Applying path analysis to 237 secondary school students and 320 post-secondary students in Singapore, parents' education was found to have important effects on adolescents' educational aspiration as mediated through educational track and adolescents' financial stress and self-esteem. This effect is strong for adolescents in both secondary and post-secondary education, with slight differences in the specific psychological process. The findings imply calibration of education towards parity and psychosocial interventions to improve adolescents' self-concepts, coping and aspirations. However, in the context of fast economic transformation, a burgeoning middle class, a differentiated education system, and high-income inequality, policy and psychosocial interventions will have limited effectiveness without addressing labour market disparities and the social stigma of vocational and technical education.

East Asian (EA) social welfare has been described as productivist, where social policies are subordinate to economic development. However, EA comparative studies often focus on a few select social policies and seldom examine welfare programs as a bundle. We contribute to the depiction of divergent features of EA safety nets by exploring welfare content (generosity, coverage, protective vs. productive, and work incentives) and welfare outcomes (poverty reduction and income redistribution) for lower‐income populations in the largest city in mainland China, Hong Kong, Japan, Singapore, South Korea, and Taiwan. We collected model family (MF) data and analyzed the data through descriptive statistics and regression models. We found that Taiwan and Hong Kong, followed by Japan, have more generous programs for reducing poverty, while Korea focuses on productive programs; Singapore offers wide coverage and strong work incentives for low‐income families yet lags behind in generosity; and China appears to be a laggard in welfare provision in the region. Our findings reveal heterogeneity within EA welfare systems, and our synthesis of welfare features using MF data offers a promising, innovative strategy for conducting comparative research in regions with limited comparable data. International research on the effects of educational regimes on intergenerational mobility suggests that Singapore's education system possesses characteristics that tend to decrease intergenerational mobility. These characteristics include ability-based and school-based streaming, privatization of basic and tertiary education, expansion of tertiary education while increasing fees, and possibly regressive public expenditure on education. These characteristics are motivated by a belief in offering multiple pathways for success, and thereby developing a globally competitive workforce. However, comparisons between Singapore and Finland suggest that greater equity and mobility can be achieved without necessarily compromising students' performance and the nation's economic competitiveness. Given wide income disparity and at best moderate intergenerational mobility in Singapore, evaluations of the mobility effects of the various characteristics of Singapore's education system should be conducted. Priority should be given to rethinking Singapore's educational model. Remedial interventions such as bursaries and peripheral interventions such as the regulation of early education or private tuition have limited effectiveness if the main system reinforces immobility. The lessons in this study for Singapore can also be extended to other countries with differentiated education systems.

While there has been much research on welfare exit and entry into employment, less research has looked at return to government assistance. Applying survival analysis on data from a national government assistance programme in Singapore, we found two important factors of welfare return to which activation programmes need to pay greater attention. First, return was more likely if former beneficiaries accumulated a higher number of types of arrears rather than higher dollar values of arrears. This new finding contributes to the emerging literature on bandwidth tax, and suggests the importance of designing programmes that relieve mental accounting due to debt and poverty. Second, return was more likely if respondents had an infant or toddler child. This points to the importance of a range of support policies including affordable and accessible childcare, exemption from work requirement in receipt of welfare, and family leave for low-wage workers. We examine how chronic debt affects behavior by studying how a large, unanticipated debt-relief program affected psychological functioning and economic decision-making in beneficiaries. A charity granted low-income households debt relief worth up to Singapore dollars 5,000 (~3 month's household income). We exploited quasiexperimental variation in the structure of debt relief: For the same dollar amount of relief, some beneficiaries had more debt accounts eliminated, while others had fewer paid off. Comparing 196 beneficiaries before and after debt relief, and controlling for debt-relief amount, having an additional debt account paid off improves cognitive functioning by about onequarter of a SD and reduces the likelihood of exhibiting anxiety by 11% and of present bias by 10%. To achieve the same effect on cognitive functioning of eliminating one debt account, a beneficiary must receive debt relief worth ~1 month's household income. There is no effect of debt-relief magnitude on anxiety and decision-making. We exclude training and calendar effects, debtcausing behaviors, and liquidity constraints as explanations. Instead, these results support the hypothesis that chronic debt impairs behavior because the mental-accounting costs of owing distinct debt accounts consume mental bandwidth. In recent years, attention on the issue of poverty in Singapore has been increasingly placed in the spotlight. This study examines the various types of attitudes among Singaporeans and how they are formed, relating them to the broader institutional context of Singapore. A mixed method design is employed where clusters or groups of attitudes are derived through the use of cluster analysis. Subsequently, discourses of poverty and welfare attitudes are construed through qualitative interviews with the aid of Foucauldian Discourse Analysis. Quantitative findings point to three clusters of attitudes: ‘Conservatives’, ‘Liberals’, and ‘Sui Generis’. Qualitative findings, however, show that ‘Sui Generis’ ultimately align themselves closer to either ‘Conservatives’ or ‘Liberals’ in their discourses of welfare. In fact, respondents in all three clusters reproduce state discourses, albeit in varying ways. In essence, this study explicates poverty and welfare attitudes as a product of social identities premised on subjective notions that are shaped by state discourses of meritocracy, self-reliance and anti-welfarism. This article presents findings from a survey of 440 Singaporeans on their attitudes towards welfare and welfare recipients. Attitudes were generally favourable, but sentiments towards higher taxes to help the poor were ambivalent. Controlled for demographic characteristics, 'poverty sympathizers' and affiliates of opposition political parties held the most liberal views, but were not more willing to pay higher taxes. Instead, poor respondents on the one hand and highly educated respondents on the other hand were more willing to pay higher taxes. Knowledge accumulation and beliefs about causes of poverty were strong predictors of attitudes. Effects of personal values and self-interest were less evident. Couched against the backdrop of an economy that has experienced rapid transformation and one of the widest income inequality in the developed world, the article discusses the critical juncture of social response and policy choices that Singapore finds itself. This paper reviews the trends in poverty and inequality in Singapore since independence, as well as policy recommendations adopted through the years, and their results. Poverty is discussed not only in terms of wage earnings, but also in relation to employment conditions, social challenges that pile up together with income poverty, and intergenerational mobility. The paper finds that notwithstanding improvements in early decades, after fifty years, the problems of a social divide and poverty have come full circle. Social policy in Singapore retains its fundamentally productivist philosophical orientation, but the recent deterioration in poverty, inequality and mobility trends is leading to adoption of more welfare-oriented and universalist policy solutions. Social inclusion is now a national priority, and policy redirection for the future needs to take place in wide-ranging policy domains, including the labor market and economic growth. Pay matters. Using economic theory and empirical data from Singapore, the authors examine the important role of salary in attracting and retaining social workers. Economic theories show the relationship between pay and turnover, and the need for government intervention. Then, by comparing empirical data against the economic theories, the effectiveness of the measures taken by the Singapore government to increase the number of social workers is analyzed. Welfare reforms in the 1990s have shifted governments around the world towards financial assistance conditional on work. While large-scale rigorous research on welfare-to-work programs has demonstrated effectiveness towards employment in other countries, no such micro-level evaluation of a policy has ever been conducted in Singapore. This article describes the process of developing a large experimental evaluation of the Work Support Program, which the Ministry of Community Development, Youth and Sports started in 2006. The lessons learned from planning and implementing the research can be helpful to future researchers in negotiating long-term rigorous evaluations in an environment where collaborators lack sufficient research knowledge. Background: While existing research has shown higher prevalence of depression among incarcerated youths compared with non-incarcerated youths, none has studied incarceration as a cause of depression., Aims/hypothesis: This study suggests that incarceration, in particular placement of youths in adult incarceration, is a factor in developing depression., Method: A records based comparison of depression among youths in different types of incarceration with non-incarcerated youths, controlling for other predictors of depression, namely offence type, family poverty, parents' history of incarceration and demographic profile., Results: Youths in adult placements were significantly more likely to be depressed than youths in juvenile placements and community-based youths., Conclusion and Implications: The findings suggest that there are mental health implications against incarcerating youths in adult prisons, a concern that current juvenile justice might not have considered adequately., (Copyright © 2010 John Wiley & Sons, Ltd.)
