Abstract

Risk management has reduced vulnerability to floods and droughts globally1,2, yet their impacts are still increasing3. An improved understanding of the causes of changing impacts is therefore needed, but has been hampered by a lack of empirical data4,5. On the basis of a global dataset of 45 pairs of events that occurred within the same area, we show that risk management generally reduces the impacts of floods and droughts but faces difficulties in reducing the impacts of unprecedented events of a magnitude not previously experienced. If the second event was much more hazardous than the first, its impact was almost always higher. This is because management was not designed to deal with such extreme events: for example, they exceeded the design levels of levees and reservoirs. In two success stories, the impact of the second, more hazardous, event was lower, as a result of improved risk management governance and high investment in integrated management. The observed difficulty of managing unprecedented events is alarming, given that more extreme hydrological events are projected owing to climate change3.

18. Influence of Foehn Winds of Truong Son Mountains on the High Temperatures Observed in North-Central Vietnam during 31 May–5 June 2017.

Abstract

North-central Vietnam often experiences high temperatures. Foehn winds originating from the Truong Son Mountains (also known as Laos winds) are believed to contribute to abnormally high temperatures; however, no quantitative research has focused on foehn warming in Vietnam. In this study, we conducted numerical simulations using the Weather Research and Forecasting (WRF) Model to investigate the contribution of foehn warming to abnormally high temperatures in north-central Vietnam in early June 2017. Generally, May–June is the monsoon period in Vietnam. Consequently, foehn warming during this season is thought to be mainly caused by latent heating and precipitation mechanism. However, the primary factor in the cases covered in this study was foehn warming with an isentropic drawdown mechanism. Diabatic heating with turbulent diffusion and sensible heat flux from mountain slopes also plays significant roles. The warming effect of the foehn winds on the temperatures during the events was approximately 2°–3°C. It was concluded that the high temperature events from 31 May to 5 June 2017 were caused by synoptic-scale warm advection and foehn warming. Sensitivity experiments were conducted on the WRF Model, utilizing three atmospheric boundary layer turbulence schemes (YSU, ACM2, and MYNN), consistently yielding results for simulated temperature and relative humidity. The wind speed bias for the MYNN scheme was found to be lower than that of the other schemes. However, this study did not delve into the underlying reasons for these differences. The optimal performance of each scheme remains an open question. Significance Statement: It was hypothesized that north-central Vietnam often experiences high temperatures owing to foehn winds (also known as Laos winds) descending from the Truong Son Mountains. This study conducted numerical experiments to validate this hypothesis and investigate the associated mechanisms of foehn winds in this region. Surprisingly, despite the monsoon season, the isentropic drawdown mechanism without precipitation effects provides the primary explanation for the high temperatures caused by foehn winds in north-central Vietnam, and not the latent heating and precipitation mechanism with precipitation effects that researchers expected. The results of this study contribute to better prediction of high temperatures in this region and improve our understanding of foehn winds in tropical monsoon climate zones. [ABSTRACT FROM AUTHOR]

23. Remote influence on regional scale intraseasonal rainfall variability over Vietnam.

Abstract

Remote influences on intraseasonal anomalous rainfall over regions that encompass North and South Vietnam are explored using a 38‐year (1979–2016) global dataset over the extended summer (May–October). Wet and Dry composites in filtered daily data with lags of up to 2 weeks are assembled for various rainfall indices over the two subregions, including atmospheric reanalysis products and in‐situ rainfall data. On the regional scale, the moisture flux convergence correlates well with reanalysed rainfall. The large‐scale dynamics associated with these composites are described. Rainfall composites of opposing signs show asymmetrical large‐scale precursors and different pathways of influence. Wet and Dry anomalies in North Vietnam are seen to originate from Europe and propagate at high latitudes. The exact nature of the precursors is sensitive to the definition of the composite index. There is also a pathway of influence along the Asian jet, which impacts South Vietnam, especially for Wet composites which often coincide with Dry conditions in the North. Abstract

As the adverse impacts of hydrological extremes increase in many regions of the world, a better understanding of the drivers of changes in risk and impacts is essential for effective flood and drought risk management and climate adaptation. However, there is currently a lack of comprehensive, empirical data about the processes, interactions, and feedbacks in complex human-water systems leading to flood and drought impacts. Here we present a benchmark dataset containing socio-hydrological data of paired events, i.e. two floods or two droughts that occurred in the same area. The 45 paired events occurred in 42 different study areas and cover a wide range of socio-economic and hydro-climatic conditions. The dataset is unique in covering both floods and droughts, in the number of cases assessed and in the quantity of socio-hydrological data. The benchmark dataset comprises (1) detailed review-style reports about the events and key processes between the two events of a pair; (2) the key data table containing variables that assess the indicators which characterize management shortcomings, hazard, exposure, vulnerability, and impacts of all events; and (3) a table of the indicators of change that indicate the differences between the first and second event of a pair. The advantages of the dataset are that it enables comparative analyses across all the paired events based on the indicators of change and allows for detailed context- and location-specific assessments based on the extensive data and reports of the individual study areas. The dataset can be used by the scientific community for exploratory data analyses, e.g. focused on causal links between risk management; changes in hazard, exposure and vulnerability; and flood or drought impacts. The data can also be used for the development, calibration, and validation of socio-hydrological models. The dataset is available to the public through the GFZ Data Services (Kreibich et al., 2023, 10.5880/GFZ.4.4.2023.001).

30. Trends and Return Frequencies of Hot and Cold Extreme Events in Northern Vietnam from 1961–2018

Abstract

This study used observed data of maximum daily temperature (Tx) and average daily temperature (T2m) from 48 meteorological stations to investigate hot (SU35, Tx≥35 ºC), severe hot (SU37, Tx≥37 ºC), cold (FD15, T2m≤15 ºC), and severe cold (FD13, T2m≤13 ºC) events in Northern Vietnam from 1961 to 2018. Trends and frequency characteristics of SU35, SU37, FD15, and FD13 were calculated and discussed. Results showed a significant increase in the number of hot and severe hot days, while there was a notable decrease in the number of cold and severe cold days in the northern region of Vietnam. The North Central region experienced the highest increase in the number of severe hot days, ranging from 2 to 5 days per decade. In contrast, the Northwest and Northeast regions had the highest decline in the number of cold days, with a rate of 3.5 to 4.5 days per decade for cold and 1 to 3 days per decade for severe cold days. The return values of Tx for the SU35 and SU37 thresholds for 10-year and 50-year return periods exceeded 41 ºC in the Northern Delta and North Central regions, which was higher than other regions (37–40 ºC). Meanwhile, the return values of T2m for the FD15 and FD13 thresholds were the lowest in the Northeast, typically ranging from 3 to 7 ºC for a 50-year return period. These results highlight the necessity of planning adaptation measures to address changes in hot and cold extreme events, particularly in the key industrial areas of Northern Vietnam, in the context of climate change. Abstract

This paper investigates the effect of typhoons on economic activities in Vietnam. During the period covered by our analysis, 1992-2013, we observed 63 typhoons affecting different locations of the country in different years with varying intensity. Using measures of the intensity of nightlight from satellite imagery as a proxy for the level of economic activity, we study how the nighttime light brightness varies across locations that were variably affected by the tropical cyclones.
