4. Counsellors' Focus on Competitive Employment for People with Severe Mental Illness: An Application of the Theory of Planned Behaviour in Vocational Rehabilitation Programmes

Abstract

Although the evidence-based Individual Placement and Support programme highlights the importance of the vocational rehabilitation (VR) counsellors' focus on competitive employment during career counselling, studies have shown that counsellors do not always target such jobs. This study examines which determinants affect the counsellors' intentions using an extended version of the Theory of Planned Behaviour. Cross-sectional data of 263 VR counsellors of three public employment services were analysed using structural equation modelling. A path model comprising attitudes, prior behaviour, and subjective and moral norms explained 69% of the variance in intentions. The findings indicate that counsellors focus more on competitive employment when they (1) view the placement in a competitive job as positive, (2) experience support and (3) have prior relevant experiences.

7. Stakeholder Coalitions and Priorities Around the Policy Goals of a Nation-Wide Mental Health Care Reform

Abstract

The difficulty of implementing mental healthcare reforms owes much to the influence of stakeholders. So far, the endorsement of mental health policy reforms by stakeholder coalitions has received little attention. This study describes stakeholder coalitions formed around common mental health policy goals and highlights their central goals and oppositions. Data were collected on the policy priorities of 469 stakeholders (policymakers, service managers, clinicians, and user representatives)involved in the Belgian mental healthcare reform. Four coalitions of stakeholders endorsing different mental health policy goals were identified using a hierarchical cluster analysis on stakeholders’ policy priorities. A belief network analysis was performed to identify the central and peripheral policy goals within coalitions. Coalitions brought together stakeholders with similar professional functions. Disagreements were observed between service managers and policymakers around policy goals. The two coalitions composed of policymakers supported a comprehensive approach that combines the different goals and also supported the shortening of hospital stays, whereas the two coalitions composed of service managers emphasised the personal recovery of users and continuity of care. Regardless of the coalitions’ differing policy priorities, strengthening community care was a central goal while patient-centred goals were peripheral. The competing policy positions of the coalitions identified may explain the slow and inconsistent pace of the Belgian mental healthcare reform. Strengthening community care may be an essential part of reaching consensus across coalitions. Finally, special care must be taken to ensurethat patient-centred policy goals, such as social integration, are not set aside in favour of other goals

9. Stakeholder coalitions on the organisation of mental health care: a cluster analysis

Abstract

Introduction: During the last decades, reforms in the organisation of mental health care (MHC) have been implemented in many countries. However, reforms are often partially implemented because of the resistance of stakeholders, especially in bottom-up and fragmented societies. So far, coalitions of stakeholders in the organisation of MHC has never been described. Objectives: The objective was to identify coalitions of stakeholders in relation to dimensions of the organisation of MHC. Methods: Using a national online survey in Belgium, data were collected on 469 stakeholders (policymakers, clinicians, managers, professional associations, user representatives). Seven dimensions of the MHC organisation were proposed to stakeholders: target group, geographical organisation of care, type of service provided, type of coordination, formalization of practice, provider payment mechanisms, and resource-pooling level. Classification was performed on stakeholders’ organisational choices with a non-metric cluster analysis. Results: Organisational choices of stakeholders in five clusters accounted for 50% of the variance. Coalitions have emerged around the following dimensions: geographical organisation of care, type of service provided, resource-pooling level and formalization of practices. Clusters composed of clinicians and professional associations favoured the autonomy of individual, specialised services while those composed of policymakers favoured generic services, the formalization of practice and integration at the network level in terms of provision, coordination, and funding of services. Conclusions: Coalitions that are composed of stakeholders with different backgrounds differ on the organisational dimensions that underlie issues of autonomy and identity of services. The definition of MHC policies and interventions should consider the impact of stakeholder coalitions.

Byline: Inge Neyens, Dries Faems, Luc Sels The open innovation paradigm emphasises the importance of alliances for improving the innovation performance of firms. However, existing empirical research on innovation performance implications of alliances is dominated by cross-sectional studies. As a result, we do not know how the time frame of alliances might influence innovation performance. In this study, we therefore examine the impact of different time frames of alliance strategies on innovation performance. In order to do so, we collected panel data on 217 Flemish startup firms. The results show a positive association between 'discontinuous alliance strategies' with suppliers, customers and competitors and 'incremental' innovation performance. In addition, we find a positive impact of 'continuous alliance strategies' with suppliers, competitors and universities and other research institutes on 'radical' innovation performance. These findings encourage startup firms to balance their alliance portfolio not only in terms of different kinds of partners but also in terms of different kinds of time frames.

In dit rapport worden de resultaten voorgesteld van de haalbaarheidsstudie rond de wetenschappelijke evaluatie en opvolging van het hervormingsprogramma ‘Naar een betere geestelijke gezondheidszorg (artikel 107)’. Deze studie bestaat uit 3 onderzoeksluiken en werd uitgevoerd door drie wetenschappelijke equipes, namelijk KU Leuven LUCAS, UCL - IRSS en VUB - OPIH. Het eerste deel van dit rapport bevat de resultaten van het eerste onderzoeksluik, dat werd uitgevoerd door de VUB – OPIH. Dit luik betreft de analyse van de geografische afbakening en de netwerksamenstelling van de hervorming. Het tweede deel van dit rapport bevat een overzicht van het onderzoekswerk, met bijkomende resultaten, conclusies en aanbevelingen, aangaande het tweede en derde onderzoeksluik. Het tweede onderzoeksluik werd uitgevoerd door UCL- IRSS en heeft betrekking op de analyse van het gebruik van diensten. 18. Composing and managing technological alliance portfolios.. : Composing and managing technological alliance portfolios

Abstract

Since the second half of the 1980s, the number of newly established alliances has seriously grown (de Man & Duysters, 2005). Consequently, it has become more important to study how alliance portfolios, i.e. a firm's collection of direct alliances with partners (Lavie, 2007: 1188) impact the alliance (portfolio) success of firms. Alliance portfolio researchers particularly focused on the performance implications of the alliance portfolio s (i) structural configuration (structural perspective) or of its (ii) management processes (process perspective). This doctoral dissertation has three general aims that are related to both perspectives. First, we want to enrich the structural perspective on alliance portfolio configurations by incorporating the time dimension of alliance portfolios (chapter 1). Second, we aim to enrich the process perspective on alliance portfolio management by examining how firms organize their alliance portfolio management (chapter 2). Third, we want to integrate the structural and process perspective (chapter 3 and 4). Chapter 1: The Impact of Continuous and Discontinuous Alliance Strategies on Startup Innovation PerformanceIn the first chapter, we focus on the structural perspective by studying the innovative performance implications of the time frame of alliance strategies. Whereas existing studies on APM mainly focus on (i) alliance experience and (ii) APM best practices, they remain silent on how firms organize their APM. Based on survey data of 161 companies that engaged in technology alliances between 2006 and 2008, we identify four first-order (APM formalization, APM hierarchy, APM specialization and APM participation) and two second-order (mechanistic APM and organic APM) dimensions that explain how firms organize the management of their technology alliance portfolios. In addition, through testing the performance implications of these APM dimensions, we provide evidence that organizing alliance portfolio management is an important aspect of the alliance capability building process. Chapter 3: Toward an Integrative Perspective on Alliance Portfolios: Connecting Alliance Portfolio Configuration, Management and SuccessIn this chapter, we conduct a systematic review of the emerging alliance portfolio literature which focuses on a firm s collection of alliances rather than single alliances. We identify two perspectives that characterize the type of research within this domain. The structural perspective focuses on the configuration of alliance portfolios, whereas the process perspective examines the management of alliance portfolios. We further aim to enrich our understanding of alliance portfolio success by connecting these two perspectives. In particular, we formulate propositions which argue that the formalization, centralization and customization of the management of alliance portfolios moderate the relationship between (i) the configuration of alliance portfolios in terms of intensity and diversity and (ii) alliance portfolio success. We conclude by formulating future research directions.Chapter 4: Connecting Structural and Process Perspectives on Alliance Portfolios: The Innovation Performance Implications of Alliance Portfolio Configuration and Alliance Portfolio ManagementWhereas current alliance portfolio research has focused on the configuration ór management of alliance portfolios, the study in the fourth chapter aims to provide a more integrative perspective on alliance portfolios by empirically examining the interaction between alliance portfolio configuration (APC) ánd alliance portfolio management (APM) in influencing innovation performance of the focal firm. Based on data from 161 technology intensive firms, we show that 1) APM centralization moderates the relationship between growth of APC intensity and new-to-the-firm innovation performance and that 2) APM customization positively interacts with growth of APC diversity in predicting new-to-the-market innovation performance. 24. Organizational, team related and job related risk factors for workplace bullying, violence and sexual harassment in the workplace: A qualitative study

Abstract

Most research in the realm of risk factors of negative acts at work—such as bullying, violence and sexual harassment—is based on the experiences of victims. In this qualitative research, a different approach was chosen by performing in-depth interviews of organizational insiders with experience in negative acts at work. The research focus was to detect job, team and organizational risk factors which may lead to victimization or perpetration and to furthermore understand their role in the process of negative acts. Based on a list of possible risk factors detected in previous research, 126 semi-structured interviews were performed. On the level of the job, various aspects of work content, work conditions, work relations and work environment appear to cause or sustain negative acts. On the team and organizational level, lack of balance concerning (1) organizational goals versus employees’ well-being, (2) social atmosphere, or (3) hierarchy may cause and sustain negative acts. Balance regarding each of these aspects appears to prevent as well as terminate negative acts. The results furthermore reveal four processes in which the risk factors may encourage negative acts at work. Firstly, job, team and organizational factors may elicit frustrations or personal strain and may moderate the employee’s coping with this situation. Secondly, job, team and organizational factors may encourage conflicts and may influence the employee’s conflict management style. Thirdly, characteristics of the team and the organization (e.g., a culture of gossip) may directly encourage or enable negative acts. Finally, negative acts as such can influence and change job, team and organizational factors. Abstract

Vocational rehabilitation (VR) counselors do not always focus on competitive employment for people with severe mental illness (SMI). Based on the Theory of Planned Behavior (TPB), this study examines how three types of VR counselors (i.e., gatekeepers, case managers, and specialists) vary in their underlying beliefs about competitive employment. VR counselors (N = 286) from Belgium completed an online TPB survey measuring behavioral, normative, control, and self-efficacy beliefs. Differences in beliefs were analyzed by one-way ANOVAs and post hoc comparisons using Bonferroni correction. Results indicate that counselors differ in their beliefs regarding competitive employment for people with SMI. Specialized counselors are stronger convinced that competitive employment results in latent benefits (e.g., increased integration and self-confidence). In contrast, gatekeepers consider income as the most recurrent and positive effect. The more specialized VR counselors are, the more often they perceive significant others valuing competitive employment and the more often they may comply with these norms. Finally, specialized counselors experience fewer barriers, more control, and more self-efficacy in dealing with problems compared with less specialized counselors. The differences in beliefs determining the focus on competitive employment may result in a lack of an integrated approach. Training, outcome feedback, and intersectoral communication can enhance consistency between different VR services. [ABSTRACT FROM PUBLISHER]
