper argues that community engagement is a two-way process between universities and their wider constituencies with opportunities for mutual lifelong learning. But there are also challenges of understanding and process which must be addressed if the full range of these lifelong learning pillars is to be accommodated within African contexts. The paper provides an introduction to the history of community engagement in Africa as a university mission, followed by a brief discussion of lifelong learning within African perspectives. After describing the particular context of Lesotho, the concept of community service and community engagement in contemporary African contexts introduces the action research project and the case studies. The final part of the paper presents and discusses the research findings. (Contains 1 note.)

The introduction of democracy to Lesotho after colonial and military rule has not been well implemented. Basotho, citizens of Lesotho, were not educated appropriately about the role that democracy plays in a modern society, particularly when its concepts conflict with traditional values. Semi-structured interviews and focus group discussions with respondents from the rural community of Qacha's Nek and development of a conceptual framework based on secondary sources revealed a strong cultural alienation toward democracy, resistance to change, and a sense that democracy is to blame for current societal problems. Thus there is a need for effective civic education to bridge the gap between traditional democratic practices in rural areas and a modern democratic system of government, which has brought about some unwelcome changes to the lives of rural residents.
